The policy of import substitution intensified in Russia in the second half of 2014 against the background of sanctions by the United States, the European Union and some other countries, as well as the introduction of counter-sanctions in the country. However, over the past period, no strong positive results of this policy have been noted in agriculture, with the exception of a narrow group of goods. An obvious negative consequence was the increase in prices on the consumer market and the restriction of the choice of food products. The share of machinery and equipment in imports has not decreased and the share of these goods in Russian exports has not increased. The article briefly describes the history of the formation of the import substitution policy in the World, its positive and negative sides. Taking into account the historical experience of the use of import substitution in the world, the author tries to identify the reasons for the lack of results of this policy in Russia. One of these reasons, according to the author, is excessive politicization, as well as bureaucratization in the implementation of the import substitution policy to the detriment of the economic content of this policy, which is confirmed by the lack of necessary calculations and a period of time for the implementation of the import substitution policy. Based on personal experience, the author also points out the negative effects of the import substitution policy that are manifested outside the economy and business, in particular, in the fi eld of higher education, which is often manifested in the distorted initial view of many students about the essence and goals of the import substitution policy. The author comes to the conclusion that only when understanding import substitution as an economic policy one can expect that this policy will benefit the Russian economy.

The subject of research is the consequences of the impact of sanctions on a regional economy through the agricultural sector because the imposition of sanctions and the import substitution policy in agriculture have influenced all stages of the reproduction process, being an extra stimulus to the development of the sector. The paper examines the agricultural sector in the light of the import substitution policy and the effects of the first and second orders of sanctions. The purpose of research was to analyze the economic relationships of the largest agro-industrial holdings that are built along the value-added chain and influence the development of the region. The paper concludes that despite the sanctions, the industry is on the rise. However, due to second-order factors (high loan interest, long payback periods, etc.), the dynamic development trend may exhaust itself. Therefore, the state should continue to support the agriculture that has an indirect effect on the socio-economic level of regional development.

An effective industrial policy in the context of globalization is becoming increasingly possible thanks to the use of a proactive strategy based on the principles of the New knowledge economy. It is not so much import substitution and support for extensive production that comes to the fore, but rather the strengthening of quality potential, primarily in the field of IT, innovation and education as the main sphere of human capital creation. Purpose of this article is to identify the strengths and weaknesses of Russian industrial policy and to show that only a proactive industrial policy can achieve the best results in a modern innovative economy. The authors use research methods such as an analysis of the theoretical aspects of an effective industrial policy of the future using soft power tools based on the concept of economic security, as well as an analysis of Russian experience in this area. This analysis is based on data from statistical indicators of industrial policy and assessment of import substitution coefficients. Based on this, the authors conclude that the success of the import substitution policy directly depends on whether it is an immanent part of economic policy or is carried out solely for political reasons.

Today the issue regarding the need for import substitution has become particularly relevant in consequence of the application of economic sanctions against Russia in 2014, as well as the subsequent decrease in prices of primary recourses, sharp depreciation of the Russian ruble against world currencies, the blocking of access to credits on international financial markets, and termination of technology transfer. This has led the Russian economy to such a situation, where the issue arose about the need of mobilizing internal resources to support the economy and prevent its collapse. The present article uses scientific methods and general scientific principles of dialectical development and systematic approach. The major results concern the estimation of the food basket in the Belgorod region, discussions on the current status of the regional import substitution system, an evaluation of the effectiveness of state regulation measures of the import substitution policy, the formation of priority guidelines of import substitution in the context of increasing economic security of the Belgorod region.
