In line with the UN Agenda 2030 Sustainable Development Goals, Public Health Policies follow in Brazil criteria of universality, completeness, and equity formulated to ensure access to health services in adequate quantity and quality for the entire population. To evaluate the quality of services provided in health units, it is essential, however, to make methodological considerations to concern the use of proper instruments and techniques to achieve accuracy and precision regarding their effectiveness for the user population. Mainly where health care is precarious or in need of adjustment, properly constructed indicators can become excellent management tools. This paper aims to analyze the specificities of the perception of the quality of health services offered to residents of the riverside communities of the Tupé Sustainable Development Reserve (SDR), Manaus, Amazonas, Brazil. The methodological approach is from a descriptive and ecological case study, based on field research with original data collection of fixed residents, aged over 18 years, by applying structured questionnaires and analyzing the results according to the SERVQUAL methodology. In the present study, it observed the impact of previous experiences of attending on the quality of health service. In the case of SDR of Tupé, there were positive evaluations with above 70% in all items. Still, when analyzing the data set and cut, considering the existence or not of previous experience, a different pattern of perception was detected. Based on these results, we suggest that the quality perception of health has to do with competitiveness, associated with the performance standard on the offer available to the customer.

This article presents an overview of modern scientific research on budget risks as a factor influencing the sustainable development of territories. Certain aspects of the budget risk category were clarified based on an analysis of the existing conceptual framework of budget risk theory. The main types of budget risks are highlighted and the relationship between them is reflected. The main risk factors of the municipal budget corresponding to each type of risk were also identified. Also, recommendations on the methodology for assessing budget risks are provided. They are based on the use of correlation and regression analysis methods, as well as the simulation modeling of budget risk indicators. This methodological approach will allow for scenario analysis, stress testing of key budget indicators, and improvement of the quality of financial management. This will increase the resilience of budgets to the impact of uncertainty and risk factors.

The aim of this paper is to present a numeric-statistical model by which it is possible to evaluate the quality of the observed grassland upon floristic and vegetation assessment. Thanks to this new methodological approach, the impact of each individual plant species on overall quality of the grassland could be estimated. The main goal was to determine species which significantly determine the pastoral value of the grassland. The quality (pastoral value) of the grassland was calculated using the numerical values of quality index of each individual species of each relev? of the community. For testing this numerical method, the total of 11 relev?s of 4 grassland communities of hilly-mountainous area of Mt. Kopaonik was used. Analyzed vegetation includes previously unpublished phytocenological relev?s as result of our own field research. All analyzed relev?s were obtained using the method of the Swiss-French phytocenological school. The results showed that the best and the worst quality were determined for the ass. Festuco-Brometum erectii, and the ass. Nardetum strictae, respectively. Species that highly contributed to good and bad quality of grassland were Arrhenatherum elatius, Festuca rubra, Dactylis glomerata, Trifolium repens, etc., and Carduus alpestris, Hieracium hoppeanum, Ornithogalum umbelatum, respectively.

Abstract Background The persistent quality gap in maternal health services in Nepal has resulted in poor maternal health outcomes. Accordingly, the Government of Nepal (GoN) has placed emphasis on responsive and accountable maternal health services and initiated social accountability interventions as a strategical approach simultaneously. This review critically explores the social accountability interventions in maternal health services in Nepal and its outcomes by analyzing existing evidence to contribute to the informed policy formulation process. Methods A literature review and desk study undertaken between December 2018 and May 2019. An adapted framework of social accountability by Lodenstein et al. was used for critical analysis of the existing literature between January 2000 and May 2019 from Nepal and other low-and-middle-income countries (LMICs) that have similar operational context to Nepal. The literature was searched and extracted from database such as PubMed and ScienceDirect, and web search engines such as Google Scholar using defined keywords. Results The study found various social accountability interventions that have been initiated by GoN and external development partners in maternal health services in Nepal. Evidence from Nepal and other LMICs showed that the social accountability interventions improved the quality of maternal health services by improving health system responsiveness, enhancing community ownership, addressing inequalities and enabling the community to influence the policy decision-making process. Strong gender norms, caste-hierarchy system, socio-political and economic context and weak enforceability mechanism in the health system are found to be the major contextual factors influencing community engagement in social accountability interventions in Nepal. Conclusions Social accountability interventions have potential to improve the quality of maternal health services in Nepal. The critical factor for successful outcomes in maternal health services is quality implementation of interventions. Similarly, continuous effort is needed from policymakers to strengthen monitoring and regulatory mechanism of the health system and decentralization process, to improve access to the information and to establish proper complaints and feedback system from the community to ensure the effectiveness and sustainability of the interventions. Furthermore, more study needs to be conducted to evaluate the impact of the existing social accountability interventions in improving maternal health services in Nepal.

