The purpose of the article is to identify the main advantages and risks for domestic agricultural producers in the process of integration into European space and to assess their impact on the development of the domestic agricultural sector. The proposed article analyzes the prospects and risks of integration of domestic agricultural enterprises into world economy. Special attention is focused on the export and import of agricultural products and the achievement of Ukraine in the field of agro-industrial complex. An estimation of foreign economic activity of agrarian enterprises of Ukraine is conducted. The implications of the implementation of the Association Agreement between Ukraine and the EU for various sectors of the economy of Ukraine, and most especially for the agrarian sector, are assessed and analyzed. The potential benefits of signing the Comprehensive Free Trade Area Agreement for the development of the agrarian sector have been explored. Perspectives are considered and risks of European integration for agrarian enterprises and development of rural territories are analyzed. It is established that European integration for Ukraine is a way to modernize the domestic agricultural production, attract foreign investments and new technologies, increase the competitiveness of products, obtain financial resources for the development of the economy. Conclusions. Thus, the Ukrainian agro-industrial complex has a serious economic potential which allows it to be in a positive dynamics and has good prospects of integration into the European space. At the same time, this process should fit into the overall context of reforms and sectoral changes in Ukraine's economy. Alongside with it, the state plays an important role in the regulatory processes of managing the economy in general and the agrarian sector in particular.

Some of the results of experts’ survey of 288 representatives of 113 authorities on the issues of EU-Ukraine Association Agreement’s impact on social and economic development of Ukrainian border oblasts are outlined. The respondents were the representatives of cities of republican and oblast status (city councils’ employees) and of district state administrations of six border oblasts: Volynska, Lvivska, Zakarpatska, Ivano-Frankivska, Chernivetska and Odeska oblasts. The experts’ understanding of thelevel of impact the signing of Agreement (including the Deep and Comprehensive Free Trade Area (DCFTA)) has on the development of their district (city) is presented both in general and by border oblasts as well as district state administrations and city councils. The experts’ evaluation of the spheres most influenced by deepening of European integration processes in the context of the Agreement implementation is shown. Interpretation of border oblasts local authorities’ assessment of EU-Ukraine Association Agreement advantages is conducted. The types of economic activity, which have gained the most advantages from Association Agreement implementation according to experts’ point of view, are outlined. Suggestions on activation of awareness about the Agreement in order to use more of its advantages for border territories’ development are made. Importance of agriculture as a central link of agro-industrial complex for ensuring the food security of the Republic of Belarus cannot be overestimated. However, low profitability of greater part of agricultural producers along with a complicated financial situation require development of ways to improve the efficiency, competitiveness and stability of the industry focusing on improving price, credit and tax policies for agricultural companies. It is also vital to intensify investment activities aimed at a wider use of innovations. When improving the management system, considerable attention should be paid to integrated formations. Due to implementation of quality management systems, it is possible to increase the quality and safety of agricultural products. The paper dwells on the main factors and conditions having effect on raising the efficiency and competitiveness of agricultural sector and stability of its development. Despite significant achievements and positive results in the AIC of Belarus, a number of engineering, economic and social problems remain. Solutions are proposed to solve some of them. In particular, attention is paid to further improvement of economic mechanism of management, the most important components of which are pricing, crediting, taxation and state support and investment for agriculture. All these, combined with proposals to improve the management system of the agrarian sector in conditions of ongoing transformational changes and along with solving problems in activities of integrated formations, as well as implementation of proposals to improve foreign economic activity in the agro-industrial sector, can ensure stable and efficient functioning of agrarian sector. The proposed priority trends can be used for improving the state agrarian policy measures.

The article outlines the perspective benefits of deepening integration processes between Ukraine and the European Union. Groups of Ukrainian goods have been identified, which exports to the EU are increasing dynamically. EU countries have been identified in which exports from Ukraine have been growing rapidly in recent years. The relations and nature of Ukraine's trade with the EU countries have been analyzed. The conclusions on the development of trade potential after signing the Association Agreement with the EU have been formulated. The assessment of the Complementarity Index of Trade for Ukraine and the EU by 97 commodity groups according to the Ukrainian Classification of Goods for Foreign Economic Activity and the Harmonized Commodity Description and Coding System for 2011-2018 has been carried out. The dynamics of change of complementarity indices are analyzed and the predicted indices of the countries for 2019 and 2020 are calculated. It has been proven that mutual trade in a free trade area is mutually beneficial for Ukraine and the EU, as Ukraine and the EU benefit from increased trade, and establishing international partnerships between their businesses and organizations can be particularly beneficial in the long term perspective. It is proposed to deepen international industry cooperation in order to develop competitive advantages and strengthen its position both on the Ukrainian market and the European market.

