Introduction. The article is devoted to the issues of the modern factors of international business activation in Ukraine and the world. It has been noted that the last decade is characterized by the intensification of digital technologies and their active influence on the development of international economic activity. It has been confirmed that the most important factors in the intensification of international business are the development of information and communication technologies and the "fintech" technologies. It has been shown that the key carriers of modern digital technologies are the leading multinational corporations, which play a key role in the creation, development and dissemination of innovations. Modern TNCs directly affect new trends in international business, global competitiveness in international markets, as well as the economies of the world's economies. The article defines that in the current conditions of international business development it is becoming increasingly obvious that the interdependence between the activities of modern corporations and key trends in the world economy. Purpose. The main purpose of the article is to highlight the trends in the development of digitalization and informatization processes as the most important factors in the development of modern international business. It is necessary to study the indicators of economic activity of corporations in the sector of information and communication technologies. Results. It has been noted that the products of the ICT sector are used mainly by developed countries and especially by developing countries. The least developed countries and countries with economies in transition are almost not involved in this trade, but since 2017 they have been slowly increasing this trend. It has been confirmed that areas of international business differ significantly depending on the use of digital technologies. The risks and opportunities of digitalization for international companies have been identified. The indicators of the information and communication technologies’ development in Ukraine have been analyzed. The progressive development of the IT ecosystem in Ukraine in such elements as the number of IT outsourcing and product companies, the number of people employed in this industry, the growing market share of Ukrainian IT services and products have been identified. Among the modern world-class digital technologies that successfully transform the business environment within the country are the following: cloud computing, Internet of things, robotics, big data, machine learning, artificial intelligence, 3D printing and blockchain. It has been proved that among the main tasks of modern corporations today is the desire to gain new competitive advantages through the use of information and communication technologies, the full use of the needs of informatization of the world economy. Conclusions. Modern opportunities for TNCs in the information sphere are related to the sphere of the Internet of Things (IoT). IoT creates new opportunities for better business conduct and quality, increased customer satisfaction, consumermanufacturer relationships, and generally increased business activity in the industry The risks of informatization have been identified, namely: the growth of cybercrime; strengthening the technological vulnerability of digital infrastructure; issues of aging of fixed assets and their safe disposal; possible weakening of technological and economic national security of individual countries due to the growth of technological dependence on foreign suppliers. The issues of possible job loss due to the development of the innovative industry and automation of production processes are becoming more relevant.

The recent, rapid global proliferation of the new Information and Communication Technologies (ICTs) has sparked an explosive increase in an already steadily-growing stream of scholarly and practitioner literature on the applicative potential of e-government initiatives for development. Attracted by the potential intrinsic to these innovative digital technologies, platforms, and applications, political actors across the world have adopted computer-based network-systems for strategic use in government; as a means of reforming inefficiencies in public administration, and in public service provision. This research chapter, through the delineation of an electronic property tax collection system, deployed in Bangalore, India, analyses and unravels the strategic actor interactions shaping similar e-government initiatives, globally; predominantly, through a detailed scholarly examination of prevailing actor behaviours, motivations, and interactions. The research presented herein considers, thus, not only the interplay of local contingencies and external influences acting upon the project, but also the disjunctions apparent within these relationships which inhibit the effective exploitation of ICTs in the given context.

The article examines the role of digitalization in modern market relations. The key aspects of the development of the digital economy are reflected, as well as the role of IT companies in the global eco-nomic arena. The experience of digitalization in the Russian Federation, aspects of the development of information and communication technologies are considered. The structure of expenses of households and organizations of various sectors of the economy in terms of the use of information and communication technologies and digital technologies has been analyzed. The developed countries of the world are actively involved in the implementation of digital technologies, both at the enterprise level and at the level of all countries. The econ-omy of the Russian Federation, which is part of the global world economic system, is also trying to make the most of the benefits of digitalization. Households in the Russian Federation actively use information and com-munication technologies to improve their quality of life. In addition, the article presents data on various software tools that are currently used by Russian companies.

