One of the governmental policies for the madrasah quality improvement is providing programs called biaya operasional sekolah (BOS) and bantuan operasional manajemen mutu (BOMM). Both programs, basically, aim at improving the quality of education in madrasah at the basic education level (Madrasah ibtidaiyah and madrasah tsanawiyah). This study wants to describe how those programs be implemented. In a detail, the survey focuses on: (1) mechanism in carrying out program of BOS and BOMM, including how its socialization, distribution, utilization, and its accountability, (2) the effect of both programs towards the quality improvement of madrasahs, and (3)advisory treatments carried out by the government dealing with the implementation of BOSS and BOMM programs. The study highlights that the BOS and BOMM programs have contribute in improving the madrasahs performance which, in turn, help the quality improvement of madrasahs. Finally, the research recommended to the government to continue these programs in the future with any notes to be refined.

This study aims to analyze the effect of economic growth, provincial minimum wage, and education level on open unemployment rate in Indonesia in 2011-2015, either simultaneously or partially. Using panel data with Fixed Efect Model (FEM) approach and using secondary data of 33 provinces in Indonesia. The model estimation results show that the variable of economic growth, provincial minimum wage, and education level simultaneously have significant effect on open unemployment rate in Indonesia. While the partial variable of economic growth has a negative effect but no significant effect on the unemployment rate. The provincial minimum wage variable is partially positive and significant to the unemployment rate. The variable of educational level also have positive and significant effect to unemployment rate. The government is expected to pay serious attention to economic growth, minimum wage system, improving the quality of education, the issue of availability of employment opportunities. Keyword: Economic Growth, Wage, Education, and Unemployment

Indonesia's education system is still not able to fully answer the needs and global challenges for the future. The program of equity and improvement of education quality is a prominent problem in Indonesia. Meanwhile, the number of people at the age of primary education not included in the national education system is still very high. The education environment in Indonesia is still faced with a variety of internal problems that are fundamental and complex. In addition, the Indonesian people still face a number of problems from the basic education to higher education. The quality of education in Indonesia is still far from being expected. It is different from Finland. The government and people realize that a strong commitment to build and develop a national education system is a key determinant of the success of the state to maintain its survival as a small, resource-limited nation living in extreme and less friendly conditions. The development of the nation and nation stands on the pillars of innovation-based education and research and is fully supported by all components of the nation. This paper is expected to be an inspiration for readers to improve the quality of education in Indonesia.The method used is to use a comparative method with a literature review in which the literature related to the topics of the problem is collected, grouped, analyzed and formulated to obtain the differences that are then selected for development into the education curriculum in Indonesia. From the comparative methodology, there are several findings and can be applied in the curriculum of primary schools in Indonesia such as the education system, the implemented curriculum, and the teaching innovation and teachers.

National Examination is the assessment of learning outcomes by the government which aims to assess the achievement of national competency on specific subjects in the group of subjects in science and technology. The results are used as one of the considerations for mapping the program quality or the educational unit, as the basic selection to the next education level, determining students' graduation, and giving scholarship for improving the quality of education. Panopticon was originally a concept of the prison building designed by English philosopher and social theorist Jeremy Bentham in 1785. The design concept was allowing a guard to watch  prisoners everywhere. Later, Panopticon not merely architectural designs, but he became a model of community supervision and discipline, which also applied today. National Exam as State Panoptikon is a philosophical concept where the values in National Examination is examined or analyzed using the concepts and values of Panoptikon

In evaluating the head of the madrasah perform regular evaluations every week and any problems From this it can be understood that the supporting factor in actualizing the management of quality improvement based on Madrasah Madrasah is the compactness and high morale spirit of the existing elements ranging from head of madrasah to employees, and completeness of existing infrastructure. Our paper focuses on education and, how the high-quality education affects welfare and economic growth in the case of Albania. The data were provided by INSTAT (Institute of Statistics, Albania) on the results of the adult education survey by gender, age group which refers to the population aged 25-64 years and, level of education, including three levels of education, elementary/primary education, secondary education, and postsecondary/higher education. Despite the fact that we provided the data in 2017, they would serve us to highlight some problems related to the quality of education in Albania, which would be important to develop different strategies to improve these problems in the coming years. Another priority of this paper is to define and recommend some government policies that would increase the quality of education, in order for us to have a better economic growth in the future. Here we have used the descriptive method, and through tables and charts we have provided a comparative analysis, based on some statistics which are expressed in percentage (%). However, the main purpose here is to show through comparative analysis the level of participation in types of education, trainings, and cultural activities by gender, age group, and level of education, therefore showing the relationship between the quality of education and economic growth. The drive to improve basic education delivery in Nigeria has been given tremendous impetus in recent years. The goal of basic education can only be realised through provision of inclusive, equitable and quality education; several indicators have shown that authorities jettison quality to focus in increasing access. This paper, therefore, reviews the provision and delivery of basic education in Kano state. Specifically, the paper revealed how increasing enrolment in affects the efforts to improve the quality of education in the state. While the government initiatives made significant differences by increasing access to education of children who would have been denied schooling, quality indicators which include teachers-pupil ratio, students’ academic achievement, attrition and completion rates have stagnated at best or dropped. Efforts to ensure and maintain quality education in the state are reported to face serious challenges, including mainly inadequate funding that will ensure provision of essential teaching and learning facilities and insufficient trained and competent teachers. Finally, the paper recommends among others that, adequate funding and ensuring judicious management of the funds, competent teachers should be engaged and their welfare be adequately improved, as well as the supply and maintenances of teaching and learning facilities. Sincerity in the implementations of these and other recommendations would positively affect the over 3.5 million children in basic education, encouraging further enrolment and improving the quality of education they receive. The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

This paper discusses the importance of the students ‘character building in the level of primary school/Islamic elementary school to face the globalization and information era. Education is the process of determining the nation’s character. Good or bad character of the nation in the future will be determined by the present quality of education. Building the character through Tahfidzul Quran learning approach is expected to be the main foundation to improve the degree and prestige of learners as the asset of the nation. This study aimed to describe the process of Tahfidzul Quran learning which included planning, organizing, doing action and monitoring the important role of learning itself to build the learners’ character, especially in Madrasah Ibtidaiyah Istiqomah Sambas Purbalingga.

AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.
