Indicator of Indonesian’s national development is the quality of education. Islamic school’s funding is an important instrument to improve access, quality, and competitiveness of educational institution. Islamic schools education funding source are joint responsibility of the government and the community. Community-sources funding is managed by the Islamic school committee and supervised by the internal supervisor. Moreover, the financial management was carried out with the following mechanism: submitting the proposal from the Islamic school to the committee, approving the proposal, disbursement process, and then reporting the agenda to the Islamic school committee. Therefore, the committee’s internal supervisor is controlled every 6 months. In addition, the following barriers come from the parents and student.

This research aimed to describe the financing management planning, implementation of education financing management and education financing control to improve the quality of education in RA Mambaul Ulum Sumurgung Montong Tuban. The method used in this research through observation, interviews and documentation. The results showed that 1) financing management planning was arried out by referring to the budget ceiling, not exceeding the budget determined by the government or financing from parents or the community, if the source of cost comes from the government then must look at the rules that have been determined by the government, if financing income comes from the community, so the financing management plan was carried out according to the principle of primary school needs to tertiary needs but within limits did not violate the rules 2) Madrasah financing implementation activities included two major activities, consisting of school financial revenues and expenditures. The financing management activities included bookkeeping or financial management activities 3) control/evaluation included the activities of checking and evaluating the plan and implementation of education funding can be carried out in accordance with the initial financing plan and its implementation.

The head of the madrasa is a leader who has a big responsibility to be able to improve the quality of education in an educational institution. The quality of the institution's education will be able to improve if the head of the madrasa is able to carry out tasks and work properly in accordance with the principal functions of leadership. The leadership function that must be possessed by the head of the madrasa includes Idealism, intellectual, caring and charisma. Improving the quality of education is one of the efforts that can be made to develop human resources for national development. Quality education institutions can be seen from three things, namely input (resources owned), process and output (graduates). Therefore from formal education in schools it is expected that students can develop optimally all the potential that exists in them. So that the school will be able to print graduates who have competency and have high competitiveness.

Opinions are varied on whether Nigeria is a failing or failed state. The inability of the ruling class to sustain the tempo achieved in the development of the country in the opening years of its independence has often agitated the minds of discerning and concerned citizens. Infrastructural decay, corruption, political ineptitude, declining economic conditions, social inequality, religious bigotry, and a general sense of insecurity have pervaded the country’s domestic landscape. In particular, the declining fortunes of the education sector and the apparent official neglect of that sector have placed Nigeria’s present and future on a dangerous pedestal. Education is synonymous with self-improvement and national development. Yet, its progress has stagnated and indeed deteriorated over the years. Heaping the blame on one cause is an exercise in futility. Rather, there should be concerted efforts at both the official and unofficial levels to checkmate the obvious decline in both the quality of education and its perception by the government as secondary to other national issues.

Accreditation is the recognition and assessment of the authorities on the quality of education in the educational institution. This recognition or assessment is to provide assurance to the community that the institution is feasible and becomes the main reference for the learning process to occur, so that the output is guaranteed and can be used by the community of graduates of the educational institution. Basically, the school always strives to improve the accreditation of its school with the aim that the school gets an accreditation rating that is better than the accreditation value of the previous five years. Therefore, the school is trying to prepare well all the things needed in school accreditation, starting from the preparation stage to the implementation stage of school accreditation. The purpose of this study was to determine the school's efforts to improve school accreditation. This research uses a double hermeneutic approach which is none other than the qualitative research subtype of Giddens with this type of research being descriptive. This study found that the efforts made by the school accreditation team in both SMP Negeri 9 Padang and SMP Negeri 36 Padang were the same effort. The efforts included: filling the accreditation instrument and the accreditation supporting data and information collection (IPDIP) instrument. prepare all accreditation documents and supporting information (IPDIP) of accreditation, complete school accreditation documents / data, take time before going home or on holidays to prepare school accreditation documents, appoint more professional teachers in PBM to be assessed as accreditation assessors, complete facilities and school infrastructure, decorating the accreditation assessment room as attractive as possible, inviting the school committee on the day of the school accreditation assessment

Education is an essential instrument of social transformation and economic development. Financing of primary education is of vital importance due to it being a fundamental right in most modern societies. Government spending on primary education in Karnataka has been increasing in recent years to improve access to and quality of education. Also, the Government of Karnataka has introduced many attractive schemes in the state and the support of the Central government and private organizations. The study aims at measuring the effectiveness of such programs on improving the enrolment and access of children at the primary education level in Karnataka.

Autonomy of education as a form of education decentralization results in an important concept for education implementations. One of them is School Based Management (MBS) which then forms School Committee and Education Board as society participations in the education field. Education is a shared responsibility between family, society, and government. Therefore, the school committee as an element of society affiliated in institutions of education has important and strategic roles in the implementation of education. Thus, its roles and functions need to be optimized to improve the quality of education. In general, this study aims to describe objectively the roles of the school committee in improving the quality of education in Tuban Regency. As samples, four primary schools (elementary scholls and madrasah ibtidaiyah) are observed. The research method used is descriptive qualitative research in the form of naturalistic by design or research strategy of the case study. The types of data sources are (1) events, namely the role of school committees in schools, (2) Informants or interviewees consisting of element school committee, principals, and teachers, and (3) Archives or documents. Data collection is performed by observation, in-depth interviewing and document analysis. To analyze data, the interactive analysis model is conducted. The results show that (1) In improving the quality of education, the school committee has collaborated with the school manager in various forms, as well as providing supports both morally and materially. (2) Giving considerations to the school is done through discussions of school committee members. (3) Instructions and supports are manifested by recommending to add the number of teaching staffs and educational personnel as needed. (4)  Consideration in the determination and implementation of education policy is realized by the role of the school committee in arranging RAPBS, plenary meetings or school activities. (6) The monitoring is carried out periodically by requesting accountability reports of learning activities and financial management of the school to assure the transparency and accountability. (7) The mediation role is conducted by delivering government policies in the plenary meeting regarding the education program. Based on the results mentioned, in improving the quality of education in school (madrasah), it is suggested that (1) the school committee is always active and creative in empowering the existing resources in schools and society to support the improvement of education optimally. (2) The school principal can cooperate with the school committee in synergy. (3) Teachers always take care the suggestions from school committee to improve the teaching quality and service for students. (4) Education Ministry and Education Board in Tuban as to their authorities always contribute to school committee to be more empowered in supporting government programs at the level of primary education units

