The article is based on the analysis of world experience in the field of modern strategies for recycling, utilization and neutralization of waste and identifies ways to improve these processes. It is established that the main focus is on the use of the principles of the circular economy, areas of its development are highlighted. The creation of a closed economic cycle is particularly important area for the development of circular economy. It allows to achieve a sharp reduction in the consumption of primary raw materials and ensure maximum use of waste. It is noted that particular importance is currently being paid to the issue of household waste recycling. It is pointed out that in Russia, a system of legislative and organizational measures has been developed to solve this problem. The author comes to the conclusion that foreign and domestic experience shows that the implementation of circular economy approaches at the regional and interregional level is most fully implemented in cluster structures.

This paper aims to create an image of progress towards circular economy registered by European Union countries through specific indicators. In this way, this paper is based on the study and analysis of the 13 indicators, grouped on 4 pillars: Production and consumption, Waste management, Secondary raw materials, Competitiveness and innovation. After the presentation of the methodology, the paper develops an analysis in time and space of the selected indicators, then an analysis of the countries with their grouping on clusters, creating a map of them and highlighting the current situation of circular economy in the European Union. Moreover, the paper also presents the evolution of the countries regarding circular economy, which has a big importance taking into account that in the European Union the preoccupations for this concept is higher from one period to another. Among the most interesting results are: (1) a massive concentration of countries with problems for Waste management pillar; (2) Europe is one of the regions with the largest contribution in terms of circular economy, but the concept is developing differently from one country to another; (3) The scoreboard evolution is particularly useful in revealing the continuous actions adopted by countries in order to facilitate the conversion to circular economy. Finally, the paper presents possible limits of the research, but also future directions of its development.

Subject. Today the circular economy is viewed as a new model of economic growth that allows overcoming resource constraints. Despite the general understanding that environmental problems are the main incentive for the transition to circular models of production and consumption, the underlying factors in the development of this economic model have not been fully studied in modern literature. Are circular production models available only to technologically highly developed rich countries, or, conversely, poverty and a total lack of resources are the best incentive for the development of a circular economy? Objectives. I study the influence of such factors as the general economic and innovative development of the country, as well as the State's innovating activity to form and develop circular models of economic growth. Methods. The research was carried out with methods of econometric modeling. Eurostat data were used as an underlying source of information. Results. The study showed that the high level of the national economic development positively influences the resource efficiency of an economy, but more advanced countries produce more waste in the consumption sector. Production and consumption waste recycling demonstrates better trends in less economically developed countries. Countries with substantial innovation expenditures tend to have more robust municipal and industrial waste recycling technologies, as well as a more effective use of secondary materials. The development of an e-waste recycling system is essentially dependent on government incentives for innovation in this area. Conclusions. The findings can be used for outlining national federal and regional programs for the development of production and consumption waste recycling mechanisms in Russia. Social entrepreneurship and business initiative may appear one of the priority mechanisms spurring the circular economy in Russia through traditional patterns of resource-saving consumer behavior.

The need to decide the problem of growing accumulation of waste for the purposes of sustainable development and the creation of a closed-loop economy, improving the rational use of natural resources stimulate the creation of conditions for improving the efficiency of the use of waste generated during subsoil use – the main and separate group of production and consumption waste. The Considered legislative initiatives of the Government of the Russian Federation on improving the state regulation of the use of subsoil waste are considered. Technological and environmental limitations of involvement in the development of subsoil use waste are considered. The article provides an overview of modern technologies and equipment for processing mineral raw materials that are promising for involving in the processing of subsoil use waste. Examples of the development and commercial implementation of technologies for extracting valuable components from subsoil use waste are presented. Improving the processes of processing mineral raw materials and the experience of processing man-made raw materials in Russia and the world provide prerequisites for the creation of new non-waste (or) low-waste methods for processing subsoil use waste ensuring high extraction of valuable components and the use of non-metallic components.

The purpose of the article. The purpose of the study is to substantiate the theoretical foundations and practical innovative solutions for the reuse of waste resources with a proposal for improved waste management technology with prospects for implementation in Ukraine. Research methodology: theoretical and practical aspects of the introduction and implementation of eco-management, because for Ukraine such an approach to the introduction of innovative processing technologies in enterprises is completely new. Methodical toolkit of substantiation of innovative decisions of reuse of resources from waste, structure of prime cost of the improved system for the Goloseevsky area. Kiev. Scientific novelty. It is proposed to optimize the existing garbage problem in most regions and replace waste trucks based on the method of the pneumatic system manufactured by Envac. The system allows you to reduce the cost of moving cargo over time sorting or disposal points. Conclusions. The introduction of innovative systems in Ukraine for the year saves UAH 34 billion 499 million, in addition, the sorting of household waste is gaining popularity, recycling tanks are being installed in cities, the population is beginning to treat waste with understanding, and a behavioral strategy has been introduced to stimulate waste recycling. In addition, the proposed technology of sorting raw materials allows you to sort up to 97% of household waste, and the rest to burn for energy. All this makes the development of the processing industry in Ukraine promising. Keywords: innovations, waste-free systems, secondary raw materials, energy, technology.

