Informatization of society provides new tools for intensifying tourism activities, forming the motives of the population to travel and promoting tourism brands. One of the tools is travel journalism, which helps to transform impressions into information. The purpose of the article is to study the impact of travel journalism on the intensification of tourism and justify the introduction of its most promising practices. The methodology of the article uses methods of classification of journalistic publications and magazines on tourism, the method of comparing advertising and “public relations”, a descriptive method to reveal the content of types of texts and genres of television travel journalism. The influence of travel journalism on the intensification of tourism has been studied. The content of publications of information and reference nature, publications with promotional properties, cognitive-oriented, problem-analytical materials is revealed. It is recognized that informative publications help to inform the general public about tourist facilities and services that were not previously known to the consumer. It is proposed to use promotional publications as a tool for implementing short-term tasks. The effectiveness of the use of cognitive-oriented texts as a tool for forming long-term incentives for tourist activity of consumers is substantiated. It is recognized that problem-oriented materials are intended for a narrow audience of professionals and contribute to the coverage of professional problems. The difference between advertising and “public relation” is investigated. It is determined that the toolkit “public relation” is used as a strategic lever to promote the tourist organization. The definition of PR-text is given, its main features are given, and the classification of PR-texts for use in tourist activity is offered. The most commonly used types of PR-texts in tourism are given. The genres of travel journalism are studied. It is determined that in travel journalism the most common forms of information presentation such as reporting, travel essay, recommendation. The peculiarities of the use of such PR-texts in tourism as by-light, background, image and review articles, case history, newsletter, press release are revealed. Characteristic features of such texts are given. Examples of user, specialized, professional and on-board publications in the Ukrainian mass media are given. It is substantiated that visual content is better perceived by consumers of tourist services. Examples of popular foreign and Ukrainian travel programs are given. The practical value of the article is to develop recommendations for the implementation of the most promising travel practices.

The article is focused on studying the concept, content and essence of the definition of “tortuous legal relations”. The scientific works in the researched sphere have been analyzed. The author has indicated that there are gaps in the interpretation of the term of “tortuous legal relations” in its classical meaning and the place of this type of public relations in the legal system of Ukraine. It has been proved that most of scientific works do not reveal the meaning of this term, but its certain features were only indirectly analyzed in one way or another. The relevance and necessity of formulating the author’s definition of the term of “tortious legal relations” have been substantiated. The author has offered to understand this definition as relations regulated by legal norms arising in connection with the commission of an offense (tort), establishment of the tort’s fact, the use of state coercion during the process of bringing the subject of the committed illegal act to one of the types of legal liability, restoration of violated rights and freedoms and compensation for damage. Considerable attention has been paid to the novelties of national legislation on amendments to some codified acts of substantive and procedural law; the author has provided comments on the suggested amendments. It has been noted that the legislative enshrinement of the term of “criminal offense”, as well as the division of criminal offenses into crimes and misdemeanors and the selected criteria for such division is the most controversial. The components of the term of “tortious legal relations”, namely: the terms “tort” and “legal relations” have been revealed. It has been stated that tortious legal relations arise at the time of tort’s commission and are part of the legal relations. The issue of classification of legal relations and their features has been studied. Characteristic features of tortious legal relations have been revealed. It has been concluded that tortious legal relations, which are the component of legal relations and have all their features arise during the commission of a tort by a subject of legal liability.

A risk management strategy is proposed that will allow monitoring of risks, thereby these measures will help reduce the loss of financial stability and ensure the long-term development of the economy of the region.