The development of scientific and technological progress causes the rapid spread of information and communication technologies, which in the post-industrial period are implemented in all spheres of economic life. Digitization at this stage of socio-economic development is a global trend in the world economy. Taking into account the latest trends, the article presents the basic characteristics of digitalization, as well as the peculiarities of its spread in developed countries and Ukraine, which shows the divergence in concepts. The article identifies the features of the digital economy and analyzes the innovation degree of economies and the level of technology development in Ukraine and the world. In particular, the problems of digitalization of the real sector of the economy of Ukraine are highlighted and the need to reconsider approaches to the implementation of the concept of digitalization in the socio-economic system of Ukraine is substantiated.


This publication studies the impact of information and communication technologies on the global economy; using the main Indices (Network Readiness Index, Global Innovation Index, E-Government Development Index, E-Participation Index and ICT Development Index) the authors analyzed at a on information society development. Information and communication technologies are an integral part of the global economy; the decisive factor of the country's economic development is the level of ICT use in various areas of public life. The fact of the transition from the “old industrial order” to the “new economy”, which affects the processes of production, processing and transmission of information, transforming the economy, politics and culture in the modern world, becomes obvious. The rapid development and spread of new ICT technologies acquire the nature of the global information revolution. This leads to an irreversible transformation into a new post-industrial type of society. The main idea of this research is relevant within the scientific and practical terms. The subject of the research is the informatization of global economic development. The purpose of the research is to study informatization processes and to analyze ICT as a resource of the modern development of the world economy. The object of the study is the dynamics of the informatization process development and the detailed analysis of the impact of ICT on the world economy. The scientific methods are a system analysis, a factor analysis and a graphical method. The study reveals new components of the world economy and countries’ positions on the global market. The authors conclude that due to the development of ICT, almost all areas of the economy, which have an impact on the development of states and people's welfare, are getting intensified.

New developments in information and communication technologies (ICTs) over the past few decades, especially the establishment of the World Wide Web in the early 1990s, have created an unprecedented capacity for people to access and retrieve information on the Internet. Such developments have also affected the way public institutions, particularly governments, provide services to their citizens in addressing the challenges of improving government efficiency, effectiveness, transparency and accountability (Allen, Juillet, Pacquet, & Roy, 2001; Allen, Juillet, Miles, Paquet, Roy, & Wilkins, 2004; Holliday, 2002; La Porte, Demchak, de Jong, 2002; UN, 2004). In addressing these challenges, applications of ICTs have been considered as one of key components in the various public sector reforms, and to some extent associated with the coining of “reinventing government” (Heeks, 2001; Ho, 2002). Thus, by the late 1990s many governments were already delivering Web-based services as “an integral and significant part of a new ‘e-government’ ” (Ho, 2002, p. 434). All over the world, therefore, countries and states are at the various stages of implementing e-government or digital government to improve delivery of government services to their citizens and at the same time to provide increased avenues for direct participation of citizens in addressing with their governments the citizens’ development needs. In general, in all respects of implementing e-government strategies, developed countries are far ahead of developing countries (Basu, 2004; La Porte et al., 2002; Nath, 2003; Netchaeva, 2002; Singh & Naidoo, 2005; UN, 2001, 2002, 2004) due to a number of reasons that will be highlighted later in this chapter.

