This research aims to know what the extent to which the community adopted the innovation of processing land without burning and what stages of cultivation without burning by people of Rokan Hilir Riau Province. The research method used was survey method and in-depth analysis using questionnaires with primary and secondary data. The respondents in this research as many as 15 people consisting of a society that has already adopted the innovation of processing land without burning and the Government as well as Society of Fire Care (SFC) in the village of Rantau Bais Sub-district of Tanah Putih and Labuhan Tangga Kecil village Sub-district Of Bangko Regency of Rokan Hilir. The determination of community respondents used snowball sampling and purposive sampling for institutional respondents. The analysis of the data used for the purposes of the adoption process innovation to cultivate land without burning, namely Scales Likerts analysis and descriptive analysis is used to find out land processing system without burning have done by the community. Research results showed that land without burning processing system which conducted the community consist of several stages in the form of clearing or logging and spraying, and buildup and allowed to decay naturally. The rate of adoption of innovation of processing land without burning in the Rokan Hilir has thehigh categorywith value score 3.52. The high adoption process innovation of processing land without burning is due to the high level of knowledge, decision and implementation that also have been good. The decision to adopt was high because the society doing processing in terms of plant maintaining plants and plantations.

THE ROLE OF EXTENSIONISTS TO THE DECISION OF FARMERS IN THE ADOPTION OF TECHNOLOGICAL INNOVATION FARMS IN SANGKUB SUB-DISTRICT, NORTH BOLAANG MONGONDOW DISTRICT.Extension activities is one of the goverment’s efforts that have an important role in improving knowledge, skills and attitude to livestock. Extension workers have an important role in the development of livestock breeding and improvement of livestock technology adoption process to farmers. The purpose of this study was to examine the role of extension workers in decision making farmers in the adoption of technological innovation farms in District of Sangkub North of Bolaang Mongondow regency. This research was done by survey method. Three  villages was selected using purposive method. Thirty respondents then selected  from breeder groups, which is done randomly. Data collection was done by interview, observation and documentation. The sources of data taken include primary data in the form of respondent identity, the number of livestock kept, the technology applied and the role of extension workers. Secondary data obtained from agriculture office of north Bolaang Mongondow regency, agricultural and forestry extension agency (BP3K) of Sangkub sub-district and central bureau of statistics Bolaang Mongondow. Data were analyzed by using scoring method and descriptive analysis. Result of the research indicate that the tendency of farmer appraisal to agriculture extension role as motivator, dynamic and facilitator in district of  Sangkub Regency of North Bolaang Mongondow  was optimal The results showed that the process of adoption of cattle ranchers in Sangkub sub-district North of Bolaang Mongondow  regency is varied from respondents who do not know about farming technology, have tried and already apply. And the role of extensionists have and influence on the dicision of farmers in the adoption of farm technology innovation in Sangkub sub-district.Keywords : The role of extensionists, Adoption process, Decision – making

Introduction: Points based programs are programs offered by service industries to their customers when they make a purchase. In Points based system, frequent customers earn points, which translate into some type of reward: discount, gifts, or special customer treatment, customer purchases toward a certain amount of points to redeem their reward. Purpose: This study sought to establish the influence of point-based program on financial performance of selected firms in the service industry in Kenya. Methodology: The research design adopted descriptive method of the study. The target population was three (3) telecommunication firms (Safaricom, Airtel and Telkom Kenya), 5 supermarkets and 18 Five Star hotels. The study used census survey method for telecommunication firms and all the 18 five-star hotels in Nairobi offering loyalty points and thus there was no sampling. The study used secondary data extracted from financial statements. The researcher used both descriptive and inferential statistics. Descriptive analysis and trend analysis of the dependent and the independent variable were conducted. Findings: The results showed that point-based program has a positive and significant relationship with financial performance of selected supermarkets in Kenya. Recommendations: The study recommended that it’s imperative for the policy makers such as Communication Authority of Kenya, Tourism Authority of Kenya and the ministry of trade to support the development and usage of point based programs among supermarkets firms in Kenya. This can be done in friendly manner such as avoiding overly broad and strong regulation of the point based programs. In this regard, the government and the law makers should ensure that they involve a variety of point based programs stakeholders in the regulatory process, so that their vision and needs can be fairly balanced with government interests.

