Canada – from its establishment until the modern day

This year Canada celebrated the 150thanniversary of its official establishment, when the Act of British North America came into force. However, the Dominion was established, the British Parliament retained the ability of limited control over Canada until 1982. The Autonomy was granted by the Canadian Act of 1982, which freed Canada from the remaining dependence of the British Parliament forever. Canada is a federal parliamentary democracy with a constitutional monarchy as a formof the government. Noteworthy, the power of the monarch is purely nominal, and is represented by the Governor-General. On the surface, if compared with other countries, Canada appears to be quite recently formed state. In reality, Canada has made significant progress in its development. Importantly, Canada is a member of the G-7. Leading countries and international organizations value the opinion and authority of the Maple Leaf Country. It is one of the most ethnically and culturally varied countries in the world, since it has always depended on immigration, which is governed by federal and provincial governments. Canada has one of the highest indicators of transparency of the government, civil liberties, economic freedom, quality of life and education in the world. The article examines the stages of Canada’s establishment, political structure, economic development and potential opportunities. The author also focuses on the importance of Canadian-Ukrainian relations and collaboration. Human freedom, and therefore, quality of life in many countries of the world have been restricted and diminished. Economic freedom and a controversial issue of interrelationship between economic and political freedom are empirically examined here. In several empirical estimations, embodying 155 countries of the world, some tight as well as statistically significant relationships are detected between economic freedom, on the one hand, and civil liberties, political rights, and political freedom, on the other.

The world has been surprised by the emergence of a COVID 19 pandemic, was born in China, and widespread to various countries in the world. In Indonesia, the government issued several policies to break the COVID 19 pandemic chain, which also triggered some pro-cons in the midst of society. One of the policies government takes is the closure of learning access directly at school and moving the learning process from physical class to a virtual classroom or known as online learning. In the economic sector also affects the parents’ financial ability to provide sufficient funds to support the implementation of distance learning applied by the government. The implications of the distance education policy are of course the quality of learning, including the subjects of Islamic religious education, which is essentially aimed at planting knowledge, skills, and religious consciousness to form the character of the students. Online education must certainly be precise, in order to provide equal education services to all students, prepare teachers to master the technology, and seek the core learning of Islamic religious education can still be done well.

The low quality of public services in Indonesia has long been a problem that people have always complained about. This is characterized by the complex and expensive price of services, as well as the difficulty of gaining access to public services. The need and demands for quality public services become the hope of the community is urgent to be met by the government. This is in line with the current globalization trend which is characterized by the rapid advancement of science and technology so that the world becomes limitless. Nowadays, people easily get access to information both through print and electronic media, so that people are more aware and aware of their rights in obtaining services. Bureaucratic leaders at various levels, must have the same understanding and awareness to realize shared vision through accuracy and ability to make changes, and continue to develop innovation and creativity and involve all components of bureaucracy in developing bureaucratic capacity to be able to improve the performance of public services. That to provide the best service to the community, it must meet the principles of public service implementation in accordance with the basic principles that become the basis of reference in organizing, reference work, and work assessment for each public service organizing institution

This chapter reviews the member organizations of the United States Intelligence Community, the strategic environment that has informed intelligence and accountability in the United States, including scandals as a key driver of innovation, and the current and future threat environment as seen by the United States. The chapter examines the US intelligence accountability architecture: the House of Representative Permanent Select Committee on Intelligence, the Senate Select Committee on Intelligence, the Foreign Intelligence Surveillance Court, the Inspectors General, the Government Accountability Office, the Privacy and Civil Liberties Oversight Office, and the President’s Intelligence Advisory Board. The sheer number and complexity of accountability bodies in the US gives rise to inefficiencies, ineffectiveness, and duplication. The accountability system is replete with gaps and vulnerabilities: partisanship, collective-action problems, resource allocation, and inconsistent quality of review in congressional accountability; GAO’s limited authority to review the USIC and sensitive operations; the adequacy of the FISA court in adequately protecting the rights of Americans; and Presidential discretion in appointing and removing IGs. These issues have implications not just for the United States, but for allies, partners as well as regional and global stability.

Purpose – The purpose of this paper is to investigate the relationship between the quality of property rights institutions (PRIs) and bank financial performance in an empirical study of 136 countries over the period 1999-2006. Design/methodology/approach – The quality of PRIs and financial accounting-based measures of bank performance are obtained from the Economic Freedom of the World Project (Gwartney et al., 2006), the Polity IV Project, the World Bank data indicators database, and the International Monetary Fund. Several multiple regression analyses are conducted to test the study hypotheses. Findings – The results reveal that the quality of legal structure and security of PRIs positively (negatively) affects both bank cost efficiency (inefficiency) and profitability. The presence of a quality political structure negatively (positively) affects bank cost efficiency (inefficiency). The quality of political structure has no direct impact on bank profitability. The impact of PRIs on bank cost efficiency is more evident in the upper middle and high income group of countries than in the low and lower middle income group of countries. An appropriate level of PRI quality is essential to achieve both competition and development. Practical implications – The paper highlights policy implications for international policy makers, regulators, and the management of banks who are interested in banking sector development across countries. Originality/value – The study investigates the fundamental importance of PRI quality in its effect on the banking sector and extends the largely US-focused literature to a broader international setting.

