The structure of attraction of gravitational bodies is proposed. The hypothesis explains the organization of gravity in the interaction of bodies by means of" threads "of neutral dynamic" physical discretenesses " - DFD. For the role of DFD, the best thing at the moment of knowledge is an object-process of the spin particle type, which combines the elementary qualities of linearity and rotation. Minimal gravity is allowed to appear as a result of changing the state of a system of two interacting bodies based on a connection with a common source. It is assumed that a stable state -attraction formed in the case of similar," related" threads when all possible DFD interact

The article deals with the issues of search for a compromise interaction between the state and business in the field of environment in the Arctic. The role of “green diplomacy” within the framework of sustainable development was identified. The main aspects of the legal and economic regulation of environmental activities in Russia and strategic documents of the development of the Russian Arctic into the environment were analyzed. A comparative analysis of the mechanisms and instruments of the economic regulation of environmental activities in the EU countries and Russia, as well as analysis of the costs of business and state for environmental purposes in the Arctic regions have been carried out. The main indicators characterizing the relations between state and business in the Arctic regions of the Russian Federation are calculated. The results of analysis show that in the Russian practice, despite the plethora of legal acts, economic mechanisms and tools, the task of building a constructive partnership has not yet been solved. To solve the problem the authors proposed a “model of green diplomacy”, which allows to find a compromise between the interests of the state and interests of the business. The point of business environmental responsibility, showing the moment of the formation of a new qualitative order in achieving a balance of their interests, has been determined.

Abstract The principle of legality represents one of the most important principles of the state of law, which significantly contributes to defending the law order and the social balance. Established as a principle of the organization and functioning of the state public authorities at the Revolution of 1789 in France, the acknowledgement of the principle of legality in an act having a constitutional value marked the moment of foundation for the state based on law principles and represented a premise of creating a modern public administration. The principle is present at the level of each judiciary branch, which provides for its popularity due to its specificity. The paper aims at achieving a brief analysis of the role of the principle of legality in public law, presenting its importance in constitutional and administrative law.

Fire safety is an integral element of national security. Fire safety is possible with the interaction of the state and society. It is necessary to create and maintain a stable state, which excludes the conditions and causes of uncontrolled burning. The issues of minimizing the damage from fires are considered. Special attention is paid to the role of legal regulation of fire safety. In conclusion, it is concluded that in order to ensure fire safety in the Republic of Uzbekistan, it is necessary first of all, to begin with, fire-prevention propaganda with the population.

O presente artigo se dedica a observar o momento subsequente à ocorrência de um episódio de violência sexual praticado contra uma mulher. O estudo busca refletir sobre as categorias acionadas para narrar a pessoa que sofreu violação, bem como suas possibilidades de agência no que se refere à constituição de sua autobiografia após a efetivação do dolo. Para tanto serão apresentadas as seguintes questões norteadoras: É possível pensar a respeito desta mulher sem necessariamente evocar a violência por ela sofrida? Como reconhecer a dimensão do trauma sem reforçar a possibilidade de estigma? Como falá-la? De que maneira conseguimos ouvi-la? Observaremos, desta forma, o Estado - a partir da dimensão jurídica -, o papel das mobilizações feministas na construção dos embates sobre o tema, bem como as práticas de si experimentadas por algumas destas mulheres a partir de suas expressões comunicacionais.The woman in derivation: rape, State, stigmas and vocalized resistanceAbstractThis article is dedicated to observing the moment after the occurrence of an episode of sexual violence against a woman. The study aims to reflect upon the categories used to narrate the person who was violated, as well as their possibilities of agency with regard to the constitution of their autobiography after the act of intent. Therefore, the following guiding questions will be presented: Is it possible to think about this woman without nec-essarily evoking the violence she suffered? How to recognize the dimension of trauma without reinforcing the possibility of stigma? How to speak of it? How do we listen to it? In this way, we will observe the State - the legal dimension -, the role of feminist mobiliza-tions in the construction of conflicts on the subject, as well as the practices of themselves experienced by these women based on their communicational expressions.Keywords: Rape; victim; stigma; autobiography; woman.

