ABSTRAK  Filipina yang dikenal sebagai negara patriarki diera kolonialisme kini menjadi satu-satunya negara yang yang memiliki tingkat kesetaraan gender tertinggi di Asia. Pengembangan kebijakan pemerintah yang berfokus pada peningkatan kesetaraan gender, menjadikan laki-laki dan perempuan  memiliki akses yang sama terhadap semua sumber daya. Hal ini menimbulkan pertanyaan tentang implementasi gender mainstraiming yang dilihat dari konteks pembangunan di Filipina dalam menegakkan kebijakan kesetaraan gender. Tulisan ini mengelaborasikan bahwa implementasi konsep gender mainstraiming yang mengintegrasikan perspektif gender ke dalam persiapan, perancangan, penerapan, monitoring dan evaluasi kebijakan, peraturan pelaksanaan dan program pembiayaan, sebagai salah satu kunci keberasilan kesetaraan gender di Filipina. Dalam artikel ini, penulis menjabarkan tiga argumen utama keberhasilan kesetaraan gender di Filipina pada tulisan ini: pertama,  diaodpsinya terminologi gender mainstraiming. Kedua, penerapan gender mainstraiming yang dibuktikan dengan dibentuknya beberapa undang-undang peraturan serta program terkait penerapan kesetaraan gender yaitu The Magna Carta of Women (MCW), The Philippine Development Plan for Women (PDPW) 1989-1992, dan The Philippine Plan for Gender-Responsive Development (PPGD) 1995−2025. Ketiga, implementasi gender mainstraiming dibeberapa sektor diantaranya partisipasi ekonomi dan peluang, pencapaian pendidikan, kesehatan dan kelangsungan hidup, dan pemberdayaan politik. Keseiusan dan kesadaran tinggi pemerintah mengenai pentingya kesetaraan gender konteks pembangunan dituangkan dalam perturan serta undang-undang sebagai kunci yang kemudian diimplementasikan disegala kebijakan. Dalam penjabarannya, penulisan ini akan menggunakan metode penelitian kualitatif dengan bersumber pada data sekunder. Kata Kunci: Kesetaraan gender, perempuan & pembangunan, gender mainstraiming, Filipina ABSTRACT The Philippines, which is known as a patriarchal country in the era of colonialism, is now the only country that has the highest level of gender equality in Asia. Development of government policies that focus on improving gender equality, giving men and women equal access to all resources. This raises questions about the implementation of gender mainstreaming seen from the context of development in the Philippines in enforcing gender equality policies. This paper elaborates that the implementation of the concept of gender mainstreaming which integrates a gender perspective into the preparation, design, implementation, monitoring and evaluation of policies, implementing regulations and financing programs, is one of the keys to the success of gender equality in the Philippines. In this article, the author outlines three main arguments for the success of gender equality in the Philippines in this paper: first, the diodection of the terminology of gender mainstreaming. Second, the implementation of gender mainstaking as evidenced by the formation of several laws and programs related to the implementation of gender equality, namely The Magna Carta of Women (MCW), The Philippine Development Plan for Women (PDPW) 1989-1992, and The Philippine Plan for Gender- Responsive Development (PPGD) 1995-2025. Third, the implementation of gender mainstreaming in several sectors including economic participation and opportunities, educational attainment, health and survival, and political empowerment. The seriousness and high awareness of the government regarding the importance of gender equality in the development context is outlined in regulations and laws as keys which are then implemented in all policies. Abstract: Achieving equal opportunities between women and men in political competition has always been a complex process, even though the government has established affirmative policies to encourage a greater role for women in the political sphere. The issue of patriarchal culture and the challenge of religious conservatism can hamper the achievement of the objectives of the affirmation policy for women in competing for elections to occupy the position of parliament members (DPR-RI). This paper discusses the political contestation of women in reaching political positions as people's representatives and the challenges they face in fighting for issues of gender equality in the parliament. This research answers what factors are hampering women's involvement in political contestation, and what challenges are there in fighting for gender equality issues. This study used a qualitative method with a descriptive analysis approach. The theory used in this study was the concept of affirmative action and the theory of gender equality in politics. The results of the discussion showed that the number of women elected in the 2019 Elections increased. Thanks to the affirmative policy ruled by the Indonesian government. However, affirmative policies to meet gender quotas do not only benefit those who have gender equality agendas, but also those who stand with the anti-feminist movement that represents the voices of conservative groups. The issue they are fighting for is still trapped in the gender ideology proclaimed by a patriarchal culture, which assumes women's problems are identical to those of mothers. Therefore, not all elected women MPs explicitly have a gender perspective. الملخص:إن تحقيق تكافؤ الفرص بين النساء والرجال في المنافسة السياسية كان دائمًا عملية معقدة ، على الرغم من أن الدولة وضعت سياسات إيجابية لتشجيع دور أكبر للمرأة في المجال السياسي.يمكن أن تعوق مسألة الثقافة الأبوية وتحدي المحافظة الدينية تحقيق أهداف سياسة التأكيد للمرأة في التنافس على الانتخابات لشغل منصب أعضاء البرلمان (مجلس النواب لجمهورية إندونيسيا). تناقش هذه الورقة التنافس السياسي للمرأة في الوصول إلى المناصب السياسية كممثلة للشعب والتحديات التي تواجهها في الكفاح من أجل قضايا المساواة بين الجنسين في البرلمان.يجيب هذا البحث عن العوامل التي تعوق مشاركة المرأة في التنافس السياسي ، والتحديات التي تواجهها النساء في الكفاح من أجل قضايا المساواة بين الجنسين. تستخدم هذه الدراسة طريقة نوعية مع نهج التحليل الوصفي.النظرية المستخدمة في هذه الدراسة هي مفهوم العمل الإيجابي ونظرية المساواة بين الجنسين في السياسة. تظهر نتائج البحث أن عدد النساء المنتخبات في انتخابات 2019 زاد بنسبة 22 في المائة. بفضل السياسة الايجابية التي تحكمها الحكومة الاندونيسية.ومع ذلك ، فإن السياسات الإيجابية للوفاء بحصص النوع الاجتماعي لا تفيد فقط أولئك الذين لديهم أجندة للمساواة بين الجنسين ، ولكن أيضًا أولئك الذين يقفون إلى جانب الحركة المناهضة للنسوية التي تمثل أصوات الجماعات المحافظة.إن القضية التي يناضلون من أجلها لا تزال عالقة في الأيديولوجية الجنسانية التي أعلنتها ثقافة أبوية ، والتي تفترض أن مشاكل المرأة مماثلة لمشاكل الأمهات.لذلك ، لم يكن لجميع البرلمانيات المنتخبات منظور جنساني بشكل واضح.Abstrak: Mencapai peluang yang setara antara perempuan dan laki-laki dalam persaingan politik selalu menjadi proses yang kompleks, meskipun negara telah menetapkan kebijakan afirmatif untuk mendorong peran yang lebih besar bagi perempuan dalam ranah politik. Persoalan budaya patriarkal dan tantangan konservatisme agama dapat menghambat pencapaian tujuan kebijakan afirmasi bagi perempuan dalam memperebutkan pemilihan untuk menduduki posisi anggota DPR-RI. Kajian ini membahas kontestasi politik perempuan dalam mencapai posisi sebagai wakil rakyat dan tantangan yang mereka hadapi dalam memperjuangkan isu-isu kesetaraan gender di parlemen. Penelitian ini menjawab faktor-faktor apa yang menghambat keterlibatan perempuan dalam kontestasi politik, dan tantangan apa yang dihadapi perempuan dalam memperjuangkan isu kesetaraan gender. Penelitian ini menggunakan metode kualitatif dengan pendekatan analisis deskriptif. Teori yang digunakan dalam penelitian ini adalah konsep affirmative action dan teori kesetaraan gender dalam politik. Hasil kajian menunjukkan bahwa jumlah perempuan yang terpilih dalam Pemilu 2019 meningkat 22 persen berkat kebijakan afirmatif yang ditetapkan oleh pemerintah. Namun demikian, kebijakan afirmatif untuk memenuhi kuota perempuan tidak hanya menguntungkan mereka yang memiliki agenda kesetaraan gender, tetapi juga mereka yang mendukung gerakan anti-feminis yang mewakili suara-suara kelompok konservatif. Masalah yang mereka perjuangkan masih terjebak dalam ideologi gender yang diproklamasikan oleh budaya patriarki, yang menganggap masalah perempuan identik dengan masalah ibu. Karena itu, tidak semua anggota parlemen perempuan yang terpilih secara eksplisit memiliki perspektif gender.

