 If the social phenomenon is a reflection of nature's thought, our culture and value system, then the multidimensional crisis afflicting our society today requires us to re-examine our educational philosophy and practice at least the past 40 years.  We suffer all the bad influences of industrialization as part of the colonial process, precisely because we adopt the most advanced instrument, namely, mass schooling system with an obsession for quality-based standard as the magic spell. In this digital era, the effort of liberating society from the colonial, pioneer of independence as a condition of the proclamation of independence was a reform of the national education system. We should be scheduled deschooling society. This agenda includes the following: the paradigmatic shift from the school system to learning webs based Self Organized Learning Environment (SOLE); mass schooling to individualized, customized learning; of relevance to quality; of technical competence to the independence of the soul or creativity. This reform was way back on the three pillars of education philosophy of Ki Hajar Dewantara: family, community, and College. New demands upon the role of the teacher in the 21st century is changing.

Education which is a system in the perspective of anthology is an attempt to humanize humans by an appropriate manner to achieve very high humane values as an attempt to change as well as to move the cultural values to any individual in society. But this view is difficult to achieve when the belief that a person's success will occur due to the efforts started early in order to organize their future without having an education. This paper will provide a breakthrough through leadership of education that is not only based on good intellectual ability, but also good emotional and spiritual. With the result that it will contribute qualified modern human resources. Modern human Resources is a human being who has the potential of ad equated intellectual quality. However, sometimes the potential is empty because it is not matched by the quality of the good faith or emotional. In the fact, they (modern humans) have good reasoning capability. However, the success which is useful in the future whether for themselves, the community, the nation and the state are not only enough by having logical thought only. But, it also requires EQ Emotional Quotient (level of emotional or personality) , CQ Creativity Quotient (level of creativity) and SQ Spiritual Quotient (level religiosities or faith and devotion to God. Thus , the national education system must be able to provide a solution- which is able to break of the empty circle of values and morals happening in education system around us . the empty circle we must combine as well as put the intellectual intelligence , emotional intelligence , and spiritual intelligence known as ESQ in order to get balance between the fulfillment of rights and vertical or horizontal obligations. ESQ is a role of the leadership of its resources which include Human Resources and Natural Resources with the organization as a model of leadership in education. ESQ if applied in educational leadership level, it would be beneficial along with the growth and development of the educational organization with the growth of moral values.

This study aims to find out the position and role of lecturers in carrying out the task of implementing the national education system and realizing the goals of national education. Lecturers are one of the determinants of the quality of education. The success of the implementation of higher education is largely determined by the readiness of the lecturer in preparing their students through teaching and learning activities or the learning process. The strategic position of lecturers to improve the quality of educational outcomes is strongly influenced by professional abilities in teaching and their level of welfare. To realize this; then the strategy of empowering lecturers is needed in order to realize professionalism that can be accounted for. The empowerment strategy implemented will be able to raise the dignity and level, improve the quality of learning, improve the quality of national education and provide quality services. Empowerment of lecturers is intended to create a work atmosphere or climate that leads to the development of potential, empowerment, and protection.

The article describes the role of linguistic security in the digital era society and the advantages of the innovation associated with using distance alternative services (DAS) in education with the purpose of implementing training programs and developing communities within specific territories. The multi-innovative approach, described in the article, presupposes implementing the initiatives of the President of the Russian Federation and developing mechanisms for achieving the goals specified in the national program “New Quality of Life 2024” which seeks to improve the social wellbeing of the population of Russia, of partners within the “inner circle,” and of member countries of the commonwealths identified in the UN project in the field of education, aimed at sustainable development and collective security, including linguistic security.

The lack of the role of the school committee in education makes it a school partner to improve its management. Because it is clear in Law number 20 of 2003 concerning National Education System article 56 paragraph 3 that the school council approves in improving the quality of assistance by providing, directives and support for labor, facilities and infrastructure, and supervision of education at the education level. This paper is a literature study that uses documents related to schools and education suppliers as sources of data and analyzed using qualitative descriptive. Reconstruction of the management of the committee through improvements to the planning, organizing, implementing, and evaluating the work program of the school committee and education unit. In addition, training and guidance for school committees also requires building good communication and cooperation between the school committee, the government and other parties. That way it is expected to increase the strategic role of schools in improving the quality of education.

The quality of education is related to whether or not national education goals are achieved as stated in Law No. 20 of 2003 concerning the National Education System. Therefore, the quality of education can be said it is good if it meets the National Education Standards. The fulfillment of minimum standards of education which is the National Standard of Education is a prerequisite to improve the quality of education including madrasah. The reality that emerges is the quality of education in Indonesia is still far from what is expected, let a quality in most madrasah which are still having many obstacles. Many madrasah do not qualify the National Education Standards, such as educators and education staff who have not met standardized qualifications and competencies, and inadequate facilities and infrastructure. This paper aims to describe how the role of the education quality assurance system in improving the quality of education in madrasah.

AbstractThe National Education System has grown so rapidly over time. A variety of efforts have been made to build every prosperous, dignified Indonesian human being, so that the quality of Indonesian thinking is progressing. The ASEAN Economic Community which has been launched since 2015 has resulted in free competition, both in trade, employment, and there is free competition for educators in ASEAN countries. Besides that, Indonesian education is faced with challenges and developments in the times, where the culture between ASEAN countries has no limits, this is the challenge faced when implementing the Asean Economic Comunity (ASEAN Economic Community) MEA. Indonesia as a country in the ASEAN region must prepare domestic educators to have professionalism and character so that they can compete with the AEC. Educators must be aware of the essence of the existence of their profession, continue to struggle to make changes in order to realize professionalism with noble character. Efforts made in preparing professional educators to face the challenges of the AEC must touch the most fundamental aspects of changing their competencies, namely the mindset. A student must be more advanced and innovative in developing his learning so that he can change the mindset of students to do agent of change. The research aimed to explain the pattern of social communication on the issue of rejection of the PLTU Batang development policy. It used data on Twitter accounts involved in the rejection of the PLTU Batang development policy. In analyzing existing data, qualitative methods and social analysis networks were used. To see social networks in the rejection of the PLTU Batang development policy, the research used the NodeXL application to find out the patterns of social communication networks in #TolakPLTUBatang. From the results, it can be seen that in the dissemination of social networking information, the @praditya_wibby account is the most central account in the social network and has a strong influence on the social network. The @praditya_wibby account has a role in moving the community through Twitter to make a critical social movement. This means that in the current digital era, democracy enters a new form through the movement of public opinion delivery through social media. Besides, by encouraging the role of online news, the distribution of information becomes faster to form new perceptions of an issue. This is evident from the correlation network where the @praditya_wibby account has correlations with several compass online media accounts, tirto.id, okezonenews, vice, antaranews, BBCIndonesia, and CNN Indonesia.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.
