ABSTRAKPemberian pinjaman oleh Kreditur kepada Debitur didasarkan pada  asumsi bahwa  Kreditur percaya bahwa  Debitur dapat mengembalikan utang tepat  pada waktunya. Pelunasan utang oleh Debitur kepada Kreditur tidak selalu  dapat berjalan dengan lancar ada kalanya Debitur tidak membayar utangnya  kepada Kreditur walaupun telah jatuh tempo. Debitur yang tidak mampu melunasi utangnya, maka harta kekayaan Debitur dikemudian hari menjadi jaminan atas utangnya.Pasal 1131 dan Pasal 1132 KUH Perdata telah mengatur secara khusus  mengenai hal utang piutang. Pengabdian pada masyarakat ini dilakukan di kecamatan Mataram Barat, kota Mataram Nusa Tenggara Barat. Karena lokasi ini berada di pusat kota Mataram, maka mobilitas  perekonomian sangat tinggi, oleh karena transaksi  yang berhubungan dengan masalah utang piutang  sangat memungkinkan terjadi. Untuk itu masyarakat perlu diberikan penyuluhan yang berhubungan masalah tersebut. Adapun yang menjadi tujuan dalam kegiatan  ini yaitu sebagai berikut: Untuk mengetahui pengaturan mengenai penundaan kewajiban pembayaran utang terhadap perjanjian sewa menyewa. Untuk mengetahui akibat hukum penundaan kewajiban pembayaran utang terhadap perjanjian sewa menyewa. Metode yang dipergunakan adalah penyuluhan dan tanya jawab. Pengaturan mengenai penundaan kewajiban pembayaran utang terhadap perjanjian sewa menyewa  diatur dalam Pasal 222 ayat (3) UU No. 37 Tahun 2004, Kreditur yang memperkirakan bahwa debitur tidak dapat melanjutkan membayar utang-utangnya yang sudah jatuh tempo dan dapat ditagih, dapat memohon agar kepada debitur diberi penundaan kewajiban pembayaran utang, untuk memungkinkan debitur mengajukan rencana perdamaian yang meliputi tawaran pembayaran sebagian atau seluruh utang kepada Krediturnya.Akibat hukum penundaan kewajiban pembayaran utang terhadap perjanjian sewa menyewa yaitu debitur tidak dapat melakukan tindakan kepengurusan atau memindahkan hak atas sesuatu bagian dari hartanya, jika debitur melanggar, pengurus berhak melakukan segala sesuatu untuk memastikan bahwa harta debitur tidak dirugikan karena tindakan debitur tersebut. Debitur tidak dapat dipaksa membayar utang-utangnya dan semua tindakan eksekusi yang telah dimulai guna mendapatkan pelunasan utang, harus ditangguhkan dan Debitur berhak membayar utangnya kepada semua kreditur bersama-sama menurut imbangan piutang masing-masing. Kata Kunci: Penundaan kewajiban; hutang; sewa menyewa. ABSTRACTA loan is given based on the assumption that the Creditor believes the Debtor can return the debt on time. Debt repayment might not always run smoothly. There are times when the Debtor does not pay his debt even though it is the due date. Debtors who are unable to repay their debts have a risk that their assets will become collateral for their debts in the future. Article 1131 and Article 1132 of the Civil Code have individually regulated the matters of debt payable. The community service is carried out in the sub-district of West Mataram, the city of Mataram, West Nusa Tenggara. Transactions related to debt and debt problems are highly possible here because this location is the center of the city of Mataram, and the mobility of the economy here is immoderate. For this reason, the public needs counseling related to the problem. The objectives of this activity are as follows: To find out the arrangements regarding the postponement of debt payment obligations to the lease agreement and to find out the legal consequences of the postponement of debt payment obligations to the lease agreement. The method used is counseling and group interview. The regulation concerning the postponement of the obligation to pay the debt to the lease agreement is regulated in Article 222 paragraph (3) of Law no. 37 of 2004 states that the Creditor who estimates that the Debtor cannot continue to pay his/her debts which are due and cannot be billed may request a debt obligation delay to enable the Debtor to submit a composition plan which includes offering partial or full payment of the debt to Creditors. Due to the legal delay of debt payment obligations under the lease agreement, the Debtor cannot take management actions or transfer the rights to any part of his/her property. If the Debtor violates, the management has the right to do everything to ensure that the Debtor's assets are not harmed because of the Debtor's actions. Debtors cannot be forced to pay their debts, and all execution actions that have been initiated in order to obtain debt repayment must be deferred, and the Debtor has the right to pay his debts to all creditors together according to their respective accounts. Keywords: Deferred liability; debt; rent.

