The work summarizes the prospective conceptions of all the five horticultural branches. These branches (vegetable, fruit, grape and wine, herb and ornamental plant production) with the production of propagating material together amount to round 30-35% of the total value of the entire plant production. The performance of horticultural branches declined significantly because of privatisation and lack of capital. The accession to the EU urges the development of modernization and competitiveness, therefore the state subsidies are indispensable.

AbstractThis paper analyzes the most recent WTO Appellate Body (AB) report in a series of disputes between the US and the EU over government support to aircraft manufacturers Boeing and Airbus. The measures under dispute in US–Tax Incentives were investment promotion subsidies provided to Boeing by the State of Washington. The EU contended that the Washington State subsidies, which were conditioned on Boeing locating production of specific parts of its new 777X program within the state, were prohibited import substitution subsidies. The AB took this case as an opportunity to consolidate WTO case-law on import substitution subsidies. It confirmed a single legal standard for export promotion and import substitution subsidies but with a stricter requirement for a finding of a violation in the case of import substitution subsidies. We argue that the AB, in allowing the subsidies to Boeing, unnecessarily blurred the distinction between contingency in law and contingency in fact by ruling that identifying a condition requiring the use of domestic inputs would be a necessary element for a determination of a de facto contingency. This appears to be an unduly formalistic view that leaves little legal space for any de facto contingency claim in the future.

The production of ornamental plants represents an important branch of our horticulture. The growing area is relatively small (round 2800 ha), the production value, however, a rather large. Notwithstanding, its financial balance is inactive because the demand surpasses the supply copiously. The most popular plants are as follows: carnation, gerbera, rose, bulbous flowers, chrysanthemum, other cutflowers, cutgreens and Gypsophyla — their total production value makes up to Ft 8-9 billion. The area of ornamental nurseries — about 800-900 ha — is to be found mostly on the western part of our country. Our accession to the EU will have undoubtedly an impact on our ornamental plant production. We must take into account, that in greenhouse production the specialization extends all over the world, field production over a limited region. Our chances will not deteriorate by joining the EU. The buyer — chiefly because of ecological purposes — will prefer the domestic product to the foreign one. By the way, our products will be competitive, as far as quality or price is concerned, with those of western Europe. Last but not least, we may hope a greater saleability of home-bred, special varieties and cultivars, the so-called "hungaricums", both in the domestic as well as export markets. It is anticipated that we will have a good turnover with potted ornamental plants and flower seedlings. Our nursery products will become marketable too. To exploit the opportunity, of course, the necessary conditions are to be created. First of all, we need development in research, with special regard to breeding, at the same time in education, in extension service, in the training of experts, on a high level. Some tasks can be solved, no doubt by improvement of the organisation within the branch. At the same time the state subsidy is indispensable in order to promote both the technical and the research activities. State subsidy is also necessary to build up more advantageous conditions of sales like in some foreign countries (e.g. the Netherlands).

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

The aim of the article is to present possible scenarios on maintaining democracy in the EU, while assuming different hypothetical directions in which it could develop as a federation, empire and Europe à la carte. Selected mechanisms, norms and values of the EU system that are crucial for the functioning of democracy in the European Union are the subject of this research. The abovementioned objective of scenario development is achieved through distinguishing the notions of policy, politics and polity in the research. In the analysis of the state of democracy in the European Union both the process (politics) and the normative approach (policy) have been adopted. The characterised norms, structures, values and democratic procedures in force in the EU will become a reference point for the projected scenarios. The projection refers to a situation when the existing polity transforms into a federation, empire or Europe à la carte. The article is to serve as a projection and is a part of a wider discussion on the future of the basis on which the European Union is build.

