Organizational models for social media institutionalization: An exploratory analysis of Dutch local governments

Social media institutionalization in public administrations has been conceptualized as the final stage of the adoption process. However, an understanding of organizational models for social media institutionalization in public administration is lacking. This exploratory study of Dutch local governments contributes to the literature by identifying how governments organize social media institutionalization. Drawing on an original questionnaire on social media adoption, two advanced cases were selected based on their high level of social media institutionalization: Utrecht and Eindhoven. For each case, in-depth semi structured interviews were carried out aiming at detecting institutionalization patterns. Our study highlights that, in contrast with the literature on stages of technological maturity, social media institutionalization shows two different organizational models: a centralized model, based on trust, with highly structured and formalized policy guides, low experimentation, formal training and evaluation supported by standardized reports; and a distributed model, based on control, with simple guiding principles, higher levels of experimentation, training build on a “learn by doing” basis, and individual evaluation mechanisms. These results enrich current academic understanding of social media institutionalization and may guide public officials involved in social media institutionalization practices.

PurposeThis paper aims to investigate the extent of intellectual capital disclosure (ICD) through websites and social media in Spanish local government (SLG) and analyze the factors that explain their disclosure.Design/methodology/approachThe study applies content analysis and regression techniques. The ICD is analyzed for Spanish municipalities with more than 100,000 inhabitants and provincial capitals over a period from January 2018 to February 2020.FindingsFindings emphasize that the quantity of disclosed information on intellectual capital (IC) is in the low level, particularly with regard to human capital (HC). Furthermore, the results show that the information provided via social media mainly concerns the relational capital (RC). On the other hand, results obtained indicate that larger municipalities, with lower financial autonomy and whose citizens have a high income level use the online media (both websites and social media) more actively to disclose information about IC. Finally, municipalities led by women and with high level of citizens' education exert a positive influence in the ICD only on websites.Practical implicationsThis paper makes a number of key contributions to the existing body of knowledge, focusing on ICD, a neglected area in the public sector accounting literature. It explores and identifies the supply-side and demand-side determinants of information affecting the ICD in local governments. The results of this research could be useful for policymakers, regulators and governments' managers to improve the online information addressing ICD issues.Originality/valueThis paper adopts an innovative perspective by investigating the use of alternative tools for ICD in local government context (websites and social media). To the best of the authors’ knowledge, this is the first study that focuses on investigating the determinants of online ICD in local governments.

Government accountability is intrinsic to democracies, as citizens can choose public officials through their popular vote and accordingly exercise some control and oversight over the officials. But elections held in periodic intervals do not allow the scrutiny of the decisions and activities that are conducted on a daily basis. This article examines how to confront this challenge of holding the governments to account, by looking into local governance in Nepal, where citizens have limited knowledge of the government decisions, activities, procedures followed, and their outcomes. This article is developed from the review of policies and laws and semi-structured interviews with elected leaders, civil service personnel, and other stakeholders in select local governments in Nepal. It argues that accountability in local government requires attention not only to laws, but also the practices of civic interaction and the willingness of elected officials and citizens in these engagements. It starts by establishing how the country’s new Constitution of Nepal (2015) espouses a local social contract in view of its division of jurisdictions. It then identifies and analyses the main approaches and tools on government accountability. These encompass broad constitutional provisions to specific legal, institutional and technocratic measures to hold officials to account. It then reveals recent local level experiences around the use of accountability tools and shows that the legacy of widespread collusion and misuse of power continues to be a bottleneck. It concludes that there is a need to foster greater civic demands on accountability and foster measures for deliberation at the municipal level on a more regular basis. Overall, local government accountability should be envisioned as a work-in-progress pursuit and should be coupled with systems of local planning and implementation and vitalization of local democracy.

Purpose Social media have become a key part of placemaking. Placemaking revolves around collaboration between multiple stakeholders, which requires ongoing two-way communication between local government and citizens. Although social media offer promising tools for local governments and public professionals in placemaking, they have not lived up to their potential. This paper aims to uncover the tensions and challenges that social media bring for public professionals at the street level in placemaking processes. Design/methodology/approach This study aims to fill this gap with a case study of area brokers engaged in online placemaking in Amsterdam. In total, 14 in-depth semi-structured interviews were conducted, focusing on area brokers’ social media practices, perceptions and challenges. The authors used an open coding strategy in the first phase of coding. In the second phase, the authors regrouped codes in thematic categories with the use of sensitizing concepts derived from the theoretical review. Findings The use of social media for placemaking imposes demands on area brokers from three sides: the bureaucracy, the affordances of social media and affective publics. The paper unpacks pressures area brokers are under and the (emotional) labour they carry out to align policy and bureaucratic requirements with adequate communication needed in neighbourhood affairs on social media. The tensions and the multidimensionality of what is required explain the reluctance of area brokers to exploit the potential of social media in their work. Originality/value Several studies have addressed the use of social media in placemaking, but all neglected the perspective of street-level bureaucrats who shape the placemaking process in direct contact with citizens.

