The concept and content of control are important components of the theory and methodic of physical culture and sports. The consistency in processes and objective corrections of certain actions (processes) are provided by using of control. Actualization of scientific issues of control in the context of reforming the structure and content of higher education is gaining new importance. This is due to the higher dynamism and student-centered character of modern education. An urgent scientific and applied problem of modern physical education in higher education institutions is the substantiation of a systematic approach to training students swimming that will take into account existing experience and modern requirements. The purpose of the study was to substantiate the control subsystem in the training students swimming in higher education institutions during physical education. Material and methods: theoretical analysis and generalization, study of documentary materials, sociological methods of survey (questionnaire), system analysis, historical and logical research methods. Results and discussion. The control subsystem for the most aspects is management by a higher order system due to the close relationship with the control source, placement trends and the objectivity benefits. This subsystem is the basis for the differentiation of parts and at the same time for integration with the establishment of the organic unity of the whole system components. The key requirement for conducting control in the physical education condition in higher education institution is compliance with the specifics of the sport means as a variable component of the education content. Specific features of swimming have an important value for choosing complex of indicators. In the theoretical substantiation of control, there was observed requirements that are specified in the scientific and methodical literature. Among them are: availability of interval scale, reliability, validity, discriminativeness, availability of normative data, adaptability of the test, ease of execution and simplicity, limitation of test tasks, operationalization and verification of these tests / control exercises). It also takes into account a number of additional requirements for simplicity and low resource costs, regardless of the level of tests complexity, clarity and accessibility for teacher and student, conciseness and accuracy of execution instructions, the absence of external stimuli. Conclusion. Control is a fundamental element of conscious systemic human activity. The result of solving the generalized purpose of the system should be understood, accepted and acceptable to all participants of this process. Substantiation of the control subsystem of the training swimming system involves the formulation of a new category of individually-oriented content of control of students of higher education institutions and its variants. These variants must be built taking into account objective factors (the presence of different groups of students on the level of swimming preparedness, individual-motivational orientation of activity and trajectory of goal setting in the system of training swimming during physical education)

The purpose of the article is the need to develop a concept for the formation of communication using parser programs in the personnel department of higher education to improve educational activities. Methodology. In the process of research the methods of informology and social communication, logical-dialectical method of cognition, methods of system analysis, abstractions were applied, which allowed to reveal the content of implementation of parser programs; to analyze the use of parser programs in higher education institutions on the example of Vasyl' Stus Donetsk National University. Scientific Novelty. The necessity of introduction and use of parser programs in higher education institutions is substantiated. The use of Google Spreadsheet in the human resources department of the university as an information retrieval system and text-digital database to improve the educational activities of higher education institutions has been studied. Conclusions. Analyzing the communications of the institution of higher education, it is necessary to name their main directions: communication between the organization and its external environment; communication between management levels and departments; communication manager-subordinate; communication between the leader and the working group; informal communications. The purpose of using parser programs in higher education institutions is primarily to increase the efficiency of the educational process, improve service and reduce costs in the data processing. The use of parsing in the personnel department of a higher education institution is multifaceted. Today, parser programs perform parsing, lexical, automated analysis, process many information requests, parse documents, extracting from there the necessary and useful user data. The Google Spreadsheets parser program aims to use the latest information and communication technologies that help improve management, improve employee interaction, and promote social innovation.

Within the increasing of practical significance and efficiency of physical education, it is necessary to develop certain methodic thesis and programs of swimming training for students of higher education institutions and to carry out these experimental checks. Purpose: to provide a general description of training programs at different individual and motivational levels of the swimming training system for students of higher education institutions. Methods: theoretical analysis and generalization (it was clarified the degree of disclosure research issues in the scientific and methodological literature), study of documentary materials (it was founded requirements to the structure and content of student swimming training), system analysis (it was detected signs and characteristics of swimming system for students of higher education institutions). Results. Within the methodical part of the swimming training system, we have identified the possibility of using in the natural environment the educational process of physical education for students of four interconnected by type of sequential combination of training programs. This programs cover different levels of individual and motivational orientation of swimming lessons for students of higher education institutions and, accordingly, swimming preparedness. Considering, that the means and methods of swimming are widely known and thoroughly disclosed in the special literature, our attention we turned to setting tasks for individual classes of different, consistently combined programs at the individual and motivational levels of swimming training system students of higher education institutions. Conclusions. Within the implementation of the methodical component of the swimming training system for students of the higher education institutions, it have been identified four individual and motivational levels of classes. For each of these levels it was carried out a selection of goals, tasks, means and methods of training. For students at the first level, the characteristic difference is the presence of a significant fear of being in the water and the lack of ability to swim. For students at the second level - a low level of fear of being in the water and lack of ability to swim. For students at the third level - the presence of skills to stay afloat and swim in any way (original methods without the use of swimming techniques or a separate style of swimming). For students at the fourth level - the possession of swimming skills and the desire to engage and improve techniques in the future.

