The article is devoted to the state of the economy of the subject of the agricultural sector – the Toktogul region of Kyrgyzstan, as well as the formation of a land division, which is impossible without an influx of investments and ensuring the availability of monetary resources for agricultural producers. In our time, innovation is becoming the main means of increasing the benefits of economic entities by better meeting market demand and reducing production losses compared to competitors. Despite repeated attempts by the country to create a system of lending to agricultural companies, only a small percentage of them use credit resources. Various state aid schemes support a competitive environment in the money markets and guarantee relatively equal access to them for financial institutions and agricultural enterprises.

The paper is devoted to the study of approaches to assessing the financial security level of agricultural companies and their improvement. The methodological base of the research is a modern concept of financial security and enterprise sustainability. The methods review for assessing financial security is carried out, also industry characteristics of enterprises are studied. The result of the work is the development of a methodology for assessing the financial security level of organizations. Such methodology’s topicality is represented in the additive model, which includes four integral indicators: profitability, financial sustainability, solvency and business activity. The total of all integral indicators, taking into account the coefficients, is the final rate of an organization’s financial security. The authors distinguish three financial security levels, which are: critical, medium and high. The minimal coefficients, suggested by the legislation and minimal indicators adjusted according to the agricultural enterprises’ specificity have been given to calculate the critical level. The medium level is determined by the calculation of the agricultural producers’ financial security industry average over the last 5 years. The high financial security group includes the enterprises with the indicators exceeding the medium indicators. The theoretical and practical significance of the study lies in the fact that the proposed methodology makes it possible to assess the level of financial security of agricultural enterprises taking into account the industry specifics of their activities, including for further competitive analysis.

A GIS is developed for analysis of formation, growth and collapse of past societies. The Urban Revolution in Mediterranean area between IX-VIII centuries B.C. pushed by development of Mediterranean market area, is a good case study. The process leads to the growth of urban centres and of population. In Ancient Etruria the changes produced the abandonment of tens of older sites and the origin of protourban centres on hill plateaux. The GIS is developed for explaining the factors affecting the urbanization process in Tarquinia. Settlement strategy was linked to available resources in the territory. The research focused on land use for ancient agriculture, by reconstructing features of land use. The results show that the selection of plateaux allowed a better resources management, required by population growth as well by the Mediterranean market demand. The changes explain the transition from a subsistence economy to a production of agrarian surplus in cereals. A new organization based on the private household property of agrarian plots could satisfy a better resource allocation.

As follows from the analysis of the collected experimental material of long-term field trials of the Kursk Federal Agricultural Research Centre and generalization of the activities results of leading domestic research and educational institutions, as well as the practical results of many agricultural enterprises of the eastern part of Europe, we have identified the most effective conditions for the use of basic agricultural methods in wheat cultivation technologies as well as spring and winter barley, seed peas, buckwheat, grain maize, oats, millet and winter rye cultivation technologies of different levels of intensity which contribute to the rational use of available resources of agricultural producers based on the prevailing soil and climatic conditions. The technologies made it possible to prepare scientific-methodological approaches and a mathematical model to solve the problems of selecting an adaptive technology of crops cultivation. A normative-reference database for different types of crops cultivation technologies has also been made, including a list of zoned recognized varieties and hybrids of crops under study, necessary technology methods taking into account conditions of their effective use. Currently, an algorithm and the corresponding software are being developed to choose the most expedient technology of crop cultivation for specific soil and climatic conditions depending on a set of defining factors. There has been created software (in the form of a complex of programs for stationary computers and mobile electronic devices with the Android operating system. A specialized website has been developed. It provides a scientifically well-grounded selection of crops varieties and hybrids for the eastern part of Europa on the basis of user-specified conditions.

