Foreign experience of import substitution and possible conclusions for Russia

The article analyzes the possibility to use foreign experience of import substitution in the current environment of the Russian economy. The paper addresses the theoretical foundation of the import substitution policy laid down by F. Liszt, as well as its development and practical implementation in the middle and second half of the twentieth century. It is shown that such a policy is not consistent with the trends and the current stage of the world economic development. The conclusion is made that Russian economic policy should be focused on creating conditions for effective integration of the national business into the net of transnational industry and global value added chains.

The subject of research is the consequences of the impact of sanctions on a regional economy through the agricultural sector because the imposition of sanctions and the import substitution policy in agriculture have influenced all stages of the reproduction process, being an extra stimulus to the development of the sector. The paper examines the agricultural sector in the light of the import substitution policy and the effects of the first and second orders of sanctions. The purpose of research was to analyze the economic relationships of the largest agro-industrial holdings that are built along the value-added chain and influence the development of the region. The paper concludes that despite the sanctions, the industry is on the rise. However, due to second-order factors (high loan interest, long payback periods, etc.), the dynamic development trend may exhaust itself. Therefore, the state should continue to support the agriculture that has an indirect effect on the socio-economic level of regional development.

The article investigates the problems that Russian industry has encountered during the period of economic reforms. The author explores the reasons for the competitiveness decrease and contradictions that hinder the modernization of the domestic industry. Based on the analysis the principal concept is posed of the need in the implementation of the strategy of re-industrialization in Russia on a new technological basis. The basic directions of re-industrialization, the mechanisms of its implementation, as well as the impact on import substitution are considered. Substantial attention is paid to the risks inherent in a re-industrialization of Russia and the ways to overcome them. In recent years, geo-political and geo-economic challenges to the Russian economy and society greatly exacerbated the contradictions that emerged in the previous decades of economic evolution. During a long period of time the country tried to implement an economic policy intended, in principle, at achieving the strategic goal of creating a modern socially-oriented market economy on the base of modernization. However, the practical tools for implementation of this course – first of all, the ideology of “market fundamentalism” combined with the remaining powerful black market and “hand steering” by the government – caused stagnation and further de-industrialization of the country with inevitably negative implications for the manufacturing, science, education, human capital. Most recently, the Russian economy faced additional problems, namely, the Western sanctions, world economic slump and decline in world oil prices. That is why significant changes in the objectives and tools of economic policy are so urgent.

At the current stage of structural reorganization of the Russian economy the choice of strategies to increase the reproductive technological potential of industrial production is becoming increasingly urgent. Especially they are important in the manufacturing industry and mechanical engineering when solving the problems of reducing the raw material component of Russian exports and import substitution in order to ensure the country's economic, defense, food, technical and technological security. In this regard, priority is the strategy of increasing the competitive capacity of the fund-building machinery industry, selecting and implementing innovative and investment policies.

The article discusses the essence of assortment diversification of agri-food exports. It is noted that export diversification is inextricably linked with the diversification of the national economy. Attention is drawn to the fact that the import substitution policy largely contributes to the diversification of exports. It is concluded that due to the fact that Russia mainly exports low-value-added products, it is necessary to develop a strategy for managing assortment diversification of exports in order to increase its profitability.

The policy of import substitution intensified in Russia in the second half of 2014 against the background of sanctions by the United States, the European Union and some other countries, as well as the introduction of counter-sanctions in the country. However, over the past period, no strong positive results of this policy have been noted in agriculture, with the exception of a narrow group of goods. An obvious negative consequence was the increase in prices on the consumer market and the restriction of the choice of food products. The share of machinery and equipment in imports has not decreased and the share of these goods in Russian exports has not increased. The article briefly describes the history of the formation of the import substitution policy in the World, its positive and negative sides. Taking into account the historical experience of the use of import substitution in the world, the author tries to identify the reasons for the lack of results of this policy in Russia. One of these reasons, according to the author, is excessive politicization, as well as bureaucratization in the implementation of the import substitution policy to the detriment of the economic content of this policy, which is confirmed by the lack of necessary calculations and a period of time for the implementation of the import substitution policy. Based on personal experience, the author also points out the negative effects of the import substitution policy that are manifested outside the economy and business, in particular, in the fi eld of higher education, which is often manifested in the distorted initial view of many students about the essence and goals of the import substitution policy. The author comes to the conclusion that only when understanding import substitution as an economic policy one can expect that this policy will benefit the Russian economy.

Introduction. In managing the competitive advantages of the agri-food complex, the study of the structural modernization of the agri-food complex on the basis of taking into account the levels of risks and the uncertainties of the economic situation that determine the possible boundaries of the use of regulatory measures is of particular importance. An interdisciplinary approach to the analysis and prediction of the structure of the complex opens up new possibilities for research, taking into account the relationships and interactions of all its elements. Theoretical analysis. The quality of the economic dynamics of the complex and its compliance with the long-term development goals of the Russian economy are evaluated. Trends in the interbranch structure, and priorities of state support have been revealed. Empirical analysis. The results of import substitution in the agri-food complex have been analyzed. The factors and structure of its growth have been revealed. The interbranch structure of the participation of various stages of its product chains in the production of total value added has been estimated. The stability of the local production systems of the complex has been characterized. Consumption growth is considered as an independent driver of the economic growth of the complex. The influence of the dynamics and structural parameters of investments has been analyzed. Results. It has been proved that structural balance largely determines the competitive stability of the development of the agri-food complex as a diversified system. Based on the interbranch analysis, new directions of development of the structure of the complex have been identified, directions of its state support have been clarified. Priorities of the foreign trade policy of the complex have been determined.

The paper analyzes current trends in the development of the world economy and their impact on the economy of different countries, including Russia. The article reveals the peculiarity of the Russian import substitution policy and shows its consequences for the overall economic state of the country. It is shown that while maintaining the raw material model of the Russian economy, the policy of import substitution does not justify itself. As before, the country's economy is heavily dependent on imports of modern technological equipment. This fact affects the competitiveness of both Russian exports and the country's economy as a whole
