Potential conflicts between citizens and the government always color the pace of toll road construction, in terms of land acquisition, land acquisition until the completion of the construction phase. The conflict began with the presence of Watudakon villagers protesting against the construction of toll roads that crossed their territory. This happened because the residents considered the land purchased by the implementing party, namely PT Marga Harja Infrastruktur (MHI), far below the general market price. In principle, the construction of the Jombang-Mojokerto toll road is intended for the benefit of the community, but it should be noted that the potential for conflict is still ongoing even though the inauguration of the toll road has been carried out by the Indonesian president Joko Widodo. This situation results in the turmoil of minority conflicts which can result in large conflicts which lead to anarchic actions due to the lack of understanding of the law in the community. The method in this study uses qualitative with a case study approach and the writing is descriptive, that is by examining existing objects and want to give an idea of the object of the research. The data sources used in this study are primary and secondary data. In order to produce a discussion of land disputes, toll road construction disputes, dispute disputes and dispute resolution through court channels to produce the amount of compensation payments to the communities affected by the release.

ABSTRACT Problems faced by the government in the implementation of development include the issue of providing land for development itself, including the acquisition of land for toll road construction. because state land which is directly controlled by the state is limited or can be said to be almost nothing anymore. To acquire land for toll road development by the government by freeing people's land, both controlled by customary law, and other rights attached to it. In implementing Law Number 2 of 2012 as a juridical basis, the government carrying out land acquisition for toll road construction often creates problems both juridical and empirical.The legal concept of land acquisition for toll road development in the perspective of the right to control the state, must be returned to the nature of the public interest and the nature of the state's right to control for the greatest prosperity of the people by continuing to create development based on humanitarian principles, meaning that it must continue to prioritize and pay attention to private rights which constitute constitutional rights of the people. Keywords: Land Procurement, toll road construction   ABSTRAK Permasalahan yang dihadapi oleh pemerintah dalam pelaksanaan pembangunan diantaranya adalah masalah penyediaan tanah untuk pembangunan itu sendiri, termasuk pengadaan tanah untuk pembangunan jalan tol.  karena tanah negara yang dikuasai langsung oleh negara terbatas atau dapat dikatakan hampir tidak ada lagi. Untuk memperoleh tanah untuk pembangunan jalan tol oleh pemerintah dengan membebaskan tanah milik rakyat, baik yang dikuasai oleh hukum adat, maupun hak-hak lainnya yang melekat diatasnya. Dalam implementasinya Undang-Undang Nomor 2 Tahun 2012 sebagai landasan yuridis pemerintah melaksanakan pengadaan tanah untuk pembangunan jalan tol  sering menimbulkan permasalahan baik secara yuridis maupun empiris.Konsep hukum pengadaan tanah untuk pembangunan jalan tol dalam perspektif hak menguasai negara, harus dikembalikan pada hakekat kepentingan umum dan hakekat hak menguasai negara yaitu untuk sebesar-besar kemakmuran rakyat dengan tetap menciptakan pembangunan yang berlandaskan asas kemanusiaan artinya harus tetap  memprioritaskan dan memperhatikan hak privat yang merupakan hak konstitusional rakyat. Kata Kunci: Pengadaan Tanah, pembangunan jalan tol

ABSTRACTHajj as a great symbol of worship. Hajj is the fifth pillar of Islam which is mandatory for every Muslim who are able to da it in accordance with the legal requirement of pilgrimage. One of the legal conditions of Hajj is the capability, capable to cover the cost of the hajj and the family left behind. Panin Bank Dubai Sharia Bank was established based on the regulation of Limited Company No. 12 dated January 8, 1972 by Moeslim Dalidd, a notary in Malang. PT. Bank Panin Dubai Syariah Tbk has been legalized by the Financial Services Authority ("OJK"), in accordance with a copy of the policy of the Board of Commissioners of OJK No. Kep-29 / D.03 / 2016 on July 26, 2016.Therefore, through this research, the writer wants to understand: (1) how is the practice of applying alternative financial agreement of hajj and umrah after the implementation of regulation made by ministry of religious affair No. 24 year 2016 at Panin Bank Dubai Syariah Surabaya branch? (2) What is the analysis of Islamic law on the practice of multilateral contract alternative application in this Bank? Therefore, this study is aimed to, firstly, understand and describe the application of alternative contracts to hajj and umrah after the regulation of Ministry of Religious Affairs No. 24 of 2016 in Panin Bank Dubai Sharia branch Surabaya, and to describe the analysis of Sharia Economic Law about the practice of applying alternative contract in the bank.The method used in this research is qualitative method. The research data are taken in natural situation in Panin Bank Dubai Syariah Surabaya. The data are taken during operational hours using case study approach. Are done through interview technique with the main participant, Assistant Manager 1, and document, archive, book, sample of registration, as secondary data source. The data are analyzed through 3 (three) data deduction, display data and ended with conclusion and verification.The results of the study indicate that the Panin Bank Dubai Sharia runs in accordance with the government regulation No. 24 year 2016 "BPS BPIH is prohibited from providing direct and indirect Hajj money service" including Hajj and Umrah services using various financing products and funds saving, funds collecting in the form of deposits, savings or other forms, using multi-service financing akad wadi'ah, with the savings of hajj services with initial minimum deposit of Rp500,000,and according to customers’ ability. Keywords: hajj, umrah, wadi'ah.

