The policy of Nagan Raya District Government to develop the Lamie - Kuala Tuha provincial road section aims to shorten travel time, reduce high mobility, facilitate travel, and support the movement of the plantation and agricultural sectors. This study aims to determine the magnitude of the benefits obtained from the producer surplus aspect in the plantation sector, agricultural sector and livestock sector and to evaluate economic feasibility based on Benefit Cost Ratio (BCR), Net Present Value (NPV), and Internal Rate of Return (IRR) . This research was conducted by collecting data related to the budget, wages, the Nagan Raya Regency Spatial Planning Book, the area of land and the production of the agricultural sector, the area of land and production of the plantation sector, and the amount and price of cattle. Data is processed by producer surplus method in the transportation economy, namely evaluating economic feasibility with BCR, NPV, IRR indicators. The results of this study indicate that the construction of the Lamie - Kuala Tuha Road in the 24th (twenty four) year or the 20th (twenty) year since the road was opened has met economic feasibility standards at a discount rate of 10, 12 and 15 percent with a value BCR 1.85, 1.54 and 1.15, NPV value of Rp. 64,828,481,000, Rp. 35,422,332,000 and Rp. 8,322,171,000. The IRR value obtained in this study is at the discount rate of 16.44 percent.

Public facilities are part of residential area that is provided by developer for the public interest. The public facilities available at Jeulingke Residence such as road, sanitation, drainage, clean water, and electric network. Based on the Republic of Indonesia Law Number 1 of 2011, and Minister of Public Housing Regulation Number 22 / PERMEN / M / 2008, Jeulingke Residence housing still has inadequate public facilities such as worship place, green area, and waste. The purpose this research to identify indicators of public facilities that provide satisfaction for residents of Jeulingke Residence, and identify dominant factors of public facilities that can provide satisfaction for residents of Jeulingke Residence. Respondents in this study were owners at Jeulingke Residence. The sample in this study was 150 people. The sampling technique used was proportionate stratified random sampling. The factors evaluated were infrastructure, facilities, and public utilities. Data processing used validity test, and reliability test, while data analysis used descriptive analysis and factor analysis of Principle Component Analysis (PCA). The results showed that the factors of public facilities that could provide satisfaction for residents at Jeulingke Residence were infrastructure and facilities. The dominant factor of public facilities that gives satisfaction to residents at Jeulingke Residence is infrastructure with a variance of 68.942%. Indicators of infrastructure are road condition, drainage condition, sanitation condition, clean water condition, and electric network condition.

Special Stopping Space(RHK) is one of the facilities for motorcycles to stop at intersections during the red phase. RHK functions to separate motorbikes from other vehicles and is expected to reduce the obstacles that come from motorbikes. This Special Stop Room has been tested on a limited scale to support motorbike movement at signaled intersections in major cities in Indonesia. So far RHK at the Jambo Tape intersection has not been optimally functioning because there are still many motorcycle that cannot enter RHK. Therefore, this study aims to determine the level of service on Jambo Tape Intersection. The research was carried out using the simulation method using VISSIM software. The advantage of VISSIM is that it can model simulations in the form of video and get the value of the queue length and the value of time delay just by inputting the data of vehicles passing through the intersection. Traffic volume data is taken on Monday and Wednesday with direct observations in the field. RHK is considered unable to function optimally because there are still many motorbikes that cannot enter RHK. The closure of access (RHK) by four-wheeled vehicles is one of the reasons. Therefore, this study aims to plan the dimensions of motorcycle lanes in Special Stop Space (RHK), and analyze the effect of the level of crossing services using VISSIM software simulation . The advantage of VISSIM is that it can model simulations in the form of video and get the value of the queue length and the value of time delay just by inputting the data of vehicles passing through the intersection. In this study, a survey was conducted to obtain traffic volume, local and geometric velocity. The highest length of the Queue is at arm C, which is on T. Hasan Dek road at 163.36 m. The highest vehicle average delay is 132.119 seconds, the service level category F is greater than 80 seconds. By applying a special route to RHK, the highest volume occurred on Jalan T. Nyak Arief with the existing volume on the T. Nyak Arief road arm at 437 to 520 two-wheeled vehicles / Hour on RHK conditions using motorcycle lanes.

