В статье проведен анализ текущего состояния цифровизации российской промышленности, рассмотрены проблемы и выявлены перспективы трансформации промышленности в цифровой экономике. Мониторинг процесса выявил достаточно высокую степень первичной компьютеризации, растущую включенность промышленных предприятий в цифровой обмен с поставщиками и потребителями, динамичное развитие отечественного программного обеспечения. Одновременно он показал, что развитие цифровой трансформации российской промышленности по сравнению со странами-лидерами этого глобального процесса находится пока еще на начальной стадии, а достижение поставленных амбициозных задач требует высокой инновационной активности и грамотной промышленной политики. В работе раскрываются существующие барьеры и трудности на пути реализации этих требований, а также предлагаются шаги по их преодолению в интересах ускорения развития отечественной экономики в целом.The article analyzes the current state of digitalization of the Russian industry, considers the problems and prospects of transformation of industry in the digital economy. Monitoring of the process revealed a sufficiently high degree of primary computerization, the growing involvement of industrial enterprises in the digital exchange with suppliers and consumers, the dynamic development of domestic software. At the same time, he showed that the development of digital transformation of the Russian industry in comparison with the countries-leaders of this global process is still at an early stage, and the achievement of ambitious goals requires high innovation activity and competent industrial policy. The paper reveals the existing barriers and difficulties in the implementation of these requirements, and proposes steps to overcome them in order to accelerate the development of the domestic economy as a whole.

Energy generation, along with other sectors of Russia’s economy, is on the cusp of the era of digital transformation. Modern IT solutions ensure the transition of industrial enterprises from automation and computerization, which used to be the targets of the second half of the last century, to digital enterprise concept 4.0. The international record of technological and structural solutions in digitization may be used in Russia’s energy sector to the full extent. Specifics of implementation of such systems in different countries are only determined by the level of economic development of each particular state and the attitude of public authorities as related to the necessity of creating conditions for implementation of the same. It is shown that a strong legislative framework is created in Russia for transition to the digital economy, with research and applied developments available that are up to the international level. The following digital economy elements may be used today at enterprises for production of electrical and thermal energy: — dealing with large amounts of data (including operations exercised via cloud services and distributed data bases); — development of small scale distributed generation and its dispatching; — implementation of smart elements in both electric power and heat supply networks; — development of production process automation systems, remote monitoring and predictive analytics; 3D-modeling of parts and elements; real time mathematic simulation with feedback in the form of control actions; — creating centres for analytical processing of statistic data and accounting in financial and economic activities with business analytics functions, with expansion of communication networks and computing capacities. Examples are presented for implementation of smart systems in energy production and distribution. It is stated in the paper that state-of art information technologies are currently being implemented in Russia, new unique digital transformation projects are being launched in major energy companies. Yet, what is required is large-scale and thorough digitization and controllable energy production system as a multi-factor business process will provide the optimum combination of efficient economic activities, reliability and safety of power supply.

The article analyzes the market of computer technologies. The theoretical substantiation of the scientific category «digital economy» and its economic components was given. Identified patterns of development of the domestic economy on the basis of informatization, the change of technological paradigms and the dynamics of industrial production. Based on the materials of the automotive industry, the influence of the digital economy on the internal industrial and technological structure of the industry and the results of its activities was proved. Also, the paper presents the main problems of sustainable industrial development in the context of socio-technical and economic means of developing science and technology in Russia.

Аbstract. The current state of the implementation of digital technologies in Ukraine and the world in the context of the information economy development is studied. The key differences are identified, the need for systematic action at both regional and national levels for the effective implementation of digitalization is substantiated. Data on the level of the digital economy development in Ukraine in general, and in the regions in particular, as well as examples of successful implementation of digitalization in some countries, are presented. It is investigated that Ukraine is one of the first places in Europe in terms of population with the Internet access. It is established that the process of digitalization of Ukraine’s economy is qualitatively different from that in developed countries. In the context of rapid development of information economy in order to bridge the existing gap with developed countries in the digitalization process, Ukraine needs to implement a number of measures, including: creating a regulatory framework for digital economy, introducing and promoting digital platforms and services for business and population, establishing education systems in order to effectively train specialists in the digital age, creating an effective digital infrastructure, promoting the implementation of Industry 4.0 technologies in industry, etc.  The implementation of the proposed actions will bring Ukraine closer to the digitalization level of developed countries and increase social and economic development of the state. The article outlines the components of digital transformation of the regions of Ukraine, among which the emphasis is on creating an effective digital infrastructure; the introduction of Industry 4.0 technologies in industry; e-government and training of the workforce according to the requirements of digital economy. It is noted that the digitalization process should be systemic in nature at both national and regional levels. New technology trends, mainly related to the development of Industry 4.0 and the digital economy, have created significant prerequisites for changing the priorities of industrial policy. This topic is particularly relevant for countries with economies in transition or developing economies, including Russia. The accumulated structural gap, expressed in the level of industries' digitalization, indicates a low willingness of industrial enterprises to introduce digital and related advanced technologies. The data obtained show that this gap is especially pronounced (more than 50% of the average for the EU countries) in the manufacturing industry, oil and gas industry, and transport. In mining, this gap approaches 70%. These circumstances predetermined the need to identify the strategic vector of Russian industrial policy against the background of the developing modern technologies that predetermine the adjustment of industrial policy priorities. To assess the potential of industrial transformation, the authors conducted a comparative analysis of changed targets for the formation of industrial policy in the developed countries and Russia. The analysis showed a sharp evolution in the priorities of industrial policy in Russia – those changed six times during the period from 2014 through 2019. The strategic policy focus has shifted from supporting projects in the production of high-tech civilian and/or dual-use products by enterprises of the military-industrial complex and the transition of enterprises to the best available technologies to supporting the digital economy and artificial intelligence technologies. Based on the results, the researchers suggested the development of industrial policy instruments adapted to the new priorities.

