Gunung Agung is a stratovolcano type of volcano which has a height of 3,142 masl and is located in Karangasem Regency, Bali Province. At the end of 2017, Mount Agung's volcanic activity increased until it finally erupted several times in October to December. The government has prepared refuge pockets at the foot of Mount Agung, in areas that are not directly affected by eruption. There are 19 drilling plan points that will be carried out to meet the raw water needs at the evacuation site. This paper presents the groundwater recharge potential including the distribution of water sources, Hydrogeological conditions and the magnitude of groundwater recharge potential at hillside of Mount Agung and the surrounding area. The method used in this study is a field survey, calculation of potential recharge, analysis and evaluation of hydrogeological conditions, distribution of water sources and calculation of potential groundwater recharge. Groundwater at the foot of Mount Agung has the potential to be utilized and developed mainly to cover raw water needs in several refugee locations, namely in the Districts of Sidemen, Abang and Karangasem. The result of the analysis is that the largest groundwater potential is in Kubu Sub-District, namely 97,560,207 m3 / year, with a position that is relatively susceptible to primary hazards and secondary to Mount Agung eruption. For locations that are relatively safe and reachable in the area, they are in Tianyar, Sukadana, Baturinggit, Kubu, and Tulamben Villages, all of which are on the coast of the sea. These results are expected to be used by local governments in an effort to deal with the provision of water from the impact of the eruption of Mount Agung.

The problem in this research How Formulation Policy Act No. 10 Year 2009 on the Indonesian Tourism with the Indramayu Regional Regulation No. 14 of 2006 regarding marine conservation area of the island of Biawak, Gososng, Cendekian And How Harmonization Act No. 10 of 2009 with the Indramayu Regional Regulation No. 14 of 2006 regarding formulation Act No. 10 Year 2009 on the Indonesian Tourism with the Indramayu Regional Regulation No. 14 of 2006 about marine conservation area of the island of Biawak, Gososng, Cendekian, the purpose of this research to understand and analyze the extent to which policy The findings of the community or field of law local governments about the environmental damage done by companies or individuals are not equal accordance with regional regulations in force, nor the Law in force so that the function of law in society indramayu not fit the mandate to establish a change and justice based Formulation public corporate criminal liability.Inskonsitensi happens to local regulation No.14 of 2006 makes no harmonized with the regulations of each other so that the impact of this inskonsistensi makes the sector particularly environmental law enforcement get uncertainties that result in coastal communities Indramayau.Conclusion Harmonization of regulations of the center and regions delivering the policy formulation of the rule of law area to comply with the regulations above in order to avoid inconsistency, the occurrence of this inconsistency resulted in the rule of law and justice for the indramayu, suggestion that the government should was nearly revise regulations related area, especially the government must dare to take action to give effect to the perpetrator deterrent effect rule-based running as well as possible.

This article selects the listed companies in China’s A-share heavy pollution industry from 2014 to 2018 as samples, uses a random effect model to empirically test the relationship between media attention and corporate environmental performance and examines the impacts of local government environmental protection and property nature on that relationship. Results are as follow: (1) Media attention can significantly affect a company’s environmental performance. The higher the media attention, the greater the company’s supervision and the better its environmental performance. (2) In areas where the government pays less attention to environmental protection, the impact of media on corporate environmental performance is more obvious, but in other areas, the impact of media on environmental performance cannot be reflected; (3) The media attention is very significant for the environmental performance improvement of state-owned enterprises, and it is not obvious in non-state-owned enterprises. (4) A further breakdown of the study found that the role of media attention in corporate environmental performance is only significant in the sample of local governments that have low environmental protection and are state-owned enterprises. This research incorporates the local government’s emphasis on environmental protection into the research field of vision, expands the research scope of media and corporate environmental performance, and also provides new clues and evidence for promoting the active fulfillment of environmental protection responsibilities by companies and local governments.

