The article highlights the aspects of risk management in the information system. According to the analysis of the work of Russian and foreign scientists and world practices in the field of risk management, it is stated that there is a need to improve the effectiveness of risk management of information system and to develop a method for managing the risks of the information system. As a solution to the problem of effective risk management of the information system, there has been proposed a formalized procedure for managing the risks of the information system. The scientific novelty of this solution is the use of decision space and optimization space to reduce risks. This procedure allows to assess the damage, risk and effectiveness of risk management of the information system. The risks of the information system are determined and analyzed; a pyramidal risk diagram is developed. This diagram allows you to describe the relationship of risks with the components of the information system. The negative consequences to which these risks can lead are given. The analysis of methods and approaches to risk management has been carried out. Based on the results of the analysis, the methods GRAMM, CORAS, GOST R ISO / IEC scored to the maximum. The weak points of these methods and the difficulty of applying these methods in practice are described. The developed formalized risk management procedure to control the risks of information system can be used as management system’s element of the information security quality that complies with the recommendations of GOST R ISO / IEC 27003-2012. The prospect of further development of the research results is the development of management systems of risk of information system.

Abstract The article analyzes the weak points of the Manifesto Project’s methodology, such as its emphasis on issue salience, instead of issue positions; bringing the content of manifestos under too broad categories formulated at the beginning of the project; not quite the appropriate technique of factor analysis etc. An alternative methodology is proposed that focuses on party positions on issues which generate the largest polarization in the political space. It also enriches the empirical base of the studies and adjusts the technique of factor analysis. In order to reveal political cleavages inside these dimensions, the so called electoral cleavages (factors of territorial differences in voting for various parties) are taken as a starting point: factor loadings of parties in the electoral and political spaces are compared through correlation and regression analyses. The proposed methodology is applied to an analysis of election results in Russia (2016) and Germany (2017).

The review gives a write-up of the edition, its structure, composition and its material. The guidelines for teaching British literary Modernism, methods and concepts offered in the book are subject to a detailed analysis. The critical appraisal of its innovations, its tendency to extend and revise the canonical topics and the reading list, offer new points of view and unordinary approaches (in contrast with typical university curricula) is followed by critical remarks targeted at its weak points – poor reasoning and certain groundless pronouncements one sometimes comes across, principles that underlie the selection of material in particular chapters and paragraphs, correctness of style and conformity with the conventions of academic discourse. It is also emphasized that the book in question is a fascinating and enriching reading that will be duly appreciated by the students as well as colleagues and all readers interested in the British literary Modernism.

The purpose – perfection of the techniques for controlling speed-strength capabilities and endurance of the rotator cuff muscles of biathletes during the period of sport skills perfection. Research methods and organization. The study involved 204 biathletes aged 15-17. We tested the speed- strength abilities and endurance of rotator cuff muscles with the Skierg Concept2 ski ergometer (USA). Research results. Significant changes in the endurance of rotator cuff muscles of biathletes occur in the age period from 15 to 16 years. The change in speed-strength abilities of female biathletes, in contrast to male biathletes, occurs against the background of an increase in the number of ski pole movements per minute. We processed the obtained data using the method of determining the boundaries of confidence intervals. Based on the data processed, we developed the standards for assessment of the speed-strength abilities and strength endurance of rotator cuff muscles of biathletes during the period of sport skills perfection with the Skierg Concept2 ski ergometer (USA). We tested applicability of the developed standards for speed-strength abilities and strength endurance of rotator cuff muscles in a one-year educational experiment. Conclusion. We proposed a methodology for testing speed-strength abilities and strength endurance of rotator cuff muscles with the Skierg Concept2 ski ergometer (USA) in the framework of our study. The developed stand- ards for assessing speed-strength abilities and strength endurance of rotator cuff muscles of biathletes during the period of sport skills perfection help to identify strong and weak points of fitness and to predict the possibility of achieving certain results by individual parameters.

This article restores the peculiar ethical-cultural cartography from the philosophical fragments of Ancient Greek Cynicism. Namely, the fragments of Anthistenes, Diogenes of Sinope, Crates, Dio Chrysostom as well as of the ancient historians of philosophy (Diogenes Laertius and Joanes Stobaeus) are mainly analyzed and interpreted. The methods of comparative analysis as well of rational restoration are applied in this article.The authors of the article concentrate on the main characteristics of the above mentioned cartography, that is, the contradiction between maps of nature and civilization. The article comes to the conclusion that the basis of this contradiction is the concept of the main value as well as virtue in the above mentioned cynicism, namely, natural radical temperance. According to ancient cynics, this virtue is absolutely incompatible with pleasure-driven civilization, as the latter annihilates the former. Therefore, cynics interpreted the whole territory of the world known at that time as divided between maps of nature and civilization that never overlap or even intersect. Moreover, according to ancient cynics, the territory covered by maps of civilization is considerably smaller than that enframed by the maps of nature. Moreover, the areas of nature are continuously being diminished, as civilization resolutely goes ahead. In such a situation that threatens survival of human nature the only possible way out is a return to the natural value of radical temperance. After cynics, the only effective strategy of achieving that challenging goal is askesis as excercises of temperance dedicated both to body and spirit.The authors of the article also give a certain SWOT analysis of the above mentioned cartography in the context of contemporary society. According to them, such a cartography possesses both strong and weak points. The main weak point is the contradiction itself between maps of culture and civilization. As a matter of fact, civilization does not annihilate the possibility of natural temperance, whereas a human being, according to his/her nature, is a creator of culture and civilization. On the other hand, the main positive aspect is an emphasis on virtue of temperance, which is actual, significant and relevant in any epoch, culture and civilization, and which is pretty much forgotten nowadays.

