The role and importance of oil and gas in modern society cannot be overestimated. At the turn of the 18th century, with the advent of the first signs of fuel new to the world, the Russian state attached great importance to the creation of all conditions for the development of the oil business. This article highlights the background and development of oil and gas education in Russia, shows the stages of its formation in the post-Soviet space. Statistics is given on the number of students majoring in oil and gas direction on the territory in the Russian Federation. The authors dwell on the role of the Educational and Methodological Association in the formation of oil and gas education. Achievements and problems of oil and gas education functioning in Russia are considered.

The military component of the Russian Federation's policy in the "strategic triangle" Russia-China-USA occupies an important place in the implementation of Russian aspirations in various regions of the world. The purpose of this article is to assess the impact of the military component of the Russian Federation's policy in the Russia-China- US strategic triangle on the implementation of current Russian policy in the post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and other regions of the world. The paper examines the influence of the military component of the Russian Federation's policy in the Russia- China-USA “strategic triangle”, proposes an approach to a comparative assessment of this influence, which allows identifying the priorities of Russian policy in the post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, on The Middle East and other regions of the world. A comparative assessment of the influence of the military component of the Russian Federation's policy in the Russia-China-USA “strategic triangle” can be used to substantiate recommendations to the military-political leadership of our country. The article concludes that the military component of Russian policy occupies a dominant position in the implementation of the current policy of the Russian Federation in the post-Soviet space, in the Asia- Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and in other regions of the world.

The article is devoted to the analysis of such threats of regional and global security as "frozen conflicts", and the approaches of their settlement in the post-Soviet space. The aggressive policy of the Russian Federation in relation with Ukraine, actualize this topic, because there is a threat of appearance a similar conflict on the territory of Ukraine. The paper analyzes the theoretical approaches to the research of "frozen" and ethnopolitical conflicts by domestic (G.Perepelitsa, O.Kartunov, A.Kisse, V.Kotygorenko) and foreign (R. Bruebooker, E. Hobsbawm, R.Dahrendorf, J. Rothschild, E. Smith) scientists. Considerable attention is paid to the study of the understanding of such conflicts by russian scientists (M. Lebedeva, A. Zdravomyslov, A. Tsigankov). The paper determined the main reasons and preconditions of interethnic contradictions on the post-Soviet area. Also determined the main approaches to the category of "frozen conflict" and their peculiarities in the region. The process of resolving such conflicts and their mechanisms, proposed by different scientific schools, is thoroughly studied. In the paper is determined the role of mediation in resolving conflicts of this kind.

The content of the new geo-strategic status of the Russian Federation that emerged after the collapse of the world socialist system and the collapse of the Soviet Union. The strategic conditions in which Russia is closely linked to the geopolitical environment that developed after the emergence of new independent states, the department new Russian borders. Russia in comparison with the USSR lost 25% of the territory, more than half of the population and the industrial and economic potential. RF is currently trying to stick to the geopolitical balance between Europe and Asia with a view to obtaining the role of the Eurasian transcontinental bridge. At the same time Russia was faced with geopolitical realities, which are connected with the restriction of its communications and foreign policy capabilities influence both on the west and south-east directions in connection with the new status of yesterday’s post-Soviet republics. Ukraine, Belarus and other former Soviet states of Eastern Europe addressed by the Russian Federation only as a geopolitical buffer on the south-western strategic flank. In the end, on the South Caucasus and Central Asia is assigned as a buffer on the south and south-east strategic flanks. From the point of view of the Russian geostrategy «vulnerable» segment of the border remains, which borders with Poland and the Baltic states. However, in recent years, Russia gradually loses its geopolitical influence in Ukraine, Georgia, Moldova. There is a significant probability that in the medium term, Belarus will pay its strategic vector of foreign policy towards the EU and NATO. Such transformation in the foreign policy of the newly independent states will be another step in the destruction of geopolitical influence of Russia in the post-Soviet space. This situation is further more than changing the geopolitical landscape of the post-Soviet space and affects the geopolitical picture of the world as a whole.