The use of social media as an instrument for public institutions to provide in- formation and digital services to their citizens and promote their participation has become a common strategy in the scope of e-government. In this study, an empirical investigation of the diffusion of Facebook, Twitter, and YouTube among the local governments of the 22 cantons of the province of Manabí (Ecuador) is presented. In addition to portraying the adoption of social media by the local governments in the province, the results show that the Diffusion of Innovation (DOI) Theory can be used to explain the adoption process among the studied governments and that those can be classified according to the five DOI Theory’s adoption categories: innovators; early adopters; early majority; late majority; and laggards.

As procurement organizations increasingly move from a cost-and-efficiency emphasis to a profit-and-growth emphasis, flexible data architecture will become an integral part of a procurement analytics strategy. It is therefore imperative for procurement leaders to understand and address digitization trends in supply chains and to develop strategies to create robust data architecture and analytics strategies for the future. This chapter assesses and examines the ways companies can organize their procurement data architectures in the big data space to mitigate current limitations and to lay foundations for the discovery of new insights. It sets out to understand and define the levels of maturity in procurement organizations as they pertain to the capture, curation, exploitation, and management of procurement data. The chapter then develops a framework for articulating the value proposition of moving between maturity levels and examines what the future entails for companies with mature data architectures. In addition to surveying the practitioner and academic research literature on procurement data analytics, the chapter presents detailed and structured interviews with over fifteen procurement experts from companies around the globe. The chapter finds several important and useful strategies that have helped procurement organizations design strategic roadmaps for the development of robust data architectures. It then further identifies four archetype procurement area data architecture contexts. In addition, this chapter details exemplary high-level mature data architecture for each archetype and examines the critical assumptions underlying each one. Data architectures built for the future need a design approach that supports both descriptive and real-time, prescriptive analytics.

Travellers have high standards and regard restaurants as important travel attributes. In the tourism and hospitality industry, the use of developed tools (e.g., smartphones and location-based tablets) has been popularised as a way for travellers to easily search for information and to book venues. Qualitative research using semi-structured interviews based on the face-to-face approach was adopted for this study to examine how consumers’ restaurant selection processes are performed with the utilisation of social media on smartphones. Then, thematic analysis was adopted. The findings of this research show that the adoption of social media on smartphones is positively related with consumers’ gratification. More specifically, when consumers regard that process, content and social gratification are satisfied, their intention to adopt social media is fulfilled. It is suggested by this study that consumers’ restaurant decision-making process needs to be understood, as each stage of the decision-making process is not independent; all the stages of the restaurant selection process are organically connected and influence one another.

In the light of climate change, the drive for zero carbon buildings is known as one response to reduce greenhouse gas emissions. Within New Zealand, research on climate change mitigation and environmental impacts of buildings has received renewed attention. However, there has been no detailed investigation of zero carbon building practices. This paper undertakes an exploratory study through the use of semi-structured interviews with government representatives and construction industry experts to examine how the New Zealand construction industry plans and implements zero carbon buildings. The results show that New Zealand’s construction industry is in the early stage of transiting to a net-zero carbon built environment. Key actions to date are focused on devising a way for the industry to develop and deliver zero carbon building projects. Central and local governments play a leading role in driving zero carbon initiatives. Leading construction firms intend to maximise the carbon reduction in building projects by developing a roadmap to achieve the carbon target by 2050 and rethinking the way of designing and constructing buildings. The research results provide an insight into the initial practices and policy implications for the uptake of zero carbon buildings in Aotearoa New Zealand.

Abstract Background The African Union’s High-Level Panel on Emerging Technologies identified gene drive mosquitoes as a priority technology for malaria elimination. The first field trials are expected in 5–10 years in Uganda, Mali or Burkina Faso. In preparation, regional and international actors are developing risk governance guidelines which will delineate the framework for identifying and evaluating risks. Scientists and bioethicists have called for African stakeholder involvement in these developments, arguing the knowledge and perspectives of those people living in malaria-afflicted countries is currently missing. However, few African stakeholders have been involved to date, leaving a knowledge gap about the local social-cultural as well as ecological context in which gene drive mosquitoes will be tested and deployed. This study investigates and analyses Ugandan stakeholders’ hopes and concerns about gene drive mosquitoes for malaria control and explores the new directions needed for risk governance. Methods This qualitative study draws on 19 in-depth semi-structured interviews with Ugandan stakeholders in 2019. It explores their hopes for the technology and the risks they believed pertinent. Coding began at a workshop and continued through thematic analysis. Results Participants’ hopes and concerns for gene drive mosquitoes to address malaria fell into three themes: (1) ability of gene drive mosquitoes to prevent malaria infection; (2) impacts of gene drive testing and deployment; and, (3) governance. Stakeholder hopes fell almost exclusively into the first theme while concerns were spread across all three. The study demonstrates that local stakeholders are able and willing to contribute relevant and important knowledge to the development of risk frameworks. Conclusions International processes can provide high-level guidelines, but risk decision-making must be grounded in the local context if it is to be robust, meaningful and legitimate. Decisions about whether or not to release gene drive mosquitoes as part of a malaria control programme will need to consider the assessment of both the risks and the benefits of gene drive mosquitoes within a particular social, political, ecological, and technological context. Just as with risks, benefits—and importantly, the conditions that are necessary to realize them—must be identified and debated in Uganda and its neighbouring countries.