Efforts to conserve coastal abrasion areas due to the overlapping of coastal development that causing in the overcapacity of environmental carrying capacity can be done among others by rehabilitating mangroves. Community development is an approach to help society by analyzing their problems and finding their solutions. Some studies show that mangrove rehabilitation be successful with a community development approach. However there is a new problem when the success of mangrove rehabilitation in Karangsong began to be claimed by one of the parties from several stakeholders who involved in mangrove rehabilitation activities. Beside that, problems arise from local governments claiming ownership of mangrove rehabilitation areas. The transfer of ownership is feared to threaten the sustainability of the mangrove forest area because the mangrove forest area is also an ecotourism, should be damaged conservation areas because it only focuses only on ecotourism. This paper reviews how the impact of one-sided claiming of one of the stakeholders and also the transfer of ownership of mangrove conservation area. To achieve the sustainability of the mangrove conservation area is needed regulation that not only benefits the government but also must involve the community in making the policy. In addition to the importance of sustainability of mangrove conservation is the main thing in conservation efforts.

In 2000, the Government of Indonesia took a bold step by adopting a very radical policy of decentralization by devolving broad powers to local governments. The concept of divided government is a new thing that is happening in the government system in Indonesia. This article examines the impact of the governor election in West Kalimantan in 2018 and assesses the current paradigm for divided governance. This study uses a qualitative descriptive method, which provides a complete analysis and analysis of the evidence found. The results show that divided government can have an impact on political and bureaucratic obstacles after the 2018 West Kalimantan Governor Election. The study also found and introduced new methods of implementing split government, namely through ANDI as theoretical implications.

Abstract This work aims to identify the potential groundwater recharge zones in the Mitidja plain (north Algeria) using the multi-criteria approach. The analysis was based on the use of a geographical information system (GIS) and remote sensing to establish eight thematic maps, weighted, categorized and inserted, that allowed us to establish the potential zones’ map for groundwater recharge. Three potential groundwater recharge classes were defined corresponding, respectively, to low (26%), moderate (47%) and high (27%). The best groundwater potential zones are situated in the piedmont of the Blidean Atlas (the south of the study area), precisely, upstream near to wadis (wadi El Harrach, wadi Djemaa, wadi Mazafran) and the western aquifer limit, where the hydrogeological units are formed by the alluvium formation which is characterized by high hydraulic conductivity, high water flow, low slope, low drainage, low quantity transported sediments and good water quality. The obtained results, in this work, describe the groundwater recharge potential areas and supply information for a suitable mapping and the management of aquifer resources in the study area.

Purpose In June 2016, the first cases of Zika were reported in the USA in the Wynwood neighborhood of Miami, Florida. The purpose of this paper is to present the results of a survey of Wynwood businesses about their perceptions of their financial well-being and the government and media’s responses to the Zika outbreak. Design/methodology/approach A survey instrument was developed, and 44 owners/managers of Wynwood businesses were interviewed by telephone or in-person during the period when the outbreak was being managed. Findings Businesses reported downturns in revenues, profits, and customer traffic following the Zika outbreak. Believing that the downturn would be temporary, few businesses laid off workers or reduced prices. All businesses reported dissatisfaction with the government’s response to the outbreak. Originality/value This is the first study to document the impact of Zika on businesses located in outbreak areas. The findings highlight the business impact of Zika outbreaks and suggest a need for improved communication and response from state and local governments to business concerns when future outbreaks occur.