Perusahaan Daerah Air Minum (PDAM) is a business entitiy owned by the Aceh government which has business scope in managing drinking water and managing fresh water facilities to improve the welfare of the city citizens.. PDAM Tirta Daroy is an agency that serves the drinking and fresh water distribution for Banda Aceh city, in the 2017 PDAM Tirta Daroy has achieved “Health” status woth value 3,11 which is ranked 130 out of 378 PDAM assessed throughout Indonesia. Even though PDAM Tirta Daroy has achieved health status there are still customers who complaint receiving distribution of fresh water with very disssapointing quality so that the analyses study of fresh water is needed for the PDAM Tirta Daroy in 2018. The problem in this study is how the performance of PDAM Tirta Daroy fresh water services in 2018. The purpose of this study is to determine the performance of PDAM Tirta Daroy against the fresh water supply system in Banda aceh city and PDAM Tirta Daroy strategy in improving performance related to the current fresh water services. The research methodology initially began with the collecting the primary and secondary data, the interviews results are written descriptively in accordance with the activities that occur. After conducting primary and secondary data in 2018 data then processed using Balance Scorecard and SWOT analysis. The results of this study is to find out the value of PDAM performance based on the 4 aspects of Balanced Scorecard which are financial aspects, services, operational, and Human resources aspects, and the PDAM Tirta Daroy strategy in an effort to improve the problems of fresh water services in Banda Aceh city.

The increasing growth of the city of Banda Aceh, the more it requires urban space to grow.  The rapid development of the city of Banda Aceh has an impact on the border area of the administration of the Aceh Besar District. Collaboration between regions with Aceh Besar District can be an alternative to address the problem of limited land in Banda Aceh City in addition to regional expansion policies. The aim of the study was to formulate an institutional and planning model for the collaboration between the comprehensive Banda Aceh – Aceh Besar. This research is a descriptive study using a combination research method and spatial synergism analysis approach. Processing data using the AHP (Analytical Hierarchy Process) methodThe results of the research are based on the perceptions of expert respondents in the Banda Aceh and Aceh Besar District areas, in accordance with AHP analysis. It can be concluded that the main cooperation barrier in forming cooperation is regional authority with the form of cooperation chosen to accommodate the cooperation process of Cooperation Agency of Banda Aceh city - Aceh Besar District. The Banda Aceh City - Aceh Besar District cooperation agency is an organization in the form of an institution consisting of representatives from Banda Aceh City and Aceh Besar District. Furthermore, the direction of the development plan for land use cooperation was carried out in three sub-districts of Aceh Besar District, namely Krueng Barona Jaya District, Ingin Jaya District, and Darul Imarah District with three land use classifications, namely, housing, trade and services.

Johan Pahlawan Sub-district especially Leuhan Village and Blang Beurandang Village is a residential area that was hit by a flood inundation. Rainfall intensity and flow pattern conditions cause inundation. Puddles result in physical damage to home components and cause a number of losses, with varying levels of inundation and water levels. This analysis study was conducted with the aim of identifying the condition of the pattern of drainage flow around the flood inundation area. The research approach is in the form of quantitative and qualitative research. Identification results obtained: The pattern of land flow and drainage in the form of flow direction is in accordance with the topographic conditions of the study area, with channel conditions such as shrubs, constriction and at certain points with conditions of low contoured areas so that inundation is prone to improvements such as maintenance activities and repair.

As one of the district that engage on the agriculture and plantation sector, Nagan Raya needs to be supported the facilities and infrastructure correspondingly, quality of transportation, and appropiate in MSS that mobility of goods and services can run smoothly. Anonymous (2015) had been defining of the planned local activity center ( LAC), regional activity center (RAC), Environment service center ( ESC), and classification of system network road. The purpose of this research are to evaluate the  practice MSS of road field in Nagan Raya, to specify MSS of road field based on connectivity indicator between region that accordance with SP in Nagan Raya, and also to evaluate fulfillment Minimum Service Standard of road field based on presentation indicator of road condition level in Nagan Raya. This reasearch conducted with collecting the datas that are Hamlet Neighbour book in Nagan Raya, condition data, and DFAA. The use of connectivity MSS on 2015 in Padang Rubek - Lueng Baro is 91,29 percent, Babussalam – Lueng Baro is 91, 78 percent, and Alue Bilie – Lueng Baro is 90,4 percent. The value of roadcondition by made the survey of road condition with visual method categorized at good (B), and medium (S) with each amount are 90,78 percent, and 9,22 percent. The value of road condition by made the survey of specific road condition categorized at good in the amount is 96, 51 percent, medium in the amount is 1,94 percent, and lightly damaged in the amount is 1,55 percent. The compliance of road field in Nagan Raya by made survey of specific road condition in the amount is 164,10 percent, meanwhile on the survey of road condition in visual method in the amount is 166,67 percent