ABSTRACTIt has been argued that council house sales will contribute towards a more general process of residualization of public sector housing. Empirical evidence is presented in this context derived from surveys of purchasers and non-purchasers of council dwellings in the city of Aberdeen. This evidence confirms that purchasers and non-purchasers exhibit different socio-economic characteristics and after only four years of the Right to Buy legislation significant numbers of households in social classes I, II and III have left the public sector via the mechanism of sales. The small number of sales relative to the stock as a whole, however, has meant that the overall contribution of sales towards residualization has been small. This evidence from Aberdeen is compared to evidence from elsewhere and related to the varying pattern of sales across the country as a whole.

Resumo Este artigo propõe uma análise dos aspectos políticos e jurídicos do Direito à Cidade sob a perspectiva do conceito de esfera pública. O Direito à Cidade é interpretado como um elo dinâmico entre a mobilização política, a democratização das relações sociais e do aparato institucional do Estado e a garantia de melhores condições materiais de existência no espaço urbano. A partir da revisão bibliográfica sobre o tema das lutas sociais urbanas no Brasil e na cidade de São Paulo, pretende-se demonstrar que o Direito à Cidade é exercido pela população a partir dos embates na esfera pública responsáveis por impulsionar a renovação da ordem jurídica e atribuir novos sentidos ao Direito existente.

The article analyzes the images of the Irkutsk city center in the memories of the representatives of two marginal groups — street children and venders, who lived and worked there from 1999 to 2006, as well as its mo dern images in the public statements of the urban elites. The aim of the study is to identify the functions that the city center performed during the years of deep social transformations and to reveal why today one wants to forget about it as soon as possible. The author argues that the places mentioned by the respondents and the actions performed in those places largely shaped the current ideas about the period of social chaos in the “post-Soviet” city — a period of uncertainty, violence and fear. Today, these places and functions are mostly memories, which are gradually being replaced by the simplified and emotionally rich myths about the past that are being broadcast by the urban political regimes. The latter displace marginal groups from the center and change the places they previously occupied, simultaneously altering the collective memory associated with these places. The article puts forward and justifies a hypothesis that starting from the mid-1990s and almost until the end of the 2000s these territories were used by the majority of citizens as an extra-institutional interface necessary for connecting to the city resource node. This function has become the primary cause of fierce conflicts, during which numerous enforcers tried to establish a monopoly on the collection of rents from the human and resource flows concentrated there. The image of the center as a deviant place was constructed simultaneously by the urban regimes and marginal groups: the former used it as a weapon in the struggle for the “right to the city,” the latter associated it with the collective trauma they had experienced.

Affordable housing programs and banking program has been launched for the implementation of housing programs for Low Income Communities (MBR). MBR characteristics in each region are very diverse make housing programs for this segment is not easy to do the right target. Act 2 of 2001 has mandated that states are obliged to implement the settlement habitable housing for people, especially the MBR. This article will discuss how the public views MBR related to home ownership for families. Aspects related studies include family conditions, financing, location, shape and price residence. The research method used descriptive method with the results of questionnaires to the MBR in Sub Tanjungmas as Village poorest residents in the city of Semarang. The results showed that the respondents have a vision of home ownership by saving and installments. That their visions are still living in and near where you live now or anywhere else that has the same price range. They really understand that in order to obtain environmental conditions and a better home, they have to pay higher prices, then, the standards they use is on the quality of life now and that the location that suitable for them is a house in the kampong area.Program-program perumahan terjangkau dan program perbankan telah diluncurkan untuk pelaksanaan program perumahan untuk Masyarakat Berpenghasilan Rendah (MBR). Karakteristik MBR di masing-masing daerah yang sangat beragam membuat program perumahan untuk segmen ini tidak mudah dilakukan secara tepat sasaran. Undang-Undang No.2 tahun 2001 telah mengamanatkan bahwa negara wajib menyelenggarakan perumahan permukiman yang layak huni bagi masyarakat khususnya MBR. Artikel ini akan membahas bagaimana pandangan masyarakat MBR terkait kepemilikan rumah bagi keluarganya. Aspek kajian antara lain terkait kondisi keluarga, pembiayaan, lokasi, bentuk tempat tinggal dan harga. Metode penelitian menggunakan metode deskriptif melalui hasil kuisioner kepada MBR di Kelurahan Tanjungmas sebagai Kelurahan dengan penduduk miskin terbanyak di Kota Semarang. Hasil penelitian menunjukkan bahwa responden memiliki visi dalam kepemilikan rumah dengan cara menabung dan mencicil. Bahwa visi mereka adalah masih tinggal disekitar lokasi tempat tinggal sekarang atau tempat lain yang memiliki rentang harga yang sama. Mereka sangat memahami bahwa untuk memperoleh kondisi lingkungan dan rumah yang lebih baik, mereka harus membayar lebih mahal, maka, standar yang mereka gunakan adalah pada kualitas hidup yang dijalani sekarang bahwa lokasi rumah yang cocok untuk mereka adalah rumah di perkampungan.

