Reform in administration of government in Indonesia have cause the occurance of a number  important and fundamental changes in governance which ultimately has implication for the implementation of public services in the region. In accordance with the provisions of article 11 and article 14 ofLaw of  Year 2004 Number 32 concerning Regional Government, Government Regulation Number 65 of 2005 concerning Guidelines for Preparation and Application of Minumum Standards Service (SPM). The Government Regulation is a reference for the Ministry / Institutions in the preparation of MSS and become reference points for the government regions in implementing SPM (MSS).Basic services in the Minimum Service Standards are compulsory government affairs that are carried out by regional Governments both Provincial and Regional Governments. Government Affairs is obligatory relating to basic services which subsequently becomes the type of SPM, one of which is  SPM in the Field Public Works. Types of Basic Services for SPM in Public Works and Spatial Planning for Provincial and District / City Governments are as follows. Through access to regional autonomy, the desire of various regions to formulate Islamic law into their laws and regulations in order to fulfill rights and obligations and respond to various problems of society becomes more open. Therefore, the purpose of this research is to reveal how the function of Sharia Regional Regulations in the implementation and fulfillment of basic service duties of local government, especially from the aspects of education and socio-culture in Gorontalo Province. This type of research includes normative legal research supported by empirical data, which examines comprehensively and analytically the primary and secondary legal materials, using statute approach and case approach. The result of the research indicates that the existence of these regional regulations is one of the provisions ensured in Law no. 23 of 2014 on Local Government and Government Regulation Number 38 of 2007 on the Division of Government Affairs, between the Provincial Government and Regency/Municipal Government. The regional regulations drafted and compiled by the Gorontalo provincial government actually assure harmony of life, security, and order. As it is in the field of one's religious education. The existence of the Regional Regulation of Reading and Writing Al-Qur'an in Gorontalo is able to embody the desire of students to develop their education to higher level, as a condition for entering the next school level. Meanwhile, from the socio-cultural aspect, the existence of Regional Regulations on the Prohibition of Gambling, Prostitution, and Liquor, helps the government create order and tranquility in people's lives, maximize regional potential and development, especially with regard to local wisdom. Therefore, the Regional Government requires to implement and maximize the provisions of sharia regional regulations in order to support development, especially those related to basic services in various aspects, in order to maximize the regional potential and local wisdom.

The opening of the 1945 Constitution of the Republic of Indonesia states that the national objective of the Indonesian state is to educate the life of the nation, create public welfare, protect all of Indonesia's bloodshed, and help implement world order and lasting peace. Efforts to achieve these national goals can be done through the fulfillment of basic rights of the community, one of which is through education. Republic of Indonesia Government Regulation Number 2 of 2018th concerning Minimum Service Standards (Standart Pelayanan Mutu/SPM) that compulsory government affairs relating to basic services consist of education; health; public works and spatial planning; public housing and residential areas; peace, public order and community and social protection. Furthermore, the education SPM includes the Provincial Education SPM and the District/City Education SPM. The types of basic services in the SPM of Provincial Education consist of secondary education and special education. While the types of basic services in the district/city education SPM consist of early childhood education, basic education and equality education. The researcher was interested in knowing how the quality of regional autonomy-based education services in East Java Province.

Encoding is one of the mandatory matters that is not related to basic services. To elaborate regional authority related to coding matters, mapping of coding affairs is carried out in the context of structuring the Provincial / Regency / City Regional Institutional Apparatus in the Field of Encoding according to the direction of Law No. 23 of 2014 concerning Regional Government. With the enactment of Law Number 23 Year 2014 in the Jambi Provincial Government, especially in the Bungo District, realizing harmonization of policies between the center and the regions that synergize with each other and will achieve the goals of Regional Autonomy in the welfare of people's lives. In the Bungo Regency in the coding activity supported by 17 sub-districts within the Regency area, the implementation was not yet optimal. This research uses qualitative research methods, qualitative research has a flexible nature. This research found that the implementation of the duties and functions of the Bungo Regency coding team in maintaining confidential government information in the context of efforts to realize the integrity of the Unitary State of the Republic of Indonesia (NKRI) had not gone well. This is evidenced by the lack of awareness and responsibility of the coding team on the duties and functions of the coding field. Obstacles or obstacles facedby the coding team in carrying out their functions in safeguarding confidential government information in an effort to realize the integrity of the Unitary State of the Republic of Indonesia, including lack of awareness and full support from superiors or officials authorized to carry out coding functions and functions, there is no means from the government in the implementation of duties and functions in the coding field.