In this study, on the basis of regression analysis, the factors contributing to the success of the introduction of digital technologies at industrial enterprises in Russia, as well as the barriers that arise in the way of their digital transformation, are identified.

The economic aspects of innovation activity are determined by the fact that innovations serve to achieve the economic goals of the enterprise, act as a means of competition and require the use of economic resources. When organizing innovation activities, it is important to take into account macroeconomic factors and intra-company conditions. The authors identify three large-scale macroeconomic factors that have a significant impact on the chain of interrelated innovations in the activities of modern Russian agro-industrial enterprises. At present, the factor of creating institutions of the digital economy is beginning to take effect, in connection with which the third wave of organizational, technological and marketing innovations and the next growth of agro-industrial production in Russia are expected. Due to the different rates of economic concentration in the three areas of the agro-industrial complex, historically, unfair vertical competition has been and remains one of the limitations for innovation at agro-industrial enterprises. In the digital economy, information about the essential conditions of concluded transactions becomes available to antimonopoly authorities in real time, which allows them to quickly develop and apply regulatory actions in cases of violations of antimonopoly legislation or in cases of “failures” of the market. It is also possible to create institutions that support fair competition in the vertical and horizontal dimensions. The opportunities that open up actualize the improvement of the conditions for innovation activity at the intra-company level.

Industrial enterprises in modern conditions of economic activity are the primary link of the economy. This determines the priority of industrial development in the context of ensuring sustainable economic growth in Ukraine. Currently, the Ukrainian industry is in a state of crisis, the emergence of which is largely due to the global economic crisis, the military confrontation in the East of the country and the loss of control over part of the territory of Donbass, the COVID -19 pandemic. The presence of these factors hindering economic development is due to the external environment for the Ukrainian industry, to which, for objective reasons, it is only possible to adapt. In the current situation, it is advisable to pay attention to the possibility of realizing the internal economic potential of industrial enterprises. The article examines the current state of the economic potential of the Ukrainian industry in terms of such basic components as: material resources (basic production facilities), human resources and financial resources (in the context of ensuring the introduction of innovations). According to the results of the analysis, it was found that the condition of the main production facilities of most industrial enterprises is unsatisfactory due to their significant deterioration. At the same time, the reduction in the volume of capital investments in tangible assets, which has been observed in recent years, hinders the processes of technical re-equipment and modernization of domestic industrial production. In addition, industrial enterprises in Ukraine have been losing their labor potential for a long time, which is a very negative trend from the point of view of ensuring economic development, since it carries the threat of a significant shortage of qualified labor in the future. Most domestic industrial enterprises lack their own financial resources to introduce innovations, which determines their low innovation activity and limits the possibilities of ensuring economic development. In order to summarize the results of the study, the value of the integral index of the economic potential of industry in 2011-2020 was determined, which confirmed the revealed trend regarding the reduction of the economic potential of Ukrainian industrial enterprises. Overcoming this problem requires the implementation of measures aimed at ensuring the economic development of Ukraine's industry at the state level.

Currently the speeding up of digital transformation makes it obvious that application of digital technologies and the degree of involvement into digital transformation is an essential and significant aspect of scientific and technical potential of an industrial enterprise. The article is devoted to the analysis of trends and prospects of development of basic technologies which are the basis for digital transformation of the world economics: the Internet of things, artificial intelligence, robotization and technologies of the big data processing. The authors present the assessment of the current state of digitalization for Russian industrial enterprises by analyzing the data on the implementation of the above mentioned technologies in business-process.

The purpose of the article. In the context of the search for strategies and algorithms to exit the global crisis, particular attention is paid to the development of industry and industrial policy. The agricultural sector has always been considered a priority and strategically important sector for Ukraine, which can meet not only the needs of the domestic market but also the world one. Methodology. To achieve the purpose of the article, a set of general scientific and specific methods of scientific knowledge has been used, in particular: abstract-logical (for substantiation of the research methodology, theoretical generalizations, formulation of conclusions); dialectical, historical-logical, analysis and synthesis, induction and deduction (for determination of the preconditions for ensuring environmental safety of products of the agricultural sector through the development of its innovative potential); statistical-economic (for assessment of the current state of development of the agricultural sector and identification of the factors that affect its environmental safety); strategic and structural-functional analysis (for correction of the strategic directions of the development of innovative potential of agricultural sector to maintain its environmental safety). Results. The formation of a targeted industrial policy aimed at satisfying the domestic needs for quality, environmentally safe food, taking into account the imperatives of sustainable development and environmental protection, should become one of the strategic directions for activation of leadership positions in the international agro-industrial market. The purpose of the article is to substantiate the peculiarities of ensuring environmental safety of products of the agricultural sector. Practical implications. The problems of ensuring environmental safety of the agricultural sector have been identified and the current state and the trends of agricultural sector development in Ukraine have been analyzed. It has been established that the use of imperfect technology and equipment in the food production leads to the introduction of harmful impurities into the final product or the formation of harmful substances during the production process, which, in turn, requires additional innovative measures to solve an actual problem. It has been substantiated that the enterprises of the agricultural sector are characterized by low innovation activity, which is a negative factor for ensuring environmental safety in accordance with world standards and leadership qualities. Value/originality. For increasing the leadership positions of the agricultural sector of Ukraine in order to ensure its environmental safety, it has been proposed to strengthen the effective interaction of all interested parties – the state, agricultural sector enterprises, agricultural producers and research institutions. Such interaction will allow achieving a synergistic effect, strengthening the common opportunities of all parts of domestic production in the creation of competitive technologies for the production of environmentally safe products and accessing to world markets.