Currently, the issues related to the global threats of the environment represent a special, increasingly more significant category of global issues. The main cause of the constantly changing conditions of the environment is the economic growth itself as it is closely connected to the growth of population, satisfaction of the man´s needs and a consequent increase in consumption. With the increase in consumption, there is an increase in the use of natural resources which we perceive as a usable resource that results in the transformation of raw materials into materials being used in the production of consumer goods. The energy used in the production, together with the reusable resources, is being later returned to the economic cycle in the form of waste. However, the way we currently use resources is not sustainable. To ensure sustainable development in the Slovak Republic, as well as in the whole European Union, we need to employ resources in a more inteligent, sustainable way. It is evident that the linear model of economic growth, that we relied on in the past, does not fullfill the needs of present, modern societies in the globalized world. The transition to a circular economy seems to be an appropriate system that can provide environmentally- and economically- sustainable use of available resources, and , thereby, being able to support the main objective within the Strategy for Smart, Sustainable and Inclusive Growth - Europe 2020.

One of the most urgent environmental problems today is the pollution of the environment by emissions of harmful substances and industrial waste. The negative impact on the environment and people is becoming more widespread, and its disposal methods inhibit the development of the economic system. In a market economy, entrepreneurs are not interested in increasing environmental costs, which naturally lead to higher production costs and reduce profits. The impact on the environment is becoming more widespread every year and has led to an ecological crisis in some parts of the world. Waste recycling has been constantly discussed since a person “produces” more than 250 kg of household waste per year. At the enterprise, these figures reach 10 000 kg. In recent years, Ukraine has imported about 30-50 thousand tons of PET granulate, which is gradually accumulating in landfills in the form of packaging, bottles, films. Such hazardous pollutants affect the environment through soil and water. In contrast, Ukraine does not yet have successful experience in waste management. In our opinion, such behavior is the ignorance of the population about waste disposal and replacement of a particular product with a more environmentally friendly one. The functioning of enterprises and farms does not always have the equipment to dispose of waste, and there is no room for the disposal of unnecessary products and raw materials. However, the problem of lack of innovative equipment arises due to a lack of adequate funding. Therefore, the lack of possibilities for a comprehensive solution to the situation creates a barrier, which does not allow to take proper measures to eliminate and reduce the amount of garbage. Despite many regulations and legal frameworks for regulating waste management, there is no cost-effective policy, and there is no regional waste management program and plan for their proper disposal. It can be concluded that the recycling and disposal of waste will reduce the need for waste incineration, create conditions for improving the economic component of the region and the country as a whole with an account of environmental quality standards. The paper pays attention to the essence of waste disposal; identified ways to recycle garbage.

Most of the cities in the world, a solid waste recycling process is a part of the effective and sustainable waste management system. Although the local authorities ignore the recyclable solid waste materials during waste management activity, a number of self-waste collectors and dealers have been performing recycling activity as a source of acquirement for long periods of time in Bangladesh. In our present study, a traditional recycling practice of solid waste was executed and analyzed in Sadar Upazila of Noakhali, Bangladesh. This study also identified a complete concatenation from waste collectors to recycling industries in different private sectors. The study revealed that 41% metal, 37% paper, 14% tin and 8% plastic of Sonapur was recycled daily. On the other hand, the study also revealed that 44% metal, 21% paper, 19% tin and 16% plastic of Maijdee was recycled daily. The shop owners were only interested with Recyclable Solid Wastes (RSW). RSW collected by the shop owners including glass, paper, plastic, iron, tin etc. All the recyclable materials were collected and transported in different industries of Dhaka. For new products, those retrieved materials were used as raw materials.

Ethical and ecological responsibility represent the root of sustainable development taking into account intergenerational justice. Mass production and consumption have left negative effects on the environment. Disregarding ecological responsibility, production processes were mainly based on uncontrollable use of raw materials and non-renewable energy sources. Taking into account limitation of raw materials, economic and ecological disasters, a concept of resilience has been developed to make all elements of society flexible in terms of unwanted shocks. This chapter describes two conceptual economic models: linear and circular. The linear model is based on the principle “take, produce, consume, and throw,” meaning that usability of waste is reduced and that waste is simply thrown out after consumption. Circular economic model takes into account environmental responsibility, but it also makes companies more competitive. Waste is treated and processed adequately and used as raw material in production, thus increasing competitiveness. Waste that cannot be processed is disposed permanently.

In this paper, we have analysed the level of advancement in circular economy (CE) in the EU-28 countries. First, we used a synthetic measure to examine CE advancement in EU countries in each of the Eurostat CE distinguished areas, i.e., production and consumption, waste management, secondary raw materials, and competitiveness and innovation. For the empirical analysis, we applied 17 Eurostat indicators to the CE areas. To find the synthetic measure in 2010, 2012, 2014 and 2016, we used multidimensional comparative analysis, i.e., a zero unitarisation method. Second, based on the synthetic measures of the CE areas, we created a general synthetic measure of the CE advancement of the EU-28 countries as well as the countries’ rankings. Third, we classified the countries into groups according to their level of advancement in CE, i.e., high level, medium–high level, medium–low level and low level groups. Finally, we applied a similarity measure to evaluate the correlation between obtained rankings in two most extreme moments in the period of analysis (2010, 2016). Our analysis covers all EU member states, as well as “old” and “new” EU countries separately. Our results confirm that highly developed Benelux countries, i.e., Luxembourg, the Netherlands and Belgium, have the highest CE advancement level. Malta, Cyprus, Estonia and Greece are the least advanced in CE practice. Apart from that, on average, there is some progress in CE implementation, significant disproportions between the EU countries were observed, especially among the “new” member states.
