The image of the EU and Europe in digital mass media of Ukraine, Belarus and Russia is studied in this article using the methodology of discourse analysis. Independent digital mass media Ukrainska Pravda, Nasha Niva, Lenta.ru, Novaya Gazeta are analysed (online publications from years 2005–2019). Three images of Europe in the media are indicated as a result of the research. In Ukraine: a strong reliance on Europe as the idea is observed. The EU and its institutions are stably present in political news, but European politicians are not so popular. In Belarus: Europe doesn’t structure political discussions, however, efforts of the neighbouring EU Member States may be important in the image creation. In Russia: there is not much interest towards Europe, but some approaches to present constant clashes between Russia and the West are evident in digital mass media. The research has confirmed the main hypothesis, which supposed that the mechanisms of creating the image of Europe and the EU in post-Soviet countries’ mass media are different, and the specifics of political discourse, as well as the states’ international politics define the image.

The lifting of work restrictions for Romanian and Bulgarian citizens in the EU, in January 2014, encountered much resistance both in European political discourse and the media, as these migrants became demonised and presented as social and economic threats. In this article, we show how the Romanian press dealt with such discriminatory discourses against the Romanian migrants. We conduct a thorough Multimodal Critical Discourse Analysis (MCDA) of news items published in Romanian press, prior to the lifting of work restrictions, and we argue that the Roma emerged as the perfect scapegoats that could explain the deviant and unruly behaviours ascribed by some western media to ‘Romanians’. We also show how racism toward the Roma, referred here as Romaphobia, invokes non-racial practices and instead builds on a reverse victimhood narrative. Such discourses relate in a broader sense to well-established discursive practices in Romanian context but also to the political climate across Europe which is marked by increased intolerance toward the Roma. It is the mixture of stereotypical discourses and populist rhetoric that makes racism towards the Roma appear naturalised and increasingly more difficult to challenge.

Some economic and political events determine the level and dynamics of real economic variables on one hand, and business sentiment as a "soft" variable with a good predictive power for those variables, on the other. In this paper, we observe the impact Croatia's accession to the European Union (EU) in 2013 had on the Industrial confidence indicator (ICI) as a measure of business sentiment in Croatia's industry. Entering the EU had a strong positive impact on the economies of countries that had joined the Union. Unlike other new EU member states, which entered the EU in an upward phase of the European business cycle, Croatia entered this community immediately after the stabilization of the European debt crisis and in a long period of recession. Using a novel application of the Synthetic Control Method (SCM) to the business survey (BS) data, the main hypothesis, that Croatia's accession to the EU had a strong positive impact on the ICI (which can be explained as euphoria), is confirmed. Conclusions derived from this research are a contribution to the improvement and popularization of BS and SCM.

At the beginning of 2020, the world faced a new and unexpected challenge. Such a harmful situation has a potential to increase tensions in societies and create citizens’ distrust in their own governments and the European Union. In relation to these observations, the main hypothesis assumes that citizens’ trust in the Union decreased during the pandemic, compared to previous periods. Thus, the aim of the study is to identify the dynamics of trust in the EU in the member states. The research’s object is the citizens of the EU member states and the focus on dynamics in the levels of trust in 2016–2020, measured based on selected indicators. The data for analysis comes from the Eurobarometer. Statistical methods (frequencies and cross tables) and comparative approach are used for the analysis. On the macrolevel, it seemed that European leaders could do better, especially in the initial stages of the COVID-19 pandemic. However, the results of the Eurobarometer survey performed in the summer of 2020 show that average trust in the Union did not decreased. Тhe data shows that there is a variety across the countries, which was not presented in the current study. Thus, a further examination focused on the context in each of the countries is required, namely policies and measures stringency.

Political security is very often considered through the prism of individual states. In the scholar literature in-depth analyses of this kind of security are rarely encountered in the context of international entities that these countries integrate. The purpose of this article is to draw attention to key aspects of political security in the European Union (EU) Member States. The EU as a supranational organisation, gathering Member States first, ensures the stability of the EU as a whole, and secondly, it ensures that Member States respect common values and principles. Additionally, the EU institutions focus on ensuring the proper functioning of the Eurozone (also called officially “euro area” in EU regulations). Actions that may have a negative impact on the level of the EU’s political security include the boycott of establishing new institutions conducive to the peaceful coexistence and development of states. These threats seem to have a significant impact on the situation in the EU in the face of the proposed (and not accepted by Member States not belonging to the Eurogroup) Eurozone reforms concerning, inter alia, appointment of the Minister of Economy and Finance and the creation of a new institution - the European Monetary Fund.

Nowadays, energy security is a growing concern in state foreignpolicy. Interdependency in the energy field is a very important dimensionof contemporary relations between states and transnational corporations.Energy security is becoming a key issue for the European Union (EU). TheUnion is one of the world’s fastest-growing energy markets and the biggestimporter of energy resources. For the foreseeable future, Europe’s energydependence will probably increase. Facing a shortage of energy, Europe isdependent on imports and the EU member states need to diversify their energysupplies. The Caspian region contains some of the largest undevelopedoil and gas reserves in the world. After the collapse of the Soviet Union, thenewly independent Caspian states became open to foreign investment. Thegrowing energy needs have given the EU a strong interest in developing tieswith energy-producing states in the Caspian region to build the necessarypipeline infrastructure. In this analysis, the pipeline infrastructure that exists orwill be built in the near future will be presented. The analysis will concentrateon routes transporting gas from the Caspian region and the most importantproblems and solutions in designing the midstream energy system in the region.The key aim of the article is to analyse the Southern Gas Corridor (SGC)infrastructure project, which will inevitably contribute to the EU’s energy securityinterest.