The purpose of the article is to justify the concept of reorienting irrevocable budget allocations to a rotary, but preferential lending to producers of agricultural sector of Ukraine. Research methods. The following scientific methods is used: formalization, deduction, inductive and abstract-logical – for the analytical processing of scientific sources, which highlight the achievements of scientists in the light of the indicated problem; economic and mathematical – to establish a causal relationship and trends of the studied factors; statistical comparison and grouping – to determine the dynamics of the studied indicators over a long period; logical generalization – to formulate conclusions on the results of a study of the problem of improving financial and economic relations in the agricultural sector of Ukraine; graphic – for visualization of factual material. Research results. Given the fact that the volume of budgetary subsidies for producers of the agricultural sector of Ukraine is insufficient, and their traditional irrevocability does not prompt searches for domestic reserves, but dependent moods, therefore they do not have a tangible effect on development in farms that manage to get them as a result of unweighted selection of recipients – not always those who use these subsidies rationally, the concept of reorienting irrevocable budget allocations to a rotary, but preferential lending to agricultural producers is justified. Scientific novelty. The concept of reorienting irrevocable budget allocations to a rotary, but preferential lending to agricultural producers is justified for the first time, therefore, it has elements of scientific novelty. Practical significance. The area of implementation of the measures proposed in the article may be the sphere of financial and economic relations in the agricultural sector of Ukraine. Tabl.: 1. The purpose of the research of this scientific work is to assess the possibilities of development of farms in modern conditions, as well as to find out the problems and prospects of farms in Ukraine. Method. Farming is a form of entrepreneurial activity of citizens with or without the creation of a legal entity who have expressed a desire to produce marketable agricultural products, process and sell them in order to make a profit on land provided for family farming. An important role in the production of agricultural products is now given to farms that have actually become full-fledged entities in the agrarian diversified economy, have passed their first stage of formation and formation. The presence of a large number of large producers, problems of organization and location of wholesale markets, insufficient population of rural areas, inadequate level of resource supply – all this determines the specifics of the competitive environment in which farms operate. The task of development of farms in Ukraine requires the study of the peculiarities of their activities, analysis of the current stage of functioning of farms, identifying obstacles to their development and outlining areas for improvement of their activities. This is what determines the relevance of this article. Results. The scales and tendencies of development of farms in Ukraine, their place among other agricultural producers, including in the context of regions of Ukraine are analyzed. The main indicators of their activity are described. It is confirmed that despite the large number of farms, their place in the agricultural economy of Ukraine still remains insignificant. The main organizational and economic problems of farm development in Ukraine have been identified, which are related to the lack of equity, conditions for free access to credit, as well as the inadequate ratio between prices for technical equipment and agricultural products. The position of farms in the world is revealed. Scientific novelty and practical significance. The development of farming as a priority form of agricultural farms is shown. A number of measures for the development of farms are proposed. The advantages of farms over personal farms and over agricultural enterprises are given. Problems and prospects of farming in Ukraine are revealed.

This collection examines the phenomenon of the operatic canon: its formation, history, current ontology and practical influence, and future. It does so by taking an international and interdisciplinary view: the workshops from which it was derived included the participation of critics, producers, artistic directors, stage directors, opera company CEOs, and even economists, from the United Kingdom, the United States, France, Italy, Ireland, Germany, the Netherlands, Denmark, and Canada. The volume is structured as a series of dialogues: each subtopic is addressed by two essays, introduced jointly by the authors, and followed by a jointly compiled list of further reading. These paired essays complement each other in different ways, for example by treating the same geographical location in different periods, by providing different national or regional perspectives on the same period, or by thinking through similar conceptual issues in contrasting milieus. Part I consists of a selection of surveys of operatic production and consumption contexts in France, Italy, Germany, England, Russia, and the Americas, arranged in rough order from the late seventeenth century to the late nineteenth century. Part II is a (necessarily) limited sample of subjects that illuminate the operatic canon from different—sometimes intentionally oblique—angles, ranging from the influence of singers to the contiguous genres of operetta and musical theater, and the effects of recording and broadcast over almost 150 years. The volume concludes with two essays written by prominent figures from the opera industry who give their sense of the operatic canon’s evolution and prospects.

AbstractDespite harsh climate, agriculture on the northern margins of Russia still remains the backbone of food security. Historically, in both regions studied in this article – the Republic of Karelia and the Republic of Sakha (Yakutia) – agricultural activities as dairy farming and even cropping were well adapted to local conditions including traditional activities such as horse breeding typical for Yakutia. Using three different sources of information – official statistics, expert interviews, and field observations – allowed us to draw a conclusion that there are both similarities and differences in agricultural development and land use of these two studied regions. The differences arise from agro-climate conditions, settlement history, specialization, and spatial pattern of economy. In both regions, farming is concentrated within the areas with most suitable natural conditions. Yet, even there, agricultural land use is shrinking, especially in Karelia. Both regions are prone to being affected by seasonality, but vary in the degree of its influence. Geographical location plays special role, and weaknesses caused by remoteness to some extent become advantage as in Yakutia. Proximity effect is controversial. In Karelia, impact of neighboring Finland is insignificant compared with the nearby second Russian city – Saint Petersburg.
