The article considers and analyses theoretical and practical aspects of organizational foundations of participation of state executive authorities in governance of state-owned enterprises. Organizational aspect revealed through function and executive authority institutions that perform function. Efficiency of implementation of function as to of state executive authorities in governance of state-owned enterprises was considered as criteria of proper performance. The conclusions on dispersal function of governance, improper performance of executive authorities function as to governance of state-owned enterprises and need to establish liability and evaluate the effectiveness of officials in state-owned enterprises’ governance were reached.

Ottoman Berats (charters 1 1 The authors prefer to use the term Berat, a Turkish expression which is also used extensively in the literature. The term ‘charter’ has more institutional meaning and since each Patriarch received its own specific Berat so the word charter does not give the full meaning. ) were official documents issued by Sultans delineating the tasks, powers, exemptions and concessions granted to Greek Orthodox Patriarchs to be the applicable within the jurisdiction of the Patriarchs. The Berat also showed that the Patriarch was elected by the Synod and approved by the Sultan. A Patriarch who did not have Berat could not perform his duties or exercise executive authority. This article critically examines the Berats of the Greek Orthodox Patriarch of Jerusalem in the period 1873–1931. These Berats are analysed in terms of their contents as well as in connection to the way non-Muslims were subject to rules which applied to the domestic relations of the Greek Orthodox community and to public law areas which came within the scope of Sharia law.

Abstract Organisational Structure of Municipal Offices - Key Determinats The multitude of tasks and problem issued faced by local governments necessitates their evolution towards improvement of the existing organisational structures. Comparison of the existing organisational structures of various municipal offices could create a misleading that their organizational structures do not undergo any transformations. In reality, the type of an organisational structure remains unchanged while its elements change very frequently. These changes are activated when, according to the office management, they do not ensure proper performance of tasks faced by local government administration and appropriate customer service. Also note that, in the applied solutions, there is a strive for perfection which can be noticed, in a sense. It expresses the concept that this is not a structure which can effectively play its role today and is prepared for challenges of tomorrow. However, the process of transformations has not developed any new solutions. To this end, the local government must develop organisational structures appropriate for identifying and reaching its objectives. For this reason, it’s worthwhile to consider solutions which combine elements of the existing and modern solutions or address new opportunities created by process-oriented structures. However, these transformations must, first and foremost, cause a transformation of bureaucratic-style municipal offices into modern organisations which apply modern methods of management. These are organisations which introduce deep-reaching organisational changes, i.e. transform their hierarchic interorganisational relations into more partner relations and transform their structural solutions into more flexible solutions as well as change their employees’ way of thinking. Without such transformations in local government, municipal offices will be still referred to as bureaucracy and civil servants as bureaucrats.

This article is devoted to the study of the image of Executive authorities in modern Russia. The relevance of the chosen topic of the scientific article is emphasized for the present time, when society and the state are developing methods of countering the coronavirus pandemic – not only in the medical, but, no less important, in the socio-psychological aspect. In this perspective, the consolidating potential of a positive image of government bodies and civil servants is noted. Attention is focused on the terminological apparatus of the problem. Based on the analysis of relevant scientific works, the article provides the author's definition of the image of public authorities. The author notes the peculiarity of the image of Executive authorities, which consists in the presence of two inextricably linked equivalent components – the image of the authority and the image of a civil servant. Image formation of government bodies is considered as a multi-factor interaction of three main subjects: government bodies, the population, and the mass media. The main method of implementation is still the mass communication media, which provide a permanent presence of Executive authorities in the information and communication space. It is noted that the basis for the formation of a positive image of the Executive authority and bureaucracy is their effective functioning. At the same time, the perception of citizens, their attitude to the activities of Executive authorities, the level of trust in them is considered as the main indicator of the modality of the image. Based on the analysis of data from sociological studies, the conclusion about a positive trend in the perception of public authorities and officials by Russians is substantiated. However, there is a negative impact on their image of the lack of these changes and, in General, a low level of openness of public authorities.

The experience of World War II and the precedent of the Japanese American internment dramatically altered the political and legal landscape surrounding habeas corpus and suspension. This chapter discusses Congress’s enactment of the Emergency Detention Act of 1950 along with its repeal in 1971. It further explores how in the wake of the terrorist attacks of September 11, 2001, questions over the scope of executive authority to detain prisoners in wartime arose anew. Specifically, this chapter explores the Supreme Court’s sanctioning of the concept of the “citizen-enemy combatant” in its 2004 decision in Hamdi v. Rumsfeld and evaluates Hamdi against historical precedents. Finally, the chapter explores how Hamdi established the basis for an expansion of the reach of the Suspension Clause in other respects—specifically, to the U.S. Naval Base at Guantanamo Bay, Cuba.

The Internet of Things (IoT) is a distributed system that connects everything via internet. IoT infrastructure contains multiple resources and gateways. In such a system, the problem of optimizing IoT resource allocation and scheduling (IRAS) is vital, because resource allocation (RA) and scheduling deals with the mapping between recourses and gateways and is also responsible for optimally allocating resources to available gateways. In the IoT environment, a gateway may face hundreds of resources to connect. Therefore, manual resource allocation and scheduling is not possible. In this paper, the whale optimization algorithm (WOA) is used to solve the RA problem in IoT with the aim of optimal RA and reducing the total communication cost between resources and gateways. The proposed algorithm has been compared to the other existing algorithms. Results indicate the proper performance of the proposed algorithm. Based on various benchmarks, the proposed method, in terms of “total communication cost”, is better than other ones.

Conclusions. An event is a set of steps/actions aimed at creating family, corporate or official mass meetings. It has always been aimed at the development and implementation of a service.

In waste to energy plants and certain genre of cogeneration plants, it is mandatory to condense the steam from the boiler or HRSG in a separate bypass condenser when the steam turbine is out of service. The steam from the boiler or HRSG is attemperated in a pressure reducing desuperheating valve and then condensed in a bypass condenser. To avoid flashing of condensate in downstream piping it is customary to subcool the condensate in the bypass condenser. Circulating water from the steam surface condenser is used to condense the steam in the bypass condenser. Some of the challenges involved in the design of the bypass condenser are: • High shellside design pressure and temperature • Condensate subcooling • Large circulating water (tubeside) flow rate • Relatively low circulating water (tubeside) inlet temperature • Large Log Mean Temperature Difference (LMTD) • Large shell diameters • Small tube lengths The diverse requirements complicate the mechanical and thermal design of the bypass condenser. This paper highlights the complexities in the design and performance of the bypass condenser. Similarities with the design and operation of steam surface condensers and feedwater heater are reviewed. The uniqueness of the bypass condenser’s design and operation are discussed and appropriate solutions to ensure proper performance are suggested.

PurposeThe purpose of this paper is to develop a more precise conceptual understanding of the interplay between food product traceability and supply network integration.Design/methodology/approachA resource‐based network approach was used to create a framework with empirical evidence from a fresh strawberry product case.FindingsA conceptual model describes product traceability as interacting with different organizational and informational resources.Research limitations/implicationsThis is a preliminary model that substantiates a cross‐functional approach teamwork‐based to developing product traceability.Originality/valueThe study shows developing food product traceability as a complex undertaking dependent on information connectivity including a technical aspect of supply chain integration, and different forms of knowledge, an organizational aspect of supply chain integration.
