The reproduce generation Hadist textually contains orders to have many offspring, butcan that Hadist still be applied to the contemporary context in order for exploding population causing many problems such as a quality of education, health, employment, public orderetc. This ultimately prompted the government to make family planning programs to anticipate the rate of population growth. The goverment claimed the the exploding population make the burden of the state will be more and more. In this study, researchers will attempt to study the reproduce generatuon Hadist depend on Gadamer hermeneutical perceptions, namely: First the reader or reviewer must be aware that the reader has its own horizon. Second, the readers have prejudice and hipotesa before reviewing, have assumptions as well. but the assumption must accept to be criticized and even modified according to the text content. Third, called the hermeneutic circle, which combines the horizon of the text with the horizon of the reader because certainly every text naturally has horizon when the text was born. Fourth, the application of the values ​​of the texts studied in the present context. The formulation of the issues raised in this study are: How the application of Gadamer's hermeneutical theory in understanding the Hadist. From this formulation of the problem the researchers found several things in between are: First, the message contained that hadith Rasulullah eager to have a lot of people on the Day of Judgment so that he will be proud of the number of Muslims. Secondly, we must still be applied in the present context because the goal is the number of Muslims in the future.

The sharp decline in the death rate in Turkey after World War II caused a rapid population expansion. In 1965, Turkey had to change its traditional pronatalist policy. The objective of this new policy, specified in the First Five-Year Development Plan, was to counteract the adverse effects of rapid population growth on economic development. The plan envisaged a forceful implementation of its new policy. The subsequent Second and Third Plans, however, placed a lower priority on the control of population growth even though the actual rate of growth was not changed appreciably. The implementation of family planning programs by the government has always been slow and results have lagged far behind both targets set in the plans and public demand. It is encouraging that the public attitude continues to be favorable, in spite of slow government action, and that the level of contraceptive use is increasing. In fact, the small family norm is accepted by the majority of families in Turkey. Knowledge of modern contraception is rapidly being disseminated, though no modern means has yet displaced coitus interruptus as the most frequently used method. The probable reasons for the low priority given to family planning programs by the government are discussed. International agencies and governments which have bilateral agreements with the Turkish government always give a high priority to requests related to family planning. The resources they have provided, however, have not been utilized properly and have had little effect on the projects. Grant and loan giving agencies have recently requested the Turkish government to provide them with a long-range comprehensive program in population control so that they can coordinate their assistance within its broad framework.

In minimizing population growth that occurs in Indonesia one of them can be done with a family planning program (KB) that has been carried out by the government. In accordance with the framework and ideals of the Indonesian people listed in the opening of the 1945 Constitution. The purpose of the study was to describe the implementation of improving population control through family planning programs in Semarang District in terms of Article 4 Paragraph (1) of the Central Java Regional Regulation No. 6 of 2013 and Knowing the supporting and inhibiting factors in overcoming population control through family planning programs in Semarang Regency. This legal research method uses a qualitative approach with a type of socio-legal research. The results of the study were obtained that (1) The implementation of family planning programs in Semarang Regency was carried out well from the central level to the field. The Office of PP, PA, and KB carry out regulations related to family planning programs which are the vision of the Regent. By communicating, providing information and education to the community and providing socialization and coordination in the implementation of family planning. (2) The supporting factor is the regulation on the implementation of family planning; there is reliable medical personnel. As for the inhibiting factors, not all communities accept the existence of a family planning program; community culture that is still strongly attached to each individual community. The conclusion is that the success of family programs goes very well and cannot be separated from community participation. So that it can be seen from the number of babies born can be reduced from 14,127 in 2015 and 13,328 in 2016 which are spread from 19 districts in Semarang Regency.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

This article presents the results of a number of operations research studies (OR) of family planning services provided by a new cadre of female village-based family planning workers in Punjab Province, Pakistan. This cadre of workers, recruited nationwide, have been trained to visit women in their villages to provide information and family planning services. The studies were conducted as part of a broad program of technical assistance to the Government of Pakistan. Surveys investigated the quality of their training as well as attitudes among clients to the new program. They found that the program is developing well but there is room for improvement, particularly in counseling and training. Additional field studies are ongoing and recommendations for change have been incorporated in training and supervision. The program is expanding on a national scale.

AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.

Abstract: The population growth in Indonesia is increasing rapidly every year, so to help the government control the population growth through family planning programs, especially in the city of Batam. This study explains and describes one of the Artificial Terms Network methods, namely Backpropagation, where this method can predict what will happen in the future using data and information in the past. This study aims to predict the birth rate in the city of Batam to help the government with the family planning program. The data used is the annual data on the number of births in the city of Batam in 2016-2020 at The Civil Registry Office. To facilitate the analysis of research data, the data were tested using Matlab R2015b. In this study, the training process was carried out using 3 network architectures, namely 4-10-1, 5-18-1, and 4-43-1. Of these 3 architectures, the best is the 4-43-1 architecture with an accuracy rate of 91% and an MSE value of 0.0012205. The Backpropagation method can predict the amount of population growth in the city of Batam based on existing data in the past.           Keywords: artificial neural network; backpropagation; prediction   Abstrak: Pertumbuhan jumlah penduduk diindonesia yang setiap tahun meningkat dengan pesat, maka untuk membantu pemerintah mengendalikan jumlah pertumbuhan penduduk melalui program keluarga berencana khususnya dikota Batam. Penelitian ini  menjelaskan dan memaparkan tentang salah satu metode Jaringan Syarat Tiruan yaitu Backpropagation, dimana metode ini dapat memprediksi apa yang akan terjadi masa yang akan datang dengan menggunakan data dan informasi dimasa lalu. Penelitian ini bertujuan untuk memprediksi tingkat kelahiran di kota Batam sehingga membatu pemerintah untuk perencanaan keluarga berencana. Data yang digunakan yaitu data tahunan jumlah kelahiran di kota Batam pada tahun 2016-2020 pada Dinas Kependudukan dan Catatan Sipil. Untuk mempermudah analisis data penelitian maka, data diuji menggunakan Matlab R2015b. Pada penelitian ini dilakukan proses pelatihan menggunakan  3 arsitektur jaringan yaitu 4-10-1, 5-18-1, dan 4-43-1. Dari ke-3 arsitektur ini yang terbaik adalah arsitektur 4-43-1 dengan tingkat akurasi sebesar 91% dan nilai MSE 0,0012205. Metode backpropagation mampu memprediksi jumlah pertumbuhan penduduk di kota Batam berdasarkan data yang ada dimasa lalu. Kata kunci: backpropagation; jaringan syaraf tiruan; prediksi

Indicator of Indonesian’s national development is the quality of education. Islamic school’s funding is an important instrument to improve access, quality, and competitiveness of educational institution. Islamic schools education funding source are joint responsibility of the government and the community. Community-sources funding is managed by the Islamic school committee and supervised by the internal supervisor. Moreover, the financial management was carried out with the following mechanism: submitting the proposal from the Islamic school to the committee, approving the proposal, disbursement process, and then reporting the agenda to the Islamic school committee. Therefore, the committee’s internal supervisor is controlled every 6 months. In addition, the following barriers come from the parents and student.

This study aims to analyze the effect of economic growth, provincial minimum wage, and education level on open unemployment rate in Indonesia in 2011-2015, either simultaneously or partially. Using panel data with Fixed Efect Model (FEM) approach and using secondary data of 33 provinces in Indonesia. The model estimation results show that the variable of economic growth, provincial minimum wage, and education level simultaneously have significant effect on open unemployment rate in Indonesia. While the partial variable of economic growth has a negative effect but no significant effect on the unemployment rate. The provincial minimum wage variable is partially positive and significant to the unemployment rate. The variable of educational level also have positive and significant effect to unemployment rate. The government is expected to pay serious attention to economic growth, minimum wage system, improving the quality of education, the issue of availability of employment opportunities. Keyword: Economic Growth, Wage, Education, and Unemployment

The existence of the board of education in the province of Jakarta is a form of responsibility and community participation in education. Board of education was positioned as a companion to the government, whose presence is expected to be a strategic partner between the public and the government in the management and organization of education. Duties and functions of the provincial board of education is to provide recommendations to the governor about the the access and quality of education services. As the forum community participation, DKI Jakarta provincial education boards also helped encourage accountability and transparency of the use of public funds with the organizers that the school education department and school committees in open access usage of school funds to the public
