Estimation of the magnitude of sinks and sources of carbon requires reliable estimates of the biomass of forests and of individual trees. Equations for predicting tree biomass have been developed using secondary data involving destructive sampling in plantations (mostly less than 10 years of age) in several localities in the Philippines. These equations allow estimates of carbon sequestration to be made at much lower cost than would be incurred if detailed stand inventories were undertaken. The species included in the study reported here include Gmelina arborea Roxb., Paraserianthes falcataria (L.) Nielsen Swietenia macrophylla King and Dipterocarp species in Mindanao, and Leucaena leucocephala de Wit from Laguna, Antique, Cebu, Iloilo, Rizal, and Ilocos Sur. Non-linear regression was used to derive speciesspecific, site specific and generic equations between yield and diameter of the form y = αDβ. Equations were evaluated based on the correlation coefficient, standard error of estimate and residual plots. Regressions resulted in high r values (>0.90). In some cases, non-homogeneous variance was encountered. The generic equation improved estimates compared with models used in previous studies.

Abstract This paper reviews rice procurement operations of Government of India from the standpoints of cost of procurement as well as effectiveness in supporting farmers’ incomes. The two channels in use for procuring rice till 2015, were custom milling of rice and levy. In the first, the government bought paddy directly from farmers at the minimum support price (MSP) and got it milled from private millers; while in the second, it purchased rice from private millers at a pre-announced levy price thus providing indirect price support to farmers. Secondary data reveal that levy, despite implying lower cost of procurement was discriminated against till about a decade back and eventually abolished in 2015 in favor of custom milling, better trusted to provide minimum price support. We analyze data from auctions of paddy from a year when levy was still important to investigate its impact on farmers’ revenues. We use semi-nonparametric estimates of millers’ values to simulate farmers’ expected revenues and find these to be rather close to the MSP; a closer analysis shows that bidder competition is critical to this result. Finally, we use our estimates to quantify the impact of change in levy price on farmers’ revenues and use this to discuss ways to revive the levy channel.

