This research aims to elaborate on the relevance of the regional government regulations in reading and writing from Al-quran to the policy of the government policy on national education curriculum. The research on both policy documents uses a content analysis approach consisting of: the regional regulation number 4 Banjar region about Khatam Al-quran for participants in elementary and junior high and the ministry of national education regulation number 22,23,24 year 2006 concerning national education curriculum. The results of the research  indicate  the  relevance  of  many  aspects  of  regional  regulation  (perda)  Banjar  region  number  4  year 2004 with the government’s policy on national education curriculum. Relevance is identified based on aspects of: objectivity, content, and the learning process. From the perspective of education, regional regulation number 4 Banjar region is based on complementing and supplementing the national education curriculum policy. Penelitian ini bertujuan untuk menjelaskan persinggungan isi dan kandungan makna peraturan pemerin- peraturan pemerintah daerah tentang Baca Tulis Al-Qur’andengan kebijakan pemerintah tentang kurikulum pendidikan nasional. Penelitian menggunakan pendekatan analisa isi terhadap kedua dokumen kebijakan yang menjadi fokus penelitian yakni: peraturan daerah nomor 4 Kabupaten Banjar tentang khatam al-qur’an bagi peserta didik pada pendidikan dasar dan menengah; dan peraturan menteri pendidikan nasional nomor 22, 23, 24 tahun 2006 tentang kurikulum pendidikan nasional. Hasil penelitian menunjukkan adanya kesesuaian pada banyak hal antara peraturan daerah (perda) Kabupaten Banjar nomor 4 tahun 2004 dengan kebijakan pemerintah tentang kurikulum pendidikan nasional. Kesesuaian tersebut ditemukan pada aspek: tujuan, isi, dan proses penyelenggaraan pembelajaran. Dari perspektif pendidikan, peraturan daerah nomor 4 Kabupaten Banjar bersifat komplementer dan suplementer terhadap kebijakan kurikulum pendidikan nasional.

The purpose of this paper is to critically analyse the policymaking process of the Moral and National Education (MNE) curriculum in Hong Kong by employing Kingdon’s Multiple Streams Framework. The aim of the paper is threefold. First, it will describe the policy process of the national education curriculum policy as a foundation for the analysis. Second, the author will critically evaluate and apply Kingdon’s MSF to examine the policymaking process, both to analyse how such policy came to be constructed as a problem and to consider the proposed policy solutions, as well as the surrounding political forces. Third, the analysis will identify the possible coupling of these lines of thought and the notions of “policy entrepreneurs” and “policy windows.”The MNE policy provided a good example of how a policy problem is constructed in various policy contexts, as well as how the solution is matched to the problem. Although the policy outcome is not entirely predictable, Kingdon’s framework is excellent for explaining the likely outcomes.This paper contributes to the wider policy literature by bridging the East-West gap in policy analysis. It provides a better understanding of the policymaking process in Asian countries, and it should also prove useful to both education policy scholars and policymakers. Finally it suggests further research is needed on how social media affects each of Kingdon’s streams in Hong Kong.

One of the problems faced by the Indonesian people is the unequal distribution of doctors, especially in villages and other disadvantaged areas. One of the causes is the low interest of medical students and doctors to work in the area. The government as the highest authority holder should have made efforts to solve a state problem as outlined in the form of government policy. Recent research conducted by Kharinnisa et al in 2016 identified several factors that influenced the interest of medical students to work in rural areas. This study was conducted to determine the relationship of these factors with government policy. This study is a descriptive qualitative study in the form of a literature study. Of the eight factors, only half are supported by government regulations, namely having visited rural areas, career opportunities, income potential, facilities in rural areas and factors not yet supported by government regulations include university location, family economic status, closeness to family and spouse. Therefore it is necessary to study the formation of government policies that can support all these factors along with the proper implementation of these policies.

