In Malaysia, the Environmental Quality Act 1974 is considered to be the most comprehensive piece of legislation promulgated to deal with environmental protection and pollution control. The Act also forms the basic instrument for achieving environmental policy objectives. As a developing country that strives for economic growth, Malaysia’s rapid development activities especially since the early 1980s have unveiled new dimensions to environmental concerns. Since its introduction more than 30 years ago, the scope and strategies of this Act have been constantly amended, altered or improved in the pursuit of environmental policy objectives. Thus, in the context of environmental protection, the Environmental Quality Act 1974 needs to be pro-active and flexible enough to accommodate new measures for facing challenging environmental problems. These changes provide an indication of the increasing complexities of environmental issues facing Malaysia. This paper examines the development of environmental strategies that has taken place within the framework of the Act, based on Malaysia’s environmental policy directives particularly on sustainable development.

The need for sustainable development underscores the role and importance of integrating environmental concerns in non-environmental policies because it is evident that environmental regulations only are insufficient to manage all environmental issues. Law enforcement on environmental protection in Vietnam clearly demonstrates this situation. Vietnam’s legal system of environmental protection is incompatible or overlapped with other sectoral laws and in fact many environmental matters have been implemented in accordance with sectoral laws while disregarding environmental considerations due to the lack of specific and explicit environmental provisions or requirements in sectoral laws and regulations. From that situation, the paper emphasizes the need to integrate environmental protection requirements into the sectoral laws of Vietnam and proposes some fundamental criteria and procedures to integrate environmental requirements into sectoral laws.

The concept of `sustainable development’ emerges in almost every discussion of environmental issues, be it at national or international levels. Over the years, especially after the famous 1987 Brundtland Commission’s Report, this concept has become more widely accepted by the policy-makers all over the world, including Malaysia. However, despite having received much international recognition and acceptance, the concept is still enigmatic and elusive, and there appears to be significant vagueness about exactly what meaning its exact denotation supposed to convey. This article seeks to examine the emergence and development of the concept of sustainable development at the international level, and to peruse its possible or suitable definitions. The objectives of such examination are to identify indicators that have greatly influenced the major discourse in the legal theories derived from this concept. For Malaysia and elsewhere, these sustainability indicators can be applied to appraise the effectiveness of legal mechanism in environmental protection and pollution control. The article concludes that understanding the criteria of successful sustainability allows a nation to meet the ongoing challenge of balancing present needs against those of the future. It is through this understanding that challenges and opportunities for sustainable development become clear.

PurposeThe COVID-19 pandemic is still raging, which calls for an exploration of how to prevent and control pandemics to promote sustainable development. The purpose of this paper is to examine the role of the digital economy in sustainable development, the relationship between the two, the impacts of the outbreak on economic and social development, and changes in China's digital economy.Design/methodology/approachThe study used the time-series data from 2002 to 2019 and an unconstrained VAR model to examine the relationship between the digital economy and sustainable development before the pandemic.FindingsChina's digital economy has promoted the country's sustainable economic and social development; it has advanced rapid economic growth, improved people's living standards, increased efficient utilization of resources, and strengthened environmental protection.Research limitations/implicationsAmid the pandemic, China's digital economy developed effectively; it showed strong resilience because of its unique advantages. The digital economy in China has helped the country to control the pandemic in a short period, reduced the risk of supply chain disruption, promoted China's economic growth, and ensured the orderly operation of society. Therefore, countries worldwide are encouraged to prioritize their digital economies.Originality/valueCompared with the extant literature, this study explores the sustainable supply chain in a broader sense in the context of a pandemic, and how the supply chain is influenced by the digital economy. It not only includes the stability, resilience, and viability of the supply chain in economic development but also involves aspects of people's life, resource utilization, and environmental protection.