AbstractTalaud Islands Regency includes maritime territory, 94.6% of which is waters directly adjacent to the Philippines and holds a variety of high economic living resources. In North Sulawesi Provincial Regulation Numbered 1/2017, article 12 concerning Zoning Plan of Coastal Zone and Small Islands of North Sulawesi Province 2017-2037, Talaud Islands Regency is designated as Integrated Marine and Fisheries Center Location of Talaud. It is located in Salibabu district, where Regional Regulation of Spatial Plan Numbered 1/2014 concerning Spatial Plan of Talaud Islands Regency for 2014-2034, Salibabu District is prioritized for Fishing Fisheries Regional Development and Management since its unutilized fisheries potential is still about 23,104 tons/year. In 2017, Salibabu district occupies the highest order for total fisheries production in Talaud Islands District. It was 702.3 tons or 11.79% of that in Talaud Islands Regency, 46.23% of which were gained from purse seines. Majority of the purse seine fishermen are those whose main livelihoods are fishermen and do not have other jobs. Fishing community is, in general, a relatively lagging community group socially, economically and culturally when compared with other community groups. The purse seine fishermen community in Salibabu district, in fact, still has mean income far below the minimum wage of Kabupaten Talaud, IDR. 1,500,000, -. The purse seine fisherman community in Salibabu district is still chained with poverty and backwardness. Therefore, there are needs for external intervention as an incentive to empower them in order to get out of the situation. This study used descriptive method, a method of studying the recent status of human groups, an object, a set of condition, a system of thinking or a class of events. Data collection consisted of primary and secondary data. It was done through in-depth interviews, filling questionnaires and literature studies. Respondents were purse seine fishermen communities in Salibabu district. Data analysis used descriptive method to know the socio-economic life of the communities and income formula to analyze the income level of fishermen purse seine. Results showed that mean net income in Salibabu district was approximately IDR 86,784,000/year for the purse seine owner and IDR.10,608,840/year for fishing crews, respectively, with main catches of skipjack tuna, mackerels, and scads. Tahun 2017, Kecamatan Salibabu menempati urutan tertinggi untuk total produksi perikanan di Kabupaten Kepulauan Talaud. Total produksi perikanan Kecamatan Salibabu sebesar 702,3 ton atau 11,79 % dari keseluruhan produksi perikanan di Kabupaten Talaud. Dari total produksi tesebut 46,23 merupakan hasil produksi usaha soma pajeko. Mayoritas nelayan soma pajeko merupakan nelayan penuh yang mata pencaharian utamanya sebagai nelayan dan tidak memiliki pekerjaan lain. Masyarakat nelayan pada umumnya merupakan kelompok masyarakat yang relatif tertinggal secara sosial, ekonomi dan budaya bila dibandingkan dengan kelompok masyarakat lainnya. Demikian juga berlaku untuk masyarakat nelayan soma pajeko di Kecamatan Salibabu dimana penghasilan nelayan dibawah upah minimum Kabupaten kepulauan Talaud sebesar Rp. 1.500.000,-. Masyarkat nelayan soma pajeko di Kecamatan Salibabu masih terbelenggu oleh kemiskinan. Oleh karena itu dengan maksud bisa keluar dari kondisi tersebut perlu ada intervensi ekternal sebagai suatu dorongan untuk memberdayakan mereka.Penelitian ini menggunakan metode deskriptif, yaitu suatu metode dalam meneliti sekelompok manusia, suatu objek, suatu set kondisi, suatu system pemikiran ataupun suatu kelas peristiwa pada masa sekarang. Jenis data yang dikumpulkan terdiri dari data primer dan data sekunder. Pengumpulan data dilakukan melalui wawancara secara mendalam terhadap responden, pengisian kuesioner dan studi kepustakaan. Responden terdiri dari masyarakat nelayan soma pajeko di Kecamatan Salibabu. Analisis data menggunakan metode deskriptif untuk mengetahui kehidupan sosial ekonomi masyarakat dan analisis mengunakan rumus pendapatan digunakan untuk menganalisis tingkat pendapatan masyarakat nelayan soma pajeko.Hasil penelitian menunjukkan bahwa pendapatan bersih juragan soma pajeko di Kecamatan Salibabu rata- rata berkisar Rp86.784.000,-/tahun dan Rp. 10.608.840,-/tahun untuk pendapatan bersih masanae dengan hasil tangkapan utama berupa ikan Cakalang, Ikan Layang dan Ikan Tongkol.Kata kunci: Nelayan Soma Pajeko , Kecamatan Salibabu dan Tingkat Pendapatan

PurposeThis paper analyzed the healthcare systems of the Philippines and Vietnam prior to the coronavirus disease 2019 (COVID-19) and their strategies on mass testing, contact tracing, quarantine procedures and information dissemination about the pandemic.Design/methodology/approachSteinmo's (2008) historical institutionalism approach was used in this paper. Secondary data gathering, document analysis and comparative process tracing were employed.FindingsThe findings revealed that Vietnam's implementation of its Law on Prevention and Control of Infectious Diseases in 2007, its relatively low-cost healthcare system, its efficient mass testing and contact tracing strategies and its science-based decisions are contributory to its success in handling the pandemic. Meanwhile, the Philippines failure to enact its Pandemic and All-Hazards Preparedness Act in 2013, its costly and dominantly private healthcare system, its heavy focus on strict, long lockdowns and its militarist methods to control the spread of the pandemic were found to be insufficient.Research limitations/implicationsDetailed study on the delivery of healthcare services in marginal areas, healthcare spending for COVID-19 positive individuals and information dissemination strategies about the pandemic were not explored.Practical implicationsHealth institutions can redesign their governance mechanisms by ensuring a cost-effective healthcare system and maximizing resource utilization to ensure efficient management of future pandemics. Moreover, national governments should not compromise their country's healthcare system over the economy during a pandemic.Originality/valueThis paper analyzed the countries' history of healthcare governance and its influence in handling COVID-19 compared to previous studies which only focused on the countries' strategies during the pandemic.

