The issuance of the Law No. 23 of 2014 on Regional Government instead of Law No. 32 of 2004 carries implications for FMU development in the area. This study aims to (1) assess changes in the content of Law No. 23 of 2014 compared with the previous regulations in managing the affairs of the forestry sector; (2) assess the implications of these changes to the rules under which the current level is the reference FMU development; and (3) assess the implications of these changes to the processes of FMU development in Riau Province. The study was conducted in December 2014 -May 2015, with research sites in the city of Pekanbaru and the district of Kampar, Riau Province. The method used is the content analysis of the rules and interviews with some stakeholders. The substantial changes of the Law No. 32/2004 to Law No. 23/2014, in the new regulations authorizes the establishment of the organization KPHL / KPHP everything under the authority of the provincial government, no longer under the authority of district governments. The implications of the transfer of authority, the regulations that the legal basis and the establishment of institutions KPHL / KPHP i.e. the Government Regulation (PP) No. 38/2007 and Rule of th e Interior Minister (Permendagri) No. 61/2010 can not be a reference again. In addition it also affects the initiative and formation process KPHL / KPHP by Regency stagnated.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

Through access to regional autonomy, the desire of various regions to formulate Islamic law into their laws and regulations in order to fulfill rights and obligations and respond to various problems of society becomes more open. Therefore, the purpose of this research is to reveal how the function of Sharia Regional Regulations in the implementation and fulfillment of basic service duties of local government, especially from the aspects of education and socio-culture in Gorontalo Province. This type of research includes normative legal research supported by empirical data, which examines comprehensively and analytically the primary and secondary legal materials, using statute approach and case approach. The result of the research indicates that the existence of these regional regulations is one of the provisions ensured in Law no. 23 of 2014 on Local Government and Government Regulation Number 38 of 2007 on the Division of Government Affairs, between the Provincial Government and Regency/Municipal Government. The regional regulations drafted and compiled by the Gorontalo provincial government actually assure harmony of life, security, and order. As it is in the field of one's religious education. The existence of the Regional Regulation of Reading and Writing Al-Qur'an in Gorontalo is able to embody the desire of students to develop their education to higher level, as a condition for entering the next school level. Meanwhile, from the socio-cultural aspect, the existence of Regional Regulations on the Prohibition of Gambling, Prostitution, and Liquor, helps the government create order and tranquility in people's lives, maximize regional potential and development, especially with regard to local wisdom. Therefore, the Regional Government requires to implement and maximize the provisions of sharia regional regulations in order to support development, especially those related to basic services in various aspects, in order to maximize the regional potential and local wisdom.

Tujuan penelitian ini adalah menganalisis asas lex spesialis terkait dengan keharmonis-an Undang-Undang Perseroan Terbatas dalam Pendirian Perseroan Daerah. Perusahaan perseroan daerah merupakan salah satu badan usaha dari sejumlah badan usaha yang dikenal dalam sistem hukum di Indonesia. Ciri khas hukum perusahaan di Indonesia, masing-masing jenis perusahaan diatur dengan undang-undang yang terpisah. BUMD diatur dengan Undang-Undang Pemerintah Daerah, sedangkan perseroan terbatas diatur dengan Undang-Undang Perseroan Terbatas. Penelitian ini menggunakan metode yuri-dis normatif, dengan mendalami upaya harmonisasi hukum. Hasil penelitian menunjuk-kan bahwa perseroan daerah pada dasarnya juga perseroan terbatas yang dapat dimiliki sepenuh sahamnya oleh satu pemerintah daerah, namun dalam UUPT, tidak diakomodir sebagai perseroan terbatas dengan saham tunggal dapat didirikan oleh satu pemerintah daerah. Namun dalam praktiknya sebagian notaris berupaya melakukan terobosan yang kemudian diakui oleh pemerintah dengan memberikan status badan hukum pada perseroan yang didirikan sepenuhnya oleh satu pemerintah daerah sebagai satunya pendirinya Perseroda. Hal ini, menimbulkan pertanyaan hukum, apakah landasan hukum yang dapat digunakan oleh notaris dan pemerintah untuk menerobos UUPT untuk memenuhi kaedah yang terdapat dalam Undang-Undang Pemda. Bringing the Harmony of the Limited Liability Law in the Establishment of Regional Company The purpose of this study is to analyze the lex specialist principle related to the harmony of the Law on Limited Liability Companies in the establishment of regional companies. Regional company is one of business entities in Indonesia legal system. The characteristic of company law in Indonesia is each type of company regulated by a separate law. BUMD (regional company) is regulated by the regional government law while limited liability company is regulated by UUPT. This study uses a normative juridical method, by exploring efforts to harmonize the law. The results showed that the regional company is basically also a limited liability company that can be fully owned by regional government, but based on the company law, it is not accommodated as a limited liability company because the company has only a single share which is one local government. However, in practice some of notaries tried to make a breakthrough which was later recognized by the government by giving legal status to regional company. This raises the question of what legal basis can be used by notaries and the government to break through the company law so that it meets the methods contained in the regional government law.