The issuance of the Law No. 23 of 2014 on Regional Government instead of Law No. 32 of 2004 carries implications for FMU development in the area. This study aims to (1) assess changes in the content of Law No. 23 of 2014 compared with the previous regulations in managing the affairs of the forestry sector; (2) assess the implications of these changes to the rules under which the current level is the reference FMU development; and (3) assess the implications of these changes to the processes of FMU development in Riau Province. The study was conducted in December 2014 -May 2015, with research sites in the city of Pekanbaru and the district of Kampar, Riau Province. The method used is the content analysis of the rules and interviews with some stakeholders. The substantial changes of the Law No. 32/2004 to Law No. 23/2014, in the new regulations authorizes the establishment of the organization KPHL / KPHP everything under the authority of the provincial government, no longer under the authority of district governments. The implications of the transfer of authority, the regulations that the legal basis and the establishment of institutions KPHL / KPHP i.e. the Government Regulation (PP) No. 38/2007 and Rule of th e Interior Minister (Permendagri) No. 61/2010 can not be a reference again. In addition it also affects the initiative and formation process KPHL / KPHP by Regency stagnated.

Pelaksanaan desentralisasi dalam negara kesatuan berarti memberikan hak untuk mengatur dan mengurus kepentingan dan aspirasi masyarakat setempat pembentukan daerah otonom dan penyerahan kewenangan secara hukum dari pemerintah pusat ke pemerintah daerah untuk mengatur, mengurus dan/atau bagian dari urusan pemerintahan tertentu. Untuk itu daerah otonom diberikan kewenangan untuk membentuk peraturan daerah. Penelitian ini merupakan penelitian hukum normatif yang membahas tentang urgensi pembentukan peraturan daerah pada era otonomi daerah ialah sebagai rule dari pelaksanaan otonomi daerah, utamanya menyangkut urusan-urusan pemerintahan sebagaimana dimaksud pada Undang-Undang Pemerintahan Daerah dan Peraturan Pemerintah Nomor 38 Tahun Tahun 2007 tentang Pembagian Urusan Pemerintahan antara Pemerintah, Pemerintahan daerah Provinsi, dan Pemerintahan Daerah Kabupaten/Kota. Serta konsep ideal peraturan daerah pada era otonomi daerah dikembalikan kepada asas formil dan materil pembentukan peraturan perundang-undangan sebagaimana termuat didalam Undang-Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-Undangan. URGENCE FOR ESTABLISHING REGIONAL REGULATIONS IN THE ERA REGIONAL AUTONOMY The implementation of decentralization in a unitary state means giving the right to regulate and manage the interests and aspirations of the local community, the formation of an autonomous region and the delegation of legal authority from the central government to the regional government to regulate, manage and/or part of certain government affairs. For this reason, autonomous regions are given the authority to form regional regulations. This research is a normative legal research that discusses the urgency of the formation of regional regulations in the era of regional autonomy, namely as a rule for the implementation of regional autonomy, especially regarding government affairs as referred to in the Regional Government Law and Government Regulation Number 38 of 2007 concerning Division of Affairs. Government between the Government, Provincial Government, and Regency/City Regional Government. And the ideal concept of regional regulations in the era of regional autonomy was returned to the formal and material principles of the formation of laws and regulations as contained in Law Number 12 of 2011 concerning the Establishment of Legislations.

Abstract Amendments to the laws on local government undnagan impact on local government authority in running the affairs of government. For 10 years Indonesian running the regional autonomy system using Law No. 32 of 2004 on local government, and amendments thereto, for the moment the law declared invalid by the enactment of Law No. 23 Year 2014 on Regional Government, the State Gazette of the Republic of Indonesia Year 2014 No. 244, on October 2, 2014. in the Act governing the affairs of government that must be done by the central government, provincial government and local government district / city. Some affairs are regulated in more detail in the Government Regulation No. 18 Year 2016 concerning the Region, which regulates the scope of authority in dealing with government affairs. PP No. 1/2016 outlining the areas that must be held in an area with indicator, scale of values that can be found local work load. Environmental Management itself in Law number 23/2014 and Government Regulation No. 1/2016 is a category / classified in the Mandatory government affairs unrelated to basic services.Keywords: Local authorities, Environment, government affairs