Abstract: Indonesia's biodiversity and all the other potentials that are fairly abundant must be utilized to improve the welfare of the people. One mechanism that is expected to be able transform potential into aktus is education. Through the Ministry of National Education, the government sought the implementation level of the education curriculum (SBC) to connect the implementation of local excellence as part of the curriculum in school. Local advantages can be put in the subjects of local content (Muatan lokal) or integrated with other subjects. This study aims to find out the model of the fiscal application of Rasul SAW in the context of the fiscal management of Palembang City Province. This research was conducted in two stages. Phase I, namely describing Rasul SAW's fiscal management model and implemented it in the management of the fiscal city of Palembang and its implications for the level of security and welfare of the people of Palembang city. Phase II, namely the development of Rasul SAW's fiscal management model, became the model rule for the fiscal management of Palembang city. Fiscal management includes the use of government spending, taxation, and loans to achieve the desired goals in building a country, fiscal management becomes the main tool for the state for welfare, this management is applied by the Prophet Muhammad in Medina. The Prophet Muhammad's fiscal resources consisted of Zakat, Ghanimah, Kharaj, Jizyah, and other sources burupa Usyir. The position of fiscal management plays an important role in the Islamic economic system compared to monetary management, with the prohibition on usury and obligations regarding the importance of fiscal position compared to monetary. The economic and fiscal system applied to the government of Palembang City refers to the policies contained in the Pancasila, the Act, and government regulations both the central government and regional government regulations. The fiscal becomes regional original income (PAD) sourced from; (1) Results of regional tax collection; (2) Regional retreat; (3) Management of regional wealth 4) and others.

ABSTRAKSistem pendidikan sesuai dengan UU Nomor 32 Tahun 2004 tentang Pemerintah Daerah kebijakan tentang desentralisasi diserahkan pada Pemerintah Daerah masing-masing. Khususnya dalam kebijakan jalur zonasi berpengaruh terhadap mutu penyelenggaraan pendidikan khususnya dalam perolehan jumlah siswa. Contohnya ada satu siswa di SMAN Kota Magelang terpaksa tidak dapat sekolah favorit, selain itu protes dari pihak orang tua murid. Penelitian secara normatif empiris yang dianalisis secara diskriptif kualitatif. Pemerintah wajib melaksanakan perbaikan secara berkesinambungan mengenai sistem nasional pendidikan di era desentralisasi melalui: Evaluasi kesiapan pemerintah daerah dalam sistem zonasi untuk mendata kecukupan sekolah; Pemerataan pendidikan dengan sarana dan prasarana yang memadai; Guru yang memadai untuk setiap zona; Ketersediaan informasi secara online maupun melalui pamflet dan papan pengumuman; Perlunya dipetakan dampak sistem zonasi. Jika memperhatikan hal tersebut, maka pelaksanaan kebijakan desentralisasi pendidikan dapat dikatakan lebih efektif dan efisien untuk dunia pendidikan di masa yang akan datang.Kata Kunci: Kebijakan, Zonasi, PPDB, Desentralisasi  ABSTRACTThe education system is in accordance with Law Number 32 of 2004 concerning Regional Government. Policies on decentralization are left to the respective Regional Governments. Especially in the zoning policy policies affect the quality of the implementation of education, especially in the acquisition of the number of students. For example, there was one student in Magelang City High School who was forced to not get a favorite school, besides protesting from the parents. Empirical normative research that is analyzed by descriptive qualitative. The government is obliged to carry out continuous improvement of the national education system in the decentralization era through: Evaluation of the readiness of local governments in the zoning system to record the adequacy of schools; Equitable education with adequate facilities and infrastructure; Adequate teachers for each zone; Availability of information online as well as through pamphlets and bulletin boards; The need to map the impact of the zoning system. This study is to find an alternative model of North Sumatra provincial government policy in resolving the ex-hgu land conflicts of PTPN II plantations in Deli Serdang Regency. This study is based on the fact that regional autonomy as regulated in Law Number 23 of 2014 gives the authority to the regional government in autonomy to resolve disputes over arable land in their territories. One of them relates to ex-HGU PTPN II land disputes starting in 2002 with the Central BPN Decree number 42, 43 and 44 / HGU / BPN / 2002 and Decree Number 10/2004 regarding the granting of an extension of the term of the Right to Cultivate (HGU) covering an area of 5,873 , 068 Ha from PTPN II HGU. However, the problem arises because of legal uncertainty over the distribution of land that had expired during the PTPNII HGU, so that horizontal or vertical conflicts (community cultivators, PTPN II, government and developers) occurred. From the results of the study, it was concluded that first, the ineffective model of handling policies that are appropriate, fast, and comprehensive is carried out by the government. This relates to the problem of land conversion where there is a lack of orderly administration and past land data. So that each party has its own claim on land ownership and ownership. Both the boundary and location of land parcels. Second, legal uncertainty, that there are legislation that overlaps both horizontally and vertically as well as regulated substance

