This study has confirmed that the Czech Republic (CR) is an example of a state whose integration and migration policy is very restrictive. Its integration and migration policies have been influenced mainly by migratory flows, economic crises, and European integration. In terms of Europeanisation, it is obvious that the CR carried out fundamental reform in the area of integration and migration policy under the influence of the EU. The implementation of rules in practice has been inadequate. The Czech Republic has recognised and identified the weaknesses of both policies but has not eliminated these weaknesses in practice. The main weakness lies in the fact that both policies are heavily centralised. Local authorities and NGOs do not have sufficient powers and financial resources; moreover, local authorities have no legal obligation to participate in integration. There is a disparity between regions resulting from the unequal concentration of foreigners. A long-term problem is the cultural resistance of society and the requirement for foreigners to assimilate into mainstream society. The migration crisis has increased state activity in the area of migration and integration policy. This is not a manifestation of Europeanisation, but a defence of state interests.

This contribution defines the conflicts that international migration brings in connection with the increased number of applicants for recognition of foreign education in the Czech republic. The migration of people has been increasingly observed since the so-called Arab Spring 2011 until now. Globalization or connecting the whole world is a current trend that people are learning to accept. Each country receiving migrants determines its own strategy, rules, and approach to migration. „It is estimated that today about 150 million people live outside their homeland“ (Siskova, 2001: 18). With the increased migration and globalization, there has been an increased number of applicants in the Czech Republic for the recognition of education, serving mainly for further higher education. At the same time, for gaining job opportunities, for using foreign experience and, last but not least, for finding better living conditions. „The main determinants of human movements can be considered differences in the wealth of individual economies, living standards and stability in given societies“ (Siskova, 2001: 19). The aim of the contribution is to get acquainted with the basic concepts of migration and migration policy in connection with the recognition of education in the Czech Republic from foreign countries and whether increased migration of persons related to the recognition of foreign education and the acquisition of further education of foreigners in the Czech Republic.

AbstractThe Czech Republic has become the target of immigration over only the last three decades; currently, migrants compose 4.5% of the population. Governments in the previous decade have supported the vision of short-term labour migration, and foreigners face many administrative obstacles given the difficult legislation. We employ the concept of regulatory ritualism to grasp the distinctive features of the Czech system. Following Power (The audit society. Oxford University Press, Oxford, 1997) and Braithwaite (Regulatory capitalism: how it works, ideas for making it work better. Edward Elgar, Cheltenham/Northampton, 2008), we see regulation as a ritualised practice that comforts the public and cements the dominant normative order of migration policy. In this chapter, we introduce the historical and political context of migration policy, its institutional design, the Act on Residence of Foreign Nationals in the Czech Republic, the position of foreigners in Czech labour law, Czech integration policy and the consequences of recent institutional design for migrants. The main barriers of integration are difficult administration, poor knowledge of the language and precarious working conditions. Regulatory ritualism, a result of chaotic and unsystematic legislative work, is characterized by losing focus on achieving the goals or outcomes themselves, it establishes a climate of mutual distrust among those actors involved and places obstacles to collaboration between public authorities and migrants themselves.

On the basis of a large variety of documents and materials the article analyses the preconditions, main stage and consequences of the Ukrainian migration to the Czech Republic during the period of European integration. The article defines the problems of the migration and the prospects for its development in the 21st century. The author emphasises globalization, world conditions, scientific and technological progress, specialization of markets at regional level, social and public labor potential as the key factors of labor mobility, as well as geopolitical and geocultural factors, that changes people­­­’s world outlook in the context of information society. The study focuses on the main reasons for migration from Ukraine to Czech Republic (relatively stable and positive situation in the Czech economy in comparison to the Ukrainian, position in the labor market, the cultural and linguistic similarities, the long history of mutual migration processes). In addition, the author points out at a number of the modern trends of the migration (the quantitative growth of migrant workers and students in absolute numbers as well as in percentage, the growing number of Ukrainians with the Czech residence permit, the transformation of the social structure of migrants, permanent illegal employment). The changes in the migration policy of the Czech Republic after accession to the EU, its political and social context, positive and negative effects, the contents of the so-called «Ukraine Project» and «Ukraine Mode» are examined. The growing impact of the Ukrainian migrants on the development of the Czech economy and society is underlined. The article identifies of the modern migration as a phenomenon, which is being institutionalized and which transforms from a traditional social movement into a structured social organism (diaspora, network of national public associations, infrastructure of the migration services market, etc.), and thus into the subject and instrument of regulation of the people’s economic activity. Some aspects of the Ukrainian diaspora life in Czech Republic are considered.

