The purpose of the article is the need to develop a concept for the formation of communication using parser programs in the personnel department of higher education to improve educational activities. Methodology. In the process of research the methods of informology and social communication, logical-dialectical method of cognition, methods of system analysis, abstractions were applied, which allowed to reveal the content of implementation of parser programs; to analyze the use of parser programs in higher education institutions on the example of Vasyl' Stus Donetsk National University. Scientific Novelty. The necessity of introduction and use of parser programs in higher education institutions is substantiated. The use of Google Spreadsheet in the human resources department of the university as an information retrieval system and text-digital database to improve the educational activities of higher education institutions has been studied. Conclusions. Analyzing the communications of the institution of higher education, it is necessary to name their main directions: communication between the organization and its external environment; communication between management levels and departments; communication manager-subordinate; communication between the leader and the working group; informal communications. The purpose of using parser programs in higher education institutions is primarily to increase the efficiency of the educational process, improve service and reduce costs in the data processing. The use of parsing in the personnel department of a higher education institution is multifaceted. Today, parser programs perform parsing, lexical, automated analysis, process many information requests, parse documents, extracting from there the necessary and useful user data. The Google Spreadsheets parser program aims to use the latest information and communication technologies that help improve management, improve employee interaction, and promote social innovation.

Purpose. The aim of the article is substantiation and development of theoretical and methodological bases for improving the management of the system of improving the quality of higher education institutions. Methodology of research. Methods of dialectical cognition, analytical information processing, methods of comparison, grouping, graphic methods, etc. are the methodological basis for the development of theoretical and practical provisions. The following methods are used in the study: structural and logical analysis – to build the logic and structure of work; system analysis and synthesis – to study the essence of the subject of study; system approach – to improve the system and targeted approach to the management of the system of improving the quality of higher education institutions. Findings. Peculiarities of interpretation of the concept of quality system of activity of higher education institutions are investigated. The conceptual bases of management of the system of improving the quality of higher education institutions are substantiated. Theoretical and methodological bases of management of the system of improving the quality of higher education institutions are revealed and the strategy of such management is improved. The components of the system of measures and procedures in the process of ensuring the quality of higher education are presented. Originality. Provisions for the management of the process of ensuring the quality of higher education institutions in terms of developing formalized: the concept, algorithm and system of such management from a theoretical and methodological standpoint in order to more clearly implement in practice. The symbiosis of modern innovative technologies of educational process management with emphasis on effective use of intellectual capital of all employees of higher education institutions will help to improve the quality of their activities. Practical value. The theoretical and methodological principles proposed in the work on the quality management system of higher education institutions are designed to enhance the competitiveness of domestic education and can be applied by higher education institutions of all forms of ownership. The article highlights the results of the practical application of modern information and communication technologies in the management of institutions of higher education on the example of the Kyiv National University of Technology and Design (KNUTD). The constituents of the quality management system of educational activity are considered. The subsystems of the automated control system of educational activity of the university have been characterised and analysed. The key elements of the information systems use dare the following electronic databases: students and their academic performance; results of employment; students’ satisfaction with educational programs; distribution of the teaching load; teachers’ performance; learning and teaching resources, facilities, equipment and their cost; other indicators of university activity. In addition to the popular application packages, such as “iZETA”, "The System of Financially-Oriented Management of Higher Education Institutions", and "Anti-Plagiarism", the software products developed by KNUTD are described. Namely, the "Schedule" package allows one to form directories focused on the drawing up of class schedules which are accessible to all divisions. The software "Electronic Journal" provides monitoring of learning outcomes and prompt response to the failure of individual students; it serves for the formation of final control mark sheets, the evaluation of academic success rates of university students, etc. The electronic rating system "RTS rating" is used for the evaluation of research and teaching staff activity according to the results of their work in the reported year. The modular environment of the University's educational process, based on the Moodle distance learning platform, is described. It accumulates the teaching and methodological support necessary for conducting educational activities. The results of the research are of practical value since the implementation of the considered software products is capable of improving the quality and effectiveness of the management of educational activities of higher education institutions.

