Public servants are confronted with the need to reflect the reality of the changing world. In past decades, managerial methods have begun to penetrate into public administration, which has gained the name of New Public Management . This approach has been criticized by part of both scholars and practitioners, because of the fact that it brings too many economic and managerial principles from the private sector. We think that New Public Management is still open to new challenges, but with emphasizing the values that are typical for public administration. The use of Corporate Performance Management using Sustainable Value methodology can be such challenge. The aim of paper is to introduce, modify and use Sustainable Value as a tool for Corporate Performance Management within New Public Management, for its use at regional level to measure the performance.

Nowadays, public administrations are experiencing a trend towards greater control and supervision as a result of citizen demands and the financial situation of recent years. Specifically, the Spanish Autonomous Communities have suffered greatly from the effects of the economic crisis of 2008 and they have detected a large number of political corruption processes, which has focused the attention of experts. Therefore, the main objective of this work is to evaluate the effect that the level of implementation of external auditing and the degree of information transparency have on political corruption in the Spanish Autonomous Public Administration. To do this, firstly, a review of the current level of implementation of external auditing in the Autonomous Communities, its transparency level and the degree of political corruption at the regional level is carried out. Secondly, an exploratory study consisting of a bivariate analysis and a regression model is performed. The results of the bivariate analysis show that there is a significant relationship between the level of external audit implementation and transparency. However, the regression model indicates that neither transparency nor auditing has a significant influence on corruption, except when we analyze partial audit and transparency indexes since the 2010 PGCP turns out to have a significant effect regarding corruption cases. En la actualidad, las administraciones públicas están experimentando una tendencia hacia un mayor control y supervisión como consecuencia de las demandas ciudadanas y la situación financiera de los últimos años. Concretamente, las Comunidades Autónomas españolas han sufrido en gran medida los efectos de la crisis económica del año 2008 y en ellas se ha detectado un gran número de procesos de corrupción política, lo que ha centrado la atención de los expertos en su estudio. Por ello, el objetivo principal del presente trabajo consiste en evaluar el efecto que el nivel de implantación de la auditoría externa y el grado de transparencia informativa tienen sobre la corrupción política en la Administración Pública Autonómica española. Para ello, se realiza en primer lugar, una revisión del panorama actual del nivel de implantación de la auditoría externa en las Comunidades Autónomas, de su transparencia informativa y del nivel de corrupción política a nivel regional. En segundo lugar, se lleva a cabo un estudio exploratorio consistente en un análisis bivariante y un modelo de regresión. Los resultados del análisis bivariante muestran que existe una relación significativa entre el nivel de implantación de auditoría externa y transparencia. No obstante, el modelo de regresión nos indica que ni transparencia ni auditoría influyen significativamente en la corrupción, salvo cuando analizamos índices parciales de auditoría y transparencia ya que la adaptación al PGCP 2010 resulta tener un efecto significativo respecto a los casos de corrupción.

The article refers to issues related to creating the information society in a region. The most important results of research carried out to analyze the information society development in Silesia are presented in the background of the information society idea and all activities that are undertaken with reference to the information society in the European Union and Poland. Methodology and obtained results of work undertaken to create the information society strategy for Silesia are presented. Much attention is paid to the SWOT analysis of the region in the context of information society strategies and to some analysis of the most important strategic objectives that make up the foundations of the information society in the region in question. Moreover, the methodology and outcome of work on identification of the information society strategy for the Silesian region are presented. Basic directions and projects related to the pursuit of the strategic goals of the information society development are shown. According to the Authors, it appears that the methodology outlined and the results achieved may prove helpful for other regions and public administration bodies, which are willing to walk the path towards the information society.

The issues of improving the system of public administration are particularly relevant in times of radical restructuring of the state-legal superstructure of society. The changes taking place in Russia and its regions as a whole did not always correspond unambiguously to reality. This article discusses some proposals aimed primarily at improving the efficiency of management processes at the regional level – in the Republic of Dagestan. As such, two interrelated projects are analyzed: project management and lean government. Priority development projects of the Republic covered all significant areas of Dagestan society and were aimed at achieving tangible results. The author also points out the problems with their implementation due to insufficient elaboration and political instability in the Republic. The implementation of the pilot project "lean government" should optimize the work of state bodies. A significant difference between the project is that it is a system product.