This article analyses attitudes of key stakeholders towards migration and development policies in the Czech Republic. It is generally understood that migration policy is a set of measures aimed primarily at handling immigration flows to developed countries, while development policy seeks to foster sustainable growth in developing countries. We conducted semi-structured interviews with 21 experts from the public decision-making, nongovernmental, academic and private (legal) spheres to gather their opinions on the practice of, and relations between, the Czech migration and development policies. The findings of our research point to the lack of coherence between these two types of policies and they highlight several specific discrepancies across individual policy instruments. Moreover, albeit our research was conducted prior to the escalation of the EU migration crisis in 2015, several of our findings contextualize the Czech response to this crisis, both at the national and European Union level.

Abstract Since the European refugee crisis 2015, the rather bureaucratic asylum and migration policy has become a highly politicised issue in ECE countries. The politicisation process started while political parties were involved with the policy. However, many studies have ignored the practice of executives’ and administrations’ action in this domain and knowledge of whether this public anti-EU rhetoric really resulted in non-compliance, therefore, remains limited. This chapter interlinks politicisation and non-compliance research in a comparative case study of Hungary and the Czech Republic. While combining findings of expert interviews, data on party manifestos and infringement procedures, it concludes that the partial politicisation did not lead to broader non-compliance in the Czech case, whereas the governmental-led politicisation in Hungary resulted in non-compliance. This difference is explained by the fact that in Hungary, the asylum-related administration, like other bureaucratic fields, has become increasingly re-politicised during the last decade.

The author investigates political radicalism in the Czech Republic, a rather heterogeneous current considering the structure of participants: from political parties to the extremist organizations. The peculiarity of the Czech party system is the existence, along with typical radical parties, of other non-radical parties whose representatives support xenophobic, nationalist and anti-Islamic statements. This is primarily the Civil Democratic Party, known for its critical attitude towards European integration, and the Communist party of the Czech Republic and Moravia, which opposes Czech membership in NATO and the EU. Among the Czech politicians, who are close to radical views, analysts include the well-known for its anti-Islamic position of the Czech President M. Zeman and the leader of the movement ANO, billionaire A. Babich. Voters vote for them not because their economic or social programs are particularly attractive to the electorate, but because of dissatisfaction with the economic situation in the state. Almost all right populist parties oppose European integration, interpreting it as an anti-national project run by an elite distorted by a deficit of democracy and corruption. The so-called European migration crisis has sparked significant attention from scholars and raises questions about the role of solidarity between states and the European Union (EU) in providing policy solutions. Tension exists between upholding the rights of those seeking entry and pooling resources between Member States to provide a fair and efficient migration system. This article deconstructs the shifts that have occurred in EU migration policy since 2015 to highlight how narratives of health have become tools of governance. It does so to illuminate how health narratives operate to minimise the impact that conflicts on the nature and substance of EU solidarity have on policy development in response to the perceived crisis. A governmentality lens is used to analyse the implications of increasingly prescribed policy applications based on screening and categorising, and how measures operate to responsibilise migrants and third-countries to act according to EU values. It is argued this approach to governance results in migrants facing legal uncertainty in terms of accessing their rights and excludes them from the EU political space, which is problematic for how EU governance can be understood.

The purpose of the article is to determine the factors that influenced the process of the development and implementation of Lithuania’s foreign and domestic policies in the field of migration within the framework of the EU rules (dispositive and imperative) and identify those factors that may have a similar effect on the stability of migration processes in Ukraine with regard to its accession to the EU. The task is to determine the problems (negative preconditions and consequences) of the migration sector based on the analysis of more than a decade of experience of Lithuania as an EU member and the influence of the latest European crisis. Lithuania’s strategies with regard to the following issues are relevant to Ukraine’s European integration aspirations: the migration crisis in the EU, in terms of overcoming it through a “relocation plan;” and the integration of the national minorities of Lithuania, including the Roma minority, into the country’s civil society. Furthermore, some of Lithuania’s efforts actively support Ukraine’s European integration aspirations, such as the attempt to model how current problems can be predicted and resolved by Ukraine if it acquires EU membership, on the basis of Lithuania’s experience, which has relevance for Ukraine due to the fact that Lithuania and Ukraine – along Poland and other countries – inherited the Soviet system of government, and because of their similar mentality and current bilateral relations. After the Ukrainian crisis in 2014, and the subsequent EU migration crisis in 2015, Lithuania reviewed its national policy priorities taking into account that its state boundary is the part of the EU boundary, without any “buffer zone.”
