With the gradual construction of the land and space planning system and the acceleration of the urban-rural integrated development process, China’s rural land planning and preparation have ushered in substantial innovations, and at the same time, they are also facing huge challenges. Among them, the low utilization rate of rural land and cultural desertification are the crux of the lagging rural development. This paper takes Guifengshan Village in Macheng City, Hubei Province as an example. Through the analysis of the current advantages of the village, the analysis of challenges, and the evaluation of the suitability of land use, this paper proposes to promote the mutual benefit of agriculture, culture and tourism, and promote the revitalization of Guifengshan Village, forming a “agricultural industry + characteristic cultural creation + red ecology”. “Tourism” jointly develops rural planning strategies. It aims to link rural agriculture, tourism and cultural industries closely on the basis of people-oriented and ecological protection, with income generation as the goal of rural revitalization, to achieve the establishment and extension of the industrial chain, and to promote rural revitalization.

Ecological civilization construction and rural revitalization is a strategic decision made by the central government to solve the problems of ecological protection and rural sustainable poverty alleviation. At present, the dominant agricultural operation modes in China can be roughly divided into three types: family farm mode, agricultural enterprise mode and cooperative mode. Practice has proved that different agricultural operation modes have different effects. In ecological fragile areas, how to adopt agricultural operation modes can not only promote agricultural prosperity and increase farmers' income, but also protect the ecological environment and promote the coordinated development of ecology and economy needs further analysis. Based on the current rural revitalization strategy and ecological protection background, this paper analyzes the operation mechanism of agricultural operation mode from the principal-agent and ecological land rent theory, and analyzes the development dimensions of advantageous agriculture of various modes. On the basis of rural and farmers, this paper provides references for the selection of agricultural operation mode in different regions. There are many factors that need to be considered in the choice of agricultural operation mode in ecological fragile area. In the future, each region should conduct analysis and treatment according to its own actual situation.

Based on the willingness and influencing factors of new professional farmers to participate in skill training in the development of modern urban agriculture, this study seeks to study the education of professional farmers from the perspective of demand. Methods: Based on the questionnaire survey data of new vocational farmers in Wenzhou, this study systematically analyzed the current situation, training willingness, training methods, and training effect of new vocational training, and made quantitative statistical analysis of the original basic data. Combined with the characteristics of agricultural industry and post, this study empirically analyzed their perception of participating in skill training and the influencing factors. Results: The number of new vocational farmers willing to participate in training was significantly higher than that of farmers unwilling to participate in training. The frequency of technical problems encountered in agricultural production, the times of training, the evaluation of training effect, effect, cost, teacher level, hardware level, certificate, and other factors have a significant impact on the willingness of new vocational farmers to participate in skills training. Conclusion: This study proposes to build a vocational occupation education system to enhance the training intention of new occupation farmers. Since the founding of the People’s Republic of China, the Central Committee of the Communist Party of China has continuously improved and developed the rural system, deepened rural reform, and promoted the process of agricultural and rural modernization. This paper constructs an analytical framework of rural revitalization and explores the logical law behind it from the three aspects of theoretical evolution, historical evolution, and realistic development. Then, on the basis of summarizing the existing rural revitalization path model, in view of the lack of industrial, ecological, cultural, and other rural revitalization path development models, the paper explores the general principles of rural revitalization path selection and puts forward a realistic choice: First, the key breakthrough of rural revitalization will be achieved through the construction of a rural revitalization planning system, land system reform, and green development. Second, the connotation and extension of concepts, such as “small farmers”, “industry prosperity”, and “rural areas”, are objectively analyzed and evaluated, so as to promote rural revitalization and avoid the risks and challenges that it may face in practice.

Since its emergence in the early part of this century, planning in the United States has been predominantly urban. Regional planning of watersheds, has received some attention but planning for rural areas has not been widely practiced, nor has it been taught in planning schools. Support for this generalization may be found in planning texts which consider 50,000 population a “small” municipality. Further evidence is found in town plans prepared through support of federal “701” funds during the past decade. These plans are usually for expansion of urban facilities and services and ignore exclusively rural land uses. Planning in England presents a contrast. It is appropriately referred to as “town and country planning” as it covers the range of land use intensities from agricultural to the highest value urban block as interrelated and interconnected parts of a single fabric.
