The article focuses on the current issues involved in training specialists for the digital transformation of the domestic economy via 1C technologies. The work covers the issues of vocational guidance for talented young people in the sphere of IT, including teaching schoolchildren and providing occupational integration. The authors analyse areas of cooperation between the education system, government and business, as well as the development of educational 1C technologies. The focus is on the WorldSkills best practices in the training and assessment of students as well as young professionals working in the field of developing business IT solutions. The issues of automating the management of an educational institution are considered.

В статье проведен анализ текущего состояния цифровизации российской промышленности, рассмотрены проблемы и выявлены перспективы трансформации промышленности в цифровой экономике. Мониторинг процесса выявил достаточно высокую степень первичной компьютеризации, растущую включенность промышленных предприятий в цифровой обмен с поставщиками и потребителями, динамичное развитие отечественного программного обеспечения. Одновременно он показал, что развитие цифровой трансформации российской промышленности по сравнению со странами-лидерами этого глобального процесса находится пока еще на начальной стадии, а достижение поставленных амбициозных задач требует высокой инновационной активности и грамотной промышленной политики. В работе раскрываются существующие барьеры и трудности на пути реализации этих требований, а также предлагаются шаги по их преодолению в интересах ускорения развития отечественной экономики в целом.The article analyzes the current state of digitalization of the Russian industry, considers the problems and prospects of transformation of industry in the digital economy. Monitoring of the process revealed a sufficiently high degree of primary computerization, the growing involvement of industrial enterprises in the digital exchange with suppliers and consumers, the dynamic development of domestic software. At the same time, he showed that the development of digital transformation of the Russian industry in comparison with the countries-leaders of this global process is still at an early stage, and the achievement of ambitious goals requires high innovation activity and competent industrial policy. The paper reveals the existing barriers and difficulties in the implementation of these requirements, and proposes steps to overcome them in order to accelerate the development of the domestic economy as a whole.

Введение. Статья посвящена разработке теоретических положений и практических рекомендаций. В статье рассматриваются аспекты деятельности и развития региональных университетов с позиции уникальности учебных заведений. Представлен обзор научной литературы, содержащей исследование национальных программ цифровизации экономики в целом и ее отдельных направлений. Изучены работы, посвященные рассмотрению тенденций развития, цифровизации и безопасности экономики и ее субъектов, в том числе региональных. Дано видение региональных университетов в системе образования в целом, в инновационной среде, в условиях цифровизации системы, в структуре технологического предпринимательства. Отмечена актуальность исследования уникальности деятельности региональных университетов в условиях активизации дистанционного формата обучения при необходимости предотвращения распространения коронавируса. Данные и методы. Проведен анализ эмпирических данных, опросов и исследований, касающихся развития регионального университета в цифровой экономике. В основу структурного анализа особенностей развития положен принцип уникальности деятельности университетов с учетом их традиций и опыта, специфики региона. Представлены результаты изучения тенденций мирового развития системы высшего образования в региональном разрезе. Предложена классификация особенностей развития региональных университетов, основывающаяся на ряде признаков, определяющих уникальность подхода к подготовке высококвалифицированных специалистов в условиях цифровизации экономики. Полученные результаты. В соответствии с особенностями развития выделены и структурированы аспекты, определяющие сохранение уникальности или переход к стандартизации деятельности регионального университета. В числе особенностей - ориентация деятельности университета на внутреннюю или внешнюю сторону региональной образовательной системы; статус учебного заведения в системе образования с точки зрения масштабности реализации проектов различных уровней; традиционные и креативные подходы к организации образовательного процесса; репутация университета в академическом и бизнес-сообществе; степень включенности в систему цифровизации; широта специализации вуза; ориентация показателей успешности деятельности университета на процесс или результат. Заключение. Результаты исследования могут быть использованы в качестве теоретической базы для изучения ряда вопросов цифровизации экономики, науки и образования. С практической точки зрения, полученные результаты будут способствовать совершенствованию организации образовательного процесса в региональных университетах. Introduction. The article deals with the aspects of the activity and development of regional universities from the point of view of the uniqueness of educational institutions. The review of the scientific literature containing the research of national programs of digitalization of the economy as a whole and its separate directions is presented. The works devoted to the consideration of trends in the development, digitalization and security of the economy and its subjects, including regional ones, are studied. The vision of regional universities in the education system as a whole, in the innovative environment, in the conditions of digitalization of the system, in the structure of technological entrepreneurship is given. The relevance of the study of the uniqueness of the activities of regional universities in the context of the activation of distance learning in the need to prevent the spread of coronavirus is noted. Data and methods. The analysis of empirical data, surveys and studies related to the development of a regional university in the digital economy is carried out. The structural analysis of the development features is based on the principle of the uniqueness of the universities ' activities, taking into account their traditions and experience, and the specifics of the region. The results of the study of trends in the global development of the higher education system in the regional context are presented. A classification of the features of the development of regional universities is proposed, based on a number of features that determine the uniqueness of the approach to training highly qualified specialists in the conditions of digitalization of the economy. The results obtained. In accordance with the peculiarities of development, the aspects that determine the preservation of uniqueness or the transition to standardization of the activities of a regional university are identified and structured. Among the features are the orientation of the university's activities to the internal or external side of the regional educational system; the status of the educational institution in the educational system in terms of the scale of implementation of projects at various levels; traditional and creative approaches to the organization of the educational process; the reputation of the university in the academic and business community; the degree of involvement in the digitalization system; the breadth of the university's specialization; the orientation of the university's success indicators to the process or result. Conclusion. The results of the research can be used as a theoretical basis for studying a number of issues of digitalization of the economy, science and education. From a practical point of view, the results obtained will contribute to improving the organization of the educational process in regional universities.