The symbol of change in everything in the human sphere is marked by the disruptive era, which is an era in which activity, interaction and communication between humans changes very rapidly, especially in the field of work and the needs of human life. Work is no longer required to leave the house and must come on time at the office. The research method used is qualitative research with a critical approach. Dismantling the domination of an emancipatory spirit is one of the goals of the critical approach. The choice of social media as a place for creativity is effective because there is no filter of information in the media. everyone has the right and obligation to photos, videos and various kinds of individual works to be published on social media. Many creative content has finally appeared on social media with cultural, ethnic and religious backgrounds from different accounts. Influencers are a job that is in demand by people in the current millennial era. The era of postmodernism has changed the concept of working from the public to the private sphere. Work does not have to go to the office and meet and collaborate with many people. Work in the postmodern era can be done anywhere, for example at home, on the beach, in the mountains, in the village, in the city and does not have to meet many people.

One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. Kota Bekasi telah mengemas suatu sistem pelayanan penyediaan informasi dan pengaduan masyarakat dengan memanfaatkan sarana teknologi yaitu situs web dan sms center.Selain itu, untuk menunjang keberhasilan pelayanannya, kota Bekasi memberikan aturan yang jelas terkait pemberian informasi dan pengaduan masyarakat, dan melakukan transparansi data pengaduan serta manajemen yang sederhana. The purpose of this study was to determine the implementation of the communication strategy carried out by the Head of the Tasikmalaya City Covid-19 Cluster Team in the implementation of Large-Scale Social Restrictions (PSBB). The research method used is a qualitative method with data collection techniques interview, observation and documentation. The results showed that the implementation of the communication strategy carried out by the Task Force Team of the City of Tasikmalaya was in accordance with the indicators of the communication strategy ranging from the communicator determination strategy, message determination strategy, media determination strategy and audience determination strategy. The communication strategy implemented resulted in the fact that the spread of Covid-19 in Tasikmalaya City had decreased due to the implementation of discipline carried out by the apparatus as the Tasikmalaya City Covid-19 Task Force Team and communication that was conveyed to the public with the right strategy. The implementation of the communication strategy that has been carried out by the Task Force Team, the implementation of the report on the results of the Tasikmalaya City discipline presentation is reported directly to the Governor who is charged to Kominfo with the local Government.

This paper considers, following David Harvey (1973), how to produce a genuinely humanizing smart urbanism. It does so through utilising a future-orientated lens to sketch out the kinds of work required to reimagine, reframe and remake smart cities. I argue that, on the one hand, there is a need to produce an alternative ‘future present’ that shifts the anticipatory logics of smart cities to that of addressing persistent inequalities, prejudice, and discrimination, and is rooted in notions of fairness, equity, ethics and democracy. On the other hand, there is a need to disrupt the ‘present future’ of neoliberal smart urbanism, moving beyond minimal politics to enact sustained strategic, public-led interventions designed to create more-inclusive smart city initiatives. Both tactics require producing a deeply normative vision for smart cities that is rooted in ideas of citizenship, social justice, the public good, and the right to the city that needs to be developed in conjunction with citizens.

The article examines the creation, social structure, quantity, financing and main activity directions of the monarchist organizations in Odessa in 1904 – 1917. Odessa became one of the centers of the monarchist movement in Russia, in the period under consideration there were about ten right-wing organizations in the area, some of them being subsidiaries of the all-Russia parties, and some – independent parties. High degree of the city population politicization was conditioned by sharp interethnic and economic contradictions and became the cause of mass monarchic movement, while mixed social structure and personal conflicts among monarchist leaders promoted the split of active monarchist organizations in Odessa and the appearance of the new ones. Right-wing parties in Odessa played a prominent role in the public and political life of the city, especially in 1906 -1912. Then due to various reasons this influence started to decrease. With the beginning of the First World War the monarchist movement in Odessa experienced certain growth. However, the draft of right-wing activists to the army filed forces, the decrease of monarchist ideas popularity in society, as well as social and economic difficulties of the war time, very soon led to the critical weakening of the right organizations in Odessa, followed by their disappearance from the political arena in February of 1917.

While artistic interventions in urban space multiply continuously, there seems to be a lack of knowledge about what is really happening in and with public spaces in such processes. David Harvey’s proposition that “the right to the city” means the “right to change ourselves” begs the question: Who is producing the city, and in turn, what new ways of living together are they producing? Artistic productions in urban environments produce new modes of engaging with public spaces and initiate a process in which a city’s inhabitants and users make and remake the public sphere.