In the XXth century the concept of public welfare was associated with economic growth and its rate. It was assumed that the economic growth provides society with the needed tools to solve its ecological and social problems. Theory attempted to explain the most important factors influencing economic growth and its efficient management. Yet it was discovered that the market economy system is not capable of solving society’s problems. The new type of world society and economy requires the rapid formation of processes, which reflect changing consciousness of the population. These processes include the rapid development of information technology, globalisation, which highlighted the significance of the environment, and the formation of social movements. Moreover, all the issues arising due to rapid changes can be rationally solved in a sustainable way. The analysis of methods used for evaluation of sustainable development has demonstrated that there is a lack of studies devoted to the assessment of sustainable development at the enterprise level. The most common problem encountered while assessing sustainability of the enterprise at the national and regional levels are the inadequate indicators. These should be based not only on the economic, environmental and social dimensions but as well on the technological and institutional dimensions. Another problem is the unreasonable number of the chosen indicators, which do not represent its distinct significance. This paper analyzed the problems of the concept of sustainable development and its implementation at different levels because the progress can only be made when there are challenges to overcome. The concept of sustainable enterprise was analyzed, followed by a discussion of importance of assessment of sustainability in the enterprises with its positive and negative aspects. Guidelines for future research were also established.

This article analyses the legal and practical implications of the Scottish Government's overall stated objective of increasing sustainable economic growth and the further implications that arise now that the term is formalised in legislation. It draws on the author's previous research into use of legal duties to deliver government objectives and the meaning and delivery of sustainable development and economic development. It is based on a critical review of Scottish Government policy, the provisions of the Regulatory Reform (Scotland) Act 2014, as well as the written and oral evidence submitted to parliamentary committees scrutinising Bills, their reports, and the subsequent Government responses. More broadly, the article examines the relationship between sustainable economic growth and the more widely accepted and used objective of sustainable development as complementary or contrasting policy objectives and legal duties. In doing so, it also aims to demonstrate the difficulties governments face in trying to put flesh on the bones of the Brundtland definition of sustainable development and accelerate progress towards sustainable living.

Abstract Grassroots environmental activism among Latin America's poor has altered the debate over environmental policy, social welfare, and citizenship. Yet the question remains whether this social mobilization of the poor is part of a larger trend toward broader environmental concerns and democratic political participation, or a shortlived movement susceptible to the same pressures that have dissolved community mobilization in the past. This article compares Brazil with other Latin American and European countries in surveys of environmental awareness, concerns, and reported behavior. It finds that Brazilians residing in the urban periphery link their own local environmental concerns to more global considerations, and that concern for and activism on environmental issues is positively related to wider community involvement.

The world economy as an integrated system has limited growth limits, natural resources are limited, so a new concept of sustainable economic development has emerged, based on a balance of the economy, social goals and ecology. Sustainable development is the development of the country's economy and the global system in which current needs are met without compromising future opportunities. The rapid development of transport infrastructure creates the prerequisites for the sustainable development of centers of macro and microeconomic growth and helps to reveal their potential in the future. The article considers the role of transport as an additional priority for sustainable development at the macro level and the types / functions of connectivity of economic growth centers in the sectoral and regional aspects. In turn, the concept of sustainable development of the transport system involves taking into account the features of the transport system as an object of increased danger and a high degree of influence on the main priorities of sustainable development (economic growth, social system and ecology) of the macroeconomics. It was noted that, on the one hand, the transport system, being part of the country's macroeconomic system, affects the priorities of its sustainable development, and on the other hand, has independent priorities for sustainable development in the field of economic growth and efficiency, social potential and environmental aspects, including issues of ensuring security.

Universities are experiencing a transition to sustainable universities, as addressing environmental concerns has become a cornerstone for the governance of higher education institutions. As responsible for the formation of decision-makers and because of its duty with the society, these institutions must be in line with the current society. This chapter deals with the implementation of sustainable procedures and initiatives in a concrete university: the Universidade da Coruña in Spain. Great efforts have been done regarding raising awareness on environmental issues and the implementation of sustainable procedures, even with limited economic resources. As a result, this university is very well positioned in international rankings and has great potential in the field of sustainable development.

In this paper, we analyze the effects of population aging on economic growth and the environment in a two-period overlapping generations model of growth, aging, and the environment. We show that aging may be beneficial to economic growth and the environment under perfect annuitisation, while possibly harmful under imperfect annuitisation. We also discuss the implications of our results for environmental policy in an aging economy.