The complexities brought about by the fast paced civilization posed a colossal problem which government cannot address alone. In a country like the Philippines, societal demands in terms of security, justice, wealth redistribution and the overall welfare of the citizens have grown geometrically vis a vis limited financial and resource capabilities of the government. The diversities of demand among the citizens sometimes forced our leaders to take the driver set blind folded. The methods subscribed by our leaders lead to delayed if not disproportional dispatch of services which gradually distorted social balance. This disequilibrium has been gradually corrected by the philanthropists, charitable institutions and the non-government organizations in general. In Bohol, one of the issues though not alarming as of the moment is the presence of abandoned/neglected children. These fragile souls momentarily find peaceful abode thru the Department of Social Welfare and Development until they arrive at the doors of orphanages. Considering that orphanages heavily relied on dole out, financial grants and donations, the researcher wanted to ascertain if on top of these, the said institution interfaced in their system the basics of portfolio management. The paper is based mainly on secondary data analysis. Abstract This  study aims to observe how much influence the policy of gender mainstreaming on employment in  Banda Aceh city. Employment in this study is projected as the number of workers. The scope of this research is in the government of the Banda Aceh city by using SWOT analysis method. The data collected is secondary data obtained through interviews. The results of the study show that based on swot analysis there are several threats, opportunities, challenges, and weaknesses in the implementation of gender mainstreaming policies in employment in Banda Aceh city. The disadvantages are the limited willingness to work, the double burden of women as wives or mothers, lack of socialization and training, and the absence of disaggregated data. The strength of PUG policy is the Law Regulation, one of which is Presidential Instruction No. 9 of 2000, the level of education, skills, and understanding of HR.Government of Banda Aceh city should be able to support this policy through pro-gender equality programs so that there will be no gender gap in the city of Banda Aceh and One of the efforts that can be taken by the government in dealing with the issue of gender disparity is to create gender responsive programs in the form of socialization, discussion, and others that not only involve men but also women.