This paper reconsiders the role of memory in Plotinus' philosophy, in view of the mystical unity (hénosis) of the soul with intelligible truths, and a less desirable unification with its objects of memory during its earthly existence. As a rule, the mystical experience precludes memory, since the latter is related to time and binds a man to his individuality. Nevertheless, the capacity to remember remains an important part of the philosophical áskesis leading to this experience, since the memory is the only faculty of the soul that is able to travel through time, even though it is part of the process of discursive thinking and consequently is in a way imprisoned in time. Memory therefore turns out to be a double-edged power, which leaves us to question when we can regard it as an instrument of preserving what is inherent to us, and when, on the other hand, it is simply chaining us to the lower reality of the sensible world. The difference between the anagogical power of the Platonic recollection (anámnesis) and the memory as the state keeping us from unity with the intelligible world is important for identifying the moment when a man must let go of what he has been clinging to. This moment, however, is not set in time, but depends on the moral disposition of a man's soul leading a timeless existence outside, as well as inside, the body.

Today in Russia the system of the state scientific certification undergoes significant changes: the powers of federal executive authorities are delegated to the educational and scientific organizations. As a result, independence in the choice of mechanisms, orders and procedures of formation of dissertation committees and criteria of awarding academic degrees is allowed. At the same time reinterpretation of axiological bases of dissertation culture through overcoming the problems connected with authenticity and quality of dissertation researches, by increase in reputation responsibility of the organizations and scientists takes place. On May 31, 2019 it will be a year to the moment of transition of the MGIMO University to a new model of the state scientific certification. According to the model developed by the MGIMO University, awarding an academic degree comes by the results of the defense of a thesis at a meeting of the dissertation committee of 5 doctors of science, three of which are employees of the MGIMO University, and two are invited scientists from other organizations. Two of five are experts with publications in the scope of the research combining the role of a member of the dissertation committee and an official opponent. The result of the defense is politically variable: alongside with the possibility of taking the negative decision awarding an academic degree without completions of the text and also under the condition of insignificant and considerable completions of the text of a research is allowed. The lack of such opportunities in the practice of awarding academic degrees existing in the domestic dissertation culture excluding modification of the manuscript submitted to defence after holding a meeting of dissertation committees, as well as other defects of the historically developed model of awarding academic degrees, defined the fastest transition of the MGIMO University to a new model of certification. «MGIMO Review of International Relations» discussed the main milestones of formation and key problems of development of the domestic dissertation culture with P. Kasatkin and E. Antyukhova.

AbstractAccording to Suetonius, in 62bcthe praetor Caesar was ‘banished from the administration of the state’ and left the forum. A spontaneous gathering (coetus) offered him help in recovering his position. Unexpectedly he restrained the crowd, and the grateful senate itself restored him to his rank. Even though only Suetonius explicitly mentions Caesar’s suspension, in fact, all our sources allow this. I will argue that Caesar did not lose his magistracy, just like the plebeian tribune Metellus Nepos affected by the same measures. Nor did the suspension include the restriction of any magisterial prerogatives. Instead, it meant the loss of political initiative. However, Caesar was still able to respond to the initiative of others. Suetonius’ account raises a number of questions about the political role of those who found themselves at the moment of transition from a position of amagistratusto that of aprivatus, and vice versa.

‘Defining peace’ explains why there is no single definition of peace and looks at theories about peace. A narrow version of peace would be basic but relatively insecure. A broader version produces a more complex state of peace which would be more sustainable. Using a multiple approach would result in an even more complex but more stable state. Each version tries to answer the same question: can peace be made by subjugating enemies, assimilating them by converting them into something resembling the dominant group, or by accepting and reconciling with their differences? There are several theoretical approaches to peace focusing on the constitution of the state, the role of international organizations, the philosophy of peace, and social peace movements.

At the moment in a society of great concern is the state of accidents on the roads. In this regard a significant scientific and public interest is the study of the historical experience of law enforcement agencies to ensure road safety. Within the framework of this article the authors on the basis of new archival documents reviewed the activities of the State Traffic Patrol Department of the Vologda Region in the years 1937–1991. The authors conclude that the role of State Traffic Patrol Department of the Vologda Region increased with the increase in the number of motor vehicles and the growth of the road network. Due to the specifics of the tasks performed, the State Traffic Patrol Department occupied a special place in the structure of the territorial bodies of internal affairs being the most mobile and technically equipped departmental unit. Its main functions were the fight against accidents, the development of technical standards for the operation of vehicles and its accounting, control over the preparation of the driver’s staff. Despite the growing complexity and intensity of work the staff of the State Traffic Patrol Department performed their professional tasks with honor and dignity, ensuring order on the roads.
