Seaports represent economic development and act as focal points in the global strategic environment. The economic contribution through seaports of Malaysia relies heavily on safe passage of merchant ships through the Straits of Malacca and at Malaysian ports. The economic advantages to the Malaysian government due to the presence of the surrounding sea are enormous. However, these economic advantages through the ports are not without their own challenges as ships that call to unload are vulnerable to shipment of dangerous cargo and weapons. The question is whether the government should enhance the monitoring of foreign ships that unload at Malaysian ports bringing enormous economic gains to Malaysia? This paper recommends that economic gain should not be given priority over port security as the former may not be capable of remedying the havoc that could result through negligence in the latter.ABSTRAKPelabuhan melambangkan pembangunan ekonomi dan bertindak sebagai titik tumpu dalam persekitaran strategik sejagat. Sumbangan ekonomi melalui pelabuhan Malaysia bergantung harap kepada laluan selamat kapal-kapal dagang melalui Selat Melaka dan di pelabuhan-pelabuhan Malaysia. Kelebihan ekonomi kepada kerajaan Malaysia akibat dari kewujudan laut sekitar adalah amat besar. Walau bagaimanapun, kelebihan ekonomi melalui pelabuhan ini mempunyai cabaran yang tersendiri; memandangkan kapal yang berlabuh untuk memunggah barang muatan terdedah kepada penghantaran barangan dan senjata yang berbahaya. Persoalannya adalah sama ada pihak kerajaan perlu meningkatkan pemantauan terhadap kapal asing yang memunggah barang muatan di pelabuhan Malaysia dan membawa keuntungan ekonomi yang besar kepada Malaysia. Kertas ini mencadangkan bahawa keuntungan ekonomi tidak patut diberikan keutamaan berbanding dengan keselamatan pelabuhan memandangkan keuntungan ekonomi mungkin tidak mampu memperbetulkan kekacauan yang boleh terhasil akibat kecuaian dalam keselamatan pelabuhan.

Purpose – The purpose of this paper is to study the role of budget speech in the Malaysian Government as a “hybrid” for governing both the economy and social cohesion. Design/methodology/approach – Through archival research, a governmentality framework and the concept of hybrids (Miller et al., 2008) are employed to explore the role of budget speech in articulating ways in which the government managed the economic and social agenda. Findings – Previous governmentality studies have primarily been conducted on economic performance in western liberal democracies. Such research has illustrated the framework, measures undertaken by the government and choices of the governable person in actions for economic life. This paper applies these studies to a South East Asian context and finds that budget speeches between 2007 and 2011 are hybrids, in that they set out ways of achieving the two key priorities of post-independence Malaysia – the need to promote economic development whilst also fostering social harmony. Most notably, it finds that economic development was the dominant priority in those budget speeches held prior to the global financial crisis and 2008 general election, whereas social cohesion assumed this position from 2009 onwards. Originality/value – The findings have both practical and social implications for Malaysia, but also other jurisdictions that are using budget speeches to try to promote economic reforms and foster social cohesion.

Purpose – The Malaysian Government through the interventionist stance created an enabling environment for SMEs. Deliberate efforts for economic development started in the form of Industrial Estates and Export Processing Zones since early 1990s. This paper is a brief account of government efforts and its result for cluster development, in the light of recent literature. It is found that despite consistent efforts, the Malaysian answer to Silicon Valley – Multimedia Super Corridor (MSC) – could not become an industrial cluster in a strict manner of the term used in the industrial cluster literature. This review highlights an array of bottlenecks that impede the competitiveness of MSC. The critical observation is that the SME firms in this “constructed cluster” are not enjoying the benefits of co-location externalities rather consider government’s financial support as an important factor affecting their co-location decision. In the absence of the significant qualitative research in the Malaysian cluster milieu, the purpose of this paper is the unique attempt to compile the previous results of significant work on the MSC and proposes future directions of research on policy-led clusters. Design/methodology/approach – This paper synthesized and arranged most recent literature on economic development efforts made by Malaysian Government. Furthermore, it highlights the issues faced by policy-led cluster of MSC. Findings – There is scant research on policy-led clusters like MSC where government plays an instrumental role from conception of this ICT cluster to development of programs and initiatives for the sustainability of it. However, the review of recent studies indicates that MSC faces some limitations to perform as cluster. There is a strong evidence that firms are not enjoying the benefits of clustering rather are attracted toward the financial incentives offered by the government in return of the firms co-location decision. Research limitations/implications – The theoretical contribution of the review is that it signals the scarcity of both breadth and depth of literature on policy-driven cluster. Although, few notable attempts indicated how cluster initiatives influence the clusters, yet various dimensions need to be explored in order to reach the conclusive findings. The current review provides a strong foundation for further empirical research. For example, the other possible avenues could be, cluster evaluation practices in policy-led clusters; enablers and barriers to innovation in policy-led clusters; development of comprehensive indicators for principled engagement, shared motivation and joint actions in collaborative initiative development and the relational dimension of networks like technological distance between the focal firms and local SMEs. Practical implications – The review highlights that government agencies and the firms in the policy-led clusters perceive the cluster initiatives differently. For government an initiative may be a success but for firms it may be just eyewash. This perceptual difference can disrupt the government efforts for this cluster. Firms are dependent on Multimedia Development Corporation. They consider themselves as a guest in the cluster and expect that government will provide everything. Mere presence/attendance of firms in the programs may not indicate the effectiveness of the initiative. Originality/value – The prime objective of the review was to highlight an array of bottlenecks that impede the competitiveness of MSC to become an ICT cluster. Since there is a dearth of significant qualitative research in the Malaysian cluster milieu particularly with respect to cluster initiatives taken in MSC, this review therefore is a unique attempt that compiles the previous results of significant work on a policy-driven MSC (ICT cluster) and proposes future direction of research on policy-led clusters.