The inequality within the 27 European member states has been studied. Six indicators proclaimed by Eurostat to be the main indicators charactere the countries: (i) the relative median at-risk-of-poverty gap, (ii) the income distribution, (iii) the income share of the bottom 40% of the population, (iv) the purchasing power adjusted GDP per capita, (v) the adjusted gross disposable income of households per capita and (vi) the asylum applications by state of procedure. The resulting multi-indicator system was analyzed applying partial ordering methodology, i.e., including all indicators simultaneously without any pretreatment. The degree of inequality was studied for the years 2010, 2015 and 2019. The EU member states were partially ordered and ranked. For all three years Luxembourg, The Netherlands, Austria, and Finland are found to be highly ranked, i.e., having rather low inequality. Bulgaria and Romania are, on the other hand, for all three years ranked low, with the highest degree of inequality. Excluding the asylum indicator, the risk-poverty-gap and the adjusted gross disposable income were found as the most important indicators. If, however, the asylum application is included, this indicator turns out as the most important for the mutual ranking of the countries. A set of additional indicators was studied disclosing the educational aspect as of major importance to achieve equality. Special partial ordering tools were applied to study the role of the single indicators, e.g., in relation to elucidate the incomparability of some countries to all other countries within the union.

Abstract Over the last two decades, the formation of grand coalitions has grown in the European Union (EU), even in countries with no previous political experience with them. Alongside a significant rise in both new and radical parties, grand coalitions signal the increasing fragmentation of contemporary European politics. We, therefore, investigate the electoral performance of both mainstream and new parties entering and leaving grand coalitions. We find that mainstream parties do not appear to enter grand coalitions after negative election results. They are, however, punished in the following elections, albeit not as heavily as previous findings have shown. This post-grand coalition electoral penalty is true for both major and minor grand coalition members. These findings contribute to the literature on party competition and provide insights into the choices mainstream parties' have been making in response to recent and rapid changes in the electoral landscape of the EU.

The main goal of setting energy efficiency priorities is to find ways to reduce energy consumption without harming consumers and the environment. The renovation of buildings can be considered one of the main aspects of energy efficiency in the European Union (EU). In the EU, only 5% of the renovation projects have been able to yield energy-saving at the deep renovation level. No other study has thus far ranked the EU member states according to achieved results in terms of increased usage in renewable sources, a decrease in energy usage and import, and reduction in harmful gas emissions due to energy usage. The main purpose of this article is to perform a comparative analysis of EU economies according to selected indicators related to the usage of renewable resources, energy efficiency, and emissions of harmful gasses as a result of energy usage. The methodological contribution of our study is related to developing a complex and robust research method for investment efficiency assessment allowing the study of three groups of indicators related to the usage of renewable energy sources, energy efficiency, and ecological aspects of energy. It was based on the PROMETHEE II method and allows testing it in other time periods, as well as modifying it for research purposes. The EU member states were categorized by such criteria as energy from renewables and biofuels, final energy consumption from renewables and biofuels, gross electricity generation from renewables and biofuels and import dependency, and usage of renewables and biofuels for heating and cooling. The results of energy per unit of Gross Domestic Product (GDP), Greenhouse gasses (GHG) emissions per million inhabitants (ECO2), energy per capita, the share of CO2 emissions from public electricity, and heat production from total CO2 emissions revealed that Latvia, Sweden, Portugal, Croatia, Austria, Lithuania, Romania, Denmark, and Finland are the nine most advanced countries in the area under consideration. In the group of the most advanced countries, energy consumption from renewables and biofuels is higher than the EU average.

Amidst a growing interest from European Union (EU) Member States, the European Commission recently announced that it would put forward a legislative proposal for the adoption of a harmonised and mandatory front-of-pack nutrition labelling scheme at the EU level. The present contribution discusses the implications of such an adoption, taking a behavioural, legal and policy angle. It introduces first the concept of front-of-pack nutrition labelling and the existing evidence regarding its effects on consumer behaviour and dietary habits. It then presents the legal framework currently applicable to (front-of-pack) nutrition labelling in the EU and discusses some of the main political and practical aspects involved with the development of a common EU front-of-pack label.

AbstractThe outbreak of the COVID-19 pandemic has placed severe pressure on the EU’s capacity to provide a timely and coordinated response capable of curbing the pandemic’s disastrous economic and social effects on EU member states. In this situation, the supranational institutions and their models of action are evidently under pressure, seeming incapable of leading the EU out of the stormy waters of the present crisis. The article frames the first months of management of the COVID-19 crisis at EU level as characterised by the limited increase in the level of steering capacity by supranational institutions, due to the reaffirmed centrality of the intergovernmental option. To explain this situation, the article considers the absence of the institutional capacity/legitimacy to extract resources from society(ies), and the subsequent impossibility of guaranteeing an effective and autonomous process of political (re)distribution, the key factors accounting for the weakness of vertical political integration in the response to the COVID-19 challenge. This explains why during the COVID-19 crisis as well, the pattern followed by the EU is rather similar to past patterns, thus confirming that this has fed retrenchment aimed at the enforcement of the intergovernmental model and the defence of the most sensitive core state powers against inference from supranational EU institutions.