Lagu-lagu tradisional Aceh merupakan bagian rezim hak cipta dan termasuk dalam ekspresi budaya tradisional masyarakat Aceh, kekayaan dan identitas bangsa. Untuk memajukan lagu-lagu tradisonal sebagai bagian kebudayaan Aceh, diperlukan langkah strategis melalui perlin-dungan, pengembangan, pemanfaatan, pembinaan untuk mewu-judkan masyarakat Aceh yang berdaulat secara politik, berdikari secara ekonomi, dan berkepribadian dalam Kebudayaan. Hal lainnya, lagu-lagu tradisional Aceh merupakan hak milik yang dapat beralih melalui warisan. Dalam praktiknya ahli waris pencipta lagu-lagu Aceh tidak memahami dan belum mendapatkan hak ekonominya  sebagai-mana diatur dalam Pasal 16 ayat (2) Undang-Undang Nomor 28 Tahun 2014 tentang Hak Cipta. Budaya masyarakat komunal berbeda pandang dengan filosofi konsep hak kekayaan Intelektual, bersifat eksklusif monopoli, dan lemahnya implementasi penegakan hukum hak cipta merupakan persoalan yang harus mendapat perhatian pemerintah di Aceh dalam melestarikan budaya tradisonalnya. Tujuan penulisan menjelaskan perlindungan hukum terhadap lagu tradisional Aceh yang merupakan ekspresi budaya tradisional, menjelaskan perlindungan kepada ahli waris pencipta lagu Aceh melalui warisan menurut Undang-Undang Hak Cipta, Kitab Undang-undang Hukum Perdata, dan Hukum Islam menjelaskan kendala pengalihan pencipta hak ekonomi lagu-lagu tradisional Aceh melalui warisan. Jenis penelitian ini menggunakan data sekunder sebagai data utama, atau yang disebut penelitian yuridis normatif yang menguji norma hukum sebagai objek penelitian. Pendekatan yang digunakan adalah pendekatan konseptual dan pendekatan hukum komparatif. Tulisannya disajikan dalam bentuk analisis deskriptif. Aceh Traditional Cultural Expression and Its Inheritance Model Traditional Acehnese songs which are part of the copyright regimes are one part of the expression of traditional Acehnese culture, wealth and national identity. The promotion of Acehnese culture through traditional songs requires a strategic step through protection, development, utilization, and coaching to realize an Acehnese society that is politically sovereign, economically independent, and has a personality in culture. Other things Traditional Aceh songs are property rights that can be transferred through inheritance. In practice the heirs of Acehnese songs creators do not understand and obtain economic rights from the commercial use of Acehnese songs as stipulated in Article 16 paragraph (2) of Law Number 28 of 2014 concerning Copyright. The communal society's culture is different from the philosophy of the concept of intellectual property rights that is exclusively monopoly and the weak implementation of copyright law enforcement is an issue that must be gotten the attention of the government, especially in Aceh to preserve the traditional Acehnese culture which is the expression of its people. The purpose of writing is to explain the legal protection of traditional Acehnese songs which are expressions of Acehnese cultural identity, explain the protection to the heirs of the creators of Aceh songs through inheritance according to the 2014 UUHC, the Civil Code and Islamic Law and explain what constitutes obstacles to the transfer of rights economic creator of traditional Acehnese songs through inheritance. This type of research uses secondary data as the main data, or so-called normative juridical research that tests legal norms as the object of research. The approach used is the conceptual approach and comparative legal approach. This writing is presented in the form of descriptive analysis.