The article sheds light on various approaches that seek to determine how widespread poverty and life on a low income are in Ukraine nowadays. As a social phenomenon, poverty has traditionally been associated with destitution and living below the subsistence level set by the government. However, the author holds the view that life on a low income not only means living near or below the poverty line. There is another part of Ukraine’s population that should also be considered needy — those whose income is less than twice as the subsistence level, and most of them are also subject to socio-economic deprivation. Drawing upon the findings of a social survey conducted by the Institute of Sociology of the NAS of Ukraine in 2019, the paper analyses the standard of living among different income groups. Particular attention is given to consumption patterns and social well-being of respondents in the lower income brackets. From the data, it can be inferred that living conditions of many Ukrainians are inadequate to sustain and develop human potential; furthermore, the low-income households have literally to struggle every day to make ends meet. The author brings into focus the main macroeconomic factors contributing to this situation and its adverse effect on the nation’s social potential. Some of the most common social consequences of living on a low income have been identified, such as limited consumption, a person’s dissatisfaction with life and his/her position in society. The above-mentioned survey also provides the estimates of how much the current subsistence level (with regard to Ukraine) should be. Having been made by different socio-demographic and occupational groups of Ukraine’s population, these estimates are a useful source of information — given that subsistence level is considered the basic social standard. According to the survey, all these figures are at variance with the official subsistence level, which is noticeably lower, and this indicates that the current subsistence level needs an upward revision. Today, the overall socio-economic situation in Ukraine is unfavourable for neoliberal economic reforms initiated by the government. Since these policies are primarily designed to reduce the role of state in managing the economy and implementing social welfare programmes, following this path will inevitably result in the entrenchment of mass poverty and in a major loss of Ukraine’s human potential, as well as labour force. The author argues that tackling the country’s chronic low income problem is only possible if a new strategy for socio-economic development is adopted, where social welfare is prioritised.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

This volume on India is one of a series of research projects on exchange control, liberalization, and economic development, undertaken for many less developed countries. The study deals with three major topics: exchange control, liberalization, and growth. First, under 'The Anatomy of Exchange Control', the methods of allocation and intervention in the foreign trade and payments practised by the government during the restrictive period 1956-66 and their economic impact are discussed. Then, a detailed analysis of the 'Liberalization Episode' which covers the policies in the period 1966-68, including the June 1966 devaluation, and the episode's effect on price level, economic activity, and exports is given. Finally, the overall growth effects of the foreign trade regime (broadly defined as exchange rate policy plus the frame-work of relevant domestic policies such as industrial licensing), and their possible contribution to India's rather unsatisfactory economic performance are examined.

