The European Common Agricultural Policy (CAP) post-2020 timeframe reform will reshape the agriculture land use control procedures from a selected risk fields-based approach into an all-inclusive one. The reform fosters the use of Sentinel data with the objective of enabling greater transparency and comparability of CAP results in different Member States. In this paper, we investigate the analysis of a time series approach using Sentinel-2 images and the suitability of the BFAST (Breaks for Additive Season and Trend) Monitor method to detect changes that correspond to land use anomaly observations in the assessment of agricultural parcel management activities. We focus on identifying certain signs of ineligible (inconsistent) use in permanent meadows and crop fields in one growing season, and in particular those that can be associated with time-defined greenness (vegetation vigor). Depending on the requirements of the BFAST Monitor method and currently time-limited Sentinel-2 dataset for the reliable anomaly study, we introduce customized procedures to support and verify the BFAST Monitor anomaly detection results using the analysis of NDVI (Normalized Difference Vegetation Index) object-based temporal profiles and time-series standard deviation output, where geographical objects of interest are parcels of particular land use. The validation of land use candidate anomalies in view of land use ineligibilities was performed with the information on declared land annual use and field controls, as obtained in the framework of subsidy granting in Slovenia. The results confirm that the proposed combined approach proves efficient to deal with short time series and yields high accuracy rates in monitoring agricultural parcel greenness. As such it can already be introduced to help the process of agricultural land use control within certain CAP activities in the preparation and adaptation phase.

Central Chernozem is one of the largest agricultural regions in Russia. As a result of the long period of natural resources use the anthropogenic load on agricultural lands is increasing. The result of agricultural nature management is the increase of land degradation processes. Voronezh Region has a high agro-climatic potential, most of the territory is occupied by agricultural land, arable land prevails among them. Soil degradation is the most acute problem. There is a need to assess the impact of agricultural natural resources use on land resources of the region. Modular coefficients for assessment of geochemical impact of agriculture and animal husbandry on agricultural systems are proposed. The developed factor is a tool for identification of negative land use processes and environmental problems. The article deals with the issues of ecologically oriented, scientifically grounded strategy of agricultural nature management. Ecological approach to assessment of soil quality in the future will develop a strategy for balanced land use. The article has a scientific and practical character and is aimed at the development of methods of ecological assessment of soil quality. The proposed methodological approach identifies destructive processes in soils. For ecologically oriented strategy of development of regions it is important to define maximum allowable agricultural loads for preservation of sustainable environment.

The result of the long existence of legal restrictions on the agricultural land market in Ukraine was the formation of a specific leasehold system of land use. Agricultural enterprises and farms do not have land owned. Instead, the peasants who became owners of land during the distribution of collective farms, mostly do not process these parcels of land on their own, but also deprived of the right to alienate them (to sell, give, change). The study shows the development of leased land use of agricultural enterprises in Ukraine, which currently covers 16.8 million hectares of private land and about 1 million hectares of state-owned land. Since 2003, the civil law of Ukraine permitted to apply not only the lease of agricultural land, but also the emphyteusis right (the alienated right to use someone’s land for agricultural purposes), the process of transformation of lease into emphyteusis was started, especially in large agricultural holdings. The main advantages of emphyteusis as a substantive law and its attractiveness for agribusiness are considered. The suggestions on improving the legal regulation of land use under conditions of emphyteusis are given.

