Lack of proper messaging at an outbreak of a novel disease causes panic with more serious damaging impacts on livelihoods, social-fabric of communities, economic landscapes, and political stability. There have been notable high levels of panic in South Africa and the globe with regard to the outbreak of COVID-19. The current lack of knowledge and poor communication has been attributed as a precursor to the skyrocketing global panic (Freimuth, Linnan, Potter, 2000). Fuelling this panic is the rate at which the incidence of new infections is increasing in countries outside of China, with Italy and Iran leading on a number of new infections and death cases.A Content Analysis method was used to analyze articles, media clips and social network reactions to the outbreak of COVID-19 in South Africa on the 6th of March 2020. The key to the investigation was to understand how authorities are communicating with the public on matters of national concern – regarding how they are prepared to deal and handle the outbreak. This study further compares the South African response to China at the outbreak of SARS in 2003. Codes were generated in targeted media and scientific sources and themes were generated and presented.Findings indicate that the general public does not have faith in government authorities, due to a lack of communication. It is perceived that lack of communication is indicative of a lack of preparedness. Contrary to evident panic in South Africa, scientific data indicates that there is no need to panic as a result of the outbreak of COVID-19. Further, a study from the French Institute for Health and Medical Research in 2020 on the preparedness of African countries to handle COVID-19 indicates that South Africa is one of the better-equipped countries in Africa to detect and handle any incidence of COVID-19. The study recommends that authorities and policy-makers use communications to educate the public far earlier at the onset of epidemic outbreaks, regardless of where it happens as the air-traffic connects global countries, resulting in the potential for disease importation.

In South Africa, persons or companies convicted of fraud or corruption or companies whose directors have been convicted are debarred from participating in bidding for government tenders. Although it is easy to establish whether or not a natural person has been convicted of an offence, because a certificate can be obtained from the South African Police Service to that effect, it is the opposite with juristic persons. This issue came up in the case of Namasthethu Electrical (Pty) Ltd v City of Cape Town and Another in which the appellant company was awarded a government tender although the company and its former director had been convicted of fraud and corruption. The purpose of this article is to analyse this judgment and show the challenges that the government is faced with when dealing with companies that have been convicted of offences that bid for government tenders. Because South Africa is in the process of enacting public procurement legislation, the Public Procurement Bill was published for comment in early 2020. One of the issues addressed in the Bill relates to debarring bidders who have been convicted of some offences from bidding for government tenders. Based on the facts of this case and legislation from other African countries, the author suggests ways in which the provisions of the Bill could be strengthened to address this issue.

A tripartite alliance formed by the African National Congress, the South African Communist Party and the Congress of South African Trade Unions has been ruling the country with wide parliamentarian majorities. The country remains more consensual and politically inclusive than any of the other African countries in the post-independence era. This article examines three performance’s aspects of the party dominance systems: legitimacy, stability and violence. As we are living in a period in which an unprecedented number of countries have completed democratic transitions, it is politically and conceptually important that we understand the specific tasks of crafting democratic consolidation.

It is generally agreed that the battle of Cuito Cuanavale in March 1988 marked the final attempt to secure a military solution to the Angolan conflict. Thereafter, in December 1988, South Africa, Cuba, and Angola signed the so-called ‘New York accord’ that included a timetable for the phased withdrawal of the South Africans and the Cubans from Namibia and Angola, respectively; in June 1989, the Gbadolite agreement initiated African attempts to end the continuing armed struggle in Angola; and in March 1990, Namibia achieved its long-awaited independence. But despite these efforts and developments, the war continued between the Government that had been established in Luanda by the Movimento Popular de Libertacão de Angola (M.P.L.A.) in November 1975 and the União Nacional para a Independência Total de Angola (Unita), with devastating implications for the country's estimated ten million inhabitants. Not before May 1991 was a final peace agreement signed in Portugal, and then with considerably poorer options for political stability and economic recovery than would have been the case after the original accord in New York.

Counterfeit goods are a health hazard to human life, environment and business. More so as the goods destroy the viability of legitimate businesses across the world. Counterfeit goods are characterized as a threat to the financial viability of legitimate businesses and has a dire impact on the tax revenue of countries, necessitating its effective and efficient policing for the financial wellbeing of countries. If not well managed, counterfeit goods could lead to unemployment, disinvestment and capital flight in countries. The available evidence reveals that even though counterfeit goods has dire consequences for the economic wellbeing of countries, its penalties in most African countries are less severe in comparison to penalties for other crimes. The sight of counterfeit goods in many places, such as on busy street corners and transportation terminals in the Southern parts of Africa, attests to its prevalence in the continent. Especially in South Africa as the country has become a transit point for contrabands. Post 1994, South Africa opened its borders to the world of branded and protected goods and this enabled rogue people to trade in counterfeit goods. Effective policing is hindered by the use of sophisticated skills and expertise that leads to counterfeit goods resembling genuine goods. Moreover, in South Africa, the problem persists despite the promulgation of the Counterfeit Goods Act 37 of 1997, thus questioning the effectiveness of the policing strategies in use to quell the problem.