In order for humans could reach the so-called falah (goodness), human behavior needs to be colored with the spirit and norms of Islamic economics reflected in its values. The principles and values of Islamic economics are considerably two inseparable things. The implementation of economic principles without being colored with values or values without being based on principles could keep people far away from their purpose, namely falah. The implementation of values not based on principles will tend to bring with it the normative economics, which would cause it trapped into injustice. While the implementation of values on the Islamic economic development is based on the five universal values, namely akidah (belief), 'adl (justice), nubuwwah (prophetic), khilafah (the government), and ma'ad (results). The five principles are used as the basis for building theories of Islamic economics. But strong and adequate theories not applied into a system will make the Islamic economics just as the study of science without giving positive impact on the economic life. Therefore, based on the five universal values, the three derivative principles should be built into the characteristics and the forerunner of the Islamic economic system. The Islamic economic system makes sure that there are no economic transactions that are contrary to the Shari'a. But business performance depends on the man behind the gun. For that reason, the economic actors within this framework could be held by non-Muslims. The Islamic economics could only be developed if the mindset and behavior of Muslims are already itqan (diligent) and ihsan (professional). It "may be" one of the secrets of the Prophet's statement, saying "Truly I was sent to perfect good character". Because good character could be an indicator of knowing good or bad behavior in determining both the success and the failure of business itself.

Economic growth is one indicator to measure  the success of economic development in a country. Economic development is closely related to infrastructure. Infrastructure development will have an impact on economic growth both directly and indirectly. Therefore, the role of the government in determining infrastructure development policies is very important to increase economic growth in Indonesia. The purpose of this study is to determine the effect of infrastructure on economic growth in Indonesia including road infrastructure, electricity infrastructure, investment, water infrastructure, education infrastructure and health infrastructure in Indonesia in 2015-2017.The analytical tool used in this study is panel data regression with the approach of Fixed Effect Model. The spatial coverage of this study is all provinces in Indonesia, namely 34 provinces, with a series of data from 2015 to 2017 with a total of 102 observations. The data used is secondary data obtained from BPS Indonesia.The results of the study show that (1) the road infrastructure variables have a negative and not significant effect on GDRP. (2) electrical infrastructure variables have a negative and not significant effect on GDRP. (3) investment variables have a positive and significant effect on GDRP. (4) water infrastructure variables have a positive and not significant effect on GDRP. (5) educational infrastructure variables have a positive and not significant effect on GDRP. ABSTRACT This article gives an overview of the 26 year long ethnic conflict in Sri Lanka and examines physical reconstruction and economic development as measures of conflict prevention and postconflict reconstruction. During the years of conflict, the Sri Lankan government performed some conflict prevention measures, but most of them caused counter effects, such as the attempt to provide “demilitarization”, which actually increased militarization on both sides, and “political power sharing” that was never honestly executed. Efforts in post-conflict physical reconstruction and economic development, especially after 2009, demonstrate their positive capacity as well as their conflict sensitivity. Although the Sri Lankan government initially had to be forced by international donors to include conflict sensitivity in its projects, more recently this has changed. The government now practices more conflict sensitivity in its planning and execution of physical reconstruction and economic development projects without external pressure.

Abstract On 19 June 2017, Indonesia, Malaysia, and the Philippines launched the Sulu-Sulawesi Seas Patrol (SSSP), a framework of maritime security cooperation aimed at protecting the Sulu Sea and Sulawesi (Celebes) Sea from maritime crimes. The three nations had announced that their cooperation might be modelled on the Malacca Straits Patrol (MSP), a similar form of cooperation between Indonesia, Malaysia, Singapore, and Thailand to safeguard the Straits of Malacca and Singapore. This article primarily compares both cooperative frameworks, and argues that the SSSP should be modelled on the MSP, subject to certain conditions. Where there are insufficient best practices in the MSP, this article contrasts the SSSP with other similar cooperative frameworks, including the Combined Maritime Forces and the ECOWAS Integrated Maritime Strategy. In addition, this article also discusses the relationship between the SSSP and MSP on one hand, and the ASEAN maritime security mechanisms on the other hand.

The Muamalah market and the use of dinars and dirhams in the community are not merely tools for buying and selling activities. However, it contains a noble goal, namely, to provide benefits to humans, especially in buying and selling activities. The phenomenon of the muamalah market seems to be the answer to concerns about the existence and monopoly activities of conventional markets (eg malls and supermarkets). The results of this study (qualitative) reveal: first, the muamalah market has been disrupted due to the inability to compete with the conventional market presence and the delay in responding to the conventional market presence, especially from the aspect of using technology. Second, the muamalah market does not yet have a fixed place. Third, the use of dinars and dirhams during their implementation does not yet have legality in their use. Fourth, the government still has not looked at the muamalah market to make an economic contribution to the country. The implication of this research is the urgency of the presence of the muamalah market and the use of dinars and dirhams. The use of technology will provide muamalah market opportunities and the use of dinars and dirhams so that they can be useful for the community. So that this can be the answer to economic problems in the community and even for the country.