The priority vector of development of many countries of the world is digital transformation and creation of a hypercompetitive digital economy. The key trend of modern global economic development in all countries of the world is the rapid spread of information and communication, digital technologies and the development of the digital economy, which causes changes in the business environment, transaction methods and the level of connections between individual entities. The digital economy is an innovative dynamic economy based on the active introduction of innovations and information and communication technologies in all types of economic activities and spheres of society, which increases the efficiency and competitiveness of individual companies, the national economy and living standards. In the third wave of globalization, the digital economy plays an important role in the development of countries, the most important factor of which is information and knowledge, as well as ways to access them. Increasingly, the digital economy is intertwined with the traditional economy, making clear demarcations increasingly difficult. The main products of the digital economy are the same goods and services of the traditional economy provided by computer equipment and digital systems such as the global Internet. However, the rapid development of digitalization is becoming a source not only of new opportunities, but also of serious threats and problems for all segments of the population that need to be taken into account. That is, the digitalization of the economy and all spheres of public life, on the one hand, becomes a challenge and threat to established business models and successful strategies of behavior of enterprises in a market economy, on the other - opens new opportunities for improvement and competitive advantage. Digitalization has significant benefits for economic development. Benefits at the level of the whole society include: economic and social effect of digital technologies for business and society; improving the quality of life; increasing the productivity of all social labor; the emergence of new models and forms of business that can increase profitability and competitiveness; increasing the transparency of economic transactions and ensuring the possibility of their monitoring. At the present stage of rapid formation of the digital space, the problems of e-commerce development are becoming relevant. The article aims at generalizing and systematizing the existing scientific approaches to the interpretation of the "e-commerce" concept, and substantiating the author’s approach to defining the essence and content of this term. To achieve this goal, methods of analysis and synthesis, comparison, structural and logical generalization, and classification are used. It has been found out that most researchers identify e-commerce with such concepts as e-business, Internet business, IT business, e-marketing, e-trading, digital marketing, Internet-marketing, Internet-trading, Internet-commerce, e-retail, virtual trading, distance trading, electronic trading. Scientific approaches to formulating the term "e-commerce" can be systematized according to classification groups: part of e-business; type of economic activity; economic activity; commercial activity; type of electronic commercial activity; type of entrepreneurship; specific type of trade; marketing strategy; type of business process; electronic interaction of economic entities; type of trade through information and communication technologies; electronic commercial agreement; type of public relations for the sale of goods; a set of rules for the implementation of electronic relations for the purchase and sale of goods. Summing up the results of scientific research on the conceptual framework, the author interprets the term "e-commerce" as a component of e-business, the essence of which is to strengthen partnerships in buying and selling products using digital technologies and information systems; as an effective form of organizing logistics activities of enterprises by using information and communication technologies and systems; as a tool for promoting products in the market using digital technologies.

During recent decades, the rate of structural shifts in the world economy has been especially fast. One of the factors used to influence these processes was to actively develop hi-tech industries and information and communication technologies. With the course of time, the level of informatization of society becomes a defining factor for a country’s competitiveness and predefines its ability to integrate into the global economy. The article characterizes the readiness of different countries to make a move to an innovative way of development based on analysis of combined rating tables that contain integral indices of society’s informatization level. The level of accomplishment of the task to form an innovative type of economy can be assessed in the link between implementation of science and technology progress achievements (i.e.: through the use of information and communication technologies) and the level of socio-economic development of the world countries. Current positions held by Russia and Poland according to some integral indices are also being analyzed.

Темпы распространения цифровых технологий на столько существенны, что проявления этого процесса имеют очевидное проявление даже в повседневной жизни. Впрочем, активное применение этих технологий во всех сферах экономической деятельности, цифровизация экономики  происходят в течение последних нескольких десятилетий. Нынешний этап можно определить как такой, в течение которого процессы цифровизации набрали особенно интенсивный характер. Существует большое количество аспектов цифровизации, один из которых – необходимость приобретения всеми членами общества цифровых компетенций. Для каждого лица приобретение надлежащих цифровых компетенций имеет решающее практическое значение: сейчас целые сферы экономической деятельности отказываются от непосредственного взаимодействия с клиентами, и применяют информационно-коммуникационные технологии для дистанционного общения и организации самообслуживания. Следовательно, понятие «цифровых компетенций» постоянно расширяется, и оно уже не может ограничиться только образовательной сферой. Существует несколько подходов к пониманию содержания понятия «цифровые компетенции»; согласно одному из общепризнанных толкований, цифровые компетенции (в отношении определенного лица) – это знания и навыки, которые необходимы для корректурного, эффективного и безопасного использования цифровых технологий, а также существование в обществе, которое насыщенно цифровыми технологиями. The pace of the spread of digital technologies is so significant that the manifestations of this process have an obvious manifestation even in everyday life. However, the active use of these technologies in all spheres of economic activity, the digitalization of the economy has been taking place over the past few decades. The current stage can be defined as one during which the processes of digitalization have gained a particularly intensive character. There are a large number of aspects of digitalization, one of which is the need for all members of society to acquire digital competencies. For each person, the acquisition of appropriate digital competencies is of crucial practical importance: now entire spheres of economic activity are abandoning direct interaction with customers, and using information and communication technologies for remote communication and self-service organization. Consequently, the concept of "digital competencies" is constantly expanding, and it can no longer be limited only to the educational sphere. There are several approaches to understanding the content of the concept of "digital competencies"; according to one of the generally accepted interpretations, digital competencies (in relation to a certain person) are the knowledge and skills that are necessary for the correct, effective and safe use of digital technologies, as well as existence in a society that is saturated with digital technologies.