The purpose of this research is to describe women's participation in the political process so that it can represent gender equality and justice. This research uses descriptive qualitative research. Sources of data in this study are primary data, namely data from interviews with informants involved in this research, and secondary data, namely data from studies of articles, books, results of previous research, and various relevant sources. The data collection techniques used were interviews and documentation. The data analysis used was interactive analysis in the form of data analysis, data presentation, data reduction, concluding, and testing the validity of the data through source triangulation. The results of this research show that women's participation in the political process can be done through the efforts of the government and political parties by providing political education, development of pro-women government programs by both the central and local governments to increase women's involvement in the political process as a form and a form of women's concern for society, nation, and state.

The research objective was to analyze the problem of fisherwomen empowerment and gender equality based on legal reviews in Indonesia. The research method used is normative legal studies. The results of the study found that there are discriminatory implications in Law Number 7 of 2016 concerning the Protection and Empowerment of Fishermen, Fish Farmers, and Salt Farmers or commonly referred to as the PEF Act (Protection and Empowerment of Fishermen) which is not in line with the empowerment of fisherwomen and is in conflict with gender equality. The findings make it clear that fisherwomen, unlike other economic actors in the fishing industry, are the most overlooked group rooted in socio-cultural prejudice. The PEF Act does not specifically recognize or even mandate any form of affirmative action for fisherwomen to gain equal access to protection and empowerment programs. This causes fisherwomen who have been culturally forcibly placed in households and away from the fishing industry. But instead, the PEF Act dwarfed the position of women as a mere secondary role in fishery households instead of the main breadwinner. Therefore, this study suggests that the government should make a strict amendment to the PEF Act. Namely recognizing gender equality in the role of fisherwomen and followed by reforming gender mainstreaming in the fisheries bureaucracy to accommodate fisherwomen's rights to access community empowerment programs for fishing communities.

This chapter traces, identifies, and characterizes the main features of the gender division in Israeli society and politics. It addresses questions relevant to the status of women, as well as the LGBTQ community, and assesses the magnitude of gender inequality in the various societal, cultural, and political arenas. While substantial progress has been made in improving the status of women in Israel, there is still a long road ahead before Israel can achieve true gender equality. In order for such equality to become a reality, genuine change is in order: a focus on the substantive outputs of the Knesset and the government; an emphasis on gender mainstreaming practices; and widespread feminist activity in formal politics, meant to inject critical feminist views into the political system and alter existing gender relations.