The televising and/or any other form of broadcasting of judicial hearings and of criminal trials in particular is a controversial topic that has not only provoked debate and been argued about by academics, the media and the public for years, but continues to be argued about with few signs of abatement. Until recently South Africa had largely escaped becoming embroiled in this provocative topic, as the live broadcasting of criminal trials from South African courtrooms did not occur. The situation has changed, though, following the recent live televising of a full criminal trial – namely, the trial of South African Para-Olympic champion Oscar Pistorius. Given that this trial signalled South Africa's debut into the world of the live televising of criminal trial proceedings, the question is asked why exactly South Africa ventured into this contentious legal territory.It must be emphasised that the intention of this contribution is solely to explore the court's consideration of the constitutional mandates and rights that were contained in both the application and the opposing arguments pertaining to the live broadcast the trial of Oscar Pistorius. This note will not attempt to examine or even approach the far greater question of whether criminal trials should be televised or not, a topic better left to future research.

This chapter analyses the influence of the state in shaping museum narratives, especially in a liberated society such as South Africa. It argues that while the notion of social cohesion and nation building is an ideal that many South African museums should strive for, the technocratisation of museum processes has to a degree led to a disregard of the public sphere as a space of open engagement. Secondly, the chapter also looks at the net-effect of museums professionals and boards in the development of their narrative. It argues that due to the nature of their expertise and interests, and the focus on their areas of specialisation, museums may hardly claim to be representative of the many voices they ought to represent. As such, the chapter explores contestations in museum spaces. It partly does so by exploring the notion “free-spokenness” and its limits in museum spaces. To amplify its argument, the chapter uses some exhibitions that generated critical engagements from Iziko Museums of South Africa.

Amartya Sen has argued that democracy has intrinsic and instrumental significance for economic and social development. In joint work with Jean Drèze, he has shown that democratic pressures can produce positive results in democratic and non-democratic nations alike. An Uncertain Glory briefly discusses the BRIC (Brazil, Russia, India and China) nations in this regard, but is inexplicably silent about South Africa (the final member of the BRICS). Can South Africa follow in the footsteps of the BRIC nations? Or might the South African brand of democracy really fall short? Reaffirming Drèze and Sen’s conclusion for India, this chapter argues there are grounds to be ‘contingently optimistic’ about the role of public participation in South Africa—despite the massive democratic deficit the country has inherited. This is illustrated through three case studies of participation focusing on pressure for HIV/AIDS treatment, the role of the public protector, and community action in Bokfontein.

Purpose Many unanswered questions remain regarding the authors’ understanding of how entrepreneurship can be fostered in the public sector. To fill this knowledge gap, the purpose of this paper is to conduct an empirical investigation to determine the relationship between different organisational factors and entrepreneurial orientation (EO) in the South African public sector. Design/methodology/approach Primary data are sourced from middle-level managers at municipalities in the three largest provinces across South Africa. Hypotheses are statistically tested using regression analyses. Findings Results reveal that the organisational antecedents of structure and culture explain a significant amount of variation in the EO dimensions of innovativeness, risk taking and proactiveness. Additionally, the findings on organisational rewards converge with an emerging stream of research which highlights that while rewards works well to motivate individuals in the private sector, they are negatively correlated with entrepreneurship in the public sector. Research limitations/implications The study implications relate to the efficiency and effectiveness of service delivery of municipalities in South Africa. Due to increases in community protest actions, it is necessary not only to maximise efficiency in the provision of services, but also to innovate and be proactive in order to achieve more with less resources. Originality/value By investigating previously unrelated factors in the public sector, the authors create closer conceptual and empirical links between the role of organisational factors and each of the EO dimensions. Furthermore, the study takes place in a relatively under-researched entrepreneurship and public sector context.

This article examines funding for HIV/AIDS in South Africa, and the relationship between foreign donors and the South African government. The recognition of the AIDS pandemic as an epochal crisis has led to a proliferation of international and donor organizations now directly involved in the governance, tracking and management of the pandemic in many African countries. In many ways, the heavy donor hand that is increasingly defining the pandemic and the global response to it feeds into a new imperialist logic that subordinates pan-African agendas, masks broader issues of access central to the fight against the pandemic, and strengthens traditional relationships of dependence between wealthy Western nations and poorer African nations. The South African government's relationship with foreign donors, however, has been shaped by its efforts to develop an African response to the pandemic not determined nor primarily funded by foreign aid. This article highlights the positive and negative implications of the sometimes contentious relationship between the South African government and foreign donors, as well as the Africa-centred, self-help agenda it pursues, highlighting the opportunities as well as challenges for African governments to define the global response to the pandemic.