Abstract One form of actualization in Indonesian education was the establishment of a body called School Committee that replaced the existence of the Education Organizing Body (BP3), stipulated through the Decree of the Minister of National Education No. 044/U/2002 dated April l2, 2002. The name of BP3 was changed into the School Committee due to the need of full community involvement in improving the quality of education. One of the objectives of the school committee is to increase the responsibility and participation of the community in the implementation of education in the education unit. In this present study, the focuses were on the process and the mechanism of the formation of the madrasah (Islamic school) committee organization, the planning carried out by the madrasah committee in improving the quality of madrasah education, and the implementation of the madrasah committee programs in improving the quality of education in Aceh Besar District. This study employed qualitative research methods. Data were collected through observation, interviews, and documentation. Findings showed that the process and the mechanism in forming the madrasah committee in Aceh Besar District were based on the decision of the Ministry of Education on the establishment of community-based organizations, including by mutual deliberations or meetings held every 3 years in a transparent, accountable, and democratic manner, and by involving the community as an education unit partner. Further, the planning of the madrasah committee in improving the quality of madrasah education was carried out by establishing the structure of the committee and holding regular meetings with madrasahs and the community every three months or at the end of each semester, and also by preparing and organizing religious and national holidays together with other madrasahs. In addition, the madrasah committee programs were well implemented in Aceh Besar, as seen from the involvement of all elements from both madrasahs as the organizers of the activities and the community as the provider of advice and input. The programs included the religious and the extracurricular programs in collaboration with the sub-districts and district of Aceh Besar.

Since the enactment of decentralization of education, maximizing the role of school and community stakeholders has become very important in supporting the success of the education process in schools. The actualization form of education decentralization is realized by the existence of school committees which are expected to carry out their roles maximally in improving the quality of education. With the aspect seen, namely the role of the school committee as consideration, support, control, and role as mediator, the role is as a form of improving the quality of education in accordance with the mandate stated in the Minister of National Education Decree Number: 044 / U / 2002 dated April 2, 2002 Therefore, with regard to efforts to improve the quality of education, the government has actually issued a policy namely education autonomy. Educational autonomy as a form of education decentralization, gave birth to an important concept for the implementation of education. One of these important concepts is School-Based Management (SBM) which later gave birth to the School Committee as a manifestation of community participation in the world of education. The concept encourages school and community committees to become unified and complementary, and can even provide a color for the formulation of quality in schools. Society is an unequaled educational resource for education units. In community schools can be a foundation for improving and service quality education in the implementation of education.

The quality of education service can observe with how the institution gives a quality asurance. The government pass-through Kepmenpan No: KEP/25/M.PAN/2/2004 have made guedeline to assess of costumers satisfaction for every institution belonging to the educational institution. Health Polytechnic Palangka Raya as an educational institution has given education serve need to measure costumers satisfaction. The survey has been a method on this research with a questioner as the instrument. 437 people have been a respondent on this research consists of student, lecturer, staff, parent, alumni, and stakeholder. The result of the research have shown the student, lecturer, and parent satisfaction index value belonging to a good actual performance and very good for staff, alumni, and stakeholder. Thereby, it is generally that educational services on Health Polytechnic Palangka Raya were given satisfaction to the student, lecturer, staff, parent, alumni, and stakeholder.

School Operational Aid (BOS) is a government policy through the Ministry of Educationand Culture, which is fully authorized its management to the schools by referring to theconditions set by the government. Schools with School Committee work together inutilizing the BOS funds to improve access and quality of education. With theimplementation of BOS policy on school, then it have need of evaluating the BOS policywhich this study discuss the empowerment of schools and the School Committee in themanagement of BOS. The problems of this research are about how: (1). The level of policyperformance of the BOS program; (2). The level of policy effectiveness of BOS program;(3). The level of policy outcome of the BOS program; (4). The policy impact of the BOSprogram. These four issues are analyzed in relation to empowerment of school and schoolcommittee. This research applied descriptive qualitative method, with the data in the formof descriptions of the activities, work systems or behaviors exist in Pacitan EducationDepartment, Schools and the School Committee recipient of BOS funds as the subject ofthe research. Data obtained by interview, observation and documentation studies. From thedata analysis and discussion, it is concluded as follows: First: The level of performance ofthe BOS policy have achieved the objectives which the BOS has been targeted to help thepoor students and ease the burden of other students; Second: The level of efficiencyindicates that with the lack of BOS funds schools can still carry out activities to reach thestandard results; Third: The level of outcomes have succeeded in increasing APK, controlfor APS, graduates proceed to a higher level, the BOS fund management transparent andaccountable, the increase of parents participation in helping schools, results of NilaiEbtanas Murni (NEM) increases, an increasing number of schools are accredited B;Fourth: The impact of policy on the BOS program, among others, the increase in theHuman Development Index (HDI), the increase in students passing the national exam andan increase in per capita income.
