The aim of the research was to reveal main problems associated with the use of state programs funding mechanisms for basic research in health (medical) sciences in Russia, as main instruments of state policy. The source of information were �State Academies of Sciences Program of basic investigations for the period of 2013�2020 years� and other normative and legal acts in the sphere of planning and public financing of science and research. A study completed by using documentary, analytical methods, as well as methods of descriptive statistics and expert estimates. In analyzing financing from the federal budget for scientific research for civilian use within government programs calculations section, subsection of the budget classification, reflecting expenditure on scientific research (0110, 0112, 0208, 0313, 0403, 0411, 0504, 0604, 0708, 0803, 0908, 1005, 1104, 1203). Feature of the current situation is in an indeterminate state basic science after the liquidation of the Russian Academy of Sciences as a structure that generates through subordinate organizations the bulk of new knowledge and innovation in the country. Reform of the Russian Academy of Sciences led to the destruction of a coherent system of relations in science, to the Federal agency of scientific organizations for management of resources, Ministry of Education and Science and Russian academy of Sciences. Strict rationality and bureaucracy was extremely negatively perceived in academic science. The analysis of the subject structure of the medical unit actualized in 2015 of the Program of basic research of the state academies of sciences for the period of 2013�2020 showed that the distribution of the federal budget for basic research are not consistent with the priorities in the health sector, it does not account for changes in departmental affiliation Organizations of Medical Sciences. The authors prove the necessity of functional and managerial integration of academic medical institutions in the unified system of scientific research, creation and implementation of medical innovations into practical health care.

The article contains the research results of the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences (CSL UB RAS) to determine the publication activity of chemical profile institutions of UB RAS based on information retrieval system SciFinder of Chemical Abstracts Service (CAS). The indicators take into account publications number, their citation rates and impact factors of journals (from the database Journal Citation Reports). The authors reveal basic research topics, scientific journals, which published the research results of scholars working at the chemical profile institutions of UB RAS more often. The article presents the results of studying citation of inventions of UB RAS’ scientific organizations in the Russian Science Citation Index (RSCI) (Scientific Electronic Library eLIBRARY.RU) and SciFinder (CAS). The obtained indicators allow authors to evaluate the dynamics of scientific productivity of UB RAS’ institutions.

In the present work, direct numerical simulation of the interaction of plane capillary waves on the surface of a liquid dielectric in an external tangential electric field with allowance for viscosity forces has been carried out. In the limit of a strong electric field, when viscous and capillary forces can be neglected, at which the curvature of the boundary increases significantly singular points can form at the boundary of the liquid (Zubarev, Kochurin, 2014, Kochurin, 2018, Kochurin, Zubarev, 2018). In the case of a finite electric field, the interaction of opposing nonlinear electrocapillary waves can lead to the appearance of a direct energy cascade. In the quasi-stationary energy dissipation regime, the probability density functions for the angles of the boundary inclination tend to the normal Gaussian distribution, and the shape of the boundary takes on a complex, chaotic form. The spectrum of the surface disturbances in this mode is described by a power dependence of k–5/2. In terms of energy, the resulting spectrum has the form k–3/2, which coincides with the Iroshnikov-Kraichnan energy spectrum and indicates that the observed wave turbulence of the liquid surface and weak magnetohydrodynamic turbulence of interacting Alfven waves have a related nature. The work was carried out within the framework of the theme of state assignment 0389-2015-0023 with the support of the Russian Foundation for Basic Research, projects No. 16-38-60002, 19-08-00098, 17-08-00430), the Presidiums of the Russian Academy of Sciences and the Ural Branch of the Russian Academy of Sciences (projects No. 2 and 18-2-2 -15, respectively) and the Council on grants of the President of the Russian Federation (project SP-132.2016.1).

The article authors emphasizes objective and subjective factors of public procurements efficiency reduction. This review are based on state customers for research and development survey results. The authors states the proposals for involving larger number of participants for competitive procurements including temporary creative teams and individual scientists.According to authors, expanding the circle of tenders participants at scientific individuals and their teams expense can improve efficience of research and development public procurements by qualitative shift of competitiveness nature with priority for influence of scientific experience and potential of individual scientists (research teams) tender specification conformity assessment.Efficience improvement for research and development tenders is impossible without creation of united aggregator for such tenders. According to authors, such united aggregator creation function can be assigned to Russian Academy of Sciences or The Russian Foundation for Basic Research.

The authors present the study based on the data of the leading information and bibliographic resources, namely Web of Science Core Collection and Scopus. The complex comparative analysis of scientific activities of the scientists of the research institutes of Pushchino Research Center of the Russian Academy of Sciences was accomplished. Their publication activities and citations are evaluated, and information sources used in bibliometric analysis are compared. The bibliometric study focused on the document information flow by Pushchino scientists as a special component of the information environment.The big volume of collected data on the publication activities of RAS Pushchino Research Center enables to define the most productive and most cited authors; to correlate between publication type and citation; to reveal international contacts of the scientists and researchers; to reveal organization funding basic research; to make foundation for mining patterns in the development of research areas in physicochemical biology most significant for the Center. The case study reveals that the Russian Academy of Sciences Pushchino Research Center holds leading positions and has a promising intellectual potential.

The Museum of the Far Eastern Geological Institute (FEGI) prepared an exhibition «Mineral Resources of the South of the Far East» timed to the anniversary of the Far Eastern Branch of the Russian Academy of Sciences, which is currently on display in the museum. The exhibition presents, brief information about the deposits and published results of research by scientists of the institute in 2016—2020 in leading scientific journals and conference materials, including supported by grants from the Russian Foundation for Basic Research and the Russian Science Foundation.