From the perspective of a systematic integrated approach, the article formulates the main directions of digital transformation of higher education system in sustainable education in all its components, taking into account the requirements of the modern digital economy as the leading trend in the country’s innovative development model. The authors consider essential content of the digital economy as a vector of innovative trends focused on the training of specialists of a qualitatively different level, and present the results of the formation of the digital economy in the Personnel and Education direction in 2025. One of the essential components of the modern educational process is the electronic information and educational environment, which is considered as a system that includes innovative technology platforms as an indispensable element for the generation and processing of knowledge. The article explores the prospects for improving the Russian scientific and educational system based on innovative methods of education using neural network technologies, the need for a transition to online education with integrated systems of natural and artificial intelligence. The paper identifies obstacles that significantly hamper the sustainable development of online education, one of which is the lack of teachers of the new formation who can work in the digital environment. It also presents an analysis of the results of a comprehensive study to assess the readiness of higher education to the parameters of the digital economy, showing that most universities are at the initial stage of the informatization and automation processes, which proves the relevance of the materials presented.

Problem and purpose. Digital transformation is a key trend of the economic development. Russia still lags behind countries leading in the digitalization. Insufficient development of relevant skills is one of the constraints. The share of Generation Z (born in 1996 and later) will achieve 25% of the labor force by 2025. This statement emphasizes the need to develop competencies for the younger generation that respond to the requirements of the digital economy. The purpose of the study is to assess the contribution of the Russian higher education system to the reproduction of the juvenile potential of the economy in the context of its digital transformation, to identify constraining factors and develop basic recommendations aimed at eliminating them. Materials and methods. The study is based on the use of economic and mathematical methods, including factorial, correlation and regression analysis. The dynamic series of indicators characterizing the state of the investigated sphere in 2001–2019 have been studied. For analytical data processing, the software capabilities of the Statistica package are used. Research results. The author's system of indicators has been developed, which makes it possible to assess the role and capabilities of the higher education system for the reproduction of the juvenile potential of the digital economy – 18 indicators characterizing the financial and material-technical, intellectual, educational potential, the coverage of young people with higher education programs, the effectiveness system of higher education. The formula for calculating the integral indicator of the juvenile potential is mathematically substantiated. Modeling of the dependence of the integral indicator on a set of influencing factors has shown that with an increase in the number of teaching staff by 1 sigma, the integral indicator of juvenile potential will on average increase by 1.758 sigma while fixing other exogenous variables at a constant average level; with an increase in the number of personal computers used for educational purposes by 1000 students per 1 sigma, the integral indicator of juvenile potential will, on average, increase by 1.078 sigma, while fixing other exogenous variables at a constant average level. Discussion and conclusion. The study showed that for the formation of the juvenile potential of the digital economy of the Russian Federation, it is necessary to develop the human resources of higher education and its digital environment. To solve the designated tasks, a system of measures has been developed.