The article actualizes the task of forming digital competence of civil servants from the position of value-based approach, the application of which can neutralize the risks of reducing the reputational potential of the authorities. These risks are associated with the problem of insufficiently high level of information openness of regional authorities in the conditions of digital transformation; the expediency of considering information open-ness as a significant indicator of digital maturity of public administration is substantiated.

Research background: In modern conditions of the digital transformation of the economy, digital data are key factors in the development of the socio-economic sphere. Inevitably, the digitalization process is accompanied by the development and transformation of human resources, the formation of a knowledge economy, which leads to serious changes in social relations, the economic sphere and the labor market both at the state level and at the level of regional systems. The scientific interest in the research topic is due to the fact that effective strategic management of the region, the possibilities of its socio-economic development are largely determined by the development of the digital economy at the regional level. Purpose of the article: development of a model of digital transformation at the regional level, which will improve the quality of strategic management based on the results. Methods: a method of theoretical analysis of the sources of the studied problem, an illustrative-graphic method, general scientific methods of cognition (synthesis, generalization). Findings & Value added: Currently, digital transformation penetrates into all areas, including socio-economic, financial, public administration. Therefore, the mechanism of strategic management of the region should be based on digitalization technologies. In this article, the author reviews foreign and domestic studies on the introduction of modern digital technologies in public administration. The article discusses the existing digital platforms designed to improve the efficiency of the processes of program-targeted and design-targeted management of budgetary resources. Effective strategic management of the development of the region in modern conditions is possible taking into account the processes of digital transformation. Based on the study, the author constructed a model of digital transformation at the regional level, characterized its main elements.

The article proceeds from the concept of understanding local government in Russia as a projection of the potestar (pre-state) organization of public life, which transforms under the dominance of methods of state organization of public life, but retains its influence as the essential core of political and social interaction between people. The existing complex «state-municipal» mechanism for exercising power at the local level largely determines the forms and nature of political actors’ interaction at the regional level. State authorities, which are focused on the totality of their own administrative influences, have not yet succeeded in fully integrating local self-government into the general public space of responsibility for powers, since local power is unbuilt initially on the principles of autogenesis, autochthony and autonomy. The current situation contributes to the archaicism of a part of social relations. For some time now, to work in the multidimensional reality of society, the authorities have begun to need analytical models to understand what is happening. As an explanatory theoretical basis for the modes of existence of local authorities developed and described by the author in the current stage of development of Russian statehood, a modal methodology is used, supplemented by the results of constructing model-oriented political ontologies, which reflect the aggregates of the layers and actors of the municipal sphere of sociopolitical reality at the regional level that are actually and actively present in the Russian society. The author is interested in searching the patterns that operate in the environment created and cultivated by the organizational and activity efforts of state structures against the background of sociocultural and other characteristics inherent in the regions. Possible working models for the needs of public administration arising from the modes offered by the author are still under development, since the reform of constitutional rules proposed by the country’s leadership raises the question of new forms of organizing the continuum of coexistence and interaction of local and state authorities in Russia. The article outlines the main research lines that indicate a number of features and reference points of the author’s approach in understanding the relationship between local government and municipal government, which may serve as an occasion for a new circle of discussions of specialists interested in the prospects for the development of political potential in the Russian municipal environment.

The experience in the formation of normative and legal regulation gained by some subjects of the Russian Federation is structured in the article. Among the problems of legal regulation of the implementation of project management in the regions the authors identify the following ones: lack of interlinks of federal and regional programs for the implementation of project management; lack of system of evaluation performance of project management at the regional level. To solve these problems, the authors suggested: to develop a Federal law "On the state monitoring information system of project management performance", where two types of assessments of maturity and effectiveness of projects will be presented.