The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

Abstract. Temperature profiles from two satellite instruments – TIMED/SABER and Aura/MLS – have been used to calculate hydroxyl-layer equivalent temperatures for comparison with values measured from OH(6-2) emission lines observed by a ground-based spectrometer located at Davis Station, Antarctica (68° S, 78° E). The profile selection criteria – <500 km from the ground station and solar zenith angles >97° – yielded a total of 2359 SABER profiles over 8 years (2002–2009) and 7407 MLS profiles over 5.5 years (2004–2009). The availability of simultaneous OH volume emission rate (VER) profiles from the SABER (OH-B channel) enabled an assessment of the impact of several different weighting functions in the calculation of OH-equivalent temperatures. The maximum difference between all derived hydroxyl layer equivalent temperatures was less than 3 K. Restricting the miss-distance and miss-time criteria showed little effect on the bias, suggesting that the OH layer is relatively uniform over the spatial and temporal scales considered. However, a significant trend was found in the bias between SABER and Davis OH of ~0.7 K/year over the 8-year period with SABER becoming warmer compared with the Davis OH temperatures. In contrast, Aura MLS exhibited a cold bias of 9.9 ± 0.4 K compared with Davis OH, but importantly, the bias remained constant over the 2004–2009 year period examined. The difference in bias behaviour of the two satellites has significant implications for multi-annual and long-term studies using their data.

Information and analytical database for the market support is required to prevent communications of contradictory information to higher levels of management, with adverse effects for the process of taking rational management decisions. The article’s objective is to substantiate the information and analytical support for studies of the logistics services market, with constructing a system of statistical indicators for this market assessment, to be laid as the solid basis for elaborating medium-term and long-term strategies and policies of the logistics services market in Ukraine.  A definition of information and analytical support for studies of the logistics services market is given; a review of secondary sources of data for this market studies is made. A conceptual model for information and analytical studies of the logistics services market is proposed. The key statistical indicators for studies of this market are identified, with substantiating the feasibility of their use in computing multivariate indicators for the assessment of performance and capacities of the logistics services market in Ukraine. The core criteria to be met by the abovementioned system of statistical indicators are highlighted. A system of statistical indicators for the assessment of the logistics services market is proposed, containing four modules. It allows for diagnosis of this market performance and tendencies, with accounting for the impact of other related markets and activities, and for forecasting. This system, constructed with consideration to the global practice, is designed for comprehensive studies of the logistics services market.

Introduction. Issues of studying the central origins and development of оccupational pathology in the faces of flight personnel define a need for the application of neurophysiological and neuropsychological methods of research. Material and methods. The levels of constant potential (LCP), characteristics the somatosensory caused potentials (SSVP), neuropsychological features in 95 patients with оccupational neurosensory deafness (ONSD) and 35 cases in a group of comparison are studied. Methods of the statistical analysis with a definition of W-of criterion of Shapiro-Uilka, Mann-Whitney›s U-criterion, coefficient of correlation of Spirmen, the discriminant analysis are applied. Results. in ONSD at patients the quantity of cases with the increased values of average LCP were established to prevail significantly in comparison with those in patients of a group of comparison (39% and 13% respectively, р = 0.03), strengthening of neuropower exchange in right and left frontal, central, left central, left parietal, right temporal assignments, increase in duration of the latent period of N18, N30 components are registered (р < 0.05). The condition of the cognitive sphere was characterized by the easily expressed violations of functions of analytical and synthetic thinking, оral-aural memory, visual, long-term memory, reciprocal coordination, impressive speech. Correlation connection between the index of N13-N20 and indices characterizing a condition of long-term memory, reciprocal coordination, the expressional speech is established (rs=0.45; 0.28; 0.28 at р =0.008; 0.04; 0.03 respectively), an index the between hemispheres of the relations Fd-Fs and latency of P25 and N30 (rs = 0.53 and 0.29 at р =0.009; 0.02 respectively). Diagnostic signs of brain deficiency at patients with ONSD were indices of visual gnosis, reciprocal coordination, LCP in right central, central parietal assignments of a brain, duration of the latent period of N30, N18-N20 (F=9.14; 5.43; 6.08; 4.41 4.77; 4.34 respectively). Conclusions. Violations of power metabolism in the frontal and central and parietal and temporal assignments of a brain, a functional condition of the central carrying-out structures, disorganization of cognitive activity were established to be a consequence of the impact of aviation noise and the reason of brain deficiency.