Paraserianthes falcataria (L.) Nielsen is an important plantation species in Indonesia. The objective of this study was to understand the radial variation of microfibril angle in the S2 layer of the wood fiber wall (MFA) in P. falcataria, and its relationship to compression properties parallel to the grain, including modulus of elasticity (E) and compression strength (σ). MFA gradually decreased from pith to bark while both E and σ increased from pith to bark. Significant differences in MFA, E, and σ were found among the five sample trees. Single-regression analysis of wood and compression properties revealed that the compression properties of core wood were affected mainly by density, whereas those in outer wood were affected by both MFA and air-dry density (AD).

This study represents the first phase of research being undertaken in the Philippines on gifted disadvantaged children. The subject of this paper focuses on the assessment tools and procedures employed for the screening and identification of intellectually able or “fast learners” among preschool Filipino children from disadvantaged urban communities. Preliminary screening involved nominations made by daycare teachers using checklists for giftedness. Parent ratings on giftedness were also obtained as a secondary data source for the final selection of fast learners. Children nominated by teachers were subjected to individual testing and evaluation. Results showed that over the two-year period of screening, three to four percent of the entire population of daycare children qualified as fast learners on the basis of teacher nominations and performance on two standardized tests of intelligence. Data also indicated that a greater percentage of children passed the Raven's Colored Progressive Matrices (RCPM) percentile ranking of 75 and above compared to the Wechsler Intelligence Scale for Children (WISC) Short Form IQ of 110. Findings further suggest the potential usefulness of the RCPM as an identification tool for fast learners among this population of children.

This paper discusses the evaluation of boundary-spanning on climate change ENGO International Greenpeace in Asia. The evaluation process uses secondary data from documents presented on the official website of Greenpeace, especially countries in Asia. These countries include Indonesia, Malaysia, the Philippines, Thailand, India, Japan, South Korea, and China. Evaluation of the boundary-spanning is obtained from the results of the mapping of all issues and campaigns related to climate change. The results: 1) limitation of the problem and identity of the campaigns carried out out all based on the ecological conditions of each country; 2) limitation organizational through institutional strengthening becomes the main focus in the pattern of movement, and tactical efforts are made through the publication of reports and analysis is step by step in various communication and action media.

Information is essential in making marketing decisions. This paper presents an assessment of information concerning the timber market in Leyte Island, focusing on sources, how to access supply and demand information, and usefulness and limitations of available information. The sources of timber market information include (i) Philippine Forestry Statistics, (ii) a database of registered tree plantations, (iii) a barangay-based inventory of trees on farms, and (iv) tree measurements and data collected in the timber enterprise survey conducted by the ACIAR Tree Farm Project. Based on available secondary data, there are 27,635 ha of forest in Leyte that is potentially harvestable. In addition, based on the findings of the barangay-based tree farm inventory, there are approximately 2.7 M trees on tree farms on Leyte Island. Timber demand by entrepreneurs on Leyte Island has not been calculated yet from the available survey data of the ACIAR Tree Farmer Project; however, estimates show that the annual per capita timber consumption of the Philippines for 2005 was 7.8 board feet. It was found that although some secondary data on timber market information are available from government agencies, particularly the Department of Environment and Natural Resources, consumer and producer-level data are scarce. Most of the producer and consumer-level data available to date were gathered through the ACIAR Tree Farm Project.

