The article presents the results of observing the events that have taken place in the highly competitive market of educational services in our country over the past years and consequences of their influence on domestic higher educational institutions. The most significant among these results are the next: a decrease in the number of students who come from Ukraine for high quality and less expensive education, than in their countries, the curtailment of the national cluster of the formation of professional competencies centers and also the number of scientific and pedagogical personnel reduction, their training quality, who are meant for maintaining the intellectual capital of the nation at the proper level, that is especially alarming. Identified negative trends are in contradiction with the views of the key states of the planet regarding the role of education in the era of Industry 4.0 establishment. And the impressive statistics of countries that are at the forefront of the implementation of Industry 4.0 products and the quality of education are proof of this. The rapid diffusion of innovative technologies created by Industry 4.0, new business models requires consequently a new quality of workforce. It is suggested that many problems appeared due to the special content of state policy in the economic sphere. Alas, it does not contribute to such a required growth of business and, as a result, leads to a chronic budget deficit and a decrease in spending on social programs and on higher education, in particular. In these circumstances, it looks quite attractive to encourage students to receive educational services in our country from those regions where there is a torrentially growing desire for academic migration among young people. Regardless on the true motives of the growth in the popularity of it. There is an urgent need to analyze the current situation of education in Ukraine, to study the dynamics of key indicators to identify the challenges facing the modern education system. The results of the analysis will help to look soberly at the problems, overcoming which will be a priority for reformers of the educational process.

The strategic orientation of any modern educational organization is to achieve competitive advantages in the market of educational services. The competitiveness of the university is directly dependent on the quality of its educational services. Evaluation of the quality of education, in turn, goes to such concepts as the rating of the university and its accreditation. Discussion of this area of higher education is actively conducted in the academic community, but its research, especially in the realities of the digital economy, is insufficient, which makes this publication relevant. The purpose of the study is to identify the actual features of achieving high competitiveness in the conditions of digital transformation by a domestic university. To do this, it is necessary to analyze the existing experience of Russian higher education in terms of responding to the challenges of digital transformation and develop recommendations for achieving high quality education in modern conditions. The research methodology is based on the theoretical foundations of professional education and the competitiveness of Russian universities. The article analyzes the domestic and international experience in assessing the quality of education, while proving that the main criterion for assessing the competitiveness of a university is the quality of learning outcomes. Methods of comparative analysis, observation and generalization are used. The study proves that modern Russian higher education does not always adequately respond to the challenges and opportunities of digital transformation. A number of systemic problems hindering the achievement of high quality of modern higher education are identified. The necessity of combining the introduction of innovative technologies of the educational process with the preservation of the advantages of traditional education is confirmed. Promising directions of constructive interaction of the university with the most important stakeholders of higher education – employers are proposed.

The article is devoted to the study of the relevance of the competencies of graduates of engineering specialties in the labour market. The authors consider higher schools of Russia and America. Schools are guided in training of engineers on deep and actual knowledge, skills in the professional sphere, but forget about not less important, fl exible (soft) skills which are accepted to call «soft skills». The authors consider the quality of education of students in connection with its competitiveness and the possibility of employment in the labour market, the relationship between education and employment, the relationship of assessments and the actual competencies of the specialist. The authors show that the key indicators of the eff ectiveness of higher education and the quality of training is the degree of orientation of educational programs on the labour market. Labour market orientation is realized through interaction between education and employers and is formalized in the form of criteria and requirements for graduates in terms of their current practical suitability for employment. The introduction of new Federal educational standards poses the problem of developing such curricula, the implementation of which will allow graduates to form the necessary competence for employers. This suggests the need to introduce an additional system of assessing the qualifi cations of young professionals in the educational process of higher education, helping to determine the degree of their readiness to work in the profession and the initial orientation of University curricula to maximize this readiness. The system of professional standards acts as a basis, which helps to build training in accordance with the production requirements and determine the quality of this training.

This article focuses on the issues of methodology of the concepts of "quality" and "quality of education" in the relevant regulatory documents and views of the researchers from the ancient – and to our times. The new philosophy of quality is a general category. In addition to products (goods) and services, it generically applies to enterprises, organizations, institutions, their personnel, and management systems. And nowadays, the term "quality" means not only the high quality of goods but also, above all, the way of management, as well as life. In the recent years the issue of the quality of educational services in higher education has gained considerable popularity both in the civil society and in the world. The modern educational paradigm considers this concept as a multifaceted model of social norms and requirements for a personality, an educational environment in which its development and development of a system of education that implements educational tasks at certain stages of study in higher education institutions takes place. It does comprise everything: the quality of the teaching and methodological base, the quality of teaching staff and teaching staff, the quality of providing educational services, the high degree of satisfaction of educational needs of students and, finally, the quality of the subject of learning. The quality of education is a generalized indicator of the development of a society in a particular temporal dimension, and therefore it is considered in the dynamics of changes characterizing the state's progress in the context of the latest world trends. The International Standard also regulates the concept of "quality of education" as a set of properties and characteristics of the educational process that meet the educational needs of consumers of educational services. All these are worldview concepts that have a methodological value to ensure the high quality of education at all stages and levels.