AbstractThe purpose of this study was to analyze the factors affecting the performance of the procurement of goods/services in the emergency of the Covid-19 plague with the addition of social distancing as a moderator variable. The study was conducted at the provincial government of DKI Jakarta. It was purposely selected due to the fact that the government has a sound procurement system. The general objective of the study was to analyze the factors that affect procurement performance in government organizations and the effect of social distancing on that relationship in the emergency situation during the Covid-19 plague. The specific objective of the study was; to determine the effect of government regulation for emergency procurement, e-procurement implementation employee competency, and management’s commitment to the procurement performance during an emergency situation. This entailed the use of questionaries. The key finding of the study indicated that government regulation for an emergency situation, employee competency, and implementation of e-procurement positively affected procurement performance in the emergency situation of the Covid-19 plague. Furthermore, the study found that social distancing did not affect the relationship between the above-mentioned factors and procurement performance during an emergency situation.AbstrakPenelitian ini menganalisis faktor-faktor yang mempengaruhi kinerja pengadaan barang dan jasa dalam keadaan darurat wabah Covid-19 dengan menggunakan social distancing sebagai variabel moderator. Penelitian dilakukan di Pemprov DKI Jakarta sebagai organisasi yang telah memiliki sistem pengadaan yang baik melalui data kuesioner. Tujuan khusus dari penelitian ini adalah untuk mengetahui pengaruh peraturan pemerintah dalam pengadaan darurat, penerapan e-procurement, kompetensi pegawai, dan komitmen manajemen terhadap kinerja pengadaan pada saat keadaan darurat. Hasil penelitian menunjukkan bahwa regulasi pemerintah untuk situasi darurat, kompetensi pegawai, dan implementasi e-procurement berpengaruh positif terhadap kinerja pengadaan dalam situasi darurat wabah Covid-19. Sebagai tambahan, hasil penelitian juga menunjukkan bahwa variabel social distancing tidak memoderasi pengaruh empat faktor terhadap kinerja pengadaan barang dan jasa. Penggunaan teknologi informasi memungkinkan komunikasi dalam penyelesaian tugas tetap terjaga sehingga kinerja pengadaan barang dan jasa tidak terganggu selama pandemic Covid-19.

 Artikel ini mengulas Pemenuhan Elemen Necessary Conditions Kecamatan dalam penyelenggaraan pemerintahan umum baik secara nasional dan spesifik diperdalam dengan fakta empiris di Kabupaten Pandeglang, hal itu sebagai konsekuansi dari pelaksanaan Undang – Undang Nomor 23 Tahun 2014. Penelitian dilakukan dengan menggunakan pendekatan kualitatif. Hasil penelitian diketahui, penyelenggaraan pemerintahan umum Kecamatan baik fakta secara nasional serta pendalaman fakta empiris di Kabupaten Pandeglang menunjukan belum cukup tertopang oleh elemen necessary condition diantaranya kepastian atas kewenangan legalnya serta anggaran yang menyertainya. Oleh sebab itu dipandang perlu ada kemauan politik baik itu dari Presiden untuk segera mengundangkan Peraturan – Pemerintah sebagai landasan teknis bagi pemerintah daerah selaku kepala wilayah maupun dari Kepala Daerah Kabupaten/Kota untuk melakukan terobosan agar supaya di masa peralihan implementasi Undang – Undang Nomor 23 Tahun 2014 kewenangan – kewenangan pada bidang kesatuan bangsa, keamanan dan keteriban umum dapat dilimpahkan pada Kecamatan serta Elemen Necessary Conditions lain yang menyertainya diperkuat.     This article discusses the fulfillment of the elements of the sub-district's necessary conditions in the administration of general government both nationally and specifically and deepened by empirical facts in Pandeglang Regency, this is a consequence of the implementation of Law Number 23 of 2014. The research approach used is qualitative. The results showed that in the administration of district general government both the facts nationally and the deepening of empirical facts in Pandeglang district were not sufficiently supported by elements of necessary conditions, including certainty of legal authority and budget. Therefore, there needs to be political will, both from the president, to immediately ratify the Government Regulation as a technical basis for the regional government (Territory) as well as from the Head of Regency / City to make breakthroughs so that in the transitional period the implementation of Law Number 23 Year 2014 powers in the areas of national unity, security and public order can be transferred to the District and the accompanying elements of necessary conditions are strengthened.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

Government Regulation No. 71 of 2010 concerning Government Accounting Standards in recording inventory can realize the performance performed by government agencies, especially in the presentation of inventory reporting. The purpose of this study was to determine the government accounting standard policies in reporting inventory at the Office of Public Works and Regional Spatial Planning of North Sulawesi Province according to Government Regulation Nomber. 71 of 2010 based on PSAP 05 concerning Inventory Accounting and the method used in this research is the service inventory reporting analysis method Public Works and Regional Spatial Planning of North Sulawesi Province with the technique of science and technology collecting inventory data and conducting analysis. The results of this study indicate that inventory reports at the Public Works Agency and Regional Spatial Planning of North Sulawesi Province are stated to be in accordance with government accounting standards.Keywords: Policies, government regulations, Inventory Reporting