Purpose. The aim of the article is substantiation and development of theoretical and methodological bases for improving the management of the system of improving the quality of higher education institutions. Methodology of research. Methods of dialectical cognition, analytical information processing, methods of comparison, grouping, graphic methods, etc. are the methodological basis for the development of theoretical and practical provisions. The following methods are used in the study: structural and logical analysis – to build the logic and structure of work; system analysis and synthesis – to study the essence of the subject of study; system approach – to improve the system and targeted approach to the management of the system of improving the quality of higher education institutions. Findings. Peculiarities of interpretation of the concept of quality system of activity of higher education institutions are investigated. The conceptual bases of management of the system of improving the quality of higher education institutions are substantiated. Theoretical and methodological bases of management of the system of improving the quality of higher education institutions are revealed and the strategy of such management is improved. The components of the system of measures and procedures in the process of ensuring the quality of higher education are presented. Originality. Provisions for the management of the process of ensuring the quality of higher education institutions in terms of developing formalized: the concept, algorithm and system of such management from a theoretical and methodological standpoint in order to more clearly implement in practice. The symbiosis of modern innovative technologies of educational process management with emphasis on effective use of intellectual capital of all employees of higher education institutions will help to improve the quality of their activities. Practical value. The theoretical and methodological principles proposed in the work on the quality management system of higher education institutions are designed to enhance the competitiveness of domestic education and can be applied by higher education institutions of all forms of ownership. The formation of a healthy lifestyle through education, the creation of health saving educational environment is one of the priorities of the state policy in the field of education. Higher education institutions are the most effective institutions for the formation of a healthy lifestyle and health culture of student youth. As they are trying to use their opportunities in the direction of harmonious development of psychophysical abilities of young people. The directions concerning health saving and formation of student youth healthy lifestyle are described. These include conducting and publishing annual monitoring studies on the health status of student youth and the spread of negative phenomena in the youth environment; improvement of the regulatory framework; development of scientific and methodological activities; intensifying the participation of student youth, communities and volunteers in the formation of a healthy lifestyle; a large-scale information campaign on promoting healthy lifestyles. The structural components of the model of student youth healthy lifestyle formation are revealed, including the following ones content, motivational and activity. The structural components of the model of formation of a healthy lifestyle of student youth in the conditions of a higher education institution, namely: content, motivational and activity, are revealed. Implementation of structural components is carried out through research work, educational activities, orientation of student youth to lead a healthy lifestyle and prevent harmful habits. The article investigates the ways of model implementation of student youth healthy lifestyle formation by means of physical culture in higher education institutions on the example of the faculty of physical culture and sports of the Mykolaiv V.O. Sukhomlynskyi National University The analysis of scientific and pedagogical, psychological, medical literature and literature on the theory of physical education gives grounds to assert that a healthy lifestyle of student youth is not only a social problem, but is an indicator of the general culture of man. Implementation of healthcare-saving pedagogical technologies begins with students, especially in institutions of higher education in pedagogical direction. It is from educators that the conscious attitude of the younger generation towards their own health, the formation of a culture of health and healthcare preserves. The prospects for further research will be to determine the effectiveness of the proposed model for the formation of the values of a healthy lifestyle in the process of physical education of student youth.

Given the clear priorities underlying physical education of student youth, it is mandatory for them to mastering the system of applied skills. At the same time, the objectification of the orientation of content of the swimming instruction system for students of free higher education institution should be carried out taking into account the opinions of the subjects of this process, namely students. Addressing students of different courses, we tried to find ways to optimize swimming preparation of students of higher education institutions and to cover as large a contingent as possible. Purpose: to determine the subjective opinion of students of Kherson State University on the level of their own swimming preparation. Methods: theoretical analysis and generalization, study of documentary materials, sociological methods of survey (questionnaire), methods of mathematical statistics. Organization. There were involved in the survey (during September-October 2020) applicants of higher education of the first (bachelor's) and second (master's) degrees of Kherson State University. In total, there were 1513 respondents, including 646 of first- year students, 458 of second-year students, 164 of third-year students, 213 of fourth-year students, and only 32 of 5-6-year students (expressed a desire to participate in the survey). Results. The results of a student’s different courses survey on the subjective attitude to their own level of swimming skills points to gradual decrease of particles attributable to various answers, starting with the option "I cannot swim" and as swimming preparation requirements increase. It was revealed the necessity of the expressed pedagogical influences on a considerable quantity of students of higher education institutions concerning correction of abilities and skills of swimming. Despite a certain hierarchy of answers, for each of the options for the level of swimming skills, we provide a generalized goal and system of tasks for the educational process of swimming in physical education of higher education institution. It is worth emphasizing the need to differentiate the methodological and organizational parts of the swimming system, because, given the integrity of the student contingent, motivational priorities, the existing level of swimming skills, attracting students, joint involvement of even one academic group in swimming is a complicated process.

