In recent years, information and communication technology (ICT) has rapidly spread across the globe, along with increased market penetration and easy availability of economical smartphones and cell phones with both wired and nonwired connections to access the Internet; this leapfrogging in the Internet access is true even in the rural areas of the world's developing countries. This study explored the interplay between contextual and individual factors related to Internet adoption in isolated rural communities. By investigating 10 remote villages throughout Chile that received Internet access infrastructure in 2010–2011, we identified 3 areas in which contextual and individual factors are intertwined.1.Geogeaphical isolation,2. the communities' aging population also represented a strong challenge because they lack young people, a relevant technology socialization agent.3.Jon and economic. When the Internet has reached the vast majority of the population, isolated communities confront specific challenges that we need to consider in policy?making decisions. As Internet access spreads and the level of penetration reaches high percentages in both developed and developing countries, the urban–rural digital gap remains strong (e.g., LaRose, Strover, Gregg, &Straubhaar, 2011; Rivera, Lima & Castillo 2014). Thus, many policy?making efforts have promoted online connection in rural areas. For example, in the United States, the Department of Agriculture has promoted broadband access programs such as the Sustainable Broadband Adoption Program (LaRose et al., 2012).

Internet access is necessary to ensure respect for the right to education, however, worldwide about 75% of school-age children in rural areas do not have access to the Internet at home, which makes it imperative the need for actions to reduce the digital gap to improve the quality of education in rural communities in Ecuador. This article describes the rehabilitation of an Internet network of 40 schools in the Nabón community, Ecuador. An earlier initiative implemented the Internet network, but lack of maintenance left it non-functional. With the support of the Municipality of Nabón, Motorola Foundation and IEEE SIGHT, a group of volunteers from IEEE Ecuador evaluated the state of the network to identify opportunities using the existing infrastructure. The commitment to the community, as well as the development of capacities, are at the center of the intervention to guarantee the sustainable development of the project. This document reports on the design, implementation, achievements and lessons learned from the rehabilitation of the Internet network.

The Internet has become entrenched in the U.S. economy over the last 15 years;access and use of the Internet has increased for all regions of the United States, most types of households and work places, and all income groups. In this chapter we explore how access technologies may affect household on-line activity patterns and address some of the aspects that differentiate urban and rural household Internet use. Rural households are less likely than urban households in having broadband Internet access but this varies regionally across the country. Study suggests that broadband Internet access is no longer perceived a luxury, but as a necessity and that there is pent-up demand for broadband Internet access in rural areas.

BACKGROUND Hypertension is a rapidly growing epidemic in China. Yet, it remains inadequately controlled, especially in rural areas. The internet has shown potential for better health management in different settings; however, few studies have investigated its role in hypertension management in China. OBJECTIVE This study aims to examine the association between internet access and hypertension awareness, treatment, and control among elderly Chinese adults and to investigate whether the association between internet access and hypertension management differed between those living in urban and rural areas. METHODS We obtained data from the nationally representative survey of the China Health and Retirement Longitudinal Study in 2011. Hypertension was defined as (1) average systolic blood pressure of ≥140 mm Hg or average diastolic blood pressure of ≥90 mm Hg or (2) currently taking antihypertensive medications. The outcome assessed included hypertension awareness, treatment, and control. The key independent variable was defined as whether one had internet access at home. We performed multivariate logistic regressions for each of the 3 outcomes. RESULTS Among 5135 hypertensive respondents (age 62.4 [SD 9.9] years; 2351/5135, 45.78% men), 12.89% (662/5135) had internet access at home. Compared with those who had no internet access, internet access was positively associated with hypertension awareness (odds ratio [OR] 1.36, 95% CI 1.07-1.73) and treatment (OR 1.38, 95% CI 1.09-1.75), but not with control (OR 1.19, 95% CI 0.90-1.58). Internet access reduced urban-rural disparity in hypertension awareness by 9.6% (P=.02), treatment by 8.3% (P=.05), but not in control. In addition, the moderating effect of internet access on urban-rural disparities in hypertension management was larger among females. The decreased urban-rural disparities were primarily driven by that internet access improved the management level in rural areas. CONCLUSIONS Despite the low rate of internet access among the elderly population, the internet shows its potential as a platform for achieving better hypertension management in China. Strategies for reducing the disparities in hypertension management and overall disease burden of hypertension among the elderly population might consider the internet as a platform.

Background: Older adults living in rural areas suffer from health inequities compared to their urban counterparts. These include comorbidity burden, poor diet, and physical inactivity, which are also risk factors for sarcopenia, for which muscle weakness and slow gait speed are domains. To date, no study has examined urban-rural differences in the prevalence of muscle weakness and slow gait speed in older adults living in the United States. Objective: To compare the prevalence of grip strength weakness and slow gait speed between urban and rural older adults living in the United States. Design: A cross-sectional, secondary data analysis of two cohorts from the National Health and Nutrition Examination Survey (NHANES), using gait speed or grip strength data, and urban-rural residency, dietary, examination, questionnaire and demographic data. Participants: 2,923 adults (≥ 60 yrs.). Measures: Grip weakness was defined as either, an absolute grip strength of <35 kg. and <20 kg. or grip strength divided by body mass index (GripBMI) of <1.05 and <0.79 for men and women, respectively. Slow gait speed was defined as a usual gait speed of ≤0.8m/s. Results: The prevalence of GripBMI weakness was significantly higher in urban compared to rural participants (27.4% vs. 19.2%; p=0.001), whereas their absolute grip strength was lower (31.75(±0.45) vs. 33.73(±0.48)). No urban-rural differences in gait speed were observed. Conclusions: Older adults residing in urban regions of the United States were weaker compared to their rural counterparts. This report is the first to describe urban-rural differences in handgrip strength and slow gait speed in older adults living in the United States.