&lt;p&gt;The aim of the project is the classification of asteroids according to the most commonly used asteroid taxonomy (Bus-Demeo et al. 2009) with the use of various machine learning methods like Logistic Regression, Naive Bayes, Support Vector Machines, Gradient Boosting and Multilayer Perceptrons. Different parameter sets are used for classification in order to compare the quality of prediction with limited amount of data, namely the difference in performance between using the 0.45mu to 2.45mu spectral range and multiple spectral features, as well as performing the Prinicpal Component Analysis to reduce the dimensions of the spectral data.&lt;/p&gt; &lt;p&gt;&amp;#160;&lt;/p&gt; &lt;p&gt;This work has been supported by grant&amp;#160;No. 2017/25/B/ST9/00740 from the National Science Centre, Poland.&lt;/p&gt;

The role of crisis communication is becoming increasingly important in disaster management, especially considering the impact that disasters can have on the image and reputation of tourist destinations. Although the literature has begun to focus on this topic in recent years, the greater number of natural disasters and the impact of new media communication tools, make this theme particularly interesting for further scholarly investigation. Developing an effective crisis communication strategy requires consideration of the role that local authorities, including destination management organizations (DMOs) play, the channels they use, and the content that should be included. Numerous authors have analyzed this issue from a chronological perspective in terms of the difference phases of a crisis starting from preparation and ending with recovery. However, a series of strategic requirements emerge alongside these phases for successful crisis management, including: - Cooperation with the media in providing information to the public; in particular, imparting a consistent message to all stakeholders to build credibility and preserve the image of organizations and destinations. - Preparedness and the capacity to plan an effective communication response to a crisis in advance, paying attention to the specific characteristics of each case. - The development of a public relations plan that creates a support network for the dissemination of communication across multiple channels facilitated by the web and Information Communications Technologies (ICTs).

-National parks and other categories of protected areas are often assumed to enhance regional economic development due to park tourism. The current study attempts to estimate the impact of the Hohe Tauern national park (Austria) on tourism by exploring whether and to what extent the national park may have had an influence on tourism development. For most national park communities, the results suggest that the establishment of the national park had some impact by enforcing an already positive trend or by weakening or reversing a negative trend of tourism. However, breakpoint tests exhibit turning points up to several years after the establishment of the park, indicating that taking a national park as the basis for tourism development is a medium to long term development strategy. In the short term, the impact of a national park on tourism is not measurable. Tourism increased by 1 to 3% annually after the breakpoint, indicating that the establishment of a national park has to be incorporated into the tourism and development strategy of a region right from the start. The causal relationship between the establishment of the national park and tourism development may be weak, in particular in communities where the difference between the actual and the forecast numbers of overnight stays is small. This study estimates the impact of irrigation on household sticky rice productivity in Lao People’s Democratic Republic (Lao PDR) by applying propensity score matching (PSM) and the difference-in-differences (DID) method. This paper utilizes panel data from the Lao Expenditure and Consumption Survey (LECS) from 2003 to 2013. The results show that the average sales value and total production of sticky rice for irrigated households is greater than those for non-irrigated households by around 36 to 38% per season. Moreover, irrigated households experience improved sticky rice productivity of approximately 2.44 tons per hectare, per season, compared to non-irrigated households. In particular, compared to households with access to irrigation in one period of the surveys, households with access to irrigation in two periods of the surveys have nearly double the sticky rice productivity. Therefore, long-term access to irrigation is more effective for sticky rice productivity. However, we cannot find any evidence to support the impact of irrigation on household consumption. Some policy implications that can be derived from this research are that farmers should be intensively promoted to make the most use of irrigation, development of irrigation system is highly needed, and to ensure effectiveness of irrigation utilization local farmer involvement in monitoring procedure of irrigation is necessary.
