Evaluation and empirical research on the operation effect of the risk precontrol management system of safety in coal mines based on OSWM-TOPSIS

BACKGROUND: Most studies have focused on the establishment and application of the risk precontrol management system for safety in coal mines and have seldom considered the evaluation of the system operation effect. OBJECTIVE: This study aimed to evaluate the operation effect of risk precontrol management system of safety in coal mines and propose policy suggestions to improve the risk precontrol management level of safety. METHODS: This study applied the Objective and Subjective Weighting Method (OSWM) combined with the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) to conduct evaluation and empirical research on the operation effect of the risk precontrol management system of safety in coal mines. RESULTS: First, the evaluation index system is mainly composed of six first-level indicators and 30 subordinate secondary indicators. Second, the OSWM combined with TOPSIS is an effective method for operation effect evaluation, which yields accurate and undistorted evaluation results. Third, the calculation reference value of the operation effect in the Gengcun coal mine is 57.34, and its corresponding effect level is level III, which is basically effective. Moreover, the calculation reference values of production equipment management (P4) and inspection, audit and review (P6) are the lowest, while the calculation reference values of risk precontrol management (P1) and auxiliary management (P5) reach the critical value corresponding to effect level I, which indicates a good operation effect. CONCLUSIONS: Corresponding policy suggestions to improve the risk precontrol management level in the Gengcun coal mine are proposed based on the above evaluation results.

Constraints on our personal and professional life imposed by the COVID 19 pandemic have radically influenced our approach to forms of education, including those used in further professional training of employees. This shift means the focus on distance education as a managed educational form, which is suitable for further professional training. The aim of the paper is to present the implementation of distance education in further professional training in enterprises and based on the empirical research propose ways of improving options of education. Distance education is characterised in terms of its principles and developmental stages. Its first generation was correspondence education. The Learning Management System (LMS) and Learning Content Management System (LCMS) are described as the systems applied in further professional training. The research was conducted by means of the questionnaire method, combined with the pre-research survey. Results of empirical research are presented in tables. Separate parts of the paper deal with ICT application in corporate education (correspondence education, Computer-based training (CBT), Web-based training (WBT), Technology Based Training (TBT) and with the utilisation of Learning Management Systems (LMS). Analysis of respondent opinions shows that respondents tend to prefer the face-to-face form of corporate education. The length of the pandemic is going to affect the spread of e-learning in corporate education and its role in education. The learners’ interest may be expected to be shifted to LCM and LCMS utilisation. The teaching process such as checking on work attendance, logging on school reports and equipments’ management can be carried automatically. The efficiency and the management level can be increased, and the resource sharing can be realized. to meet this demand. This paper analyzes the actual situation of the electricity management about student apartments, and design intelligent energy student housing management system based on CAN bus. The system uses the field level, the underlying management level and upper management level three management systems. Field level with a dedicated energy metering chip AD7755 and STM32F103 microcontroller with A/D conversion function as the core, to achieve real-time power measurement; via CAN bus timing or random read live energy data for monitoring electricity consumption of the apartment, investigate abnormal electricity, thus effectively limiting the students to use electrical power to achieve the modernization and automation of power management solutions student apartments.

This paper has put forward a comprehensive assessment model of the emergency management capability of the coal mine accidents which is based on AHP and fuzzy comprehensive evaluation, and has made an empirical analysis. Firstly, the meaning and the key contents of the emergency management capability of coal mine accidents was elaborated. Secondly, the comprehensive evaluation index system of coal mine accidents emergency management capability was established. And then, the first class index weights were determined by AHP. Finally, this paper made a comprehensive evaluation of a certain regions emergency management capability of coal mine accidents by means of the fuzzy comprehensive evaluation.

Methane hazard has always been considered for underground coal mining as it can lead to methane explosion. In Quang Ninh province, several coal mines such as Mạo Khe coal mine, Khe Cham coal mine, especially Duong Huy mine that have high methane content. Experimental data to examine contents of methane bearing coal seams at different depths are not similar in Duong coal mine. In order to ensure safety, this report has been undertaken to determine a pattern of changing methane contents of coal seams at different exploitation depths in Duong Huy underground coal mine.