Nowadays people are more aware of the importance of the surrounding nature: landscape, biodiversity, and natural resources. However, society is facing many ecological challenges, so individuals and communities are becoming more involved in conservation. While government is not always capable of providing the best care of nature and all its components, ordinary people, or non-government organizations “step up” and help them. One way of doing that is creating private protected areas. Many countries in the world have examples of this kind of protected areas’ governance type: some are more regulated in legal systems, some are less, but they all provide crucial benefits to conservation if managed properly. In Lithuania protected areas are governed only by the government but usually the lack of funds affects the quality of conservation. Because of that, it is necessary to analyse different mechanisms of creation of private protected areas, take examples from best practices in the world and consider implementing it in the national protected area system.

This article analyses the reality relationship among government, market and enterprises in Vietnam in the period of 1996-2012. We find out that: (i) the effectiveness of government indicators such as ease of doing business index, the economic freedom index, the government effectiveness indicators (belong to the governance indicators) improved considerably overtime but have not reached the average level of the world; (ii) the relationship between government and enterprises has not been clear-cut. As a result, though many reforms have been conducted, state owned enterprises still take up a high percentage in many industries and enjoy multiple preferential polices while operate inefficiently. This articles also points out the reasons of the situation and gives some recommendations for solving those problems.

In this era where international regional integration and processes to promote globalization are at the forefront of political issues on the world stage, every region of the world, whether sovereign or non-sovereign, is seeking in this globalization mechanism to promote its interests, be they cultural, political or economic. At various levels, Canada, like other territories around the world, is trying to play its game well in this international context, as well as placing its pawns on the world stage. Canada is distinguished for a difficult relationship with the multilateral world, renounced by a number of international councils. The Government of Canada should be more cautious about complicated multilateral processes and should have a good review of all the organizations it is part of.

According to the World Health Organization, the elderly are the fastest-growing age group in the world. Scientists addressing the aging issue have put forward a theory of active longevity, based on improving the quality of life of the elderly. Most authors believe that the basis of a long life is an active and mobile lifestyle, a healthy diet, abstinence from bad habits, constant communication and affordable quality health care. Recently, in our country, government officials began to pay attention to the problems of longevity and improving the quality of life of senior and elderly people. The Government of Moscow adopted a decision of December 18, 2018 No. 1578-GO “On the implementation of the Moscow Longevity Project in the city of Moscow”, which provides for a permanent basis to create a system of organizing active leisure activities for senior citizens, expanding forms of social communications, further enhancing their life and longevity. Recent studies show that the quality of life of people in the elderly and senile age is closely related to their health and cannot be limited to biomedical parameters. It depends on an assessment of one’s life course, internal standards, and on effective social activity. Also, quality of life is correlated with factors such as the diet and nutrition quality, the ability to perform physical activities that help reduce the risk of developing chronic diseases and mortality. At the same time, the importance of dental health remains underestimated, despite the fact that healthy mouth organs and tissues are the main factors contributing to quality nutrition, performing an aesthetic role and serving as a symbol of a person’s well-being.

The world community and governments are constantly on the lookout for an effective benchmark for countries: the benchmark for their success or failure, security and vulnerability, quality of life, op enness, etc. All indices are inherently objective integrators of subjectively objective indicators. The confidence in the index is based on the equilibrium of these categories. The study tried to evaluate the degree of the sovereignty of the countries, and that of Ukraine in particular, with the help of the objectivity, which can be involved by the powerful econometric apparatus. Selection, normalization, estimation of stationarity and correlation analysis gave permission to accumulate the base of more than 40 statistical indicators for the countries of the world to a generalized index and forecast the development of its dynamics for the future. The country’s sovereignty index is considered to be integral and having a scale from 0 to 100. For a more visual presentation of the results, the scale of the sovereignty index is proposed for comparable countries, with the definition of a country conditionally relatively independent of the influence and recommendations of external international organizations or entities. It turned out that, in general, all the studied countries had a similar tendency for the development of the phenomenon, which confirms the effect of globalization and synergy in the external activity of these countries. This index may turn into a future measure of the success and failure of government policy and become an instrument for choosing the direction of the country’s development.