The use of information and communication technologies for the purpose of forming the information competence of the future vocational teacher is an important element of the formation of his professional competence. The article describes the stages of conducting a pedagogical experiment to develop the information competence of a future teacher of vocational training in domestic higher education institutions. The organization and methodology of the experimental study are described in detail, its results are given, the methods of diagnostics are described and so on.

The concept and content of control are important components of the theory and methodic of physical culture and sports. The consistency in processes and objective corrections of certain actions (processes) are provided by using of control. Actualization of scientific issues of control in the context of reforming the structure and content of higher education is gaining new importance. This is due to the higher dynamism and student-centered character of modern education. An urgent scientific and applied problem of modern physical education in higher education institutions is the substantiation of a systematic approach to training students swimming that will take into account existing experience and modern requirements. The purpose of the study was to substantiate the control subsystem in the training students swimming in higher education institutions during physical education. Material and methods: theoretical analysis and generalization, study of documentary materials, sociological methods of survey (questionnaire), system analysis, historical and logical research methods. Results and discussion. The control subsystem for the most aspects is management by a higher order system due to the close relationship with the control source, placement trends and the objectivity benefits. This subsystem is the basis for the differentiation of parts and at the same time for integration with the establishment of the organic unity of the whole system components. The key requirement for conducting control in the physical education condition in higher education institution is compliance with the specifics of the sport means as a variable component of the education content. Specific features of swimming have an important value for choosing complex of indicators. In the theoretical substantiation of control, there was observed requirements that are specified in the scientific and methodical literature. Among them are: availability of interval scale, reliability, validity, discriminativeness, availability of normative data, adaptability of the test, ease of execution and simplicity, limitation of test tasks, operationalization and verification of these tests / control exercises). It also takes into account a number of additional requirements for simplicity and low resource costs, regardless of the level of tests complexity, clarity and accessibility for teacher and student, conciseness and accuracy of execution instructions, the absence of external stimuli. Conclusion. Control is a fundamental element of conscious systemic human activity. The result of solving the generalized purpose of the system should be understood, accepted and acceptable to all participants of this process. Substantiation of the control subsystem of the training swimming system involves the formulation of a new category of individually-oriented content of control of students of higher education institutions and its variants. These variants must be built taking into account objective factors (the presence of different groups of students on the level of swimming preparedness, individual-motivational orientation of activity and trajectory of goal setting in the system of training swimming during physical education)

Responding to identified shortcomings is components of the internal quality assurance system of a higher education institution. A study of the educational activities of future teachers-engineers of computer profile found that most students are not going to devote their career to teaching, thus preferring engineering. Undoubt- edly, higher education institutions must respond to the requests of stakeholders, especially those seeking higher education. On the other hand, there are requests from employers (educational institutions) for teachers-engineers of computer profile. Therefore, further research was aimed at enhancing cognitive activity primarily by increasing motivation for pedagogical activity. Methods: pedagogical experiment. Results. An experimental test of the effectiveness of pedagogical conditions for intensifying the educational activities of future teachers-engineers of computer profile in professional training. Originality. The results of the study testify to the effec- tiveness of certain pedagogical conditions for intensifying the educational activities of future teachers-engineers of computer profile: changes of external motivation to internal will take place if the information and communication technologies are introduced into educational process of studying peda- gogical disciplines; change of position in the educational activity of future teachers-engineers of computer profile in the study of pedagogical disciplines will take place under the condition that students apply a project approach to the organization of their own educational activity; intensification of educational activity due to its correc- tion in future teachers-engineers of computer profile in the process of operative feedback at each stage of educational activity. Comparative analysis of experimental data shows an increase in the percentage of students of the experimental group compared to the control group with a high level of educational activities of future teachers-engineers of com- puter profile in the study of pedagogical disciplines for a stable active position of educational activity – by 34%, internal motivation to study – by 32%, by the ability to plan and organize their own educational trajectory – by 32%, by academic performance – by 25%). When comparing the results before and after the ex- periment: in the control group the empirical values of the criterion χ2 are less than critical, the characteristics of the compared groups coincide at the level of significance of 0.05; in experimental group the empirical values of the criterion χ2 are greater than the critical one, the signifi- cance of the difference in the characteristics of the com- pared groups is 95%.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