The government is building two dams to pursue flood capacity in Jakarta, one of which is the X Dry Dam project. There were obstacles during the construction of this project, which resulted in several changes in the form of contract amendments. The purpose of this study is to determine the most influential factors that cause contract amendments and give suggestions for that factors, so the next contract amendment can be minimized and the project can run according to the costs and time that has been set. In this study, the authors use quantitative research methods by distributing questionnaires to respondents who are staff at the contractor. Secondary data used is the S curve. This research uses 4 stages of the questionnaire by using the reliability test using SPSS version 25 software and data analysis of importance index (II). From the results of this study are the X Dry Dam Project has 5 factors that most influence the occurrence of contract amendments that are land acquisition (53.33%), severe weather conditions (52.19%), society refusal of the project (48.84%), lacking design process planning (42.12%), and schedule /estimated time by the owner is too fast (40.28%).

<em><span>The Semarang-Solo Toll Road Project for the Salatiga-Kartasura Section is one part of the Trans Java toll road development project, one of the jobs in the form of an erection girder with the method used, namely the Crane and Launcher methods. The purpose of this study is to compare the completion time between Crane and Launcher Methods with field studies and analysis. Stages of research include literature studies, primary data collection in the form of variable time of completion and secondary data then analyzed by comparing the completion time of the second method of erection girder on girder with a span of 20.8 meters and 40.8 meters. The results of the comparison of completion time were obtained on a 20.8 meter span erection girder seen from the shortest time Crane Method was more efficient 61.44% than the Launcher Method, the longest time Crane Method was more efficient 32.13% of the Launcher Method, and Method average time Crane is more efficient 52.15% than the Launcher Method. Then on the span erection girder 40.8 m seen from the shortest time Crane Method is more efficient 61.48% than the Launcher Method, the longest time Crane Method is more efficient 29.82% than the Launcher Method, and the average time of the Crane Method is more efficient 41, 81% of the Launcher Method.</span></em>

Abstract Selokan Mataram, a 31.2 km irrigation canal linking Opak and Progo Rivers in the Province of Yogyakarta, initiated and built by Sultan HB IX during the Japanese Occupation, has essential historical values and cultural heritage. It was built to provide water for agricultural activities in the area. At the moment, however, the Selokan Mataram is under the pressure of urbanization and rapid development. Such pressures are threatening its heritage values. This paper aims to examine Selokan Mataram from a cultural landscape perspective, examine the values of its cultural heritage, and document the pressures, threats, and efforts that the government has undertaken to preserve it. This research uses a case study approach, where data and information are obtained through secondary data, field observation, and interviews with multiple sources. The research argues that Selokan Mataram is a ‘cultural landscape’ that is important to Yogyakarta. It has and fulfills important values to be registered as a cultural heritage. At the same time, as one crucial cultural landscape, Selokan Mataram and the surrounding area is threatened by the rapid development of the city where the local government is not fully able to manage and control it. This research recommends that Selokan Mataram should be declared as a cultural heritage area, so that efforts can be further supported and strengthened to preserve it.

State civil apparatus has mobilized by a pair of the candidate, Ichsan Yasin Limpo and Andi Mudzakkar (IYL-Cakka) on the 2018 South Sulawesi Local Election in Gowa was very structured and massive. That case is proved by the victory of Them in Gowa around 68.38 percent. The support from Gowa's society for the nominating process is 260 650 IYL-Cakka identity. Based on the result of administrative verification showed that 0.5 percent are civil state apparatus's identity and the result of factual verification is 1.53 percent. Meanwhile, the state civil Also apparatus supported them with symbols of the candidate. It’s proved by a report of 37 cases of neutrality violation to the South Sulawesi Provincial of the General Election Supervisory. This research method used a descriptive case study approach. The Data on this research used primary and secondary data. The data were collected from several methods: observation, interviews, and documentary. The result of this study indicated resources that supported instruction to them have consisted of two categories: 1) the instruction to the collected identity cards and 2) the instruction to used symbols. The identity cards were collected by three elements: the winning team for IYL-Cakka, the Headman and their staffs, and the other elements (agricultural extension workers and educators). The instruction to used symbols created has been done with the group in social media for all of the government head offices and created the formal regular meetings outside the Gowa (like as benchmarking).