Pelaksanaan desentralisasi dalam negara kesatuan berarti memberikan hak untuk mengatur dan mengurus kepentingan dan aspirasi masyarakat setempat pembentukan daerah otonom dan penyerahan kewenangan secara hukum dari pemerintah pusat ke pemerintah daerah untuk mengatur, mengurus dan/atau bagian dari urusan pemerintahan tertentu. Untuk itu daerah otonom diberikan kewenangan untuk membentuk peraturan daerah. Penelitian ini merupakan penelitian hukum normatif yang membahas tentang urgensi pembentukan peraturan daerah pada era otonomi daerah ialah sebagai rule dari pelaksanaan otonomi daerah, utamanya menyangkut urusan-urusan pemerintahan sebagaimana dimaksud pada Undang-Undang Pemerintahan Daerah dan Peraturan Pemerintah Nomor 38 Tahun Tahun 2007 tentang Pembagian Urusan Pemerintahan antara Pemerintah, Pemerintahan daerah Provinsi, dan Pemerintahan Daerah Kabupaten/Kota. Serta konsep ideal peraturan daerah pada era otonomi daerah dikembalikan kepada asas formil dan materil pembentukan peraturan perundang-undangan sebagaimana termuat didalam Undang-Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-Undangan. URGENCE FOR ESTABLISHING REGIONAL REGULATIONS IN THE ERA REGIONAL AUTONOMY The implementation of decentralization in a unitary state means giving the right to regulate and manage the interests and aspirations of the local community, the formation of an autonomous region and the delegation of legal authority from the central government to the regional government to regulate, manage and/or part of certain government affairs. For this reason, autonomous regions are given the authority to form regional regulations. This research is a normative legal research that discusses the urgency of the formation of regional regulations in the era of regional autonomy, namely as a rule for the implementation of regional autonomy, especially regarding government affairs as referred to in the Regional Government Law and Government Regulation Number 38 of 2007 concerning Division of Affairs. Government between the Government, Provincial Government, and Regency/City Regional Government. And the ideal concept of regional regulations in the era of regional autonomy was returned to the formal and material principles of the formation of laws and regulations as contained in Law Number 12 of 2011 concerning the Establishment of Legislations.

Abstract Amendments to the laws on local government undnagan impact on local government authority in running the affairs of government. For 10 years Indonesian running the regional autonomy system using Law No. 32 of 2004 on local government, and amendments thereto, for the moment the law declared invalid by the enactment of Law No. 23 Year 2014 on Regional Government, the State Gazette of the Republic of Indonesia Year 2014 No. 244, on October 2, 2014. in the Act governing the affairs of government that must be done by the central government, provincial government and local government district / city. Some affairs are regulated in more detail in the Government Regulation No. 18 Year 2016 concerning the Region, which regulates the scope of authority in dealing with government affairs. PP No. 1/2016 outlining the areas that must be held in an area with indicator, scale of values that can be found local work load. Environmental Management itself in Law number 23/2014 and Government Regulation No. 1/2016 is a category / classified in the Mandatory government affairs unrelated to basic services.Keywords: Local authorities, Environment, government affairs