Volunteered Geographic Information (VGI) is often collected by non-expert users. This raises concerns about the quality and veracity of such data. There has been much effort to understand and quantify the quality of VGI. Extrinsic measures which compare VGI to authoritative data sources such as National Mapping Agencies are common but the cost and slow update frequency of such data hinder the task. On the other hand, intrinsic measures which compare the data to heuristics or models built from the VGI data are becoming increasingly popular. Supervised machine learning techniques are particularly suitable for intrinsic measures of quality where they can infer and predict the properties of spatial data. In this article we are interested in assessing the quality of semantic information, such as the road type, associated with data in OpenStreetMap (OSM). We have developed a machine learning approach which utilises new intrinsic input features collected from the VGI dataset. Specifically, using our proposed novel approach we obtained an average classification accuracy of 84.12%. This result outperforms existing techniques on the same semantic inference task. The trustworthiness of the data used for developing and training machine learning models is important. To address this issue we have also developed a new measure for this using direct and indirect characteristics of OSM data such as its edit history along with an assessment of the users who contributed the data. An evaluation of the impact of data determined to be trustworthy within the machine learning model shows that the trusted data collected with the new approach improves the prediction accuracy of our machine learning technique. Specifically, our results demonstrate that the classification accuracy of our developed model is 87.75% when applied to a trusted dataset and 57.98% when applied to an untrusted dataset. Consequently, such results can be used to assess the quality of OSM and suggest improvements to the data set.

The article examines the objectively existing in modern conditions of economic agents' activity the need to introduce and apply approaches based on the use of quality management methods in internal corporate management. The authors noted that one of the global trends of the XXI century. Is the structural transformation of the world economy associated with the active development and implementation of information and telecommunication (digital) technologies in the real economic processes of both society and business. The authors assess the approach widespread in Russia based on quality management methods in the formation of control systems for the activities of economic agents of the national economy in the context of digital transformation in order to ensure their sustainable development; the analysis of the formation of promising directions for the development of communities, declared by UNESCO, in conditions of instability, complexity and uncertainty was carried out; the toolkit for digitalization of quality management of the education system is considered, in particular, the use of project-based learning to improve the quality of knowledge obtained and assess the impact on the sustainable development of universities, the education sector in general and economic agents of the national economy, taking into account digitalization and global risks. The authors see further areas of research in modeling risks and assessing their impact on ensuring sustainable development of economic agents, socio-economic processes of the national economy and society as a whole by quality management methods in the context of digitalization of the economy.

It is based on the investigation of water samples collected during field research in the river monitoring area and laboratory analysis. The research is focused on the state of the pollution and quality of the water. The results can be used in the processes of environmental optimization and realization of the strategies for sustainable development in the region.