ABSTRAKSistem pendidikan sesuai dengan UU Nomor 32 Tahun 2004 tentang Pemerintah Daerah kebijakan tentang desentralisasi diserahkan pada Pemerintah Daerah masing-masing. Khususnya dalam kebijakan jalur zonasi berpengaruh terhadap mutu penyelenggaraan pendidikan khususnya dalam perolehan jumlah siswa. Contohnya ada satu siswa di SMAN Kota Magelang terpaksa tidak dapat sekolah favorit, selain itu protes dari pihak orang tua murid. Penelitian secara normatif empiris yang dianalisis secara diskriptif kualitatif. Pemerintah wajib melaksanakan perbaikan secara berkesinambungan mengenai sistem nasional pendidikan di era desentralisasi melalui: Evaluasi kesiapan pemerintah daerah dalam sistem zonasi untuk mendata kecukupan sekolah; Pemerataan pendidikan dengan sarana dan prasarana yang memadai; Guru yang memadai untuk setiap zona; Ketersediaan informasi secara online maupun melalui pamflet dan papan pengumuman; Perlunya dipetakan dampak sistem zonasi. Jika memperhatikan hal tersebut, maka pelaksanaan kebijakan desentralisasi pendidikan dapat dikatakan lebih efektif dan efisien untuk dunia pendidikan di masa yang akan datang.Kata Kunci: Kebijakan, Zonasi, PPDB, Desentralisasi  ABSTRACTThe education system is in accordance with Law Number 32 of 2004 concerning Regional Government. Policies on decentralization are left to the respective Regional Governments. Especially in the zoning policy policies affect the quality of the implementation of education, especially in the acquisition of the number of students. For example, there was one student in Magelang City High School who was forced to not get a favorite school, besides protesting from the parents. Empirical normative research that is analyzed by descriptive qualitative. The government is obliged to carry out continuous improvement of the national education system in the decentralization era through: Evaluation of the readiness of local governments in the zoning system to record the adequacy of schools; Equitable education with adequate facilities and infrastructure; Adequate teachers for each zone; Availability of information online as well as through pamphlets and bulletin boards; The need to map the impact of the zoning system. This study aims to determine the response of the leadership of PTS and PTN rectors throughout Indonesia regarding the full exemption of UKT for students who are affected by the Covid 19 virus and the impact of criminal and civil law on leaders or higher education institutions. In the context of this problem, the authors see from the optical psychology of law aspects in the legal review process, with two approaches to religious norms and an approach with positive legal norms. Furthermore, to support the purpose of this study, the paradigm used in this study is the post-positivism paradigm. The results of the study show that, based on the formulation of the criminal provisions of Law No.12 of 2012 on Higher Education, criminal provisions are regulated for those who commit criminal offenses. Meanwhile, regarding administrative sanctions for PTS and PTN higher education institutions that violate it, they are subject to administrative sanctions. Of the various administrative sanctions that have been regulated, there are also no rules for PTS and PTN to get sanctions, if they do not give full UKT exemption to students. What is regulated relating to students is only in Article 76 (1) "the government, local governments, and / or tertiary institutions are obliged to fulfill the rights of economically disadvantaged students to be able to complete their studies in accordance with academic regulations.

Introduction: The main objective of the study is to evaluate the impact of the moral-recovery program done by different religious organizations in cooperation with the Dangerous Drugs Board (DDB) of the Philippines, Philippine National Police, Local Governments Units, and Non-government Agencies and various business sectors.  Method: A total of 131 drug surenderees from Cavite, Philippines were purposively selected to participate in the study. One hundred fourteen (87%) respondents are male and 17 (13%) are female. Survey questionnaires and interviews were used to gather the data to find out how the program made an impact to the morality of the surrenderees. Frequency and percentages were used for statistical analysis. Result: Results showed that after attending the 3-month moral recovery program, 111 (85%) of the drug surenderees resolved to stop using drugs, 64 (49%) committed to attend church regularly, 98 (75%) have a better relationship with God, and 23 (18%) have a healthier perspective in life and became more responsible members of their own families. The respondents, who were influenced by their friends to use drugs, after attending the 12-session moral recovery program that lasted for three months, changed their lives dramatically from turning to drugs to turning to God in solving their problems. Discussion: This proved that the program helped the drug surenderees to improve their lives and relationship with God and with other people. Since this program is mandated by the government, it is recommended that further studies on the impact of the moral recovery program in other areas in the Philippines be done.

It is a difficult time for the world’s economics while the impact of COVID-19 is undergoing. A possible worldwide sovereign debt crisis could emerge, in short term, for supply chains blockage due to its slowing-down in many countries. China, having the second largest economy in the world, is crucial for the stability and sustainability of the economic recovery. China endures a long-term growth since 2000; nevertheless, a large amount of that growth is contributed by the government debt, which was spent on infrastructures. The accumulation of debts is a potential risk to the future growth of China. This research evaluates the central government and local government debts with a series of indicators. The weights of indicators are determined by objective methods of the CRITIC approach. Results confirm that the central government debt of China is on the edge of risk, while the risk of local governments debt is already in a concerning danger. The local government risk is 50% higher than the central government’s risk. Moreover, the K-means clustering algorithm performed on data, collected from various provinces, suggests that the local government debts of China follow a pattern of geographical distribution; that is, the closer to the coast, the lesser the risk, which is in accordance with the pattern of labor flowing. Labors are attracted by job opportunities which lie in the well-developed regions of China. This is confirmed by the crosscheck with the wage growth data. This indicates that the less developed areas of China rely more heavily on debt-investment stimulation that could be of a potential stagnation because the yield of investment follows diminishing marginal returns and the relative lacking labor weakens the potential economic growth.