Purpose. The aim of the article is determining the conditions of rational use of agricultural land conditions and substantiation of measures to optimize the distribution and rational use of agricultural land. Methodology of research. General scientific and special methods are used to achieve this goal: the dialectical method of scientific knowledge – to consider the essence of the rational use of land and its protection; synthesis – to clarify the relationship between the subjects of land relations; analysis – to assess the constituent elements of agricultural land; graphic – for visual display of the obtained results; abstract and logical method – for the formation of conclusions and research proposals. Findings. The state and rational use of land in the region and the state are studied. The structure of agricultural lands in Ivano-Frankivsk region and Ukraine is analysed. The main ecological and economic aspects of land tenure and land use in agriculture are described, including changes in land relations. The main reasons that caused the negative trends of rational use and protection of land in agriculture are identified. Measures have been developed for the rational use of land in the economic activity of land and its protection. Originality. Approaches to the interpretation of the concept of “rational use of land” are systematized and generalized. Measures on rational use of agricultural lands in economic activity are offered, namely: creation and realization of innovative scientific and technical programs in the field of rational use of lands and their protection; improving the regulatory framework in the field of land relations; development of a mechanism for financing programs; introduction of environmentally friendly ways of agricultural production, etc. Practical value. The expediency of studying and forming the conditions of rational use of agricultural lands is proved. The results of the study can be used by agricultural enterprises in conducting business activities. Key words: agricultural lands, rational use of lands, land protection, land tenure, land use, land fund, agricultural enterprises.

Common agricultural policy has fundamentally projected itself into the business management of individual agricultural businesses. The submission addresses the assessment of the effects of subsidy policy on the production, costs and profit of agricultural businesses that engage predominantly in plant production. At the same time, it determines the effects of subsidy policy on demand for the production factors of labour and land. To the research questions more than 100 agriculture businesses were analyzed. The date from financial statements enabled to construct production function model, to quantify the cost function, the function of demand for land, the demand for the production factor of labour and finally the profit function was constructed. The results of research evidence the fact that direct payments have a negative effect on the production of agricultural businesses, but on the other hand they initiate demand for agricultural land and increase the profit of agricultural producers. The results also show direct payments do not motivate agriculture businesses towards increased production. The direct payments also increase the demand for production factor of land and they have also a significant effect on the value of profit.

Introduction. It is proved that according to the way of acquiring property rights and use, land resources in the modern accounting system are considered as fixed assets on ownership rights ( which are the assets of the enterprise, the rights of possession, use and disposal are fully exercised by according); intangible assets for use (which are considered as an object of accounting, for which the regulatory functions are limited); objects of lease relations ( which are accounted on off-balance sheet accounts); investment property (which is held for the purpose of obtaining lease payments and / or increase of own capital). In the course of the research it is established that the potential introduction of a full-fledged land market for agricultural purposes forms certain restrictions and problems for accounting of land resources in agrarian enterprises. They are connected with the lack of a unified method of transfer of land owned or used by enterprises from one form of ownership to another. In order to avoid such problems, the article proposes a universal algorithm for land use accounting in agricultural enterprises. Its use will ensure a reliable representation of transactions with land plots and their use despite the form of the ownership. It will also enable the automation of accounting processes in the field of land use. Purpose. The article aims to identify the characteristics of accounting in the field of land use and to develop practical proposals for improving the current methodology of displaying agricultural land resources in accounting. Results. On the basis of analysis of the characteristics of land accounting, taking into account the classification of land ownership forms, a universal algorithm for land use registration at agricultural enterprises has been formed. The use of this algorithm with the introduction of an automated form of accounting at agricultural enterprises will enable accounting officers to reflect on accounts all transactions with agricultural land, regardless of the ownership of them.

The aim of this article is to analyse the variability of the intensity of the land use in agricultural enterprises farming in different natural conditions in the years 2001–2006. The main reason for this analysis is the diminishing intensity of agricultural production in the Czech Republic in the nineties as well as in the past decade. This article is a part of the research with special focus on the sings of the extensive and intensive systems of agriculture in the developmental differentiation of agricultural enterprises. As the data source for the analysis made in this article has been used the group of companies NUTS II Southeast in the period 2001–2006, i.e. in the time before and after our joining the EU. The group of companies includes legal entities with agricultural area under cultivation over 1 000 ha and average agricultural area 1 680 ha.The results show that the decrease in the agriculture intensity in the years 2001–2006 reached 179 Czech crowns per hectare and the average Earnings from Produce per hectare is 26 792 Czech crowns per hectare.Beside the variability of the intensity of the agricultural land use, there was also focused how the different natural conditions influence the land use intensity in the enterprises. The results in this article show that there is significant and deepening inter-enterprise differentiation of the level of intensity of farming, but it is also necessary to say, that the impact of various agro-ecological conditions on the development of intensity of farming is not dominant.