Abstract: In the context of Indonesia, the quality of education seems to be something taboo to talk about, however, according to researchers the quality of education in Indonesia is very apprehensive. It is necessary for the role of headmaster and special efforts in developing a quality education institution through organizational culture as a value system that is understood, imbued, run jointly by members of the organization as a system of meaning or guidance for the organizers. This study aims to describe the three roles and impacts role of the headmaster role in developing the quality of organizational culture, they are: (1) the role of the headmaster as a manager; (2) the role of the headmaster as the educator; (3) the role of the headmaster as the supervisor; 4) The impact of the headmaster's role in developing the quality of organizational culture quality at SDMT Ponorogo. This research is categorized into a field research with qualitative descriptive approach and the research design was case study. The setting of study was at SDMT Ponorogo.  The findings showed that (1). The role of headmaster as manager encompasses conducting internal and external analysis, internalizing the Islamic value that is kemuhamadiyahan value. (2). The role of the headmaster as an educator includes involving educators in upgrading, workshops or training in order to provide opportunities for educators to improve their knowledge and skills by learning to the higher education, conducting cadre to members of organizational culture and creating jargon to motivate members of organizational culture. (3). The role of the headmaster as a supervisor comprises overseeing and Evaluating the performance and achievement of members of organizational culture, conducting weekly, monthly and semester meetings, monitoring achievements of educators and learners. (4) The impact of the school headmaster's role in developing the quality of organizational culture is organizational culture climate becomes harmonious and schools achieve more attainments.Abstrak: Dalam konteks Indonesia, mutu pendidikan seolah-olah menjadi barang yang tabu untuk diperbicangkan, dalam konteks tersebut kualitas pendidikan di Indonesia sangat memperihatinkan. Untuk itu diperlukan peran kepala sekolah dan Upaya khusus dalam mengembangkan sebuah mutu lembaga pendidikan melalui budaya organisasi sebagai sistem nilai yang dipahami, dijiwai, dijalankan secara bersama oleh anggota organisasi sebagai sistem makna atau pedoman bagi pelaku organisasi. Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan tiga peran serta dampak peran  kepala sekolah dalam mengembangkan mutu budaya organisasi, yaitu: (1) Peran kepala sekolah sebagai Manajer, (2) Peran kepala sekolah sebagai Educator, (3) Peran kepala sekolah sebagai supervisor, dan (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi di SDMT Ponorogo. Dengan menghasilkan temuan: (1).Peran kepala sekolah sebagai manajer diantaranya: melakukan analisis internal dan eksternal, menginternalisasi nilai keislaman yaitu nilai kemuhammadiahan. (2). Peran kepala sekolah sebagai educator diantaranya: mengikut sertakan pendidik dalam penataran, workshop atau pelatihan memberikan kesempatan kepada pendidik untuk meningkatkan pengetahuan dan keterampilannya dengan belajar ke jenjang pendidikan yang lebih tinggi, melakukan pengkaderan kepada anggota budaya organisasi. membuat jargon-jargon untuk memotivasi anggota budaya organisasi. (3). Peran kepala sekolah sebagai supervisor diantarnya: mengawasi dan mengevaluasi kinerja dan pencapaian anggota budaya organisasi, mengadakan rapat setiap, minggu, bulan dan semester, memantau prestasi pendidik dan peserta didik. (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi diantaranya: iklim budaya organisasi menjadi harmonis, sekolah menjadi lebih berprestasi.

AbstractEnvironmental justice (EJ) has represented an important equity challenge in policymaking for decades. President Clinton’s executive order (EO) 12898 in 1994 represented a significant federal action, requiring agencies to account for EJ issues in new rulemakings. We examine the impact of EO 12898 within the larger question of how EO are implemented in complex policymaking. We argue that presidential preferences will affect bureaucratic responsiveness and fire alarm oversight. However, EJ policy complexity produces uncertainty leading to bureaucratic risk aversion, constraining presidential efforts to steer policy. We utilise an original data set of nearly 2,000 final federal agency rules citing EO 12898 and find significant variation in its utilisation across administrations. Uncertainty over the nature of the order has an important influence on bureaucratic responsiveness. Our findings are instructive for the twin influences of political control and policy-making uncertainty and raise useful questions for future EJ and policy implementation research.

The chapter explores a methodological approach where creativity is encouraged through the production of multimodal iPad-mediated narrative texts in the English as a foreign language classroom (EFL) in secondary education. The study, which is based on creativity of human language, evaluates the multimodal productions of a group of students of secondary education (Year 7) in Spain, who work with iPads (1:1 context) within a cooperative learning approach, and analyzes this learning experience from the students' point of view. The results show the impact multimodality has on the own students and on their way of working with the foreign language. The quality of their productions, not only regarding language but also as an act of creation, and the way they appropriate the different semiotic modes multimodality offers will also be examined. Finally, the authors suggest some guidelines to encourage multimodal production and creativity in the EFL secondary classroom and show examples which would help teachers and researchers to develop new didactic proposals at this stage.