This research has a singular and notable importance, because if something should concern a Higher Education Institution, it is knowing what is the destiny within society of the human resource trained in its classrooms, that product that the institution delivers to the community who are its graduates and professionals. For the Institutions of Higher Education it is satisfactory on the part of employers, that the training received in the Institution of Higher Education is indicated, that the majority of graduates and professionals are incorporated into the occupational market; that is to say; some exercise their profession and others do it in occupations that do not correspond to their profession, which is justified, being aware that one of the great problems of the contemporary world is undoubtedly the lack of demand for human resources for stable work, which according to Authorized and reliable studies of every 10 people who join the economically active population, only 3 have real possibilities of fully joining the labor market, either in the private or public sector.

Conceptual problems on a road to real democracy in higher education institutions were actualized and analyzed. Determined and characterized three models of higher education institutions activities based on the level of democratization needs of their social environment as: negative, neutral and favorable.

The present study aimed to map the evidence to provide an overview of actions implemented/executed and scales used in public higher education institutions to promote worker health. A scoping review based on the PCC (Population, Concept, and Context) mnemonic was conducted in PubMed, CINAHL, Scopus and Virtual Health Library (VHL). Population included workers from a higher education institution, the concept referred to studies focusing on the assessment of quality of life and health promotion actions and the context to higher education institutions. Electronic searches were held on December 2019. A qualitative synthesis of the data extracted from included studies (i.e. author, year, study design, sample, country, aims, action implemented/performed, thematic focus, evaluation) was performed. Electronic searches retrieved 3,330 articles that were screened by tittles and abstracts. Of these, 34 studies were fully appraised, of which four reported that actions implemented/executed related to sedentariness, posture and stress. The studies show 49 scales were identified to measuring at least one quality of life item. Through this scoping review the available evidence to provide an overview of actions implemented/executed and scales used in public higher education institutions to promote worker health. Future studies should consider more rigorous designs and objective measures to measure the quality of life of these professionals, and develop target interventions based on factors associated with the work. It is also necessary to evaluate whether the strategies work.

We have studied the construct of flexibility in higher education for many years, as researchers and practitioners. In this context we define flexibility as offering the student choices in how, what, where, when and with whom he or she participates in learning-related activities while enrolled in a higher education institution. In a textbook we wrote on the topic in 2001 we identified options that could be available to students in higher education to increase the flexibility of their participation. We studied these from the perspective not only of the student but also in terms of their implications for instructors and for higher-education institutions and examined the key roles that pedagogical change and technology play in increasing flexibility. Now is it nearly a decade later. We will revisit key issues relating to flexibility in higher education, identify in broad terms the extent to which increased flexibility has become established, is still developing, or has developed in ways we did not anticipate directly a decade earlier. We will also review our scenarios for change in higher education related to flexibility and contrast these with a more-recent set from the UK. Our major conclusion is that flexibility is still as pertinent a theme for higher education in 2011 as it was in 2001. Llevamos bastantes años estudiando la construcción de la flexibilidad en la educación superior, tanto desde la óptica de la investigación como de la práctica. Entendemos por flexibilidad la opción de ofrecer a los estudiantes la posibilidad de elegir cómo, qué, dónde, cuándo y con quién participan en las actividades de aprendizaje mientras están en una institución de educación superior. En el libro que escribimos sobre esta temática en 2001 identificamos opciones posibles para los estudiantes de educación superior con la finalidad de incrementar la flexibilidad de su participación. Lo estudiamos no solo desde la perspectiva del estudiante sino también desde las implicaciones para los profesores y para las instituciones de educación superior, y examinamos el papel fundamental que desempeñan el cambio pedagógico y la tecnología en el aumento de la flexibilidad. Ahora, diez años después, revisamos los temas clave relacionados con la flexibilidad en la educación superior e identificamos, en términos generales, hasta qué punto se ha ido estableciendo el incremento de la flexibilidad, si todavía está evolucionando o si ha evolucionado de una forma que no pudimos prever hace diez años. Revisamos también nuestros escenarios para el cambio en la educación superior relacionados con la flexibilidad y los contrastamos con un estudio más reciente llevado a cabo en el Reino Unido. Nuestra conclusión principal es que la cuestión de la flexibilidad en la educación superior sigue siendo tan pertinente en 2010 como lo era en 2001.