There is a close relationship between the creation of urban spaces and ergonomics. To make new stimulating and satisfying urban spaces, ergonomics criteria should consider. In this study, two main urban squares from Istanbul examined. Selected urban squares evaluated by site observation according to the classified ergonomics criteria. Strong and weak points of chosen squares discussed and some suggestions proposed. In this work the analysis on description of rural settlements boundaries of the Republic of Bashkortostan, based on the experience of other sub-federal units of Russian Federation was made. A range of weak points in collected input data was defined. In total, of 54 municipal districts of the Republic of Bashkortostan (818 rural settlements), 44 districts showed nonconformity of feed data details to regulatory requirements. And the main reason for this is a low quality of input materials such as base maps at scale 1

Artikkelens tema er hvordan barnevernet, gjennom sine kommunikative beslutninger, skaper praksis. Mer konkret har jeg undersøkt hvordan saksbehandlerne i barnevernetsundersøkelser kommer frem til beslutninger gjennom å forholde seg til ulike forventninger. Gjennom analysen synliggjøres det hvordan barnevernetsundersøkelser langt på veiblir styrt av forventninger den enkelte saksbehandler og forelder ønsker å innfri. Disse handler for eksempel om å ha minst en samtale med barnet, samt å følge en undersøkerplan. Dermed blir det å ikke følge undersøkerplanen eller det å ikke snakke med barnet sett som usikre handlingsvalg mot målet om å sikre ”den gode undersøkelse”. Barnevernets beslutninger vil dermed inngå i et i et rasjonaliseringsprogram hvor hensikten eller målet er å unngå risiko. På den måten synes barnevernetsundersøkelser å være styrt av en risikopolitikk som tjenerhensikten å være på den sikre siden og hvor fremtidens nødvendige uvisshetblirbarnevernets problem. Risikopolitikken bringer barnevernetinn i enpraksis det ikke selv har definert og setter dermed barnevernetinn i en tilstandav fare. Politikken påleggerbarnevernet å omsette alle svake punkter tilforebyggelsesprogrammer med den hensikten å sikre ”den gode praksis”. Detbetyr en praksis hvor standardisering og maler blir de mest opplagte svarene.På den måtenblir det barnevernet som organisasjon som bærer ansvaret foreventuelle feilvurderinger – ikke den politikken som ligger til grunn for handlingene.Ansvaret dyttes dermed over på barnevernets ansatte. It analyzes how caseworkers in child welfare investigations arrive at their decisions by dealing with different expectations. The analysis showed that child welfare investigations are controlled to a great extent by a predetermined template that defines what will happen during these investigations. The caseworkers have clear expectations as they attempt to follow fulfill the plan. These include having at least one conversation with the child, as well as following the examination template. Therefore not doing one or either of these is considered an unsafe action as regards “doing a good examination.” Decisions about the child’s welfare will therefore be part of a rational program, where the purpose or goal is to avoid risk. In that way, child welfare investigations appear to be governed by a risk policy that serves the purpose of being on the safe side, and where any uncertainties in the future become the problem of the welfare agency. This risk policy means that the child welfare service practice is not clearly defined, hence endangering child welfare. The policy requires the child welfare service to transform all weak points in the prevention programs to ensure “good practice”. This means that standardization and templates are the most obvious answers to good practice. In this way, the child welfare service is an organization which bears responsibility itself for any errors of judgment – not the policies themselves. AbstractThe article investigates Meillassoux’s notion of the absolute in relationship with the Kantian and Hegelian philosophical systems. The absolute, as independent of subjective consciousness, is showcased as the meeting point of speculation and fiction. By looking into Meillassoux’s notions of speculation and some works of weird fiction, it is argued that the significant role of imagination as well as a deferred temporality is what facilitates the discussion of both speculation and fiction as faculties able to transcend the limitations that are projected by the correlationist mind. Through a reading of Lovecraftian fiction, both the strong and weak points of Meillassoux’s argumentation in After Finitude and Science Fiction and Extro-Science Fiction are identified, proving the latter to be a less successful way of grasping the chaotic real.
