This article is devoted to an overview of the methods and measures by which the governments of economically developed countries of the world ensure, to one degree or another, the security of their budget systems. At the same time, the authors consider the vulnerable aspects of the functioning of their public finance systems, the reasons for the emergence and the ability of the country’s leaders to eliminate negative factors and threats. This aspect is extremely important for ensuring the economic security of the state, since it provides an increase in the level of both economic and national security of the country.

The national security of the state depends on the level of economic security of the country. Therefore, the concept of national security of developed countries IS paid special attention to the issue of economic security. The economic security of a country depends on its social, economic, financial, political, environmental and epidemiological situation. To assess the existing social, economic, financial, political, environmental and epidemiological situation, they use a system of indicators that represent the situation.The Covid-19 infection detected in December 2019 in Wuhan, China, has had a negative impact on economic stability and development along with the social situation in all countries of the world. International financial institutions forecast that the growth of the world economy and the recession will decrease even more than the 2008 financial and economic crisis.In order to prevent the negative consequences of the pandemic, Uzbekistan, like many countries around the world, has imposed socio-economic and administrative restrictions. These restrictions have a negative impact on living standards, incomes, the state budget and the economic situation. The decline in economic activity of the economic sector and the population also undermines the economic security of the country. For this reason, the authors have developed recommendations for economic security in the context of Covid-19 infection.

The article deals with topical issues related to the transformation of economic sovereignty in terms of ensuring the external economic security of the state within the framework of membership in international financial and economic organizations. Since the beginning of the XXI century, almost all countries of the world, including Russia, have accelerated the pace of opening their economies. With this initiative, they expected the introduction of a new driving force in the process of domestic economic development and the creation of new market opportunities. States to varying degrees have integrated their domestic economies into the global market. However, for any country, opening the economy to the outside world is not free. The national economy will inevitably be subject to certain costs, which will affect the increase in value and the same time be perceived as weakening the country's «economic sovereignty», namely, the erosion of permanent and exclusive privileges over its economic activity and national resources. The increase in the number of international financial and economic organizations and the expansion of their functions naturally limit the sovereignty of a particular country. The most typical example is the ever broader penetration of the following organizations: the Bank for International Settlements (BIS), the World Bank (WB), the International Monetary Fund (IMF) and the World Trade Organization (WTO) into the internal economic affairs of their members. In the conditions of world economic globalization, many underdeveloped countries are forced to resort to foreign aid and intervention, which, however, will lead to the fact that their governments will be deprived of control over their own economies. In this regard, some scientists predict the loss of economic sovereignty in a form such as neo-colonialism. More importantly, this is the fact that some economically strong countries, such as the United States, for example, taking advantage of this, influence or violate the economic sovereignty of these countries. At the same time, economically developed countries address double standards in economic policy and apply their own self-realized theories, such as «human rights that transcend sovereignty» and «economic integration that outweigh sovereignty», to make weak countries recognize some of their inalienable privileges. However, these countries repeatedly emphasize that they should not accept international economic rules as a sacrifice of weakening and diminishing their own decision-making rights. Thus, we can conclude that the dispute over economic sovereignty is, in fact, a hidden competitive struggle for power in the world arena. In the current context of «economic openness», external economic impacts on individual countries are distributed in an unbalanced manner. From an economic point of view, Russia needs to rethink the understanding of sovereignty as a responsibility for the internal functions and external obligations of the state in the economic sphere, which includes, but is not limited to questions of the state’s external economic security. The development and normative content of the concept of sovereignty as a responsibility to protect in the economic sphere requires the continuation of scientific development, in particular, it concerns the formulation of the internal functions of the state, based on a distributed responsibility approach between: (1) by the state and supranational actors, which are international financial and economic organizations, (2) by civil society and private business, each performing its own role in the global economy. You should also pay attention to the external functions of the state to protect national interests in the foreign economic sphere, taking into account the existing actual inequality between states in terms of the development of economic infrastructure and technologies.