Elections for Regional Heads always experience the complexity of problems that lead to prolonged social conflicts without massive evaluation to minimize them. Not a few also happened, which involved various society and government institutions that participated in the contest. The research objective was to analyze and find the resolution of conflicts in Bulukumba Regency due to the democratic party of the Regional Head General Election. The research method is presented in a descriptive qualitative form with a case study approach. Primary and secondary data sources with data collection techniques, observation, interviews, and documentation. The analysis was data carried out through reduction, presentation, verification, and conclusions based on the data's validity. Among the conflict resolutions formulated, namely: a) local wisdom is the locomotive of peace to minimize social conflicts that lead to social disintegration. The implementation stage is a collective awareness built by the local community itself as an essential building for existing values and norms, b) The adaptation roles and of institutional functions in breaking down and applying rules is a potential superior as a latent function and a real function in preventing social conflicts that will occur, both micro and macro aspects that lead to movements preventive, persuasive and repressive role, and c) To suppress behavior deviant during the democratic party process, money politics must be stopped and avoided by the existence of associative relationships between the community and local wisdom values and the government through adaptive roles and functions. This study analyzes the urgency of implementing public administration ethics to realize good governance. This study uses a qualitative method with a case study approach. The data sources used in this study are primary and secondary data. Preliminary data was collected from interviews and questionnaires to respondents, while secondary data was collected through the literature study method. The location of this research is in one of the sub-district offices in the Sumedang District. Respondents who were given a questionnaire totaling 100 people living around the sub-district were selected based on the random sampling method. Based on the data and analysis of research results, it can be seen that sub-district employees in Sumedang District still have not implemented bureaucratic ethical governance properly. Government governance has not been able to absorb and develop more advanced management values. The problem arises because of the following: learning culture, processes, tools and techniques, and skill and motivation. This should be a concern, especially by the government, to create good governance, which is indicated by the high public trust in the government.

This study aims to 1) Analyze the effect of individually of the sale value of the tax object, land ownership area, and land market price on the value of land compensation in land acquisition development Manado outer Ring Road III (MORR III). 2) Analyze the effect jointly between the sale value of tax objects, land ownership area, and land market price on the value of land compensation in the procurement of land for the construction of MORR III. This research was conducted at the construction site (MORR III) from February to October 2019. This research used quantitative descriptive methods. The data collected was primary data and secondary data. Primary data were obtained directly through interviews with key informants namely the Land Procurement Committee for Implementation of MORR III. Secondary data were obtained from the North Sulawesi Land Agency and the Central Statistics Agency. Secondary data is related to Tax Object Selling Value (NJOP) data, Land Ownership Area, Respondents' Livelihoods and Land Compensation Value for the construction of MORR III. The sample selection was done purposevely with a sample of 60 recipients of land compensation. Data Analysis Techniques use 1) Regression Analysis, and 2) Multiple Regression Analysis. The results showed that (1) the Sales Value of Tax Objects or values that showed the average price obtained from a sale and purchase transaction that occurred naturally was positively correlated and significantly affected the value of land compensation determined by the appraisal. Each increased in the Tax Object Sales Value of Rp. 1,000 per m2 will increase the price of compensation by Rp. 540 per m2. The variable area of land ownership owned by the community receiving land compensation in the construction of MORR III has no significant effect on the value of land compensation. An increase in the area of land ownership owned by the people affected by land acquisition for the construction of MORR III only increased the value of land compensation obtained by Rp. 5,840 per m2. Land market price variables or prices that indicated the market value of land were positively correlated and have a significant effect on the value of land compensation determined by the appraisal. Land market price increased of Rp. 1000 per m2 increased the price of land compensation by Rp.1,137 per m2. (2) Variable sale value of tax object, area of land ownership, and land market price indicated 64.0% representation of variables that affected the value of land compensation and jointly have a positive effect on the value of land compensation received by the community land acquisition affected in the construction of MORR III. *eprm*