Krueng Aceh River is one of the rivers that has a large discharge crossing two administrative regions, namely Banda Aceh City and Aceh Besar District. One of the problems in Krueng Aceh river, precisely around the area of Pango fly over towards the downstream area is the high flow speed distribution at the turn of the river. The impact of the bridge pillar on the river turn results in changes in the cross section of the river endangering the public facilities in front of it. Based on this analysis, it is necessary to control and secure the river, namely by placing the Groyne. The purpose of this study is to obtain a speed distribution that occurs from placing Groyne construction. The methodology used in this study with hydrodynamic numerical modeling approach is by using the Surface Water Modeling System program (SMS 11.2). Calibrating with the parameter n = 0.025 has obtained an absolute error value of 0.039 in cross 1 and 0.051 in cross 2. Based on the analysis of 20 scenarios with 7 m and 9 m distance variations, 5-unit and 3-unit Groyne variations, and the variations in perpendicular angle and 10°, 30° (degrees) towards the downstream and the upstream area, as well as the flow speed with the same number of Groyne and distance variations, the result shows that (V7 m V9 m à 5 unit) and (V7 m V9 m à 3 unit). The simulation results show that the more the number of Groyne there are, the more negative the impact on the downstream area becomes, the more narrow the Groyne, the higher the flow speed value increases. From the 20 scenarios, we obtained a Groyne scenario that is in accordance with the field conditions, namely the Groyne scenario with a distance of 7 m, 3-unit cribs, and a Groyne placement angle of 30° towards upstream area (GUb3L7). The result of the velocity distribution observation shows that the scenario of GUb3L7 Existing (without pillars)

Gajah Mada street is the main street of Meulaboh City, which serves traffic from or to Banda Aceh City. In the Gajah Mada street area, there are offices, educational facilities and public hospital facilities, and there are also trade centers such as supermarkets, restaurants and coffee shops. This emerges an impact in the form of decreasing the level of service (LOS) on the street, because it triggers side barriers. This study aims to determine the level of service on the Gajah Mada street section and provide an alternative treatment in maintaining the level of street service on these streets. From the processing of data obtained the results of degree of saturation (DS) for three days of observation for each direction of the Gajah Mada street. In the direction of the Kisran intersection – Rudeng intersection, DS on Monday at 0,47, DS on Thursday at 0,55 and DS on Saturday at 0,48. As for the direction of the Rundeng intersection – Kisaran intersection, DS on Monday is 0.44, DS on Thursday is 0,49 and DS on Saturday is 0,45. From the results of data analysis, the level of service obtained in both directions of Gajah Mada is on LOS C. Thus the performance of the Gajah Mada street still qualifies for urban streets. Alternative handling to increase LOS on Gajah Mada street can be done with a side obstacle reduction scenario, with this scenario it can reduce the degree of saturation from 0,55 in the existing condition to 0,27 under conditions after handling. So that in this condition the service level of Gajah Mada is on LOS A

Lhokseumawe City has several roads, including: Medeka Street, Trade Street, Suka Ramai Street and others. This road is one of the local roads with a length of 0.56 km which has an important role in supporting the development of the trade and services sector in the region. However, improper use of parking spaces and street vendors causes traffic jams along most of the road. This research was conducted to find out how much the influence of side obstacles that cause disruption of road traffic flow so that the performance of the road is not in accordance with the requirements. This road performance analysis uses the Indonesian Road Capacity Manual (MKJI) method, Permen PU No. 19 of 2011 and Permen No. 34 of 2006 concerning roads. There are two data needed in this research, primary data and secondary data, primary data needed are side barriers, data recorded on observations are pedestrians (PK), vehicle parking (PK), In and out of vehicles (KM) and vehicles running slow (TOS). While for secondary data the data needed is a location map, Qanun number 1 of 2014 concerning the Regional Spatial Planning (RT / RW) of Lhokseumawe City. From data collection and processing for three days, namely Sunday, Monday and Thursday, the highest data was obtained on Monday, 10 September 2018 at 17:30 - 18:30 West Indonesia Time, namely the side barriers on all observation days were very high.