The article is aimed at defining the theoretical aspects of managing the economic security of the insurance services market of Ukraine, searching for ways to develop special practical recommendations to solve the outlined problem. In the context of transformational changes and globalization metamorphoses, the issue of ensuring a high level of economic security of the insurance services market in Ukraine is one of the priorities. The article discusses the risk factors influencing the provision of a high level of economic security of the insurance services market of Ukraine, analyzes the mechanisms for managing the economic security of the insurance services market. Particular attention is paid to the characterization of models of the State regulation of economic security of the insurance services market of the countries of the world, which helps to form the main emphasis on the state of development of the insurance services market of Ukraine. The practice of developed countries of the world indicates the inadmissibility of such a mechanism for ensuring economic balance as insurance premiums, and the need to focus on the formation of insurance reserves. Based on the practice of the developed countries of the world, it is advisable to summarize the mechanisms for ensuring the economic security of the insurance services market as a single system, monitoring of which will ensure systematic economic development, quick managerial decisions in transformational conditions and attraction of investment funds for long-term strategic planning. In addition, the article draws a parallel between ensuring a high level of economic security of the insurance services market and the development of the Ukrainian economy in the context of a rapid change in external influence factors, involving priority mechanisms for ensuring the long-term investment development of the country. The main directions of improvement of the State regulation of economic security of insurance services market are proposed.

Introduction. The article substantiates and proves the objective necessity of forming a system of vectors for assessing economic security, taking into account the transformational challenges of our time; certain trends in economic security and their key markers, which reflect modern transformation processes, namely: economic, technological, educational trends, socio-political, demographic and environmental. The proposed trends in economic security correspond to modern economic realities and develop the provisions of the concept of national economic security, taking into account new external economic and internal economic and socio-political conditions, challenges and threats to the functioning of the national economy. Goal. The goal of the article is to prepare trends in the approach to the formation of economic security of the state and their key signs that reflect modern transformation processes, namely: economic, technological, trend areas of education, socio-political, demographic and environmental. Results. The article states that during the last decade is actively developing and applies to the application of a risk-oriented approach to the formation of a system of economic security in one country. Within the risk-oriented approach, risks and their potential consequences are constructed by the system of combating danger precisely and the basis of such an approach. The peculiarity of the risk-oriented approach is that it takes into account not only the likely threats, but also the ability of the country to counteract such threats, identifying its potential vulnerability. Relationships between national security and economics increased as globalization and economic integration increased in recent decades. For open economies of the world, these interconnections are manifested as opportunities and possible threats to their national security. It is the definition of "risks vectors" that allows the channels of interactions between economic factors and national security. Against the background of increasing the factor of power in international relations of the states of the Euro-Atlantic, Eurasian and Asia-Pacific regions, undermining the system of global security, it is becoming clearer that the role of the Russian Federation lies in maintaining the strategic balance and balance of power in the world. This trend is becoming a key one in ensuring the stability of the system of international economic relations. Theoretical and methodological experience of past generations influenced the world community on adequate understanding of the real threats to national security. The analysis of the processes of interconnections and interdependences of military and economic security (as components of national security) revealed the mobility of the configuration of and shifting towards the priority of successful and prosperous economic development of the individual and society. The emphasis on solving the large-scale tasks facing the Russian state in the economy, social sphere, and infrastructure is stipulated by both the inefficiency of the processes of militarization and the arms race from a military point of view, and the unjustified costs from an economic point of view. The desire of Russian Federation for the effective functioning of the state policy is now confirmed by the concentration of efforts of the individual, society and the state on the introduction of outstanding achievements that underlie promising military developments in high-tech industries. When predicting the course and outcome of the processes of saving human civilization on our planet, it is logical and useful for the world community to take into account the expediency of extrapolation of the positive trend set by Russia, and the firm consolidation of this trend for many years.

The maintenance of civil peace and harmony in the Russian state from time immemorial has been defined as a priority that allows maintaining the integrity of both state and territorial. Global processes taking place in the world, epidemic waves of viruses, incessant local wars, diligent attempts to separate people and peoples bring to the fore the need to consolidate society in order to ensure the national security of the country. In this context, the importance of statistics increases, which significantly affects the perception of the dominant values by society, forms the attitude of people to the state policy being pursued. At the same time, the understanding of statistical information (figures, data) in a number of cases does not correspond to reality, making it difficult to adequately assess the existing situation, which is associated with an insufficient level of statistical literacy of the population, officials and specialists in various fields of activity.

The purpose of the publication is to assess the world experience of post-industrial development and deindustrialization in the economies of both developed and developing countries. The importance of the crisis of the post-industrial paradigm for the development of the world economy, the application of this experience in the process of import substitution and the unfolding reindustrialization in Russia is noted. The analysis of the world experience of post-industrial development and deindustrialization of the economy, its macro-regional features is carried out in the context of maintaining and developing Russia's economic security. The author's understanding of the problems and prospects of the development of import substitution and reindustrialization processes in the world is proposed. Import substitution is considered as part of the strategy of economic development and ensuring the national security of the country. It is proposed to build recommendations for improving the policy of import substitution and reindustrialization carried out by Russia, taking into account the author's developments.