In this article, the authors analyze the amendments to the Constitution of the Russian Federation, adopted in 2020, with a view to their influence on the state of Russian sovereignty and note that the topic of sovereignty is central to these amendments. Researchers conclude that the amendments constitute, first and foremost, the strengthening of the sovereignty of the Russian Federation, the autonomy of state jurisdiction, and the increasing status and role of Russia in the world political system.

The author made an attempt to study the role of the descendants of the nobility in the new socio-economic and political realities of Russia at the end of the XX - first decades of the XXI century. The author focuses on the processes of recreation and subsequent activities of noble societies. The basis of the source base was a series of interviews with the descendants of the nobility living in the territory of the Russian Federation and in the countries of the post-Soviet space. The research identified the stages of development of the noble organizations, the main aspects of their activities. A comparative analysis was carried out with the pre-revolutionary noble corporate organization, which made it possible to characterize the main ideals of this social group and to make a comparative analysis with the value system of the class of the pre-revolutionary period. The range of problems faced by noble societies in modern Russia is highlighted. The results of the study can be used to comprehensively characterize the activities of corporations of the nobility in Russia, as well as the activities of the descendants of the nobility in the modern world.

The article is devoted to the study of the role of the World Russian People’s Council and the Interreligious Council of Russia in establishing interfaith dialogue in post-Soviet Russia. The speeches of delegates at council meetings and sessions of the World Russian People’s Council are analyzed. The importance of interfaith dialogue at the site of the World Russian People’s Council was confirmed by the participation of the highest clergy and clergy of different confessions of the Russian Federation and the Commonwealth of Independent States at the cathedral meeting “Russia: the path to salvation” (1998). The importance of the agreement on the establishment of the Interreligious Council of Russia (1998) for the representation in it of the “traditional religions” of the Russian Federation: Orthodoxy, Islam, Buddhism and Judaism is noted. The assessments of publicists and researchers in relation to the Interreligious Council of Russia, including critical ones, are given. It is noted that the interaction of the Russian Orthodox Church with representatives of other confessions continued at the 5th and 6th World Russian People’s Councils in 1999 and 2001. The conclusions indicate that the activities of the World Russian People’s Council and the Interreligious Council of Russia at the turn of the XX—XXI centuries showed the importance of cooperation and respectful relations between representatives of Orthodoxy, Islam, Buddhism, Judaism and other confessions.

In the new foreign economic conditions that have arisen as a result of a significant deformation of the cyclical dynamics of the world oil market, the views on the model of the socalled “rentier state” and “rentier economy” that apply to oil exporting countries in Asia, Africa, Latin America, and also to the states of the post-Soviet space, including the Russian Federation, Kazakhstan, Azerbaijan and Turkmenistan, are of certain interest. For these states, in the face of declining oil export revenues, the question of changing the “rentier model” of development is relevant. At the same time, the recommendations of foreign authors are not acceptable in many aspects, but their analysis allows us to approach problems of overcoming the “raw nature” of the economy more comprehensively.

In this article the author analyses correlation between terms tasks and aims of the civil procedure in whole and these ones of the supervision proceedings in particular. Addressing Soviet and modern Russian jurists’ opinions, the author based on contextual reading of the law rule of the Civil Procedure Code of the Russian Federation that determines aims and tasks of the civil procedure offers her own vision of correlation between the above-mentioned terms and supposes division into the main and additional tasks of the civil procedure. Named tasks of the civil procedure the author considers that determining functions of the civil procedure as means to complete these tasks is needed. Comparing other authors’ terms of the civil procedure function the author formulates her term of a function of the civil procedure. Moreover the question concerning possible synonym of terms: principles, tasks, aims and functions of the civil procedure is also considered. Concluding characterization of the civil procedure functions the author disserts about functions of each stage of the civil procedure, with a particular focus on optional stages of the civil procedure, one of which is the supervision proceedings. Based on functions of the supervision proceedings in the civil procedure the author divides such functions into check, regulatory, protecting, control and right-conferring functions. Employing in particular historic-legal and comparative methods of research, the author of this article characterizes each of the above-mentioned functions, also through determining tasks of each particular function of the supervision proceedings in the civil procedure. In conclusion the author writes that it’s necessity to determine the functions of the supervision proceedings in civil procedure for the purpose of correct understanding the role of the supervision proceedings in the civil procedure of the modern Russian State.