Abstrak Penyelenggaraan pemerintahan diperlukan sebuah jalannya manajemen pemerintahan yang maksimal guna dicapainya penyelenggaraan pemerintahan yang baik (good governance) untuk mewujudkan kesejahteraan masyarakat dan merupakan tuntutan konstitusi pada Pembukaan Undang-Undang Dasar 1945 Alenia keempat. Pasal 31 Undang-Undang Dasar 1945 mengamatkan bahwa Pendidikan merupakan hak setiap warganegara dan pemerintah dan pemerintah daerah menjamin terselenggaranya sistem pendidikan nasional sesuai Undang-Undang Nomor 20 Tahun 2003. Penelitian ini bertujuan untuk menguji dan menganalis pengaruh implementasi kebijakan pengawasan, kompetensi aparatur, dan budaya organisasi terhadap kinerja pengawasan bidang pendidikan dasar. Metode yang digunakan dalam penelitian ini adalah kuantitatif dengan kuesioner terbuka dan tertutup. Hasil penelitian ini menunjukkan bahwa ada hubungan yang positif dan signifikan antara implementasi kebijakan pengawasan, kompetensi aparatur dan budaya birokrasi terhadap kinerja pengawasan bidang pendidikan dasar baik secara parsial maupun secara simultan. Kata Kunci: Pengawasan, Kompetensi Aparatur, Budaya Organiasi, Kinerja Pengawasan. Abstract The administration of government requires a way of maximizing government management in order to achieve good governance in order to realize the welfare of the people and constitute demands of the constitution at the Preamble of the fourth Alenia 1945 Constitution. Article 31 of the 1945 Constitution states that Education is the right of every citizen and the government and regional government guarantees the implementation of the national education system in accordance with Law Number 20 of 2003. This research aims to examine and analyze the effect of the implementation of supervisory policies, apparatus competencies, and culture organization of supervision performance in the field of basic education. The method used in this research is quantitative with open and closed questionnaires. The results of this study indicate that the causality relationship partially or simultaneously between the Implementation of Supervision Policy, Apparatus Competency and Bureaucratic Culture to the Supervision Performance of the Basic Education Sector is entirely positive and significant. Indonesia has the potential of natural resources for tourism development. One of the natural resources that the government continues to develop in Indonesia is the Lake Toba tourist attraction. The level of tourism visits at Lake Toba tourist destinations in Indonesia in recent years is low. Policies designed to provide a socially inclusive and ecologically sound tourism framework are weak in encouraging local wisdom-based tourism in the tourist destinations of Lake Toba, North Sumatera, Indonesia. Local wisdom-based government policies are essential and strategic because they can trigger an increase in the quality of tourism in Lake Toba. Government regulations and policies that show concern for local wisdom for the Lake Toba area in North Sumatera, Indonesia, can support and guide community involvement. The results of this research can help evaluate policy documents at other well-known tourist destinations.

This study examined character education in a different paradigm. In this case, character education was implemented through a variety of activities that existed in educational institutions, especially student coaching activities. Not all students’ activities were able to instill the values of character education, so it was expected that through student coaching activities, character education could be achieved as it was formulated in the government regulations. The purpose of character education was to create students with good personalities. Once they grew up with an excellent character, the students would grow with their capacity and commitment to do the best things and do everything right and tended to have goals in life. Effective character education was found in a school environment that allowed all learners to show their potency to achieve significant goals. By doing so, character education in various student development activities could be connected and provided positive energy for the development of students in educational institutions. This research was a library study (library research) that utilizedliterary materials as the primary source and employed a qualitative approach. Therefore, the researcher exploredseveral data both primary and secondary data with concrete steps as follows: read and examine in-depth primary data such as books which are the results of the priorstudies, theses and dissertations related to character education and government regulations particularly the Regulation of the Minister of National Education of the Republic of Indonesia Number 39 of 2008. Therefore, the implementation of character education in the activities of fostering learners became very important to revive the values of character to students that were still doubtful at this time. Thus, the Regulation of the Minister of National Education could be executedby what has been aspired so far.