AbstractDrawn by the tropical weather and pristine beaches, significantly lower cost of living, and proximity, South Koreans are now the top tourists in the Philippines. Besides the short-term tourists, more than 100,000 South Koreans have chosen to permanently reside in the Philippines, making them the largest immigrant population in the country. Recently, a tenuous relationship between these two groups has emerged marked by mutual antipathy. I have overheard many Koreans describe Filipinos as impoverished, lazy, and socially backwards. They appear to have internalized a racial hierarchy whereby they perceive their darker-skinned Asian counterparts as ranking lower on the pigmentocracy scale. Conversely, Filipinos complain incessantly that Korean immigrants and visitors alike are arrogant, rude, and provincial, refusing to learn Tagalog or appreciate, much less respect, local customs. The exclamation, “Fucking Koreans!” has become a familiar refrain by Filipinos in response to being treated as second-class citizens in their own country. This utterance also has a secondary meaning as the one area where Koreans and Filipinos commonly do interact is in the form of sexual relationships.

ABSTRAK  Filipina yang dikenal sebagai negara patriarki diera kolonialisme kini menjadi satu-satunya negara yang yang memiliki tingkat kesetaraan gender tertinggi di Asia. Pengembangan kebijakan pemerintah yang berfokus pada peningkatan kesetaraan gender, menjadikan laki-laki dan perempuan  memiliki akses yang sama terhadap semua sumber daya. Hal ini menimbulkan pertanyaan tentang implementasi gender mainstraiming yang dilihat dari konteks pembangunan di Filipina dalam menegakkan kebijakan kesetaraan gender. Tulisan ini mengelaborasikan bahwa implementasi konsep gender mainstraiming yang mengintegrasikan perspektif gender ke dalam persiapan, perancangan, penerapan, monitoring dan evaluasi kebijakan, peraturan pelaksanaan dan program pembiayaan, sebagai salah satu kunci keberasilan kesetaraan gender di Filipina. Dalam artikel ini, penulis menjabarkan tiga argumen utama keberhasilan kesetaraan gender di Filipina pada tulisan ini: pertama,  diaodpsinya terminologi gender mainstraiming. Kedua, penerapan gender mainstraiming yang dibuktikan dengan dibentuknya beberapa undang-undang peraturan serta program terkait penerapan kesetaraan gender yaitu The Magna Carta of Women (MCW), The Philippine Development Plan for Women (PDPW) 1989-1992, dan The Philippine Plan for Gender-Responsive Development (PPGD) 1995−2025. Ketiga, implementasi gender mainstraiming dibeberapa sektor diantaranya partisipasi ekonomi dan peluang, pencapaian pendidikan, kesehatan dan kelangsungan hidup, dan pemberdayaan politik. Keseiusan dan kesadaran tinggi pemerintah mengenai pentingya kesetaraan gender konteks pembangunan dituangkan dalam perturan serta undang-undang sebagai kunci yang kemudian diimplementasikan disegala kebijakan. Dalam penjabarannya, penulisan ini akan menggunakan metode penelitian kualitatif dengan bersumber pada data sekunder. Kata Kunci: Kesetaraan gender, perempuan & pembangunan, gender mainstraiming, Filipina ABSTRACT The Philippines, which is known as a patriarchal country in the era of colonialism, is now the only country that has the highest level of gender equality in Asia. Development of government policies that focus on improving gender equality, giving men and women equal access to all resources. This raises questions about the implementation of gender mainstreaming seen from the context of development in the Philippines in enforcing gender equality policies. This paper elaborates that the implementation of the concept of gender mainstreaming which integrates a gender perspective into the preparation, design, implementation, monitoring and evaluation of policies, implementing regulations and financing programs, is one of the keys to the success of gender equality in the Philippines. In this article, the author outlines three main arguments for the success of gender equality in the Philippines in this paper: first, the diodection of the terminology of gender mainstreaming. Second, the implementation of gender mainstaking as evidenced by the formation of several laws and programs related to the implementation of gender equality, namely The Magna Carta of Women (MCW), The Philippine Development Plan for Women (PDPW) 1989-1992, and The Philippine Plan for Gender- Responsive Development (PPGD) 1995-2025. Third, the implementation of gender mainstreaming in several sectors including economic participation and opportunities, educational attainment, health and survival, and political empowerment. The seriousness and high awareness of the government regarding the importance of gender equality in the development context is outlined in regulations and laws as keys which are then implemented in all policies.