Reform in administration of government in Indonesia have cause the occurance of a number  important and fundamental changes in governance which ultimately has implication for the implementation of public services in the region. In accordance with the provisions of article 11 and article 14 ofLaw of  Year 2004 Number 32 concerning Regional Government, Government Regulation Number 65 of 2005 concerning Guidelines for Preparation and Application of Minumum Standards Service (SPM). The Government Regulation is a reference for the Ministry / Institutions in the preparation of MSS and become reference points for the government regions in implementing SPM (MSS).Basic services in the Minimum Service Standards are compulsory government affairs that are carried out by regional Governments both Provincial and Regional Governments. Government Affairs is obligatory relating to basic services which subsequently becomes the type of SPM, one of which is  SPM in the Field Public Works. Types of Basic Services for SPM in Public Works and Spatial Planning for Provincial and District / City Governments are as follows. The implementation of a clean government of corruption, collusion and nepotism, President of The Republic of Indonesia Joko Widodo made a program to run the government in 9 (Nine) Priority programs known as Nawa Cita. As a follow-up to the 9 (nine) Priority Programs of Nawa Cita, dated 6 May 2015 President of The Republic of Indonesia Joko Widodo issued Presidential Instruction (Inpres) Number 7 concerning Action on the Prevention and Eradication of Corruption. Quickly, The Prosecutor of The Republic of Indonesia respond to what the President said. The Prosecutor of The Republic of Indonesia as the government institutions authorized by the Law to eradicate and prevent corruption has formed a Government and Development Guards Team at the Central and Regional levels. The establishment of this Team based on the Decision Letter of Attorney General of The Republic of Indonesia Number: KEP-152 / A / JA / 10/2015 dated 1 October 2015 concerning Establishment of the Government and Development Guards Team of The Prosecutor of The Republic of Indonesia or known as TP4. It will support the goverment and development at the central and regional levels through by guarding in the planning and implementation proces of development, including in to prevent mistakes and state losses that result in Corruption Crimes. Head Attorney District of Padang Panjang has formed a Regional Government and Development Guards Team known as TP4D based on the Command Letter Number : SK-17 / N.3.16 / Dek.3 / 10/2015 dated 21 October 2015, concerning the Appointment of Officers Regional Government and Development Guards Team (TP4D) The Prosecutor District of Padang Panjang. In its existence, TP4D The Prosecutor District of Padang Panjang has contributed a lot to the development process in the city of Padang Panjang in preventing corruption in development efforts.

Covid-19 has implications for social, economic growth, decreased state and regional revenues and economic growth that has slowed so that state and regional incomes do not reach the desired target. The government not only measures health efforts and handling this outbreak but also makes economic efforts that still have to run in pandemic conditions through policies and major steps taken. The Central Government issued Government Regulation In lieu of Law No. 1 of 2020 on State Financial Policy and Financial System Stability for The Handling of coronavirus pandemic 2019 and each region issued several policies related to the fulfillment of local original income, especially for the City of DKI Jakarta which is also affected related to local tax arrangements, namely hotel taxes and restaurant taxes that contribute greatly.  against PAD Kota DKI Jakarta. The purpose of this study is to see what the implications are for the existing condition of reducing hotel and restaurant tax rates in DKI Jakarta in the current pandemic conditions. This research uses a type of normative juridical research and with a type of research approach to the statutory approach, the case approach, the conceptual approach. The results of research on the implications of conditions in the city of DKI Jakarta and the efforts of the DKI Jakarta Provincial Government to overcome the decline of PAD through the policies provided one of them provides relief to hotel and restaurant taxpayers in pandemic conditions and provides freedom in the payment of tax penalties for hotels and restaurants that are certainly adjusted to certain conditions and requirements so that PAD Kota DKI Jakarta from the local tax sector continues to run.  and able to meet the targets that have been determined as they should

Land conflicts in the reform era are increasingly complex and tend to increase in proportion to the community's need for land. Government Regulation Number 38 Year 2007 Concerning the Division of Government Affairs between the Government, Provincial Government and District or City Government, authorizes local governments to mediate mediation in resolving land conflicts in the regions. This authority does not run optimally. There are some obstacles that make this rule impossible to perform optimally. There are several obstacles experienced by the City Government of Palembang in resolving conflicts in the region, among others: No Clarity of Status of City Government In Settlement of Land disputes in the city of Palembang; The absence of Special Events Law which regulates the Settlement of Land Conflict in Palembang City; Absence of Legal Certainty from Legal Products (compromise) produced by both disputing Parties; Not yet the establishment of Special Agencies dealing with land disputes only in the form of a committee consisting of ordinary apparatus; The lack of good faith from the parties to the dispute.

The law arrangement of franchise law was first explicitly regulated by the Government Regulation No. 16 of 1997 which is then updated by Government Regulation No. 42 of 2007 to be created in an agreement that at least contains clauses as stipulated by Article 5 of the Government Regulation. However, franchise arrangements also associated with a variety of other laws and regulations applicable in Indonesia. This article is going to state that the importance of partnerships with small and medium enterprises as an effort to encourage the involvement of the wider economic community.