Introduction. Insufficient competitiveness of Russia is one of the key problems constraining scientific, technological, social and economic development of the country. Scientific interest is the formation of youth competitiveness as the special social and demographic group having a strategic importance for the country. In the course of population competitiveness formation, the leading place is taken by an education system and professional education.The aim of the present publication was to scientifically judge modern professional education system aspects directed to formation of a competitive orientation and competitiveness of the younger generation. The sociological research described in the article is devoted to studying of practical application of the competencies received in institutions of professional education by working youth before their admission to employment.Methodology and research methods. The review and synthesis of scientific sources content corresponding to the announced subject and research problems were performed at theoretical stage of the research. In the course of empirical stage, social questionnaire survey was conducted among the working youth (N=956). Acquired data were processed using the license version of the SPSS programme. In addition, the selective secondary (comparative) analysis of social science research, conducted by Russian and foreign scientists, was applied.Results and scientific novelty. The issues of formation of competitive orientation and competitiveness, competitive competencies of the personality are considered according to social standpoints. It is noted that the higher the education level of the respondent is, the more positive the self-assessment of his or her competitiveness is. The working young people with the higher education show the highest level of self-assessment of competitiveness. Certain characteristics of modern youth, influencing on modernisation of institutions of professional education, are disclosed. Today, the main task of students is the acquisition of skills of orientation and navigation in the information flow and space of powerful socio-cultural transformations. Therefore, the education system is forced to be reconstructed for preparation of holders of complex knowledge and competencies, generators of newideas and projects. Consequently, there is the demand for the development of individual educational  programmes and modules, freedom of access for students to new resources and technologies, change of functions and competencies of pedagogical workers.The conclusion is drawn that the assessment of own competitiveness acts as the defining factor of the relation to the chosen field of occupation. The respondents focused in the labour sphere on competitive strategy more often recognise insufficiency of knowledge and competencies received by them during the learning process in educational institution. The direct consequence and the indicator of high level of competitiveness is high income level of young specialists. The working young people, who consider themselves competitive, note more often: satisfaction with their occupation; compliance of the work responsibilities with the profession obtained; availability of several professions. The representatives of this category of respondents consider their professional choice as the right and final, characterising themselves as executive, efficient and prospective employees.Practical significance. The undertaken research enriches sociological theory with new knowledge on competitiveness of young people. The materials of the research can be applied in the system of education to design the recommendations on formation and development of necessary qualities in the studying youth. Moreover, the outcomes of the present research can be useful for the heads and administrators of organisations and enterprises, who are engaged in successful professional adaptation of young employees.

Introduction. The article describes the e-education system, modern e-learning tools and their role in enhancing the competitiveness of a graduate of a modern educational institution, in particular, concerns applying graduate’s competences in modern conditions of the territories of advanced social and economic development.Materials and methods. The author considers the competency-based characteristics of the involved teacher, diverse electronic educational resources and their types, their advantages and certain disadvantages, as well as their prospects in the perspective of the educational subject.Results. Great importance is given to the motivation of the specialist, including educational and cognitive aspects. Potential competitiveness directly depends not only on the educational and cognitive motivation that drives the learning process and allows the specialist to acquire the maximum amount of specialty-related knowledge and skills, but also on the professional one, which provides the professional orientation.Discussion and Conclusions. The social significance and the prospect of implementing electronic education system in Russian reality, especially in the context of economic, geographical and social inequality at the territories of advanced social and economic development, are revealed. Elements of e-education, adequately integrated into the vocational training system, are able to provide increased competitiveness and adaptability of a specialist in the digital economy.

Energy generation, along with other sectors of Russia’s economy, is on the cusp of the era of digital transformation. Modern IT solutions ensure the transition of industrial enterprises from automation and computerization, which used to be the targets of the second half of the last century, to digital enterprise concept 4.0. The international record of technological and structural solutions in digitization may be used in Russia’s energy sector to the full extent. Specifics of implementation of such systems in different countries are only determined by the level of economic development of each particular state and the attitude of public authorities as related to the necessity of creating conditions for implementation of the same. It is shown that a strong legislative framework is created in Russia for transition to the digital economy, with research and applied developments available that are up to the international level. The following digital economy elements may be used today at enterprises for production of electrical and thermal energy: — dealing with large amounts of data (including operations exercised via cloud services and distributed data bases); — development of small scale distributed generation and its dispatching; — implementation of smart elements in both electric power and heat supply networks; — development of production process automation systems, remote monitoring and predictive analytics; 3D-modeling of parts and elements; real time mathematic simulation with feedback in the form of control actions; — creating centres for analytical processing of statistic data and accounting in financial and economic activities with business analytics functions, with expansion of communication networks and computing capacities. Examples are presented for implementation of smart systems in energy production and distribution. It is stated in the paper that state-of art information technologies are currently being implemented in Russia, new unique digital transformation projects are being launched in major energy companies. Yet, what is required is large-scale and thorough digitization and controllable energy production system as a multi-factor business process will provide the optimum combination of efficient economic activities, reliability and safety of power supply.
