The deepening of economic reforms in Uzbekistan is closely linked to the strengthening of macroeconomic stability and the maintenance of high rates of economic growth and competitiveness, the continuation of institutional and structural reforms to reduce the presence of the State in the economy, and the further strengthening of the protection of rights and the priority role of private property, as reflected in the Development Strategy for 2017-2021.

This paper by using the ijtihad paradigm of maqâshid al-syarî’ah of Jasser Audah and the descriptive-analytical approach, would like to emphasize that the role of religion and economic welfare are two things that cannot be separated. Although in practice these two things often face obstacles, especially in the matter of diversity in religious life because of the superficial ijtihad paradigm of Islamic law. Based on the contemporary paradigm that seeks to provide new criteria in the conception of qath’i al-dlilalah and dlanni al-dlilalah, it can be stated that the contemporary Islamic law paradigm that needs to be built must be based on (a) the development of citizens’ welfare Muslims, but also must be the same as non-Muslims because of that we need to carry out financial and economic reforms (al-ishlâh al-mâlî wa al-iqtishâdî); (b) protection of freedom of thought (hurriyah al-tafkîr) and freedom of religion (hurriyah al-i’tiqâd) is an important aspect that must be maintained to guarantee the peace and harmony of the nation’s life in the territory of Indonesia. Therefore, the religious and economic aspects must be prioritized for their protection and safety.

The purpose of the article is to reveal the role of budgetary projection in the system of financial and economic regulation of social processes within the framework of improving the efficiency of fiscal policy intended to macroeconomic stability maintenance in both countries with transformational and advanced economies. The comparative and factorial methods allowed to developthe features of the institutional environment of the budgetary progection methodology, to identify approaches for its improvement. Methodology. Substantiation of the role of budget forecasting in the system of financial and economic regulation of social processes, determination of provisions for improving its methodology is based on generalized and systematic approaches that are applied in both developed and transformational economies. An analysis of the stages of the process and the budgetary projection methods evaluation, that are used in different countries, have been carried out. Results showed that the efficient budgetary projection methodology is the basis for sound fiscal policy. The development of realistic budgetary projections facilitates justified management decisions aimed at ensuring the country financial firmness. Devia-tions from budget revenues from the projected indicators do not make it possible to achieve certain fiscal policy outcomes and, accordingly, cause a budget cut. In order to develop realistic budgetary projections, a welldesigned and coherent database is needed for all time series, necessary to analyze and project budget revenues. Time series of key determinants affecting the budget revenues level should be available at different frequencies (monthly, quarterly, annually). Where data reflecting similar economic processes by different revenue sources are available, any differences between them shall be determined by reference to their coverage and methodology. Practical implications. Budgetary projections are the basis for the formation of effective fiscal policy and the benchmark of the reproduction process. Adequate level of justification for budget projection will help to provide a dynamic balance of budgetary indicators and the budgetary system stability. Institutional changes to the budgetary projection methodology should be made on the basis of taking into account the dynamic interrelation of budgetary and macroeconomic indicators. The remarkable task here is the development of an economic and mathematical model based on the assessment of the national economy capabilities by reference to the assessment of macroeconomic proportions and the corresponding social and economic conditions of social production. Value/ originality. Developing the budgetary projection approaches in the context of improvement of the fiscal policy efficiency is an important precondition for ensuring macroeconomic stability. In order to increase the budget projection justifiability, it is advisable to make institutional changes to its methodology. Based on the methioned above, the article reveals the essence and role of the budgetary projection in the system of financial and economic regulation of social processes in the context of improving the fiscal policy effectiveness aimed at macroeconomic stability maintenance; approaches to improving the budgetary projection methodology have been identified, and it has been determined that the soundness and feasibility of budgetary projection are the basis for effective fiscal policy. The predictability of budgetary criteria, budgetary architectonics contribute to improving the efficiency of transformations in the public finance system.

The paper is devoted to the problems of the USSR scientific and technology (S&T) policy during the “Khrushchev’s decade”, presented as part of the macroeconomic policy. The analysis is carried out in the context of economic reforms and experiments implemented in the country. The main components of S&T policy are revealed, the evolution of its structure and content in comparison with the first post-war decade is shown. In the analysis of S&T policy, the main attention is paid to the reflection of the status of science as a driver of economic development in the context of global challenges and the formation of new techno-economic paradigms. The emphasis on the applied function of research and development (R&D) proclaimed in the framework of S&T policy is presented as a reflection of the traditional for the USSR interpretations of the place and role of science in society under new conditions of scientific and technological revolution as a Soviet counter-thesis to the concepts of post-industrial society. The connection of decision-making mechanisms in the field of S&T policy with general line of Khrushchev’s populism, and the emerging practice of “bureaucratic bargaining” is outlined. The basic trends of approaches to planning in science and coordination in the field of R&D are identified, the directions of organisational restructuring in the governing of the scientific and technical complex are shown. It is concluded that S&T policy in the mid-1950s — 1960s remained a function of economic policy, that a unified S&T policy in the country under N. S. Khrushchev had not been formed. At the same time, the return on innovation remained at a low level.

Traditionally inter-state migration in India was limited compared to within state migration. Economic reforms in the early 1990s have boosted inter-state migration in the country. Hence, it is important to understand the impact of economic reforms on the determinants of inter-state migration. Recent studies have identified that state border; linguistic divide and per capita income play an important role in determining the location of inter-state migration in India. In this paper, we tried to understand the impact of economic reforms on the choice of the location of inter-state migration in the country by using a gravity model framework. We found that while the impact of per capita income difference has increased in the post-reform period, the impact of the common-border has declined. Moreover, the impact of the linguistic divide has initially increased after reforms.

This chapter examines the relationship between democratization and the economy. It first provides an historical overview of the emergence of capitalist democracy before discussing some general problems of the relationship between democracy and capitalism, highlighting the main areas in which the two systems condition each other. It then considers the role of business in democratizing countries, and more specifically the role of business actors in the transition to democracy. It also explores the intricacies of combining major political and economic reforms. Some key points are emphasized; for example, capitalism focuses on property rights while democracy focuses on personal rights. Furthermore, capitalism produces inequality, which can both stimulate and hamper democratization.

ABSTRACTThe pressures of economic crisis and reform that have gripped African societies have been accompanied by a proliferation of new religious movements. Amid concerns about the political impact of religious revivalism, little attention has been devoted to their economic implications. Focusing on the remarkable coincidence between the withdrawal of the state, the rise of religious movements, and the dramatic expansion of the informal economy, this paper examines the role of religious revivalism in processes of informal economic governance and class formation in contemporary Africa. Against the background of the historical role of religion in the development of market institutions across the continent, it traces the dynamics of religious revivalism and informal economic regulation in two regions of Nigeria. Rather than representing a return to occultist or patrimonial impulses, new religious movements reveal distinctly Weberian tendencies. However, modernising tendencies fostered within the informal economy by popular religious revivalism are being stunted by the relentless pressures of liberalisation, globalisation and pseudo-democratisation. Progressive religious tendencies among the poor are being instrumentalised by religious entrepreneurs and political elites, undermining fragile processes of entrepreneurial class formation taking place within the informal economy.
