PROBLEMS OF IMPLEMENTATION OF NATIONAL PROJECTS IN THE REGION

The article examines the main problems of the implementation of national projects in the Republic of Dagestan. Meanwhile, it is emphasized that the implementation of the project approach for the Russian economy is of strategic importance, since its application contributes to the growth of the efficiency of resource use, the implementation of the goals of economic modernization. Priority national projects represent a public administration innovation introduced by the initiative of the President of the Russian Federation.

The paper aims to discuss the prospects of using the project approach in the development of small businesses in 2020-2021. To meet that goal, the authors have applied a descriptive method, with regard to Articles of the Constitution of the Russian Federation. Small business is one of the economy drivers, providing the necessary jobs and opportunities for self-employment, enterprises related to small business are quite mobile and flexible. Project management allows for creating an adequate plan of company development under conditions of limited resources and time. Based on the results of the research, it can be concluded that the project approach is an effective tool used to solve strategic problems in the face of constantly changing circumstances by eliminating some of the imperfections inherent in the market and to introduce an agile workflow.

Since the recognition of the independence of the Republic of South Ossetia by the Russian Federation in 2008, in addition to the political aspects, the issues of economic revival of the young state have become acute. The development of the Russian economy is inextricably linked with cooperation and support from the main geostrategic partner, the Russian Federation. This article outlines our view on the main areas and mechanisms of interaction between the state and business structures of the two states, as well as the possible benefits of mutual partnership.

The monograph is devoted to the role of higher education in the implementation of the tasks of socio-economic modernization of Russia in the XXI century. The authors explore the latest experience in training qualified personnel for the domestic banking system, public administration, and legal institutions. On the example of the Republic of Bashkortostan, the prospects for the participation of universities in the development of the scientific, educational and technological space of the subjects of the Russian Federation are analyzed. This article is devoted to financial stability assessment of regional budgets of the constituent entities of the Russian Federation in the conditions of cyclical development of the national economic system. The authors identified the regional budgets of the following regions of the Russian Federation as objects of research: Rostov region, Republic of Kalmykia and Orel region. Financial and economic performance of the administration of budgets of these territorial units for the period 2010–2019, which are reflected in the previous article (Part 1) of the authors, were taken as the subject. The purpose of the article is to reflect the features of the practical application of the methodology presented by the authors for the analysis of changes in the financial stability of regional budgets of specific regions against the background of the impact of external economic forces (decrease in world energy prices, sanctions to Russian companies and entrepreneurs). The relevance of the research topic is connected with the demand for a high-quality and objective financial analysis of the budgets of specific regions of the Russian Federation against the background of the general economic crisis affecting all the main spheres of society, as well as negatively influencing economic and social policy, both at federal and regional levels. When making generalized assessments and conclusions about the dynamics of changes in the level of financial stability of the regional budgets of Rostov region, the Republic of Kalmykia and Orel region, the authors suggested a system of indicators characterizing the budget in the following main areas: budget efficiency, financial stability, as well as the balance of the revenues and expenditures of the regional budget. On the basis of analytical research, the authors found that regions characterized as financially stable have the following features: presence of a highquality and well-functioning process of planning and administration of the regional budget; effective use of the potential of region’s industrial resource base; active investment in projects, both promising, profitable, and socially significant. In the course of the study of regions with a low level of financial independence (the Republic of Kalmykia and Orel region), the authors noted that the consistently worsening economic sphere in the Russian economy leads to an acceleration of the rates of the degradation of social and economic situation of the entire region, thereby reducing financial opportunities of the corresponding budget, what consequently results in the decrease in the quality of life of the population of the regions under analysis.

The article considers the experience of the Republic of Bashkortostan of realization of the program for involving citizens in the activities of local authorities through the operation of a shared online platform. The research showed that the following technologies of citizen participation in public administration operate within the online platform in the Republic of Bashkortostan: public discussions, petitions, and polls. The technologies identified were analyzed and checked against the principles of the concept of modern public administration. The research revealed a number of problems in the work of the portal "Voice of the Republic of Bashkortostan". The authors suggested some ways of solving them. The relevance of the research is substantiated by the fact that the implementation of a project combining various practices of involving citizens in a managerial process through a shared online portal, whose activities are aimed at providing service to a large number of different authorities, needs to be improved and shared with other regions of the Russian Federation. The novelty of the research is due to the lack of scientific study of online co-management practices realized in regions. The main purpose of this article is to identify decision-making algorithms on the portal “Voice of the Republic of Bashkortostan” and to formulate proposals for improving the co-management technologies under study. The use of a shared regional portal to involve citizens in the activities of local authorities of a constituent entity of the Russian Federation is an innovation and uncommon these days. Studying the experience of the Republic of Bashkortostan, correcting the existing mistakes and sharing its practice with other regions can have a positive multiplicative effect.

The article analyzes the situation with attraction of foreign direct investments (FDI) into the Russian Federation. Sharply increased inflow of international financial resources into national economy has highlighted the problem of definitions, the reasons of this phenomenon and its economic contents. The article considers methodological aspects and economic essence of modern FDI. Special accent is made on the estimation of the situation with their attraction into Russia, FDI structure and effectiveness. The conclusions about basic directions of the increase of their effectiveness in the Russian economy are formulated.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.