The author proves that the successful stability of independent Slovenia contributed to a number of factors, existing since its being incorporated in the SFRY. The factor, uniting the state has become the common goal – the aspiration to join the EU. The process of the European integration contributed to the modernization of a number of spheres, in particular social, cultural and economic ones. The global financial and economic crisis has revealed the turmoil in the economy of the state and its leadership was forced to gradually reduce a significant part of social privileges for the population. This caused the tension in the society and reduced the level of the national unity, having a negative impact on people’s wellbeing. However, since 2014, the Prime Minister M. Cherar has been trying to restore people’s trust in the state. The situation is getting better; indicators of trust in government are increasing, which also points to state capacity and political regime stability in Slovenia. Abstract The European Commission's State of Health in the EU (SoHEU) initiative aims to provide factual, comparative data and insights into health and health systems in EU countries. The resulting Country Health Profiles, published every two years (current editions: November 2019) are the joint work of the European Observatory on Health Systems and Policies and the OECD, in cooperation with the European Commission. They are designed to support the efforts of Member States in their evidence-based policy making and to contribute to health care systems' strengthening. In addition to short syntheses of population health status, determinants of health and the organisation of the health system, the Country Profiles provide an assessment of the health system, looking at its effectiveness, accessibility and resilience. The idea of resilient health systems has been gaining traction among policy makers. The framework developed for the Country Profiles template sets out three dimensions and associated policy strategies and indicators as building blocks for assessing resilience. The framework adopts a broader definition of resilience, covering the ability to respond to extreme shocks as well as measures to address more predictable and chronic health system strains, such as population ageing or multimorbidity. However, the current framework predates the onset of the novel coronavirus pandemic as well as new work on resilience being done by the SoHEU project partners. This workshop aims to present resilience-enhancing strategies and challenges to a wide audience and to explore how using the evidence from the Country Profiles can contribute to strengthening health systems and improving their performance. A brief introduction on the SoHEU initiative will be followed by the main presentation on the analytical framework on resilience used for the Country Profiles. Along with country examples, we will present the wider results of an audit of the most common health system resilience strategies and challenges emerging from the 30 Country Profiles in 2019. A roundtable discussion will follow, incorporating audience contributions online. The Panel will discuss the results on resilience actions from the 2019 Country Profiles evidence, including: Why is resilience important as a practical objective and how is it related to health system strengthening and performance? How can countries use their resilience-related findings to steer national reform efforts? In addition, panellists will outline how lessons learned from country responses to the Covid-19 pandemic and new work on resilience by the Observatory (resilience policy briefs), OECD (2020 Health at a Glance) and the EC (Expert Group on Health Systems Performance Assessment (HSPA) Report on Resilience) can feed in and improve the resilience framework that will be used in the 2021 Country Profiles. Key messages Knowing what makes health systems resilient can improve their performance and ability to meet the current and future needs of their populations. The State of Health in the EU country profiles generate EU-wide evidence on the common resilience challenges facing countries’ health systems and the strategies being employed to address them.

Professional peat-free substrates for ornamental plant production are increasingly required by nursery growers. Most promising materials are green compost, coconut coir dust, and woody fibre, used alone or in mixtures. One of the major concerns is pH, usually higher than optimal. In this work, a method based on a three-step procedure was adopted to acidify three organic matrices alone or in mixtures and to individuate the most suitable product, between iron(II) sulphate 7-hydrate and elemental sulphur chips. Firstly, the determination of the buffering capacity by dilution with sulphuric acid was carried out to determine dosages. Afterwards, an incubation trial of 84 (iron(II) sulphate) or 120 days (sulphur chips) was conducted on matrices and substrate mixtures with calculated doses in a climatic chamber maintained at 21 °C. Iron(II) sulphate resulted not suitable because it caused a rapid, but not lasting, pH lowering and an excessive electrical conductivity (EC) increase. Sulphur chips could instead guarantee an adequate and lasting pH lowering. These results were then validated in the open field trial on matrices and substrates. The proposed acidification methodology could be considered in developing new substrates, but the rapidity of pH acidification and EC increase on plant and mineral nutrition should be further investigated.

AbstractQuite a few recent ECJ judgments touch on various elements of territorial rule. Thereby, they raise the profile of the main question this Article asks: Which territorial claims does the EU make? To provide an answer, the present Article discusses and categorizes the individual elements of territoriality in the EU’s architecture. The influence of EU law on national territorial rule on the one hand and the emergence of territorial governance elements at the European level on the other provide the main pillars of the inquiry. Once combined, these features not only help to improve our understanding of the EU’s distinctly supranational conception of territoriality. What is more, the discussion raises several important legitimacy questions. As a consequence, the Article calls for the development of a theoretical model to evaluate and justify territoriality in a political community beyond the state.

Abstract Does the politicization of international authority help to reduce democratic deficits beyond the state? In this paper I argue that politicization provides a useful springboard for remedying democratic deficits at the EU and global level. Despite this promise, there are a range of concerns that inhibit a direct relationship between politicization and increased democratic legitimacy. The paper unpacks what politicization is and how it might relate to democratic legitimacy. It then argues that problems surrounding representation – in particular the constructivist view of representation – complicates this relationship. Significantly the notion of mobilization generates suspicions of democratic representational legitimacy. In response, the paper details a framework for assessing the democratic legitimacy of representative claims under conditions of politicization that responds to the aforementioned concerns. This framework is briefly applied to the cases of TTIP and TPP to show its merits.