The relevance of the topic of the article is determined by the importance of diversification of production aimed to increase the competitiveness of agro-industrial complex at the present stage of economic development. The goal is to analyze the features of transformation of organizational and production structure of agricultural enterprise, which consists in supplementing it with new types of products, technologies, suppliers, etc. Objectives to show the importance of diversification processes to ensure sustainability of agricultural producers to negative changes in the external and internal environment. Results – it is noted that the priority areas of diversification in agro-industrial production include the organization of new branches of crop and livestock production, the inclusion of productive species, varieties or hybrids of crops in crop rotations, the development of processing sectors, the system of material and technical supply and marketing of products, etc. commodity diversity, reorientation of sales markets in agro-industrial complex is especially important in view of high risks of doing business associated with the high dependence of its results on weather conditions of the year, soil and natural-climatic factors, etc. The conducted analysis shows that the important conditions for deepening structural restructuring include developed agricultural policy of the State, a system of effective measures for regulating and supporting the industry, attracting investment in the development of agricultural sector and financial markets. The performed studies allowed us to draw the following main conclusions – diversification of production is a promising direction for the development of economic activity of enterprises, ensuring the growth of their proceeds from product sales, profits and profitability.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

The purpose of this article is to investigate the current state and dynamics of technical, energy capacities, labor resources and wages in Ukrainian agricultural enterprises, the impact of these indicators on efficiency of agricultural production, indicators of development and competitiveness of products on the domestic and foreign markets. The moral and physical deterioration of the equipment available at the farms is determined, which does not contribute to the increase of labor productivity and to obtaining consistently high economic results. On the basis of the dynamics of the analyzed statistical data, the problem of providing agricultural producers with labor resources was confirmed against the background of deepening of depopulation processes in the countryside, which led to the deterioration of quantitative and qualitative characteristics of human resources. Indicators of development and production rates of the agro-industrial complex of Ukraine have been investigated, that showed a low level of innovation implementation. Mathematical formalization of the relationship between the dynamics of changes in the gross value added indicators and the volume of sales of agricultural products is carried out. Based on the analysis of innovative activity indicators in the agricultural sector of Ukraine and the consistent assessment of the adequacy of linear and nonlinear pair equations, the model specification is presented, which is presented in the form of linear pair regression, which confirms the existence of a direct link between changes in the volume of sales in the agrarian sector.

The GATT treaty's loophole for free trade areas in Article XXIV has puzzled and deceived prominent scholars, who trace its postwar origins to US aspirations to promote European integration and efforts to persuade developing countries to endorse the Havana Charter. Drawing from archival records, this article shows that in fact US policymakers crafted the controversial provisions of Article XXIV to accommodate a trade treaty they had secretly reached with Canada. As a result, the free trade area exemption was embedded in the GATT–WTO regime, even though neither the Havana Charter nor the US–Canada free trade agreement was ever ratified. Theoretically, the case is an important example of how Cold War exigencies altered the policy ideas of US officials.

AbstractThe paper reviews the achievements to date in legal approximation in the sanitary and phytosanitary (SPS) field in Ukraine. Effective regulatory approximation in the SPS field was critical to anchoring the reform process in Ukraine and to fostering further progress in EU’s relations with this Eastern Partnership (EaP) country. This paper highlights three major problems in Ukraine that were hindering reform in the SPS field: inconsistency between Ukrainian and EU food safety legislation, lack of uniformity between animal health law regimes, absence of a single SPS regulator. Legal implementation of approximated legislation still remains as key challenge. The paper offers recommendations to improve the Ukraine’s approach so that the Deep and Comprehensive Free Trade Area (DCFTA) is part of the Association Agreement (AA) between the EU and the Republic of Ukraine could fulfill its potential.

The article is aimed at studying the current state of the agro-industrial complex of the Ternopil region and elaborating proposals for improving local agro-industrial production aimed at increasing the competitiveness of enterprises’ products in the European Union markets. As a result of the study, the current state of the agro-industrial complex of the region is considered, the dynamics of production volumes of agricultural products of the main types in the region are examined. The authors also propose some ways to increase the export potential of the region in the direction of European integration. It is substantiated that for the development of this industry it is necessary to introduce a number of measures that will help solve urgent and important problems of agricultural production development in both the domestic and the European markets. To strengthen the position of the agro-industrial complex of the region, it is necessary to develop cooperation of agricultural producers more widely. First of all, special attention needs to be paid to expanded livestock industry, especially dairy. Perspective directions of work for farmers of Ternopil region in cooperation with markets of European countries are determined as follows: production of organic products, as well as cultivation and processing of fruit and berry products. Prospects for further research in this direction are substantiation and development of measures to increase the competitive advantages of specific agro-industrial enterprises of the Ternopil region of various specializations in the implementation of foreign economic activity in the EU markets. The implementation of these measures will enable the agro-industrial sector to become more profitable and provide an important contribution to the development of not only the region, but also the whole country as a whole.