AbstractThe decline in fishermen's income was triggered by increased household needs while the income of fishermen's fate seemed to be unbearable. This is also experienced by Neyan in the Coastal Region of Mandolang District, Minahasa Regency. Their income continues to decline even more often they have no cost for their daily lives. They are in debt which is strangling their necks. They are increasingly desperate because there is no solution offered either from the government or from other relevant parties. Starting from the background, the problem is formulated as follows: 1. What causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. How do they increase their income. The research objectives are: 1. To describe and analyze what causes the level of income of fishermen in the Coastal Zone of Mandolang District to decrease; 2. To analyze how they increase their income. This research will be carried out in the Coastal Area of Mandolang District, Minahasa Regency in 2017 since it was signed a work contract with LPPM. The method in this study is purposive sampling method. Data sources are primary data and secondary data. Pendapatan mereka semakin hari semakin menurun bahkan seringkali  mereka tidak mempunyai biaya untuk kehidupan mereka sehari-hari. Mereka terlbat utang yang semakin mencekik leher.  Mereka semakin putus asa karena belum ada jalan keluar yang ditawarkan baik dari pemerintah ataupun dari pihak-pihak terkait lainnya.  Bertitik tolak dari latar belakang tersebut maka masalah dirumuskan sebagai berikut: 1. Apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Bagaimana cara mereka meningkatkan pendapatan mereka. Adapun tujuan penelitian adalah : 1. Untuk mengdeskripsikan dan menganalisis apa yang menyebabkan turunnya tingkat pendapatan nelayan di Wilayah Pesisir Kecamatan Mandolang; 2. Untuk menganalisis bagaimana cara mereka meningkatkan pendapatan mereka. Penelitian ini akan dilaksanakan di Wilayah Pesisir Kecamatan Mandolang Kabupaten Minahasa pada tahun 2017 sejak di tandatangani kontrak kerja dengan LPPM. Metode dalam penelitian ini adalah metode purposive sampling. Sumber data adalah data primer dan data sekunder. The concept of community-based ecotourism is one of the sustainable development concepts suitable to be applied to traditional regions with nature tourism potential. Differences in culture between traditional communities and the outside world are not an obstacle in developing the region because with their local wisdom traditional communities can participate in protecting and managing their natural surrounding and at the same time become an attraction for other communities. However, outside societies can influence the culture of the traditional communities that originally tends to be oriented on biocentrism to shift towards anthropocentrism. This can eventually hamper the continuity of ecotourism development. This can be seen from the traditional communities at Lake Sentani, the case study of the author. The study is based on literature and secondary data and used descriptive analysis. The traditional communities of Sentani do not yet fully participate in the development of tourism in its surroundings. Their involvement in tourism development is more focused on ceremonial activities such as can be seen at the Lake Sentani Festival which is organized every year by the government. Besides this, after coming into contact with modern life the traditional communities of Lake Sentani rarely perform their daily activities based on local wisdom aimed at natural conservation of the lake. The development of urban areas in the surroundings also influences changes in land use in the Lake Sentani region which then causes among others erosion, sedimentation, and pollution of the lake water. Socio-economic and cultural changes in the traditional communities of Sentani and the growth of development also contribute towards ecological change in the area of Lake Sentani, the place they live in.

Purpose The purpose of this paper is to explore the main features of the Vietnamese economic transition and industrial development pattern analyzing the evolution of the industrial policy formulation in the light of the changes in the country’s productive specialization and competitive position in the international division of labor. The authors also aim at stressing the role exerted by different external paradigm of influence on the Vietnamese policy making and the function of selectivity as an instrument to upgrade the competitiveness of the Vietnamese production system. Design/methodology/approach The paper provides a descriptive analysis of the Vietnamese recent economic trends and structural transformation dynamics. It realizes a literature review concerning the academic debate on the role and the effects of industrial policy in Vietnam identifying a categorization between different theoretical perspectives. In addition, it implements an in-depth analysis of the main industrial planning strategies promoted by the government investigating the evolution of the lines of the country’s economic policy agenda. On the basis of the previous analyses, the paper draws out some conclusions about the application of selective criteria in Vietnamese industrial policy interventions. Findings An in-depth examination of the planning prescriptions suggests that the Vietnamese government has undertaken a pronounced paradigm change in the course of last 15 years. The Vietnamese planning approach displays a shift toward a systematic and extended vision concerning the role of industrial policy, which result to be in clear discontinuity with respect to the market-friendly approach supported by Washington institutions. Nevertheless, this configuration outlines several limits characterizing the Vietnamese planning activity, connected to the lack of transparency and efficiency of the governance mechanisms that risk to undermine the effectiveness of the upgrading policies. Originality/value The paper focuses on Vietnam, an emerging economy in transition whose development trajectory has been characterized by peculiar economic and policy dynamics. The hybrid character of the government policy-making approach makes it difficult to identify univocal interpretations concerning the country’s industrial development dynamics and the resulting policy implications. In this perspective, the analysis has shed light on the mechanisms conditioning the formulation of industrial policy in Vietnam, focusing on the external influences exerted on its definition and on the domestic interactions associated to its implementation.