PurposeThe purpose of this article is to analyse the weaknesses of governance institutions in constraining grand corruption arising from the government procurement of large foreign-funded infrastructure projects in the Philippines. The weaknesses are revealed in the description and analysis of two major scandals, namely, the construction of the Bataan Nuclear Power Plant during the Marcos era and the National Broadband Network project of the Arroyo presidency.Design/methodology/approachThis research employs a historical and comparative case approach to explore patterns of grand corruption and their resolution. Primary and secondary data sources including court decisions, congressional records, journal articles and newspaper reports are used to construct the narratives for each case.FindingsTop-level executive agreements that do not require competitive public bidding provide an opportunity for grand corruption. Such agreements encourage the formation of corrupt rent-seeking relationships involving the selling firm, brokers, politicians and top-level government executives. Closure of cases of grand corruption is a serious problem that involves an incoherent and politically vulnerable prosecutorial and justice system.Originality/valueThis paper aims to contribute to research on grand corruption involving the executive branch in the Philippines, particularly in the procurement of large, foreign-funded government projects. It examines allegations of improprieties in government project contracting and the politics of resolving corruption scandals through the justice system.

Article 13 Permenkes No. 18 of 2020 states, Local Governments have the responsibility to facilitate the management of medical waste. In reality, the Banda Aceh City Government has not provided facilitation in the management of medical waste in Banda Aceh City. The purpose of the study was to determine the form of facilitation provided by the Banda Aceh City Government and the policies taken in the management of medical waste. The main data of this study is secondary data and is supported by primary data. Secondary data was obtained from legislation, scientific journals and books, while primary data was obtained through interviews. The results showed that the facilitation provided by the Banda Aceh City Government was only in the form of socialization and advocacy to cross-sectors and monitoring and evaluation of Health Service Facilities. The medical waste management facilitation policy has not been implemented in accordance with the Minister of Health Regulation No. 18 of 2020 and the Banda Aceh City Sanitation Strategy 2010-2025.

       The research aims to identify internal and external factors, formulate alternative strategies, and prioritize strategies in developing the tilapia hatchery business at the Gunung Manau Local Fish Breeding Center, Batumandi District, Balangan Regency. The basic method used is descriptive method and carried out by survey techniques. The data used in this study are primary and secondary data. Data analysis methods used (1) SWOT Analysis, (2) IE and SWOT matrix (3) QSP matrix. The results of the study reveal that (1) the main underlying strength is easily accessible production facilities, (2) the main disadvantage is that marketing outside the region is still lacking. (3) The main opportunity to get assistance from the government. (4) Whereas the fundamental threat is the effect of the dry season. (5) Based on the IE matrix, the strategy is market penetration and product development. (6) The results of the SWOT matrix from the alternative strategies implemented are maintaining seed quality and increasing production through increased application of Standard Operating Procedures (SOP), Utilization of feed probiotic processing technology and feed training and increasing the number, improving the performance of technical officers in managing business seeding by providing encouragement, monitoring and evaluation as well as cooperative relations of the related institutions. (7) The priority strategy that can be applied is to improve the performance of technical officers

Empowerment of women takes place through structural changes in women’s lives such as provision of land rights, promotion of non-farm employment, self-employment and support to unleash their potential of entrepreneurial qualities and their participation in decision making at various levels. The initiatives undertaken by the Government such as promotion of rural livelihoods (NRLM) and wage employment (MGNREGS) resulted in enhancement of livelihoods and economic freedom to women. The need for the study arises from the fact that ensuring effective and independent land rights for women is critical as it can serve multiple functions in rural women’s lives and empower them to challenge the socio-economic and political inequalities prevalent in rural semi-feudal society. The present study while looking at the situation of land rights of women covered five districts from two states, examined the efficacy of ‘Bhoomi’ initiative and studied the processes of securing land rights by eliciting the perceptions of stakeholders in a non-survey method supported by secondary data. The data from Society for Elimination of Rural Poverty of state governments established that the para-legal assistance strategy and Bhoomi Nyaya Sahaya Kendram initiative helped poor women to secure land rights and improve their status significantly. The study found that the initiative of land purchase by the government helped poor women to access land while gender mainstreaming in government departments was a felt need. It is a classic example of ensuring land rights of poor women and thus improving their status and livelihoods among others.
