The existence of the board of education in the province of Jakarta is a form of responsibility and community participation in education. Board of education was positioned as a companion to the government, whose presence is expected to be a strategic partner between the public and the government in the management and organization of education. Duties and functions of the provincial board of education is to provide recommendations to the governor about the the access and quality of education services. As the forum community participation, DKI Jakarta provincial education boards also helped encourage accountability and transparency of the use of public funds with the organizers that the school education department and school committees in open access usage of school funds to the public

This article aims to get an overview of how basic concepts of economics ofeducation at the level of the supra-structure and infra-political structure inIndonesia. In that state of supra structure that includes the legislative, executive,judicial, and other state institutions, the government of Indonesia has made apolicy in writing that stated in the mandate of the constitution the Constitutionof 1945 of the State's obligation in financing education in Indonesia. Educationfunding is contained in Article 31 paragraph (4) of the 1945 Constitution thatthe State prioritize the education budget by 20% from APBN/APBD. If seen in astate of infra-structure that covers the center of the political power of thepeople, contained in elements of social organization, political figures,community leaders, the tools of political communication, and especially apolitical organization or political party is able to affect the workings of theapparatus of the public to express, distribute, translate, convert demands,support and the specific problems associated with the public interest, especiallyin this case the education sector, the government has given freedom inexpressing their opinions. It is proved that the Indonesian State has beenattempted in the give attention to education for its citizens. Because with aquality education will be able to improve economic growth and development ina Country. However, the education budget by 20% is considered not able tomaximize the improvement of the quality of education in Indonesia, so the needfor a new policy in increasing the percentage of the budget for education.

China experienced both economic and epistemological transitions within the past few decades, greatly increasing demand for accessible and affordable health care. These shifts put significant pressure on the existing outdated, highly centralized bureaucratic system. Adjusting to growing demands, the government has pursued a new round of health reforms since the late 2000s; the main goals are to reform health care financing, essential drug policies, and public hospitals. Health care financing reform led to universal basic medical insurance, whereas the public hospital reform required more complex measures ranging from changes in regulatory, operational, and service delivery settings to personnel management. This article reviews these major policy changes and the literature-based evidence of the effects of reforms on cost, access, and quality of care. It then highlights the outlook for future reforms. We argue that a better understanding of the unintended consequences of reform policies and of how practitioners’ and patients’ interests can be better aligned is essential for reforms to succeed.

Since the enactment of decentralization of education, maximizing the role of school and community stakeholders has become very important in supporting the success of the education process in schools. The actualization form of education decentralization is realized by the existence of school committees which are expected to carry out their roles maximally in improving the quality of education. With the aspect seen, namely the role of the school committee as consideration, support, control, and role as mediator, the role is as a form of improving the quality of education in accordance with the mandate stated in the Minister of National Education Decree Number: 044 / U / 2002 dated April 2, 2002 Therefore, with regard to efforts to improve the quality of education, the government has actually issued a policy namely education autonomy. Educational autonomy as a form of education decentralization, gave birth to an important concept for the implementation of education. One of these important concepts is School-Based Management (SBM) which later gave birth to the School Committee as a manifestation of community participation in the world of education. The concept encourages school and community committees to become unified and complementary, and can even provide a color for the formulation of quality in schools. Society is an unequaled educational resource for education units. In community schools can be a foundation for improving and service quality education in the implementation of education.

The government formed the Education Board to ensure the implementation of a democratic and quality education policy through community involvement as education stakeholders. By examining the achievement of the objectives of the establishment of the Education Board, this study wanted to see how the Education Board contributed to improving the quality of Education services in Cirebon District. This research was conducted qualitatively in 2019 with the method of data collection through in-depth interviews, questionnaires, and document studies. The results showed that the Board of Education had not yet optimally contributed. The general public does not understand the existence of the Board of Education. Community participation in education that should be optimized through the School Committee has also not been optimally touched. Collaboration with industry has not been established so that the involvement of the Industrial Business World in the development of Education has not been optimal. The absence of rules regarding budget allocations for the implementation of the Education Board activities, resulting in the Education Board unable to work optimally.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

The author focuses on the manner and effects of German higher education reforms that have changed the model of university management. The point of reference is the quality of education and its role, how universities ensure it, and how it is verified through evaluation and accreditation. These elements divide the article into two parts: a part about quality and a part about evaluation and accreditation. The analysis includes the impact of global processes and Europeanization. The research approach is characteristic for public policies, sciences of management and quality. The theories used in this article: the theory of systems and neo-institutionalism, as well as perspectives: the university as an active strategic partner, entrepreneurial university, the third role of universities. The past decade has seen the growth of a considerable literature on the link between government popularity, as reflected by the proportion of the public indicating their intention to vote for the government in opinion polls, and the state of the economy, as represented by certain key variables. The work began in the early 1970s with articles by Goodhart and Bhansali, Mueller, and Kramer. It continued through the decade; some of the more recent contributions can be found in a set of readings edited by Hibbs and Fassbender. However, despite the amount and quality of this work, problems remain. Principal amongst these, as Chrystal and Alt have pointed out, is the inability to estimate a relationship which exhibits any degree of stability either over time or between researchers. Nearly all the studies have been successful in finding a significant relationship for specific time periods, but when these are extended, or when the function is used to forecast outside the original estimation period, the relationship appears to break down.

AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.

Indicator of Indonesian’s national development is the quality of education. Islamic school’s funding is an important instrument to improve access, quality, and competitiveness of educational institution. Islamic schools education funding source are joint responsibility of the government and the community. Community-sources funding is managed by the Islamic school committee and supervised by the internal supervisor. Moreover, the financial management was carried out with the following mechanism: submitting the proposal from the Islamic school to the committee, approving the proposal, disbursement process, and then reporting the agenda to the Islamic school committee. Therefore, the committee’s internal supervisor is controlled every 6 months. In addition, the following barriers come from the parents and student.

The rapid technology development and information made public (community) being so critical to the policies was taken by the government. This requires police institution to maintain of security guards, public order, enforce the law, provides protection, aegis and service to the community. Public Relations (PR) is an agency which have a duty to understand and evaluate a variety of public opinion in order to help to create harmony between particular agencies with the public. In order to increase quality of human resources in Police Department are required personnel with the ability in resolving problems the happens in society. In resolving these problems, that needed cooperation between police department, college and the community. The contribution of college to police department and the community with conducting the devotion to the community in cooperation Polresta Tangerang. The method in use in devotion community is by providing training of the role of public relations to Polresta Tangerang members through zoom cloud meeting. The role of public relations training aimed at giving public knowledge include similarity in communication, public relations function, basic principles of public relations, the management of the community and management of media relations may be good quality police. The evaluation of the training be concluded that the training that performed capable of increase understanding participants on the role of public relations.