The article explores the features of modern information and communication technologies implementation in teaching technical English. The specifics of teaching foreign languages for applicants for non-linguistic specialties has its own characteristics, which should be taken into account when constructing and conducting classes. The information society poses new challenges and correspondingly new goals for teachers and applicants to higher education, the achievement of which is ensured by analyzing situational data and creating the environment that would most closely reflect the realities of the modern professional environment, which requires an appropriate level of a foreign language knowledge. It was determined that electronic learning tools act as a catalyst in mastering the material and improve the quality of the educational process. The study analyzed psychological factors that provide an extremely high level of student motivation and form the corresponding priorities in the direction of professional growth. The pedagogical ways of introducing multimedia teaching aids while studying a foreign language are described in detail as a key condition for the fundamental training of a qualified specialist, focused on meeting the needs of the modern market. It is noted that higher education institutions do not yet fully possess educational computer programs and the latest software, which is one of the most pressing problems in the digitalization of the educational process. It is proved that the effectiveness of achieving didactic goals directly depends on the chosen forms and methods of training, and the inclusion of information and communication technologies has such advantages as individualization and intensification of the educational process, an increase in the amount of independent work of the applicant, which is an important component of the Bologna process. In this regard, and with the aim of developing the communication skills of future specialists, ICTs are considered to be the primary element in the training of qualified specialists in economic fields.

The article describes the creation of pedagogical conditions for the formation of professional competence of the future specialists majoring in information and communication technologies. The purpose of this article is to investigate the conditions facilitating the formation of professional competence of future specialists majoring in information and communication technologies, to create and use application software aimed at increasing the efficiency as well as the degree of automation for providing educational services. According to the purpose, the following tasks have been assigned: pedagogical conditions for the formation of the professional competence of future specialists majoring in information and communication technologies have been proposed; the complex of circumstances necessary for ensuring positive dynamics in the formation of the professional competence of future specialists majoring in information and communication technologies has been studied; some ways of improving the formation of the professional competence of future specialists majoring in information and communication technologies have been considered; the ways of raising the professional skills level (proficiency level) of higher education applicants through the development of software applications for educational purposes have been analysed; the project alongside with the software that automates and optimizes the tasks of the subjects of the educational process as well as provides an opportunity to receive relevant and timely information concerning the organization of the educational process have been elaborated; a client-centred education schedule for students of higher education institutions has been developed, taking into account the specificities of the optimal online route. The project includes the following stages: preparatory (cognitive-information), selection of days, time, audience (issues), hierarchyzation of these issues, selection of starting and ending points of the route, after which the route scheme and its optimization are developed. The development of the route scheme and the elaboration of its software are inextricably linked parallel processes. Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.

Theoretical and practical bases for forming professional competencies of higher education training applicants through participation in volunteering. It is indicated that the process of professional training in the higher education establishments should be aimed at the formation of a competitive specialist, taking into account the needs of employers and the realities of today.  Volunteering is presented as an important resource for development and education of the specialists of different specialties because from the one hand volunteering allows to get general competencies and from the other hand it allows to gain the necessary experience in the future professional activities even during training process. The wide use of volunteering as a trend of educational work in higher education institutions will contribute to the formation of a coherent and harmonious personality and professional. The experience of usage of volunteering as a field of educational work in higher education institution on the example of the State Technical University “Azov State Technical University” is analyzed. The use of a new tool in the educational process - the diary of volunteer practice - is analyzed. The results of the conducted sociological research - through the method of interviewing of the applicants of higher education - according to the effectiveness of the organization of volunteer practice are presented. Volunteering can increase students' motivation to learn vocationally-oriented disciplines, but under the conditions of properly organized and controlled process of volunteeing. Therefore, higher education institutions need to develop and implement new forms of work that will be perceived and performed by the students. This will enhance the competitiveness of professionals in the labor market.