The study sets out to given in-depth analysis of thePublic Private Partnership between the government of Ghana, represented by GWCL and Aqua Vitens Rand Ltd –AVRL from 2005-2011 and to generate an insight on how the implementation process faired from the perspective of implementers in particular, civil society organisations and the public utility workers union. The case study method within the qualitative approach was used for the study. The study also, made use of interview as the research instrument and respondents were purposively selected. The results of the study were subjected to an interpretative analysis combined with secondary data from the literature review. There were several grey areas in the management contract resulting in a number of ambiguities in various parts of the management contract. These ambiguities translated into delays in the implementation process. Also, there appeared to be conflict of interest on the part of GWCL, resulting in weak supervision. Political interference also weakened the structures established for the implementation of the contract. Leadership of GWCL was weakened as result of frequent changes in leadership and the fact that leaders were mostly in acting capacities. Despite the richness of the data, the study encountered a number of difficulties including the unwillingness of some senior level staff to participate in the study limits the diversity of perspectives which otherwise would have broadened the scope of the study. The findings provide deeper understanding to public policy implementation in respect of the management contract between GWCL and AVRL. The paper particularly contributes to the challenges implementers encounter in implementing management contracts from both implementers and non-implementers perspectives. It may also contain lessons for implementers in the private sector.

This research is aimed identifying the advantages of the regulation of TUPE principles, as well as inhibiting factors for outsourcing companies to apply the TUPE principles after the Decision of the  Constitutional Court Number 27/PUU-IX/ 2011. The research was conducted by using normative-empirical method. The data of the research consisted of primary data and secondary data. All of the collected data were analyzed using qualitative method. The results of this research were presented in a descriptive analysis report. The results of the research indicated he advantages that could be obtained by workers in relation with regulation of the TUPE principles included protection of wages, welfare and working requirements, protection of workers when the company was taken over, protection of workers when there is a change of outsourcing company and regulation of the right to file a lawsuit to the industrial relations court. The inhibiting  factors in the application of the TUPE principles in the  outsourcing companies after the  Decision of Constitutional Court  were the lack of socialization and supervision of the government, various legal loopholes of discrepancies between the implementing regulation and  the Decision of Constitutional Court, uncertainty severance regulation, assumptions that TUPE was a new burden which may disadvantage employers, and the lack of understanding of the workers related to their rights.

Purpose: The purpose of the study was to determine the moderating effect of economic growth on financial performance of merged institutions Methodology: The study adopted a mixed methodology research design. The study population included all the 51 merged financial service institutions in Kenya. Purposive sampling was used. Primary data was obtained from questionnaires and a secondary data collection template was also used. The researcher used quantitative techniques in analyzing the data. Descriptive analysis for the study included the use of means, frequencies and percentages.  Inferential statistics such as correlation analysis was also used. Panel data analysis was also applied. Further, a pre and post merger analysis was used.Results: There was a significant relationship between the moderating effect of economic growth and financial performance of merged institutions.Unique contribution to theory, practice and policy: The government and Central Bank of Kenya to come up with strategies and policies to protect the financial services sector due to its immense contribution to the economy of the country by formulating policies aimed at controlling the effects of rapid fluctuations of the macro economic factors and their effects on the sector.

The province of Aceh was struck by a massive earthquake and tsunami on Sunday, December 26, 2004. The earthquake and tsunami disaster killed 173,741 people and 116,368 people were missing. The earthquake and tsunami in Aceh Province resulted in thousands of houses and public buildings being damaged and caused almost half a million people to be refugees. This study aims to determine the level of preparedness for earthquake disasters on users of public buildings Office of the Governor of Aceh Government. This research uses survey method by distributing questionnaires to users of public buildings and observing the building of the Governor’s office of Aceh Government. The selection of samples in the field is using probability sampling method with purposive sampling technique which is the technique in determining the sample with certain considerations. Secondary data was obtained from literature review and previous research. Data processing uses analysis of validity and reliability and descriptive analysis with index frequency analysis. This study begins with the pre-survey process, where testing is conducted on the questionnaire to determine the level of validity and reliability in each item of statement tested so that the validity value is 0.3120.3 and the reliability value is 0.6130.6. The results of field observations have not yet fully indicated the components of public buildings that are ready to deal with earthquake. From the results of the frequency analysis the index obtained is as follows; aspect of knowledge and attitude has a score of 62% (good), aspect of policy and guidelines has a score of 66% (good), aspect of emergency response plans has a score of 65% (good), aspect of disaster warning systems has a score of 65% (good) and aspect of mobilization of resources has a score of 62% (good)
