This article first presents a brief survey of the role and functions filled by the personal aide (chef de cabinet) of a minister in Quebec. The analysis continues, in a comparative perspective, by tracing a sociological and professional portrait of the Liberal“chefs de cabinet” in April 1976 and their successors in the pequiste government in July 1977.We then test the hypothesis that the cleavage between the government and the dominant economic forces has increased since November 15, 1976 as a result of the ideology articulated by the“chefs de cabinet” regarding the social and economic aims of the state. This hypothesis was confirmed.The hypothesis that the pequiste“chefs de cabinet” exercise a more pronounced influence on the decision-making process is also confirmed. Nevertheless, one cannot argue that the pequiste“chefs de cabinet” usurped the power of the legislators; their influence is more political than technocratic. The growing influence of the pequiste“chefs de cabinet” neverthelsss helps to accentuate the tensions and conflicts between the higher civil service and the ministerial aides.

AbstractThe aim of this paper is to investigate the notion of need, in this case an entire city's global need for water. This was a notion invented by Paris technicians between 1760 and 1804 in the context of several water supply projects, notably two river diversion schemes, those of the Yvette and the Ourcq, where the concept was much discussed. Different ways of considering the question of need – such as water resources, consumption and use, whether present or future – were strongly related to engineers' or scientists' conceptions of their own work. State engineers claimed they could make objective estimates of future needs with no reference to either value judgements or political intentions, a position which made it possible to keep strong control over the decision in the name of the state. In contrast, a practically trained engineer working outside the state corps claimed that in the case of expertise about the future, estimates would depend strongly on political intentions, norms and ideals, so the government should first give an outline of its intended actions. The paper studies the differences between these two approaches to the concept of need, especially how they articulated knowledge about what is and knowledge about what ought to be, present and future. The paper ends by linking these differences to conceptions of what was supposed to be technical or political in such projects and of what role engineers intended to play in the decision-making process.

Women today are considered to be outside the political and administrative power structures and their participation in the decision-making process is non-existent. As far as their participation in the political life is concerned they are still on the margins. The existence of patriarchal society in Lebanon as well as the absence of governmental policies and procedures that aim at helping women and enhancing their political participation has made it very difficult for women to be accepted as leaders and to be granted votes in elections (UNIFEM, 2002).This above quote is taken from a report that was prepared to assess the progress made regarding the status of Lebanese women both on the social and governmental levels in light of the Beijing Platform for Action – the name given to the provisions of the Fourth Conference on Women held in Beijing in 1995. The above quote describes the slow progress achieved by Lebanese women in view of the ambitious goal that requires that the proportion of women occupying administrative or political positions in Lebanon should reach 30 percent of thetotal by the year 2005!

Debates in Singapore about immigration and naturalisation policy have escalated substantially since 2008 when the government allowed an unprecedentedly large number of immigrants into the country. This essay will discuss immigration and naturalisation policy in Singapore and the tensions that have been evoked, and how these policies are a key tool in regulating the optimal composition and size of the population for the state’s imperatives. It will demonstrate that although the state has, as part of its broader economic and manpower planning policy to import labour for economic objectives, it seeks to retain only skilled labour with an exclusive form of citizenship.  Even as the Singapore state has made its form of citizenship even more exclusive by reducing the benefits that non-citizens receive, its programmes for naturalising those who make the cut to become citizens which include the recently created Singapore Citizenship Journey (SCJ) is by no means burdensome from a comparative perspective. This paper examines policy discourse and the key symbols and narratives provided at naturalisation events and demonstrates how these are used to evoke the sense of the ideal citizen among new Singaporeans.

Devbans are the parts of forest territory that have been traditionally conserved in reverence to the local deities in various parts of Himachal Pradesh. Today, they stand at the intersection of tradition and modernity. This paper endeavours to study the political ecology of a Devban in the contemporary times by looking at the power dynamics between various stakeholders with respect to their relative decision making power in the realm of managing the Devban of Parashar Rishi Devta. It further looks at howcertain political and administrative factors can contribute towards the growth or even decline of any Devban. The study argues that in the contemporary times when the capitalist doctrines have infiltrated every sphere of the social institutions including the religion, Devbans have a greater probability of survival when both the state and the community have shared conservatory idealsand powers to preserve them.

Mitigation policy is regarded as an effective strategy to achieve the purpose of building health resilience and reducing disaster risk with the current high frequency of environmental event occurrences. To enhance public acceptance of mitigation policy, the issue of decision-making behavior has been a concern of researchers and planners. In the past literature, qualitative measures employed to reveal the behavioral intention of hazard risk mitigation cause restricted outcomes due to the problem of sample representativeness and the fact that quantitative research is restricted to discuss the linear relationship between the two selected variables. The purpose of this article is to attempt to construct a Mitigation Policy Acceptance Model (MPAM) to analyze the behavioral intention of seismic risk mitigation strategies. Based on Dual Processing Theory, affective is conducted as the core variable for constructing two types of thinking processes, and the variables of risk perception, trust and responsibility are selected in MPAM from theories and past research. In this study, the mitigation policy of residential seismic strengthening, adapted in Yongkang District of Tainan, has been conducted as the case study. According to the results, the result of model fit test has confirmed the MPAM framework, and two thinking modes could be associated together when people face a risky decision-making process. The variable of affective is the most effective factor to influence each variable, and a direct effect on intention is also shown in this model. The results could provide suggestions in communication risk strategies for the government.

The political concept of Alfarabi is derivated from the concept of Platonic, Aristotelian, and Islam. The ideal state is the state which is elaborated the universal values of humanism, not just limited to certain ethnic and nation which is emphasizing its obedience just to God, not the something else. In this paper, the writer tried to interpret the original works of Alfarabi which is directly related to his political thought and the other thinkers who are studying his political thought. In his political thought, Alfarabi emphasized that the main purpose of the state is to make the social-welfare for its citizens. Based on the organic theory, Alfarabi stated that the government of the state is just look-like the human organism system. In which, each of the existing element functioned to strengthen each other to achieve one goal. The ideal state for Alfarabi is the state which is having the goals for its citizen welfare, and who become the prime leader is a philosopher, who is having the prophetic character, having the wider knowledge, and able to communicate with al 'aql al fa’al trough al ‘aql mustafad.

The results of the development of an information model for the personality’s social portrait formation are presented. The modelling has been carried out using OSINT technology that is the technology of legal obtaining and using open source information. In the result of the analysis, it has been found out that the social portrait is a heterogeneous semantic network consisting of personalized data. It has been defined that people organize formal and official communities of various orientations and the number of such communities associated with a particular person is practically unlimited. When formalizing the decision-making process, the concept of a group social portrait (GSP) has been introduced, which takes into account the community’s social tendencies united by certain common properties, group members' interpersonal interactions and their behavioural patterns. The obtained information models of personal and group social portraits let to take into account all the main properties of the objects under study, their tonality and significance, as well as to conduct an analysis of the implicit dependencies determination. The next step is to move on to considering the diversity of the digital social environment elements.

The paper presents the decision support under risk by the risk averse decision maker. Decision making under risk occurs when the result of the decision is not unequivocal and depends on the state of the environment. The decision making process is modeled with the use of multi-criteria optimization. The decision is made by solving the problem with the control parameters that determine the decision maker's aspirations and the evaluation of the solutions received. The decision maker asks the parameter for which the solution is determined. Then, evaluate the solution received accepting or rejecting it. In the second case, the decision maker gives a new parameter value and the problem is solved again for the new parameter. The work includes an simple discrete problem of decision support under risk