The purpose of the article – to carry out the monitoring and evaluation of agricultural land use sustainability in the post-socialist camp countries. Methodology. During the study, the following methods were used: dialectical, abstract and logical, system analysis, index, and graphical comparison. Monitoring and evaluating of the agricultural land use sustainability involves periodic tracking relevant indicators based on available official statistics, central authorities’ information, local authorities and carrying out, on the basis of monitoring, the ranking in the postsocialist camp countries by comparing the obtained results with their best values. Monitoring and evaluating of the agricultural land sustainability conducted to monitor the process of sustainable agricultural development goals implementation, problems’ identification of regions agricultural land use and their causes, improving the efficiency of administrative decisions of central executive authorities, local authorities and the land market actors. Elements of scientific innovation. Existing methods for determining the integral indicator for comparing the land use sustainability and own method was suggested, by which the relevant calculations and conclusions were made. The proposed methodology ensures the implementation of appropriate objectives and indicators for monitoring the Global Sustainable Development Goals 2016–2030 achievement in Ukraine. Practical significance. The availability of the integral environmental and economic indicators at the macro level is ideal for people who make decisions in terms of consideration of the environmental factors on the country’s development. The main goal of an integral indicator for comparing the sustainability of land use development in the regions of Ukraine creating is to ensure the possibility of ranking these regions in order of their total potential decreasing and thus defining “depressed” for providing the state aid to them. Conclusions. According to the given methods, it has been proved that agricultural land use in the countries of the post-socialist camp has a positive dynamics but the sustainability indicators for all indicators have not achieved yet. It has been defined that Estonia, Latvia, and Slovenia got the first three places; and Croatia, Lithuania, and Romania got the last places in the ranking of sustainability of the agricultural land use for the countries of the post-socialist camp. In accordance with settlements for solving the problems in the area of agricultural land use, the state should focus on less developed regions where the environmental situation is difficult, productivity and land return reduced, slowed population growth, and which have an excessive migration.

The purpose of the article is to calculate the potential for energy independence of the agro-industrial complex of Ukraine based on the sustainable development principles. Research methods. Among the methods used: abstract-logical (to determine the essence and mechanisms of ensuring energy independence of economic systems and the agro-industrial complex); economic and statistical (for analyzing the potential of renewable bioenergy in order to form energy independence); comparative analysis (to determine the institutional contours of the priority of the use of renewable bioenergy in the formation of energy independence of the agro-industrial complex). Research results. The area of agricultural land is calculated, which will ensure the cultivation of the required amount of crop and livestock products for food consumption in accordance with the norms of the physiological needs of the population of Ukraine in basic nutrients. The analysis of the export of agricultural products by commodity groups was carried out and the calculations of the amount of agricultural land required for its provision were made. The volume of gross international reserves and the trends of their formation in dynamics from 2009 to 2020 are analyzed. Scientific novelty. The world volume of corn production, corn export by the largest producing countries and the share of its processing for biofuels were investigated. Studied and systematized the foreign experience of the USA, Germany, Brazil, Czech Republic, China, India and other countries-producers of biofuel, which use as raw materials sugarcane, corn, sugar beet, corn silage, animal husbandry and crop waste. Practical significance. The formation of the structure of sown areas under energy crops with high rates of bioenergy yield from one ton of raw materials and one hectare of sowing has been carried out, as well as the calculation of the possible volumes of production of such energy in Ukraine. The number of livestock of farm animals husbandry is given, the volume of animal waste generation in Ukraine and the potential for biogas production from manure are calculated. In addition, it was found that the agro-industrial complex of Ukraine, without a threat to the food security of the state and export potential, has the ability to provide energy independence of the agro-industrial complex of Ukraine and the state as a whole.