Mobile ICTs have addressed the digital divides between the global south and the global north. While a phenomenal mobile penetration in developing countries has enabled ICT4D innovations by connecting previously unconnected people, several communities suffer adverse inclusion or lack access altogether. Such digital divides within countries have been attributed to technical, social, and economic issues. As a result, many approaches to bridging the digital divides have been used by both academics and practitioners. This chapter, therefore, discusses the potential use of community networks for providing sustainable and affordable access to rural communities in developing countries. In addition to the advantages of community networks, the chapter presents the challenges thereof, and it contributes to the vexed question about how to harness ICTs to empower the disadvantaged communities in developing countries. A case study of Zenzeleni Makhosi community network in South Africa's Eastern Cape province is presented and analysed using Sen's capability approach.

This case highlights the challenges faced by organizations in developing countries in getting reliable, high-speed Internet access to support their mission critical web enabled information systems. The case prescribes various measures to optimally use the constrained bandwidth available from service providers. The challenges in defining and monitoring appropriate service level agreements with the service providers are discussed.

Rural schools in many countries face problems in providing educational opportunities to children and youth for a variety of reasons. There has been the tendency in many countries to migrate to urban areas, often in search of better economic opportunities. The resulting shift from rural areas to urban/suburban areas has placed increased pressures on schools in rural communities. Schools often form the hub of social and civic activity in rural communities. Although they are an important component to rural communities, many rural schools are struggling under the weight of declining populations, declining budgets, staffing difficulties, and increased pressures to better prepare students for the workforce or further education. Rural schools face particular difficulties in attracting and retaining qualified teachers. Faced with problems of providing a comprehensive curriculum and qualified teachers, many rural schools in the United States have turned to distance education. This case explores the use of distance education in the United States through a national survey of distance education use, analysis of barriers to distance education and an experimental study of enhancing distance education through more appropriate training of local facilitators to support students.

Norwel Equipment Co. Limited Partnership (L.P.) is a Louisiana business retailer of construction equipment specializing in John Deere heavy-equipment and has secured exclusive John Deere rights for most of the State of Louisiana. Founded in 1972, Norwel is the sixth largest John Deere construction equipment dealer in the United States. This case illustrates business and technology issues facing Norwel. In mid-1999, the October 1st deadline for John Deeres requirement to communicate by e-mail was approaching and the response time of the Norwels primary computers system, an AS/400, was increasing to the point where users were not satisfied with performance. Also users were requesting new computing services such as e-mail, document sharing, and Internet access. For example, the Parts Operations Manger suggested selling parts online and the Manager of the Used Equipment Division suggest supporting the sales staff through Internet connections. Managing Partner, Richard Hevey decided an upgrade to the networks and a connection to the Internet were needed. He is faced with both short-term and long-term decisions about Norwels infrastructure.

New Mexico is among the first states in the United States to develop, implement, and deploy contactless, smart card technology in a rural area. The Alliance for Transportation Research Institute, working with the New Mexico Department of Transportation's Public Transportation Programs Bureau, developed the Intelligent, Coordinated Transit (ICTransit) smart card technology and the Client, Referral, Ridership, and Financial Tracking (CRRAFT) software. The U.S. Department of Transportation's FTA–FHWA Joint Program Office provided federal funding for the project. The ICTransit smart card functions as a universal use electronic fare card, enabling passengers to transfer between transit providers to access jobs, education, and health care beyond their local rural communities. ICTransit's Global Positioning System receiver and Pocket PC capture the time and location that passengers board and exit the vehicle and the passenger miles traveled on the vehicle. The CRRAFT software system for express scheduling, automatic generation of monthly financial reports, and onboard tracking of ridership provides increased efficiency in rural areas. The ICTransit system with CRRAFT can overcome barriers to coordinated interagency transportation and provide increased access and mobility to all, but especially to those underserved by public transportation. ICTransit with CRRAFT can empower states to build coordinated transportation networks that provide safe and seamless movement of people and enhance the quality of life.

I examine the political consequences of prison development in the United States. I theorize that the prison apparatus not only upholds a system of racial hierarchy and class stratification, but also links the economic stability of lower-class, rural whites to the continued penal confinement of poor, urban minorities. Analysis of an original dataset suggests that local reliance on existing prison infrastructure throughout many economically-depressed rural communities strengthens political support for harsh criminal punishments and militates against reform efforts. Political representatives have powerful interests in protecting rural prison investments, regardless of their actual economic impact in host communities. The evidence indicates that rural prison development contributes to the perceived economic viability and political power of rural areas, while reinforcing forms of punishment that destabilize poor urban neighborhoods and harm politically marginalized populations.
